There was no correspondence to review.The Board reviewed Resolution 2019-5 regarding the transfer of funds from the

County Road Fund to the County Road Sinking Fund. It has been determined that claim #180820 payable to M. C. Schaff and Associates in the amount of $44,835.00 and claim #1811120 payable to M. C. Schaff and Associates in the amount of $20,000.00 should have been paid from the County Road Fund instead of the County Road Sinking Fund. It is necessary that the amount of $64,835.00 be transferred from the County Road to the County Road Sinking Fund. A motion was made by Sanders, seconded by Miller to authorize the Cheyenne County Treasurer to transfer the sum of $64,835.00 from the County Road Fund to the County Road Sinking. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None. A complete copy of the Resolution as adopted is on file at the Office of the County Clerk.

Kim Phillips and Jim Pelster addressed the Board regarding the Union Pacific Railroad (UPRR) trains blocking Crossing #817834R located at County Road 109. County Attorney Paul Schaub stated that previously he had contacted a representative with the UPRR who assured the County Attorney that when a UPRR train was blocking the railroad crossing, the Railroad crew would be subject to discipline. Ms. Phillips stated that the UPRR continued to block the crossing at County Road 109. A motion was made by Miller, seconded by Sanders to direct County Attorney Schaub to contact the representative and report the continued problem and to follow-up the call with a letter. Chairman Johnson declared the public hearing open to review and consider approval of an Exemption Application for Tax Exemption on Motor Vehicles Owned by Qualifying Nonprofit Organizations for Cheyenne County Hospital Association, Inc.

Bridget Whittredge, Volunteer Coordinator with Plains West Court Appointed Special Advocates (CASA) program addressed the Board. Ms. Whittredge stated that April had been designated as Child Abuse Awareness Month. To celebrate this, the group would like to place pinwheels in the Court House gardens for the month of April. A motion was made by Miller, seconded by Sanders to acknowledge the month of April as Child Abuse Awareness Month and allow the placement of the pinwheels on Court House property. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None.

The goal of this program is to highlight the impact of AmeriCorps and Senior Corps national service programs in undertaking local problems and managing volunteers for greater impact. One of the volunteer programs is CAPWN Foster Grandparent Program. The Proclamation encourages residents to recognize the positive impact of national service in the community, thank those who serve and find ways to give back to the community. A motion was made by Sanders, seconded by Miller to proclaim April 2, 2019 as National Service Recognition Day. Roll Call: Aye: Miller, Sanders, Johnson. Nay: None.
