This Quick Reference Guide is designed to help you understand how to complete the Medicaid portion of an application. All screens necessary for a Medicaid case are covered in this document.

1. Navigation Overview New Look and Feel to the Self Service Portal The Self Service Portal consists of two systems – kynect and benefind. While you can start an individual’s application on either system, case circumstances dictate which system will be used to complete the application.

• kynect is used for residents applying for Modified Adjusted Gross Income (MAGI) Medicaid and financial assistance for health insurance

• benefind is used for residents applying for all other assistance programs including Kentucky Transitional Assistance Program (KTAP), Supplemental Nutrition Assistance Program (SNAP), Non-Modified Adjusted Gross Income Medicaid (Non-MAGI Medicaid), State Supplementation, and Child Care

Throughout the application process, depending on information entered, you may be transferred from one system to another. This is normal, and both systems are trusted sources. The screen below shows the notification you will receive when you transition from one system to the other:

Example of transition from kynect to benefind:

1. If the individual is applying for Medicaid and is aged, blind, or disabled, you are transitioned to benefind after the Disability Determination screen

Example of transition from benefind to kynect: 1. If the individual is applying only for a Qualified Health Plan, you are transitioned to kynect after

program selection 2. If the individual is applying only for Medicaid and is not aged, blind or disabled, you are

transitioned to kynect after the Disability Determination screen

2. Entering an Application Application Intake allows you to select which program(s) an individual is requesting, enter all required information, and submit the application. The following section highlights the most common screens, but note that you may encounter additional screens, or gateposts, depending on answers selected or information entered on prior screens. We will review the basic flow for the application intake process for Medicaid here.

1. The Let’s Get Started screen provides users with expectations and directions for completing an application. Individuals must give consent for SSP to access personal information from federal databases before continuing with the application. Click “Accept” to move forward.

2. Select the program(s) the individual is applying for. Note: Waiver professionals will only be able to see and select the Medicaid/KCHIP option from the screen below.

3. Enter information for each of the household members, even those who are not applying for any

programs, such as: • Name • DOB • Gender • Race

After entering the information for one household member, click “Add Member” to add the next individual until you’ve added everyone in the household. It is better to add all individuals in the household, even if they are not applying for benefits as they may have an impact on the benefit calculations.

4. Enter Contact Information for individuals, including full address, email, phone number, and specify contact preferences.

5. Identify which program(s) each member of the household is applying for. This screen is important because it drives the detailed questions that are asked for each individual. Please review this carefully before clicking Next.

6. The system automatically identifies if any of the household members are currently receiving

benefits. If so, the Known Active Individual message will appear and you will not be able to continue the application process with that individual on the case requesting benefits.

7. Enter Disability Information about household members; indicate whether each individual is blind or disabled, as necessary.

8. Specify the Household Relationships of the household members to one another. Note: If you have multiple members with the same first and last name, hover over the household member’s image so that their full name and age pop-up and you ensure you are entering information for the correct person.

9. Provide details on the Tax Filing Information of each applicant; indicate if the applicant will file

taxes for the year, who the applicant will claim as dependents, and how the applicant will file (i.e. jointly).

10. The next screen gathers various details on household resources: • Liquid Assets • Vehicle Details • Life Insurance Details • Real Estate Details • Trust Details

11. The next few screens gather various details on household income: • Job Income • Self-Employment Income • Other Income

12. The next screen gathers various details on household expenses:

• Shelter Expenses • Medical Expenses • Child Support Expenses • Dependent Care Expenses • Education Expenses

13. The Authorized Representative screen allows the individual to assign an Authorized

Representative, if he or she chooses to. An Authorized Representative can make decisions on the applicant’s behalf.

14. Review and Submit the application via the Application Summary screen.

15. Electronically sign and submit the application.

16. The Eligibility Results screen will display with a list of the programs the individual is eligible for.

In some cases, an interview is required to determine eligibility and the status will display as such.
