Highlights of the Month
PROGRAM PROJECT DETAIL COMMUNITY LIFESTYLE
The libraries role following Cyclone Debbie
Gordon White Library and Dudley Denny City Library were well accessed following Cyclone Debbie. From Wednesday 29 – Friday 31 March over 1600 people visited Gordon White Library and over 3200 visited Dudley Denny City Library. Customers were appreciative of free pizzas delivered Wednesday to Friday by Carl – Domino’s Pizza Franchisee. Free tea and coffee was provided and visitors took advantage of air conditioning, public computers, technology, wifi and charging their mobile devices. Children were able to enjoy the external playground when the weather allowed and the interactive floor mat was a winner!
One Million Stars to end Violence campaign
Mackay has far exceeded the original target of creating 10,000 stars as part of the One Million Stars to end Violence campaign that will be launched at the Commonwealth Games in 2018. Local organisations and community members have produced over 20,000 stars to date. The Arts Development Officer continues to support BASEArts Mackay who have taken up residence in Caneland Central as part of this campaign.

Minister for QPS and Emergency Services, Mark Ryan attended the workshop. Workshop conducted to identify improvement and development strategies across the disaster district.

Off Street Paid Car Parks The contract was signed with Database Consultants Australia to provide PayStay in the five Mackay City Centre Off Street Paid Car Parking areas. Final arrangements are being made now to activate PayStay for customers to use.
Cyclone Debbie Local Laws Officers responded to dog and cattle related incidents soon after Cyclone Debbie passed through the region. Environmental Health Officers provided assistance to businesses and residents about reducing public health and safety, and environmental risks during recovery and clean-up activities.

Summary
Eleven incidents were reported during March.
For the 2016-17 year to date, there have been three lost time injuries recorded, with a total of six days lost. No lost time injuries or lost days were recorded in March.
Incidents and Injuries
There were no injuries to Community and Client Services employees recorded in March.
Nine incidents were reported by members of the public, including:
• A number of trips and falls – resulting in minor injuries.• Children falling over whilst playing at the libraries – resulting in minor injuries.• A public disturbance incident.
Each incident is investigated and appropriate corrective measures implemented, to reduce future risks.

Council in Community Mackay Regional Councillors visited venues around the city on 1 March 2017 for their monthly Council in Community Day. The day is an opportunity for councillors to spend time in the communities around our region and for residents to meet them and present information and discuss issues.
The day included visits to:

• South's Suburban Bowls Club
• Harrup Park - with presentations regarding:
o The George Street Neighbourhood Centre
o REIQ (Real Estate Institute of Queensland

Community Lifestyle Community Programs Number of Community Enquiries – 733 Number of Emergency Relief Assistance Packages Provided – 8 Sarina Neighbourhood Centre meeting rooms utilisation – 21 bookings to support 103 members of the Sarina community. Occasions of JP Services provided to community – 28 Community Development Activities Harmony Day morning tea and promotional activities organised throughout the organisation and our events registered on the national Harmony Day website and database. Planning is well underway for the Greenmount Heritage Fair to be held on Sunday 28 May. The Community Strengthening: Board Development Conference was postponed due to cyclone Debbie. The conferences will now be held 27 -29 July. After school programs through the Sarina Youth Centre continue to be popular with young people accessing computers and engaging in life skill programs. “Deadly Choices” family day in Sarina to celebrate youth week was unfortunately cancelled due to Cyclone Debbie. Headspace Mackay has been engaged as a partner for the upcoming Mackay’s Got Talent event being held at the Mackay Entertainment and Convention Centre, Saturday 8 April. Headspace will connect with performers and audience participants to provide information and support as required. The bidding process for the 2017/2018 RADF funding is now open with the closing date extended to 28th April due to impacts being felt across the state from Cyclone Debbie. Arts Development Officer is currently working to prepare the application. Arts Development Officer is finalising plans for the facilitation of a creative space at Greenmount Heritage Fair. Women’s Week / Mackay Pride Women Who Make Us Proud Awards held at the MECC to recognise the contribution of women in our community. The awards evening was well supported by members of the community.

Migrant Voice newsletter prepared and distributed among the multicultural and broader community. Community Meetings / Events / Interagency Meetings. 83 meetings and events were held, highlights included: Sarina Interagency meeting held with 19 services represented. Member for Mirani Jim Pearce was guest speaker at the meeting. 42 local organisations have registered to participate in the inaugural Volunteers Expo to be held on 8 May at the Senior Citizens Centre. Community Development Officer was guest speaker at the Habana District Progress Association AGM held 6 March. Community Development Officer provided information at the CQUniversity’s Orientation day on 1 March. Membership of the Valley District Youth Council continues to grow with 4 new members joining in March. 28 young people are now engaged in programs and activities supported by the Youth & Community Development Officer in Mirani. Youth and Community Development Officer facilitated the delivery of the Applied Suicide Intervention Skill Training program. The training was attended by both 14 staff from local agencies.
Sister Cities Program Application closing date for the Youth Ambassador program was extended due to the limited response rate. Upon the closing date only four applications were received. At this stage it is uncertain whether the program will proceed this year. Sport & Recreation 5 meetings / events and 59 contacts were managed during the reporting period, highlights included: Get Out Get Active program continues to attract strong numbers of participants with 60 registrations across the 16 programs currently on offer. Mackay will host the next North Queensland Games to be held 4-7 May 2018. Following a recent community engagement forum hosted by the North Queensland Sports Foundation planning for the 2018 games will commence in the coming months with the establishment of a local organising committee. Sports Marketing have been engaged to undertake an audit of sporting clubs, facilities and accommodation stock in the Mackay Regional Council area with the view to attracting sporting events to our region. Initial scoping has been undertaken and Sports Marketing will be undertaking in depth interviews with sports clubs during May.

Museum Sarina Museum is currently closed due to a leak in the roof and the need for the ceiling to be cleaned of debris. The works had to be rescheduled due to cyclone Debbie. Artspace Mackay Current Exhibitions - Artspace Mackay • Gallery One – Punuku Tjurkupa Artback NT, the first touring exhibition of artworks from the Maruku Arts
archive based at Mutitjulu, near Uluru in the Northern Territory. Punuku Tjukurpa includes 88 punu objects, alongside sculptural works, 2D pieces and specially produced audio and video footage. Artists have shared the teaching of stories that inform the intricate designs and markings incorporated in the objects. The title of the exhibition, Punuku Tjukurpa, describes the story and the Law behind these works.
• Gallery Two - ASSI 150 - 2017 is a significant year that marks the 150th anniversary of the arrival of South Sea Islanders to Mackay. Australian South Sea Islanders, despite the hardships they have suffered, are a strong and dynamic community who continue to make an enormous contribution to all aspects of life, not only in the Mackay region, but in the broader Australian community as well. A selection of objects from the Museum of Applied Arts and Sciences aims to introduce viewers to the cultural diversity, vitality and spirit resonance of Oceanic art and to some of its universe of forms, both old and new.
• Gallery Three – Man Cheung Botanical Cosmos Mackay – Produced through the Artspace Artists in Residence Program and in collaboration with Mackay Regional Botanic Gardens, Botanical Cosmos presents a stunning selection of plants found in the Mackay region. Using photography, video and sound, artist Man Cheung reveals the plants’ refined aesthetics, seductive forms and vivid colours in a series of unique botanical artworks.
• Artspace reopened on 20 March with a revitalised gallery shop, AV integrated Gallery Three and the Tate Adams Reading Pod. The opening event held on March 23 was highly successful with just under 200 people in attendance despite the torrential rain.

Mackay Entertainment & Convention Centre and Events Overview
• The MECC suffered an unfortunate weather related cancellation of Stones in his Pockets (tragi-comedy) with little possibility of re-scheduling due to its national tour. The education program at the MECC had liaised with several schools (including Proserpine) to attend this event and subsequent workshops.
• The MECC also had to move Morning Melodies to the 3rd of April due to weather related touring issues
• The MECC box office staff worked above and beyond to try to contact all of the patrons who had purchased tickets for these events and process the refunds to our clients as needed
• In total the MECC has 40 plus confirmed events and performances scheduled for delivery over April, May and June 2017
Business Events Development
• The MECC also had the unfortunate cancellation due to weather of the “Next Gen – Step Up” conference, but they have rescheduled to 2018. Resource Industry Network Conference was well attended.
• In March the MECC submitted bids for 3 conferences. A grazier related conference for 200 in
November 2017, a finance sector conference for 600 delegates 2019, and a repeat mining related conference 600 delegates in 2020. We have strong indicators that 2 of 3 will confirm.
• Caravan Qld Conference organisers had a site visit and confirmed an event for November in Mackay.
The MECC also have a significant Home and Taste Festival organiser also had a site visit and looking to bring an annual event to the region.
• There are 6 conferences ranging between 80 and 350 delegates bringing room nights to region
confirmed for May, June. Festivals and Events
Mackay City Centre Easter Carnival The Mackay City Centre Easter Carnival, brought to you by MLC Advice Mackay, will be held at Bluewater Quay on Sunday, 16 April 2017 from 9am to 12noon. We will be again holding a Dive-In Movie from 6pm on Sunday, 16 April at the Bluewater Lagoon. Festival of Arts Programming for the Festival is nearing completion, with the event running from Friday, 7 April to Sunday, 16 April 2017. This year is the 30th year of the Mackay Festival of Arts, and the main event in the 2017 program will be Illuminate: 30 Years of the Mackay Festival of Arts.

One of The MECC's biggest undertakings to date, Illuminate, will light up the Mackay Regional Botanic Gardens for five nights. The project will see several local artists collaborate with local community groups to create and build a dazzling display of light, sound and visual art. The public will be able to participate in a self-guided tour of the Gardens providing them with a unique, educational and memorable Festival experience. The MECC applied and was successful in receiving a $40,000 Festival Australia grant for this event. We have also secured a naming-rights sponsor in Dalrymple Bay Coal Terminal for this event, valued at $10,000. A press release regarding this will be sent out week beginning 3 April. Coordination of the Festivals other events, over the 10 days also continue, with the on-sale date for tickets scheduled for Friday, 28 April 2017. Global Grooves The Global Grooves planning committee is scheduled to commence their monthly meetings in April. The event is planned for Saturday, 21 October 2017. Some programming for this event has to commenced, with discussions regarding headline performers starting. Once the monthly planning meetings commence in April we will start to confirm local community performers and food vendors. Initial discussions have commenced with the local Australian South Sea Islander community to support them in developing a display to commemorate the 150th Anniversary of the arrival of South Sea Islanders to the Mackay area as indentured labourers. We are also assisting the local Fijian community with their Fiji Greenhouse Project, with an artist in residence planned for our Global Village.

Corporate Communications and Marketing
Overview Cyclone Debbie ensured an extremely busy end to March for the Corporate Communications and Marketing team. Staff members were heavily involved in communications for the Mackay Local Disaster Management Group (LDMG) and council, both during the severe weather event and the start of recovery operations. Important messages were delivered to the community in a timely manner, both through traditional media and social media, including Facebook live videos of news conferences following LDMG meetings. There was phenomenal engagement on social media during the severe weather event. For example, the Mackay Regional Council Facebook page posted a video from Mayor Greg Williamson marking the milestone of 15,000 likes on the Saturday before Cyclone Debbie crossed the coast. Within days, those Facebook page likes had reached more than 19,000 as residents turned to council for information about Cyclone Debbie. During March, engagement on posts (that is, likes, comments and shares) on the council Facebook page were more than 640,000 and, of those, 219,000 were on Monday, March 27, as the cyclone approached the coast. Our Facebook reach for the month of March was more than 830,000, with a reach of nearly 370,000 on Monday, March 27. Of more than 188,000 video views on the Facebook page for the month, 62,000 were on that Monday. There were nearly 200,000 visits to our Mackay Regional Council website in March, including 47,198 visits on Sunday, March 26, and 50,337 on Monday, March 27. There were 145,026 page views for our emergency and evacuation plans. It was also a busy month for non-cyclone-related communications and marketing. The team attended a day-and-a-half of video training delivered by local firm Tropical Exposure. This has boosted skills, both in filming and editing video, which will be particularly beneficial for social media videos produced by staff. The Corporate Communications and Marketing team provided promotion during the month for the launch of council’s 2017 Heritage Awards and the 2017 Academic Bursary. The team also did pre-promotion for the new PayStay paid parking system, to be launched in April. A Citizenship Ceremony was held on Harmony Day, with 65 new citizens welcomed at the MECC. Staff have also been part of ongoing meetings of the Anzac Day organising committee, planning the 2017 Citizens Morning Parade.

Emergency Management Overview The Emergency Management Team and SES volunteers are continuing with reinforcing the Get Ready message. Presentations have included Eaglemount Retirement village and Commonwealth Respite and Carelink Centre. TC Debbie arrived at the end of the month with the LDMG standing up in response. MRC Local Recovery groups have stood up working through their respective action plans to meet the needs of the community. With an all agency approach to this event various support networks have been established to assist the community i.e. Recovery Hubs, clean-up crews, establishment of power, outreach teams and so on. Minister for Queensland Police Service and Emergency Services, Mark Ryan attended the IGEM Disaster District Capability Review Improvement Workshop held in Mackay. All three Mayors attended the workshop across the district, MRC, WRC and IRC. Exercises

Education and Training Sessions
Food safety training sessions are conducted for non-profit organisations and for food handlers at festivals and events. School education includes responsible pet ownership and dengue fever awareness.
Customer Requests Throughout March 2017, 713 requests for service were received, compared with 775 for March 2016. 79% were completed in nominated timeframes. Health and Regulatory Services aim to complete 85% of requests for service within nominated timeframes, however, depending on the circumstances of each individual matter and the speed at which compliance can be achieved using compliance processes, timeframes for completion can be influenced.
