WELCOME On behalf of the IPC 2016 Swimming European Open Championships Local Organising Committee I am delighted to welcome you to Funchal, Portugal, and present to you the Team Leader Manual. We hope that this document provides you with all the important information to come and compete in one of the world’s best and most beautiful venue. When in 2014 we were approached for the very first time to include para-swimming in the structure of the Portuguese Swimming Federation we could never ever dreamt of organising such a major event like this one. However, as time went by things became making sense and for us this was the only way to end up this cycle where we gather the swimming family all together in the same place. It’s been amazing to see the happiness of the Portuguese para-swimmers as we continue to increase the Paralympic swimming in our country and so we hope all of you may come to share with us such joy in this event where competition will be at its highest level before the Games. We are all looking forward to meet you in Funchal in May! This important competition takes place just a few months before the Rio 2016 Paralympic Games and is not only a chance for athletes to show their best by grabbing titles, medals and qualification times, but is also a final chance for you to assess their form at a major competition. I am sure you will agree that this is an exciting time, as we edge closer to the main event on all of our calendars. Reflecting back on the few years since London 2012, we have enjoyed two World and one European Championships which achieved success in a variety of different ways. I believe they all played their part in raising the standards for the organisation of major Championships and I hope that you will see this continued, and improved even further, here at Funchal 2016. The Portuguese Swimming Federation (FPN) are working very hard to ensure that your experience is the best it possibly can be. We have a beautiful setting on the island of Madeira and a fantastic venue at the state-of-the-art Complexo Olimpico de Piscinas da Penteada. I am sure that you will be well looked after throughout your stay. I would like to take this opportunity to thank the FPN for their work alongside their partners, and extend my gratitude to you for your continued commitment to IPC Swimming. 2. GENERAL INFORMATION 2.1. Travelling to Funchal, Madeira Islands – Portugal

Air Madeira International Airport is the designated championships airport and situated 20kms to the east of the city. All journey times are between 20-25 minutes from the airport to the hotel.

2.2. Passports and visas In addition to their identity card, minors must also present authorisation from their parents to travel. For visits of less than 90 days, a passport valid for at least three months after the end of their stay is necessary. According to the current Legislation (Visa Code), the citizens of the following nationalities need a Visa: http://www.secomunidades.pt/vistos/index.php?option=com_content&view=article&id=215%3Anacionalidades-com-obrigatoriedade-de-visto&catid=39&Itemid=94&lang=pt. Please contact local Portuguese Embassy or Consulate and let us know if you need any kind of assistance on this matter. Any official delegation requiring official event invitations from the Portuguese Swimming Federation are requested to submit the Team Delegation – Visa Form for all members requiring visas to Mariett Matias at [email protected]. This must be done as soon as possible in order for your visa to be processed in time.

2.3. Accommodation For the 2016 IPC Swimming European Open Championships in Funchal, the Portuguese Swimming Federation in collaboration with Inter Tours – Travel Consulting, selected the accommodation options that best serve the requirements for the competition: accessibility for the athletes, proximity to the competition venue and a central location in the city providing the easy access and transportation for all the involved. The selected hotels are all 4 or 5 stars. Accommodation dates – 26/04 to 07/05 Teams may book accommodation prior or after these dates. However, all requested changes are subject to confirmation by the LOC and the presented prices may change. PRICES The Portuguese Swimming Federation have considered all accommodation options within the city of Funchal and selected several hotels that allow easy access to the competition venue whilst providing a central location. The accommodation options ranges are 4 and 5 stars and provide a high level of service with good facilities including free Wi-Fi and adaptive bedrooms. The hotels have also been selected to allow for a simplified and unified transport system from the city centre to the training and competition venue. The prices we present are per person per night.

CANCELLATION POLICY & additional notes All teams and interested people must book accommodation by the 31st of January 2016, with full payment of it. Please note that the LOC must receive the full amount of the accommodation fee. This means that the payer is responsible for all the bank fees, if applicable. Funchal 2016 organisation allows that teams change 15% of their booking until 40 days prior to the beginning of the event – 20th of March 2016. This means that teams are allowed to increase or decrease 15% of the number of the rooms they have booked. Teams may change 15% of twin rooms into single rooms (or vice versa). In this case the price for the single rooms must be paid. After the 20th of March 2016 no changes or refunds will be made to the Teams. 2.4. Meals Schedule In the team’s hotels – Casino Park, Pestana Grand, Golden Residence and Pestana Bay the meals schedules are as follows:

2.5. Accreditation

The IPC will offer on-line accreditation for all NPCs via the Championships website. The IPC Athletes’ Database (SDMS) will be used for all the athletes entered in the competition, while the NPCs are requested to register the team staff members (coaches, physiotherapist, support staff, doctor, etc.) via the on-line accreditation tool to be opened in February. All NPCs will be informed further on the accreditation procedure by e-mail.

The accreditation cards will be provided to the Team Leader once the Delegation Registration Meeting (DRM) is completed. As the access to all Championships Zones will be controlled, everyone is requested to wear their accreditation cards visibly at all times, during both the training and competition period. The accreditation card is a personal belonging, transferring it to another person is prohibited. All athletes and approved support staff have to present their accreditation card when checking into the Call Room prior to their event. Lost accreditation cards must be reported immediately to the LOC. For a replacement card, the athlete and the Team Leader must report at the accreditation desk in the competition venue and present a valid passport or identity card of the athlete. 2.6. Delegation Registration Meeting (DRM) A Delegation Registration Meeting will be scheduled at a Championships hotel with each participating NPC taking into consideration their arrival time to Funchal and their training schedule. A meeting point and a detailed schedule for the DRM will be developed in consultation with each NPC following the provision of arrival information. During the DRM the following key information will be confirmed with each Team Leader individually:

** Note: The NPC’s are obliged to send the correct short version of their national anthem (max. 60 seconds) and a correct image in colour of the national flag to [email protected] by 28th February 2016.

3. COMPETITION INFORMATION

3.1. Competition Venue The competition will be held at the Penteada Olympic Swimming Pools Complex. The venue is owned by Funchal Regional Government and was built in 2004. The complex is set over an impressive five floors and includes an Olympic sized competition pool, a diving pool, a 25 meters pool and a training pool.

3.2. Championships dates The official dates of the 2016 IPC Swimming European Open Championships are: Arrival of the teams: 26th – 27th April Training period: 26th – 30th April Classification period: 27th – 29th April Opening Ceremony: 30th April Competition period: 1st – 7th May Closing Ceremony: 7th May Departure of the teams: 8th May The Championships Schedule can be found as Appendix 1 at the end of this document.

3.3. Training Training will take place in the competition pool, 50m pool and 25m training pool. During the training period NPC training times and lanes will be allocated for each team. There are training sessions scheduled daily. For each team 1.5 hours training time is reserved. The training schedule will be published two weeks prior to the beginning of the Championships. During competition, the competition pool will be open for training after the morning sessions finishes until 13:00. From 13:00 until 15:00 both the competition and training pool will be closed. The pool will then be open for training and warm up for evening sessions at 15:00. Exact times of pool closers are subject to change pending the final entries.

3.4. Competition procedures 3.4.1. Warm-up and swim-down

The competition pool and training pool will be available for warm-up for a minimum of 1.5 hours prior to each session: Before the heats 07:15 – 08:45 Before the finals 15:00 – 16:45 For the safety of all swimmers please make sure everyone follows the guidelines for the lanes and the instructions of the safety marshals. The 25m training pool will be available for warm-up/swim-down during and after the sessions.

3.4.2. Changing rooms Changing rooms and lockers are available for swimmers at the venue in the changing rooms. Please respect the separation of changing areas for male and female athletes. Showers and accessible toilets can be found in the changing rooms also. Locks are not provided, so please bring your own. The size should not exceed 7mm or it will not fit.

3.4.3. Call Rooms Call Rooms will be in operation, it is the responsibility of the athlete to report to the Call Room no later than 15 minutes prior to the scheduled start of their event. Swimwear (caps, goggles, and swimsuit) will be checked in accordance with the IPC Swimming Rules and Regulations. Athletes will be escorted from the Call Room onto the pool deck. On exiting the pool deck after their event, athletes are to pick up their accreditation passes from the Collection Area.

3.4.4. Mixed zone All athletes must go through the mixed zone following their event(s).

3.4.5. Athletes and Team staff seating A specified number of seats for accredited NPC team members will be made available on the pool deck. Please see the venue plans for location. We kindly ask the teams to respect the need of a clear pool deck during the competition times by ensuring that only competing athletes and their support staff are on the pool deck.

3.4.6. Lactate measurement Lactate testing will be possible in accordance with the IPC Swimming Rules and Regulations (see also Swimming – Downloads & Forms). Only NPCs approved by IPC in advance will be eligible to conduct lactate testing. Completed forms are to be submitted to [email protected] by 15th March 2016. Testing will be possible only within the designated area. The designated area will be shown to the approved NPC by the TD. Medical waste bins and sharps containers will be provided by the LOC to dispose of used medical materials in the appropriate and prescribed manner.

3.4.7. Race analysis / video recording Race analysis will be possible in accordance with the IPC Swimming Rules and Regulations. Only NPCs approved in advance by IPC Swimming will be eligible to conduct race analysis. Filming will be possible only from the designated area. There will be two accreditation cards provided for each approved team to access the designated area. The application for approval will be circulated in advance. Completed forms are to be submitted to [email protected] by 15th March 2016.

3.4.8. Ice baths NPCs can bring their own ice-baths to be placed adjacent to the training pool. For space please apply to the LOC at [email protected] by 15th March 2016. If the Ice baths require power please make sure they are European 2 pin plug compatible.

3.4.9. Massage Tables There will be a limited number of massage tables available so we advise the teams to bring their own. The ones that are available will be allocated on a first come first serve base.

3.4.10. Medals The Championships medals will be awarded to the first three (3) European athletes/teams finishing the event (regardless of the sport class) and presented during a Victory Ceremony.

In the exceptional cases where there are not 3 Europeans in the finals (due to lack of sufficient European entries) the ‘minus one rule’ will be implemented:

• If there is only 1 European in the finals – no medal will be awarded • If there are only 2 European entries in finals, then only a gold medal would be awarded. To

clarify, if one of those 2 in final then gets disqualified, there is still 1 medal awarded as both athletes concluded the race. However, if there is e.g. a medical withdrawal from one of the 2 European athletes, and the race is concluded by 1 European swimmer only, then no medal will be awarded.

• If there are 3 Europeans in the finals all 3 medals are presented. To clarify, if one of those 3 in final then gets disqualified, there are still 3 medals awarded as all three athletes concluded the race. However, if there is e.g. a medical withdrawal from one of the 3 European athletes, and the race is concluded by 2 European swimmers only, then only a gold medal will be awarded.

Additionally, there will be a second complete set of Open medals also available to all competing athletes (includes those from non-European countries) finishing in an overall medal position.

It is the Team Leader’s responsibility to ensure the athlete is in the Protocol Room in a timely manner, to attend the medal ceremony. Athletes will be briefed about the medal ceremony procedures in the Protocol Room. No flags or other national symbols (other than the team uniform) are allowed on the medal podium. All team members will receive a participation certificate.

3.4.11. Athlete uniform All Team Uniforms and personal equipment must follow the IPC Swimming Rules and Regulations. All athletes are requested to wear their full Team Uniform when participating in medal ceremonies. Closed shoes are required (no flip-flops, clogs, etc. are allowed).

3.4.12. Sport Information Desk (SID) A Sport Information Desk will operate at the competition venue on the days of competition, as well as during any scheduled training sessions. It is the primary and only point of distribution for all Championships related information including the following: Distribution of start lists for the NPCs; Official communication with teams; Official forms distribution (Relay Entry form, Protest form, Medical withdrawal form); Liaison between teams and LOC / IPC Swimming.

Results can be accessed via the Championships website, additionally they can be provided electronically at the IPC Swimming office after renting an IPC Swimming USB stick or by bringing along your own memory stick. Access to the Sport Information Desk will be restricted to two accredited team officials per NPC via their “Sport Information Collection Pass”. This pass is authorising the bearer to collect official information and mailings from the Sport Information Desk on behalf of their NPC.

3.4.13. Opening and Closing Ceremony The Opening Ceremony will be held on the 30th April in the Casino Park Hotel and the LOC will provide transportation from and to the other hotels. The Closing Ceremony will be held on 7th May after the completion of the last session. Further information on ceremonies will be provided to teams upon arrival.

3.4.14. Technical Meeting The Technical Meeting will be held on Friday, 29th April at 18.00 in Sala Funchal at Casino Park Hotel. Only two representatives of each NPC can attend the Technical Meeting. The meeting will be conducted in English.

3.4.15. Swimsuit check and equipment approval NPCs are requested to present the starting and tapping devices for approval to IPC Swimming representatives after the Technical Meeting. IPC Swimming International Technical Officials will be available in the mornings of Friday 30th at the competition venue to check swimsuits / googles etc.

21 March 2016 Deadline to apply for Wild Card. 28 March 2016 End of the period for swimmers to achieve MQS

deadline). No changes in the entries will be accepted after this date.

3.6. Swimmers Eligibility To be eligible for selection by an NPC for the 2016 IPC Swimming European Open Championships (50m) swimmers must:

• hold an active IPC Swimming license for the 2016 Season. • have achieved a Minimum Qualification Standard (MQS) at an IPC Swimming Recognised 50m

Competition for the respective event between 01st January 2015 and 28th March 2016 (times are only recognised if the athlete was licensed at the time of the achievement or has a recognised split time World/Regional record in the same length & stroke, that is included in the rankings).

• be classified with a “New”, “Review” (R) or “Confirmed” (C) sport class status. • One relay specific athlete (without MQS) can be added to the NPC Team (no participation in

other events is allowed in this case) – please contact the IPC Swimming office for such addition by 24th March. There can be a different relay-specific athlete entered for the different relays on the final programme.

The qualification rankings for the 2016 IPC Swimming European Open Championships with a list of all qualified athletes are included in the IPC Swimming Rankings. For relay events there are no MQS times, the teams can be entered without previous achievements (they will be seeded with ‘no time’). NPCs that have a time for those events from the qualification period can enter this result in the final entries.

3.7. Competition Format The 2016 IPC Swimming European Open Championships (50m) will be conducted by the Single Class competition format. Only events that meet the Event Viability Criteria outlined below after the Entry by Number will be included in the Final Event Programme. Sport classes without a viable event will be able

to “swim up” to the nearest single class event included in the Programme. These sport classes will be considered Eligible Classes for the respective single class event, and medals will be not allocated separately for these Eligible Classes. The athletes will compete in qualifying preliminaries in the morning (10 lanes will be used) with finals being conducted in the evening (eight lanes will be used). Results from heats and finals will be distributed considering all achievements (regardless of the athlete being from European or non-European NPC), but the start list for finals of each event shall include min. 3 athletes from European NPCs (where available) out of the eight swimmers in the finals.The eight swimmers with the fastest times of all heats of one event will compete in the finals. Depending on the number of entries, events with eight or less entries will be conducted as direct finals.

3.8. Event Viability Criteria Individual events will be considered viable if they have a minimum of six (6) eligible swimmers from three (3) NPCs entered through the Entry by Number. For classes S1-2 five (5) eligible athletes from two (2) NPCs through Entry by Name is required. Relay events will be considered viable if they have a minimum of five (5) eligible NPCs entered through the Entry by Number.

3.9. Maximum Entry per NPC NPCs can enter a maximum of three (3) eligible swimmers per medal event if all have met the MQS. If there is more than one eligible class in the single sport class event, a maximum of six (6) swimmers per event can be entered per each NPC. However, only a maximum of three (3) swimmers per each eligible sport class can be entered if all met the MQS. NPCs can enter their athletes that have met at least one (1) MQS in an unlimited number of events, provided they have made the MET.

3.10. Rules and Regulations For the 2016 IPC Swimming European Open Championships the current IPC Swimming Rules and Regulations apply. They can be found on the IPC Swimming website (see Swimming – Rules & Regulations – Rules).

4. CLASSIFICATION Classification will be conducted in accordance with the IPC Swimming Classification Rules and Regulations. During the classification period from 27th – 29th April classification for athletes with physical, visual and intellectual impairment will be provided. Classification for swimmers with physical and intellectual impairment will be conducted at the competition venue, while the venue for swimmers with visual will be confirmed shortly; however the LOC will ensure transportation to the designated venue.

The classification schedules will be circulated to the NPCs after the final entries are closed and athletes who are required to be classified should schedule their travel in order to be present on the first day of classification. NPCs can check their athletes’ classification information on-line at Swimming - Rules and Regulations - Classification - Masterlist. The classification schedules will be posted on the IPC Swimming website at Swimming - Rules and Regulation - Classification - Classification Opportunities. If a competitor does not attend classification and/or a classification protest when requested he/she may be disqualified from the competition or competing further.

5. MEDICAL AND ANTI-DOPING INFORMATION 5.1. Anti-Doping

Doping control will be conducted in accordance to the IPC Anti-Doping Code. All athletes may be subject to Doping Control sample collection and testing throughout the Championships in accordance with IPC Anti-Doping Rules. Both in and out of competition testing will be conducted. If an athlete is selected for testing in competition, a chaperone will be in a possession of the athlete’s accreditation card and escort the athlete until the testing has been completed.

5.2. Medical service at the venue Basic medical services will be provided at the official competition venue. There will be a Medical Officer at the emergency medical room, equipped with all first aid materials. The Medical Officer will be responsible for medical arrangements for the competition and will supervise medical support, which includes recording all injuries and diseases, and authorising medical withdrawals if needed. They will also supervise the emergency medical room including all essential first aid equipment and materials. Please note for the competition venue there is a special emergency plan. In case of an emergency please do not call 112 but make yourself known to the appointed pool staff or a volunteer. In case of a medical emergency, the Medical Officer will organise transportation of the affected person. Information on location of medical facility and notification of required team support will be applied by the Sport Information Desk and can be found in the medical plan. NPCs that have medical personnel travelling with them are reminded to ensure that all of the NPCs medical staff has appropriate medical insurance and are enabled to conduct medical treatment within Portugal. Lifeguards will be on duty during both the competition and all training sessions.

5.3. Insurance The NPC Delegation members are obliged to have their own travel and medical insurance for the duration of their stay in Portugal, including repatriation. In Portugal, with regards to transportation, it is mandatory that individuals in wheelchairs must be tied down in wheelchair accessible buses.

6. FUNCHAL AT A GLANCE Funchal, Madeira Islands, Portugal. The Autonomous Region of Madeira has about 270,000 inhabitants and a population density of 334.5 inhab./Km². In spite of this population density being higher than the national average, 75% of the population of Madeira dwells in only 35% of the territory, mainly on the south coast. This is where Funchal, capital of Madeira, is located which includes 45% of the population (130,000 inhabitants), with a population of 1,500 inhab./Km². It is here that the majority of the hotels are located. The archipelago is located in the African Plate in the Atlantic Ocean between latitude 30 ° and 33 °N, basically at the same latitude as Casablanca, 978 km southwest of Lisbon, about 700 km west of the African coast, and 450 km north of the Canary Islands. This archipelago is formed by the Madeira Island with an area of 740.7 km², Porto Santo with 42.5 km², the Desertas Islands with a total of 14.2 km² comprising the three uninhabited islands, and by the Selvagens Islands whose set of 3 islands and sixteen uninhabited islets make up an area of 3.6 km². Of the eight islands, only the two largest (Madeira and Porto Santo) are inhabited and can be accessed via the Madeira Airport in Funchal and Porto Santo Airport. Funchal, the capital city of Madeira, has access by sea, through a port with a modern station that stands out on the national scene, with regard to cruising. More than half a million passengers disembark here per year. The remaining islands are nature reserves. For hundreds of years, Funchal was the only city of the Autonomous Region of Madeira, until 5 other cities gained this status between the end of the twentieth century and the beginning of the next century: Câmara de Lobos, Caniço, Machico, Santana and Vila Baleira. The island of Madeira has a very rugged terrain, with the highest point being Pico Ruivo (1,862 m), the Pico das Torres (1,851 m) and Pico do Arieiro (1,818 m), respectively the third, fourth and fifth highest points of Portugal. The northern coast is dominated by high cliffs and in the western part of the island you find a plateau region, the Paul da Serra with altitudes between 1,300 and 1,500 m. Health Information: A high standard of hygiene is generally enjoyed throughout Portugal and specific precautions need not be taken. Visitors should ensure that they travel with adequate insurance and, prior to departure from their home country, they have confirmed all relevant documents are up to date. Electrical Supply: The standard voltage throughout Portugal is 230v, 50 Hz. Language: Portuguese is the official language spoken throughout Portugal. Currency: Euro is the accepted currency. Credit cards are widely used. Banks: There are an abundance of ATMs (cash point machines) throughout the city that accept international cards. Please check that your home bank is linked to the Portuguese banking system. Visa, MasterCard and American Express are widely accepted throughout Portugal at shops, restaurants and other outlets. VAT: Value Added Tax (VAT) is a 22,5% tax charged on most goods. If you intend to leave Portugal for a final destination outside of the EU you may be able to reclaim VAT on goods purchased. This scheme is operated in specified tax-free shops, typically advertised as “Tax Free Shopping”. You will also need to show your goods, receipts and your passport to customs officials at the airport. Dialling Codes: To call another country from inside Portugal, first dial 00 then the country code. To call Portugal from outside of the country, first dial your international access code, then the Portugal code 351. Smoking regulations: In Portugal it is illegal to smoke in any enclosed public place.
