Foreword

Port of Delfzijl

The port of Delfzijl consists of an outer basin and an inner basin. Handelshaven is the logistic heart of the port area and is located near the old city centre of Delfzijl. The eastern part of this port is destined for professional shipping, and the western part for recreational shipping. Handelshaven is accessed via the 6km long Zeehavenkanaal. The north side of this canal consists of a breakwater, where 14 of Delfzijl’s total of 19 wind turbines generate green energy. To its south there are various loading and unloading facilities for the purpose of transhipping chemical products or raw materials for the chemical industry.

Eemshaven

With a water depth of 14 metres, Eemshaven is a deepwater port. There is more than 5 kilometres of quay distributed over 4 basins. Eemshaven has multimodal access and with quays as well as a public roro facilities, ramps, a jetty and various logistics service providers it has all the facilities for transhipping goods.

Groningen Seaports is the port authority for the port of

Delfzijl, Eemshaven and the adjoining industrial sites. The

organisation provides the complete package of port services

to its industrial and commercial clients, from logistics and

infrastructure services to the issue and maintenance of the

sites in both port regions. As well as the two excellently

equipped ports, Groningen Seaports manages the industrial

sites around the ports and at other areas in the Eemsdelta.

Various clustered business sites are located on the sites,

including a chlorine-related chemicals cluster with AkzoNobel

and its alliance partners as important players. Also, a large

part of Eemshaven has been earmarked for the development

of energy-related industry with large energy producers such as

ENGIE, NorNed, Nuon/Vattenfall, TenneT, and RWE/Essent.

And that attracts energy consumers as well: Google builds the

largest data center of Europe in Eemshaven.

1 | Harbour dues for seagoing vessels

1.1 Dues

These dues are charged for the use of the harbours by sea-going vessels. For all vessels only the International Tonnage Certificate (itc) ı969 will be accepted as basis for the levying of harbour dues.

1.2 Liner service

A vessel is considered to sail in a liner service if all of the following conditions have been fulfilled:• The vessel sails according to a liner schedule, to be

published in advance, between Delfzijl or Eemshaven and at least one fixed destination overseas. The last port of call before and the first port of call after arriving in Delfzijl or Eemshaven should be mentioned in the schedule.

• The liner service is operating as a ‘common carrier’, i.e. the cargo of each shipper and forwarder should be accepted for a specified freight rate as long as the cargo fits with the characteristics of the vessel.

1.3 No harbour dues

No harbour dues are paid by:• Warships and lifeboats.• Transit traffic.• Seagoing vessels calling at the port only to go into dry-dock,

to undergo extensive repairs in a ship yard, to be cleaned or gassed at appropriate installations, to land sick persons or corpses or to em- or debark pilots.

1.4 Harbour dues for seagoing vessels

For a stay in the port of ultimately 30 days the harbour dues for sea-going vessels in liner service are the amount in column I-ı and for other seagoing vessels per gross tonnage (gt) the amount in column II-ı, unless application of the combined tariff, shown in column I-2 resp. II-2 (in which the amount of tons cargo discharged and/or loaded is taken into consideration as well) would lead to a lower amount, in which case this lower amount will be applied.

1.6 Mobilization | demobilization work vessels

Vessels for each period of 30 days, harbour dues amount per gt: 0.343

1. 2. A reduction is granted only if the tax is imposed in accordance with table I

(vessels in liner service) and II (not in liner service) and concerns one and the same vessel.

3. Reduction is granted retrospectively, starting on 1 January for the following year.

4. If a vessel operating in a liner service is replaced by another vessel and the liner service continues on that basis, the frequency reduction is transferred to the replacement vessel.

5. The assessment of the replaced vessel according to its status on departure.6. The frequency reduction is not applicable to the minimum payable duty.

Remarks1. Frequency is defined as the vessel’s number of voyages per calendar year.

2 | Harbour dues for inland vessels

2.1 Dues

These dues are charged for the use of the harbour and some other port facilities for public use by inland vessels, tugs, fishing vessels, working or mooring rafts, pontoons, elevators, dredgers, floating cranes and other floating equipment.

2.2 Dues for inland vessels

The dues for inland vessels are calculated on the following basis:• The vessel’s deadweight tonnage in metric tonnes.• The occupied area of floating units in square metres

Please note:1. Laid-up vessels are subject to the condition that a surcharge is payable over the rate for a longer stay in the seaport:

• for the 5th week the surcharge is 10%

• for the 6th to the 8th weeks the surcharge is 20%

• for the 9th to the 12th weeks the surcharge is 30%

• from 12 weeks onwards the surcharge is 40%.

2. The size of the vessel is not the determining factor for the inland port dues for container ships: only the number of transhipped containers (regardless of whether they are

empty or full) is relevant to the calculation.

3. All of the amounts given are exclusive of turnover tax, except for charge codes 6 and 7.

4. The ‘Service Providers’ charge exclusively covers vessels that offer and render their services on a non-discriminatory basis without any compulsory package deals or other

undesirable market-distorting effects; this to be decided by the harbourmaster.

Special provisions for the Inland Shipping charges table

1. The specification ‘n/a’ means that the period in question does not apply to the relevant vessel.

2. ‘One day’ is a consecutive 24-hour period;

3. ‘A quarter’ is a consecutive three-month period; a quarterly subscription commences on the first day of the three-month period and must be applied for in writing within a

week before starting use of the harbour or the services provided in that context.

4. The time periods ‘1 day’, ‘7 days’ and ‘14 days’ begin at the time indicated in Article 17, but end as soon as the vessel departs from the port.

5. A month is a calendar month; a monthly subscription starts on the first day of a calendar month;

6. A three-month subscription starts on the first day of any month for a period of three calendar months;

7. A year is a calendar year; an annual subscription can start on the first day of any month for a 365-day period;

8. A subscription must be applied for in writing from the Nautical Service Centre in advance;

9. Applications and subscriptions do not apply retroactively.

3 | Berth dues for seagoing vessels only

Vessels will be charged for berth dues, when using a public berth exploited by Groningen Seaports. The berth dues mentioned in the tables shown below are due for each period of 24 hours per metre length.

4.2 Tariff for tying up or untying

If the services of the BVD/E are used only in relation to tying up or untying, the full tariff will be charged.

4.3 Tariff for tying up or untying when a boatmen’s launch is used

If tying up or untying requires the use of a boatmen’s launch, no additional charge will be made for this (except in the case of the docks situated on the Eemskanaal and the Oosterhornhaven).

4.4 Moving seagoing vessels < 100 metres

For moving seagoing vessels less than 100 metres in length, along-side the same berth, 50% of the tariff will be charged. For seagoing vessels longer than 100 metres the full tariff will be charged.

4.5 Directing orders for tying up or untying

All orders for tying up and/or untying seagoing vessels must be directed to the Nautical Service Centre of Groningen Seaports.An order to tie up a seagoing vessel must be given by the master of the vessel at least one hour before it arrives at its assigned berth. An order to untie a vessel must be given by the master or his agent at least one hour before the vessel departs.

4.6 Additional costs

If in relation to tying up and/or untying additional costs have to be incurred because of ice conditions, these will be charged to the vessel concerned.

4.10 Passing the ships through the locks

If boatmen assistance is ordered for passing the ships through the locks, and the ship is moored in front of the lock entrance just waiting for the passing, no extra’s will be charged.

The request for boatmen assistance shall be made to the Nautical Service Centre of the Delfzijl/Eemshaven Port Control.

4.11 Newly started scheduled services

4.7 Ice conditions

In the case of ice conditions in the ports of Delfzijl and Eemshaven an ice surcharge will be charged in accordance with that charge for tugs and in consultation with Groningen Seaports.

4.8 Cancelling the service of BVD/E

If the service of BVD/E are cancelled within an hour before they would have commenced according to the vessel’s instruction, 50% of the tariff will be charged.

4.9 Surcharges

5.1 Pilotage

The ports of Delfzijl and Eemshaven belong to the Region North of the Dutch Pilot Association (Loodswezen). The pilotage dues for this region are available via the internet: noord.loodswezen.nl (Region North / pilotage dues).

6 | Deliveries and services by port authority

6.1 Water
