With major ports in operation 24 hours a day, 365 days a year, any disruption to operations will be felt around the

world. Ensuring site security is key to maintaining consistent operations and profitability.

The role of shipping and seaports in the movement of goods around the world is absolutely

critical. Maintaining efficiency and on-schedule operations at seaports, many of which are

active 24/7/365, is the single most important consideration to ensure successful operations.

Video surveillance is a key tool in ensuring assets are protected and staff safety is assured.

A properly specified surveillance system for a major shipping port will be equipped with a

number of features specialist to this demanding environment. These include:

Addressing the challenge of securing shipping operations

• Redundancy proofing at all levels Device and design redundancy proofing, ensures the system remains operational through individual or multiple device failure, path loss, or acts of sabotage.

• Rugged equipment design Equipment designed especially for transportation environments provides exceptional performance for many years.

• Multiple control room access points Large sites require multiple control rooms. However, access must be provided to all cameras across the site from each of these control points.

• Full solution integration Major seaports will inevitably have some legacy security measures in place. Solutions should enable integration and updating of this

Building a port surveillance solution

Logistics AnalysisThrough smart implementation of

video analytics, logistical processes can be streamlined utilising cameras. Identification of bottlenecks, queues,

misplaced containers, vehicles etc. This prevents hold-ups and helps to

maintain efficient operations.

Third Party integrationCOE offers flexibility to integrate existing

security measures and also third party devices and systems. For example, at

Gunsan Port, South Korea, we equipped PTZ cameras to automatically respond to

alarms from a legacy fencing system.

Intelligent Video Analysis

COE’s SmartDetect analysis products detecting and alerting to behaviour and activities governed by a wide

range of predefined rules. Advanced analytical capabilities such as water

vessel detection are included.

Building a port surveillance solution

Operational Control Centre

Utilising COE surveillance, transmissionand management equipment, the

Operational Control Centre (OCC) is facilitated to access and control video

from anywhere across the entire network. Video analysis and remote site surveillance is also available to

operators at the OCC.

Multiple Access Points

Large sites may require multiple control rooms. COE’s network designs

ensure every control room has instant access to live and recorded video from

every camera.

The Port of Singapore Authority (PSA) operate the largest container transhipment hub in the world,

shipping more than 27 million TWEU (Twenty foot equivalent units) per year and handling about one

fifth of the world’s total container transhipment throughput.

Operating 24 hours a day, 365 days a year, PSA manages container movements serving 200 shipping lines, offering

connections to 600 ports in 123 countries. The port has around 1100 cameras installed, and several control centres located

across four main terminals. Due to their aging system, lack of integration across the port and the desire for more efficient

operations, PSA decided to update the entire system to an integrated digital video platform.

COE was selected to provide a complete video transmission and management solution for this landmark site which integrates

disparate technologies whilst utilising the existing infrastructure with minimal development costs. The chosen solution

digitised the existing analogue camera network, enhancing functionality & recording capacity and facilitating future expansion.

The scope of the Port of Singapore

Secure operations for the world’s largest port

Requirements for site security

Z Cross-terminal network connectivity to allow for disaster and terrorist attack recovery management.

Due to the 10+Km2 size of the site, the CCTV system requirement included linking the two main terminal areas across the network so that operators from one terminal could access video from the other terminal in the case of an emergency.

Z I-Command SmartDetect video analytics integration to provide intelligent security enhancement.

SmartDetect video analysis was integrated at various points across the Port of Singapore for both security enhancement and logistical purposes. Gate security management now features automatic detection of unauthorised vehicle access attempts, and alerts of queueing wagons, enhancing logistical operational efficiency.

Z Network video recording with network wide access for all operators.

A network video recording solution to be implemented, replacing the existing analogue tape recorder system. This new system enables simultaneous instant delivery of digital recorded video from any camera across the site to single or multiple users across the network.

Z Full system redundancy to ensure consistency of operations.

Redundancy was implemented at various points across the network. A dual-homing, dual-ring network design, hot-swap backup servers and a fully redundant recording solution were employed to ensure network fidelity and operation to be maintained in case of individual or multiple device failure or path loss.

Video analytics functions implemented at the Port of Singapore included:

Logistical hold-ups – Raising awareness of queueing vehicles at entry/exit points & container hold-ups.

Unauthorised vehicle/pedestrian access – Alerting when unauthorised individuals enter the port.

Water vessel detection – Alerting to water vessels entering restricted or proprietary space.

Suspicious behaviour – Alerts defined by set parameters (e.g. Loitering, random movement etc)

Loitering – Alert to individuals or groups loitering or crowding in an area. This may be a

sign of malicious intent.
