Summary:

During the month of January on the Oklahoma Capitol Exterior Restoration project we completed the South Wing

East Elevation (Golf). The copper gutter was completed and the flood test passed. The punchlist walk was conducted, the

tarps and temporary power were removed, and we began dismantling the scaffold at the end of January. The scaffold will

be completely dismantled by mid-February. This scaffold will move to the West Wing South Elevation (Juliette) along with

the scaffolding from the India and Hotel elevations (South Wing West Elevation and South Wing South Elevation).

The South Wing West Elevation (India) stone repair walk was completed. Window sashes will begin arriving on-site in

February for installation. Once complete, the windows will be sealed, painted and water tested.

The window installation on the East Wing South Elevation (Foxtrot) phase 1 has been completed. The window

installation on phase 2 of this elevation is on-going and should be completed by the end of February. Stone cleaning has

started on phase 1 and will continue through-out February. The stone masons will move to phase 2 once the phase 1

cleaning is complete and the phase 2 window installation is complete. The gutter framing on phase 1 started at the end

of January and should complete the first week in February.

On the interior of the East Wing North Elevation (Delta) on the 2nd, 3rd, 4th and 5th floors we completed the

wall, ceiling and carpet repairs in the Senate offices, Senate Lounge and the Treasurer’s Office. These same repairs were

also completed on the East Wing East Elevation (Echo) in the Blue Room and the Governor’s Suite. The Court of Criminal

Appeals on the North Wing East Elevation (Charlie) also had the wall, ceiling and carpet repairs completed in January.

The South Portico (South Wing South Elevation – Hotel) cast iron paint has been completely removed following the

micro abrasion cleaning process. Painting mock-ups will be conducted in February. Once the mock-ups are complete, the

painting work will begin. The Stone Masons completed the repairs and cleaning on the upper portion of the portico. The

punchlist for the upper portion of the portico will be completed in early February. Following the punchlist, bird deterrent

will be installed from the column capitals to the coffered ceilings to prevent birds from nesting in the portico. The lower

portion of this elevation will be completed in mid-February. The scaffold is scheduled to begin coming down at the end of

February.

Exterior door demolition began in January and will continue through-out February. The demolition started on

the North Wing North Elevation (Bravo) and will work around the building clock-wise. Temporary doors are being installed

where the existing doors are being removed. This process will allow us to better understand how the historical doors were

installed and discover any unforeseen conditions prior to the new doors arriving on-site.

Safety:The safety of our workforce and the general public during the course of construction is the most import-ant task that we must deliver. To that end, every craftsmen involved with the project receives a detailed project orientation, and prior to performing any task, the teams develop detailed task specific work plans. These work plans are often called Job Site Analysis (JSA) and assist project teams with analyzing different hazards associated with each work activity prior to beginning work.

Work on A212 (Golf) nearing completion. Reglet for the south end of the gutter is not in the correct location per ASI-008. Lead T-cap has been installed, but stone needs to be patched for the T-cap to seal properly.

Installation of rain screen is ongoing on D1 & E2/A215 (Delta low roof). Copper work appears to be complete or nearly so.

Masonry repairs are ongoing on the back of A211 (Foxtrot).

Membrane roofing replacement ongoing on the back side of A212 (Golf) parapet.

Window restoration and painting work in progress on A211 (Foxtrot). Quality control issues observed: Sealant is being used in lieu of epoxy in some locations – this is not acceptable. Sealant is being placed on top of the intermediate coat of paint and between the primer and intermediate – this is also not acceptable. Small gaps are to be filled after the primer is applied and before intermediate coat.

Reglet for Golf (A212) gutter south end termination. (Mark 1, Baker)

Corrosion on new lead T-cap on used on A2121 (Golf) gutter. Baker will try to remove with vinegar. T-cap needs to be removed for stone patching and then re-installed in sealant. (Baker/Mark 1)

Addition of a small Dutchman to the lower edge of stone SS-05/02 on A201 (Hotel). (Mark 1)

Addition of a small Dutchman over the new anchor between the corona and raking cornice to give the reglet a hard edge rather than a mortar patch. (Mark 1)

ACTION REQUIRED:

Point reglet, layout in correct location and recut as marked/discussed to cover the new anchor between the corona and raking cornice stones. (Mark 1, Baker)

Reglet at the south end of A212 (Golf) laid out improperly. Corrections per ASI-008 need to be made.

Additional Dutchman over anchor to provide hard edge for reglet running along the gutter is also needed due to the alignment.

Corrosion on lead T-cap, cap needs to be cleaned or replaced. Patch missing at stone above the T-cap.

location; improper use of sealant as surfacing compound on the jamb in photo on the left. Improper use of sealant over intermediate coat in photo on the right, area needs to be coated with intermediate coat

Temperatures are not high enough for temperature dependent work on A202 (India) and are questionable in some locations on other enclosed scaffold. Extra heaters have been brought in, but it has not been 7 days since last cleaning operation. Per specification no masonry work involving water may occur when the forecasted lows are below 40. This applies to enclosed areas where heat cannot be successfully maintained. Effort must be made to determine when enough heat will not overcome outside temperatures and/or effect of wind. West plaza south stair cheek wall unforeseen condition – wall interior is made up of a combination of brick, hollow tile and mortar or concrete spoils. Rebuilding from the top of the concrete stringer wall will be necessary to reliably anchor the veneer stones. Options to rebuild include brick and concrete, two cramps or other anchors per stone typical. ADG to start detail for ZFI and TreanorHL input. (JE Dunn, ZFI, TreanorHL, ADG).

Reviewed metal substrate repair needs at ceremonial door on A201 (Hotel). Voids in original casting need to be filled with epoxy (structural or surfacing as size of flaw dictates). Gaps between pieces should be filled with sealant as is done with the window surrounds. Missing pieces noted on right side slider door and left side slider door. Right jamb has damage from use of a prybar to move slider door. Discussed options for replacement pieces (spliced is acceptable if it can be done cleanly).

Rain screen installation continues on the northeast low roof. ITEMS DISCUSSED:

Existing gutter along the north face of the east clerestory. Gutter serves approximately 6,500 sf (plan area) and is 150 ft long with four downspouts and no expansion joints. All joints in copper gutter sections are lapped and riveted with blind rivets. Steel mandrels in rivets are rusting and joints evidence of leaking. Apron is missing at west end or severely damaged. Gutter will need to be replaced to introduce expansion joints and address leaky joint construction. Sizing and number of downspouts needs to be evaluated as part of the work. Roof edge condition will need to be examined/evaluated when gutter is removed. East edge of north clerestory was also reviewed - this gutter is damaged and will not be able to be bent back into proper form – it will require replacement with the sky light work planned for later in the year. Site Phasing Plan:

The site phasing plan is a broad representation of the work flow for the Capitol exterior rehabilitation. Beginning with Alpha (west elevation of the north wing), scaffolding was constructed continuing on to Bravo, Charlie, Delta and Echo. We construct a phase of scaffolding at a time, which is followed by hazardous material removal, window restoration, and stone and lighting repair. As each phase is complet-ed, the scaffolding will be disassembled and reassembled on similar elevations. Thus far, the Alpha, Bravo, Charlie, Delta, Echo, and Golf elevations have been completed. This site phasing will occur for the duration of the rehabilitation until all work is complete, and the State Capitol is back to its original beauty and functionality.

Site Utilization Plan:

Per our site utilization plan, the JE Dunn trailer compound is the designated area for our staff members,trade partners, and material storage areas. It currently houses four field offices.

Our site fencing is a revolving system that isolates our work area from the public as we move around the Capitol building, helping to ensure a safe work environment.

The gravel lay-down areas are designated paths where machinery, supplies, and equipment are stored and provide a roadway for machinery to move supplies to and from the job site. The gravel will also serve as a protective barrier of the subsurface. Fence gates mark all areas where access can be gained to the job site for material and/or equipmentdeliveries, emergency access, or personnel access. These gates remain closed and are locked every night to ensure a safe work environment.

Stone Repair Tracking:

The following document depicts the stone repairs that we have identified for the Hotel, Golf, and India elevation. Once the raking of all mortar joints is complete on a respective elevation, we complete a full assessment of every stone to determine what repairs need be made, if any. We are able to track these repairs during our repair assessment walk using our BIM 360 software downloaded on iPads. Once complete, we are able to then transmit this information to our masonry trade partner for completion of all repairs.
