1. Call to order.

With a quorum present, the Regular Meeting of the Humble City Council was called to orderby Mayor Aaron at 6: 30 p.m. on Thursday, February 13, 2020 in the Council Chamber of theCity of Humble City Hall, 114 West Higgins, Humble, Texas 77338.

Jacob Tracy and Vinnie Stevens, with Boy Scout Troop 9, led the Invocation and Pledge ofAllegiance.

3. Hear Visitors: During this time a citizen may address the City Council on any item which does not appear onthe posted Agenda. Registration forms are available at the meeting and on our website. This form should becompleted and returned to the City Secretary no later than ten ( 10) minutes prior to the beginning of themeeting. Upon stepping to the podium the speaker must state their name, and city of residence Each speaker' sremarks are limited to three ( 3) minutes. The City Council will listen and receive the information presentedby the speaker, Ask staff to look mto the matter, or place the issue on a future agenda. Topics of operationconcerns shall be directed to the City Manager. Comments should not personally attack other speakers, Councilor Staff

Speakers:

Arliss Bentley, 117 N. Avenue F, Humble, Texas, stated she was unsure what was happeningtonight with Item 8 regarding the Humble Cemetery. She thanked the City for maintaining itand trying to take responsibility for it. She asked if the another historic cemetery in townwould receive attention. During discussion, City Manager Jason Stuebe advised the HumbleCemetery would be explained when Council visited Item 8. Council advised that the other

cemetery, also known as the Humble Negro Cemetery or Pipe Yard Cemetery was privatelyowned and the City would not be maintaining it. Council Member Charles Cunningham,

member of St. Mark Missionary Baptist Church, and Vicki Rahimzadehbates, member ofGrace Church, added that the other cemetery was under the guidance of their organizations.

4. Consent Agenda: Ministerial or " housekeeping" items that can be voted on in one motion as

allowed by law. Items maybe removed from the Consent Agenda for individual considerationand discussed or acted upon by a majority vote of the Council.

Upon a motion made by Mayor Aaron, the City Council voted five( 5) for and none( 0) opposedto approve the Consent Agenda. The motion carried unanimously.

5. Presentation, possible action, and discussion on approval of Ordinance No. 20- 861 authorizinga General Election to be held on May 2, 2020, for the purpose of electing a City CouncilMember Place 3, a City Council Member Place 4, a City Council Member Place 5, by thequalified voters of the City of Humble, Texas; establishing early voting locations and pollingplace for this election; and making provisions for conducting the election.

Upon a motion made by Mayor Pro- Tern Funderburk, the City Council voted five ( 5) for andnone (0) opposed to approve Ordinance No. 20- 861 authorizing a General Election to be heldon May 2, 2020, for the purpose of electing a City Council Member Place 3, a City CouncilMember Place 4, a City Council Member Place 5, by the qualified voters of the City of Humble,Texas; establishing early voting locations and polling place for this election; and makingprovisions for conducting the election. The motion earned unanimously.

6. Presentation, possible action, and discussion on approval ofOrdinance No. 20- 862 establishing

a three- way stop at the intersection of Burdom Road and South Bender Avenue; providing apenalty of$ 200. 00 for violations; and making other findings and provisions related thereto.

Upon a motion made by Council Member Steagall, the City Council voted five ( 5) for andnone ( 0) opposed to approve Ordinance No. 20- 862 establishing a three- way stop at theintersection of Burdom Road and South Bender Avenue; providing a penalty of$ 200. 00 forviolations; and making other findings and provisions related thereto. The motion carried

unanimously.

7. Presentation, possible action, and discussion on approval of Appointment of Agent during

Upon a motion made by Council Member Curry, the City Council voted five ( 5) for and none0) opposed to approve an Appointment of Agent to City Secretary' s Office Administrative

Assistant Elanna Killian during mandatory election office hours. The motion carried

unanimously.

8. Presentation, possible action, and discussion on approval of an Affidavit of Ownership and

Possession of the Humble Cemetery giving notice to all persons that the City of Humble,Texas, owns 3. 213 acres of land known as the Humble Cemetery, or the Humble Cemetery

Property.

City Manager Jason Stuebe explained the history of the cemetery and the City' s willingness totake ownership and maintain the grounds. The reason was due to the Cemetery Association

being in default with all trustees being deceased.

Upon a motion made by Mayor Pro-Tern Funderburk, the City Council voted five (5) for andnone ( 0) opposed to approve an Affidavit of Ownership and Possession of the HumbleCemetery giving notice to all persons that the City of Humble, Texas, owns 3. 213 acres of landknown as the Humble Cemetery, or the Humble Cemetery Property. The motion carried

unanimously.

9. Presentation, possible action, and discussion on approval of a Professional Services Agreementbetween City of Humble and Dunham Engineering, Inc., for rehabilitation of the 125, 000

gallon elevated water storage tank located at the Public Works Facility in Humble, Texas inthe amount of$ 350, 000.

City Manager Jason Stuebe stated the rehabilitation would not exceed $ 50, 000. $ 350,000

was a typo.

Upon a motion made by Council Member Curry, the City Council voted five ( 5) for and none0) opposed to approve a Professional Services Agreement between City of Humble and

Dunham Engineering, Inc., for rehabilitation of the 125, 000 gallon elevated water storage tanklocated at the Public Works Facility in Humble, Texas in the amount of$ 50,000. The motioncarried unanimously.

10. Presentation, possible action, and discussion on approval of Change Order # 5 authorizing

additional engineering services to RPS Klotz Associates and Tolunay- Wong Engineers, Inc.,in the amount of$ 43, 145. 00 for the City of Humble 1MG Elevated Water Storage Tank andWater System Improvements.

Upon a motion made by Council Member Steagall, the City Council voted five ( 5) for andnone ( 0) opposed to approve Change Order# 5 authorizing additional engineering services toRPS Klotz Associates and Tolunay- Wong Engineers, Inc., in the amount of$43, 145. 00 for theCity of Humble 1MG Elevated Water Storage Tank and Water System Improvements. The

motion carried unanimously.
