Creating the Constitution Articles of Confederation The new country had many problems under the Articles of Confederation and needed to be fixed. A convention would be held to revise these articles. The wake up call that prompted people to take the convention seriously was Shays Rebellion What do you notice about this picture? Inside of Independence Hall Some historians note that Ben Franklin would occasionally trip other delegates from his aisle seat. The delegates from 12 states met from May September of 1787 in Philadelphia, Pennsylvania to write the Constitution. Even though the days were very hot in the summer of 1787, windows were kept closed. Independence Hall today Because of his poor health, Benjamin Franklin needed help to sign the Constitution. As he did so, tears streamed down his face. During the daytime, pages one and four of the document are displayed in a bullet-proof case. The case contains helium and water vapor to preserve the paper's quality. At night, the pages are lowered into a vault, behind five-ton doors that are designed to withstand a nuclear explosion.
