The ‘Gig Economy’ and its Effects on Construction

We’ve all heard about the ‘Gig Economy’ and how its exponen-tial growth will be so great that by 2020 a whopping 40% of the workforce will be part of it!! What is it and how does it affect construction?

Wikipedia defines it as: “A gig economy is an environment in which temporary positions are common and organizations con-tract with independent workers for short-term engagements.” OK, so how does it affect construction? Some would claim that myriad ways of outreach to customers and vice versa that we are experiencing in construction is ‘only’ a new way of market-ing; however, we would argue that Wikipedia’s definition could easily apply to the current state of construction. Furthermore, regardless of how it is defined, this new economy certainly is significantly expanding the ways that both licensed and unli-censed contractors inform, reach out, and solicit prospective customers about their services. Indeed, the ‘gig economy’ definition could be applied to the ‘local talent pool’ sitting out in the parking lot at Home Depot waiting for someone to offer them a temporary job to perform many things that normally would require a license. Moving ‘up’ the ladder from here, we personally have seen companies such as the “Handyman Net-work” thrive by advertising in local papers and other avenues for their services which provide workers ‘skilled’ in certain crafts to perform jobs for customers.

Another popular method has been through the growth of “Craigslist” as a forum for both companies submitting “help wanted ads” and companies offering their services to custom-ers under “skilled services.” Using the Sacramento Craigslist website and clicking on “skilled services” you will find a ‘laun-dry list of services - https://sacramento.craigslist.org/search/sks Interested in reviewing specific “health and safety” trades that were listed we clicked on “Electrical Contractor” and found a contractor who posted a valid contractor’s license number but whose address was listed as Modesto.

There were myriad electrical services listed and then at the bottom this statement: “No contact info? if the poster didn’t include a phone number, email, or other contact info, craig-slist can notify them via email. ” There also was a reference to the fact they had ‘certified’ electricians throughout the state. While we make no claims to the validity of these type of companies, it is a fact that the Contractors License Board has had countless problems with unlicensed contractors who use Craigslist to offer their services to the unwary.

A ‘step up’ is Angie’s list, Home Advisor and a host of others of this nature. All have a list of ‘certified’ contractors who can perform virtually any project that is required. The question becomes, how ‘certified’ are these people, do they have the correct licenses for the types of work they perform and, if there is a problem that occurs just how ‘active’ is the company to help resolve the problem? We currently have an email out to the CSLB inquiring as to whether there have been problems with any of these services.

This brings us to the latest of these services. Called “Thumb-tack” Dave Fogt, Chief of Enforcement reported that investi-gators have used them as they have with Craigslist to obtain operation leads. Identified as a relatively new website that op-erates like a “reverse” Craigslist – homeowners list the projects for which they need help and invite bids. One of the “Thumb-tack” suspects provided a $4,800 bid to build a fence around the sting property while using a license number that did not belong to him, later claiming that it belonged to his brother. The suspect was issued a Notice to Appear (NTA) for contract-ing and advertising without a license, and the investigator packaged the complaint for the county to recommend charges for felony use of an incorrect license number. The charge is buttressed by the investigator’s subsequent phone call with the true owner of the license, who confirmed that this suspect is not his brother, not known to him, and that he had not given permission for anyone to use his license number.

WILL THE FED MAKE A MOVE IN JUNE? In April, the Consumer Price Index advanced 0.4% – its largest monthly gain since February 2013. While a 10% leap in gasoline prices contributed to that rise, this and other recent signals of economic vigor may be influencing the Federal Reserve. Last week, minutes from the central bank’s April policy meeting showed Fed officials broadly agreeing that an interest rate hike could be appropriate next month if economic indicators strengthened and inflation accelerated. The CPI rose 1.1% in the year ending in April, but the yearly gain for the core CPI was 2.1%.1,2

A MODEST GAIN IN EXISTING HOME SALES The National Association of Realtors announced a 1.7% increase in homebuying in April, which left sales up 6.0% year-over-year. The median sale price last month was $232,500; 6.3% improved from a year ago. NAR also reported a 3.6% decline in existing home inventory across the past 12 months.3

STARTS, PERMITS, INDUSTRIAL OUTPUT ALL RISE Homebuilders and factories boosted their activity in April. Housing starts increased 6.6% last month, according to Department of Commerce data; building permits were up 2.6%. The Federal Reserve announced a 0.7% gain in industrial production for April, the largest monthly improvement in more than a year.1

A MIXED WEEK FOR THE MAJOR INDICESConcerns about the Fed raising rates did not hamper the NASDAQ, which advanced 1.10% in five days to 4,769.56. The S&P 500 added 0.28% the week, moving north to 2,052.32. Suffering a 0.20% loss for the week, the Dow closed Friday at 17,500.94. Gold settled Friday at $1,252.90; oil at $47.75.4

THIS WEEK: On Monday, America’s Car-Mart and Big Lots report Q1 results. Tuesday, the Census Bureau’s April new home sales report complements earnings from AutoZone, Best Buy, DSW, Hewlett Packard Enterprise, Intuit, Toll Bros., and Valspar. Wednesday’s earnings parade includes results from Costco, Express, GUESS?, HP, Lions Gate Entertainment, NetApp, Popeye’s, and Tiffany & Co. The NAR April pending home sales index, a report on April durable goods orders, and a new initial claims report arrive Thursday; plus, earnings from Abercrombie & Fitch, Burlington Stores, Chico’s, Dollar General, Fred’s, GameStop, and Sears Holdings. On Friday, Wall Street looks at the University of Michigan’s final May consumer sentiment index and the federal government’s second estimate of Q1 growth.

Chemicals come in various forms and can affect those ex-posed in different ways. A chemical can take the form of a mist, vapor, liquid, dust, fume or gas. The type of chemical, the way it is used, and the form that it takes determine its effect and what should be done to avoid harmful exposure.

Some basic safety precautions should be understood and followed including:

•Know what to do in an emergency. If there is a leak or spill, keep away from the area, unless you know what the chemi-cal is and how to safely clean it up. Know where emergency protective equipment and supplies kept and how to use them.

•Use appropriate protective clothing and equipment (glass-es, aprons, boots, gloves, etc.) as required or as necessary.

•If the clothing becomes contaminated by the chemical, shower or wash the skin areas exposed. Change and de-contaminate clothing (or dispose of clothing if it is designed to single use).

•Do not take contaminated clothing home to be laundered because by doing so, it could expose family members to the contaminant.

•When working with chemicals, always wash hands thoroughly before eating. If necessary, shower and change clothes before going home.•Never take food into the work area where chemicals are be-ing used or stored.

•If work will be done in an area where there is a possibility of exposure to toxic substances, use a buddy system or estab-lish an emergency communication system. A worker can be dangerously exposed or overcome by a chemical and need immediate assistance.

•Keep the workplace clean to reduce the risk of contamina-tion. Where possible, wipe up and absorb the contaminant, using proper protective equipment as required. Clean up spills immediately and dispose of contaminated material properly. With some chemicals a vacuum is recommended for clean up rather than a broom or compressed air. The idea is to collect and confine the contaminant, not just spread it around.

Workers should know the companys system for identifying hazardous chemicals. They should know and understand the specific health and safety hazards of the chemicals with which they work and follow the recommended safety precautions. All workers should be trained in proper chemical storage and disposal procedures and know what to do for first aid and emergencies.
