Section 305.07 (PROFITS), Subd. 2, is hereby amended as follows (deletions shown in strikethrough; additions in bold/underline): Subd. 2. Lawful Expenditures. Each licensed organization which conducts lawful gambling activi- ties within the City of Belle Plaine shall expend one hundred (100 ) percent (100%) of its funds derived from lawful gambling for expenses authorized by the Minnesota gambling control board or for the direct benefit of citizens living within the trade area, and at least ten percent (10%) of each organization’s net profits derived from lawful gambling conducted at premises located in the City shall be contributed directly to the City. All expendi- tures must be in accordance with the organization’s list of intended expenditures provided annually to the City. The City shall expend contributions it receives for police, fire or other emergency or public safety-related services, equipment or training, but not pension obligations. Section 2. RELATED TO LAWFUL GAMBLING

THE CITY COUNCIL OF THE CITY OF BELLE PLAINE DOES ORDAIN:Section 1. Section 305.07

(PROFITS), Subd. 2, is hereby amended as follows (deletions shown in strikethrough; additions in bold/underline):Subd. 2. Lawful Expenditures.

Each licensed organization which conducts lawful gambling activi-ties within the City of Belle Plaine shall expend one hundred (100) percent (100%) of its funds derived from lawful gambling for expenses authorized by the Minnesota gambling control board or for the direct benefit of citizens living within the trade area, and at least ten percent (10%) of each organization’s net profits derived from lawful gambling conducted at premises located in the City shall be contributed directly to the City. All expendi-tures must be in accordance with the organization’s list of intended expenditures provided annually to the City. The City shall expend contributions it receives for police, fire or other emergency or public safety-related services, equipment or training, but not pension obligations. Section 2. This ordinance shall

be effective after publication, on July 1, 2013.Passed and duly adopted by the

City Council of the City of Belle Plaine this 1st day of April, 2013.

Historic Raceway Park Could be On its Final Lap This SummerOne of the area’s longest-run-

ning motor sports entertainment venues – Shakopee’s Raceway Park – could be on its final lap if a proposal to redevelop the property gets a checkered flag.The track’s owner is propos-

ing to sell the track and land to Recovery Technology Solu-tions (RTS).

It is proposing a $20 million manufacturing facility, the Sha-kopee Valley News recently reported. If RTS wins the nec-essary approvals, 2013 will be Raceway Park’s final season.RTS is proposing an asphalt

recovery plant on the 10-acre site. It could also serve as the company’s flagship facility and

training center for future facili-ties.Located along County Road

101, just east of Valleyfair, Raceway Park opened in 1956. It previously had a dirt racing surface but was later paved. Its current owner, John Hellen-drung, said the economics of the sport have deteriorated.

Ryan Dungey to Race in Minneapolis Saturday

Monster Energy Supercross’ will return to the Metrodome in Minneapolis on Saturday, April 13.The world’s top supercross

racers, including Ryan Dungey of Belle Plaine, will bring the parity-packed championship back to the dome for the first time in four years.Dungey is vying for his sec-

ond championship this year and is excited to return to the Me-

trodome to race in front of fam-ily and friends.“I’ve grown up watching su-

percross races at the Metro-dome and when I heard that we were coming back in 2013, I was stoked,” Dungey said. “To race in front of my family and friends inside the Metrodome is going to be amazing. for sure, I will have extra motivation that night to pick up the Main Event win.”

Rainbow trout fishing will return to Paul’s Creek near St. Peter as the Minnesota De-partment of Natural Resources (DNR) begins stocking opera-tions for the April 13 stream trout opener.“Stocking Paul’s Creek has

become a tradition for area an-glers and the DNR,” said Scott Mackenthun, DNR fisheries assistant area supervisor. “We know a lot of people of all ages look forward to it.”On the eve of Minnesota’s

stream trout opener, the DNR

will stock 1,500 rainbow trout yearlings into the St. Peter trout ponds, also known as Paul’s Creek. Additional stocking will take place as follows:– friday, April 19 – 1,500

rainbow trout yearlings.– friday, May 3 – 1,000 rain-

bow trout yearlings.– friday, May 17 – 1,000 rain-

bow trout yearlings.Stream trout are defined as

splake, brook, brown and rain-bow trout. Anglers are limited to five fish of combined spe-cies. Only one trout may be

more than 16 inches long.All anglers 16 years of age and

over must possess a Minnesota angling license and trout stamp validation. fishing hours for stream trout on inland waters are from one hour before sun-rise until 11 p.m. each day. All stream trout must have head, tail, fins and skin intact when being transported.“Stocking Paul’s Creek pro-

vides a unique fishing oppor-tunity for area anglers,” Mack-enthun said. “The DNR looks forward to continuing this proj-ect for as long as we are able.”

Trout Fishing Near St. Peter Opens April 13

The Carver County Board and Alta Investments, LLC, ap-proved an amended purchase agreement for the last remain-ing parcel within the Lake Wa-conia Regional Park boundary. The 19.29 acre parcel preserves 890 feet of shoreline for con-servation and public use.Acquisition of the parcel was

postponed in order for the county to take advantage of new funding rules provided by the Metropolitan Council as of the end of January 2013. The new rules essentially save Carver County over $800,000 in county funds to acquire the parcel.“This parcel is the last piece

in the Lake Waconia Regional Park puzzle, fulfilling the park’s master plan that dates back to 1975,” said Carver County Board Chair Tim Lynch. “Some of the many benefits to acquir-ing the park property include conservation, ability to realize the park’s planned recreational space, allows for resolution of Old Beach Lane and a trail con-necting the city to the park, and it provides a buffer for sight and noise.”The acquisition clears the way

for removal of old beach lane, which has been an issue for area residents. The removal of traffic from old beach lane is consistent with city and county plans for a pedestrian trail con-nection leading from town to the park. It is also planned that the overhead utility lines along old beach lane be relocated from the lakeshore, improving the aesthetic qualities of the shoreline.A significant feature about the

parcel is that it contains a 40-foot tall hillside. from the top of the hill one has a panoramic view of the lake and Coney Is-land, with views to the south to undeveloped property and a view to the west of the city of Waconia. This topography fea-ture effectively blocks noise that occurs outside of the park from the park setting. Con-versely, nearby residents are sheltered from active use areas of the park and large events that occur inside the park.A public boat access is planned

in partnership with the Depart-ment of Natural Resources. The public water access will enhance day-long activities at the park as well has help to al-leviate parking congestion and hazardous parking conditions along County Road 92 near the DNR access.The negotiated purchase price

of $3,552,000 plus $70,000 in closing and professional ser-vice fees was reached. The

price reflects market value and holding costs associated with postponing the purchase. It is anticipated that Carver County will receive full reimbursement for the acquisition.funds to acquire the property

will come from two sources of the Metropolitan Council, the Acquisition Opportunity fund and the Metropolitan Council CIP fund.Acquisition Opportunity fund

is a dedicated funding source

supported by Legacy funding (sales tax proceeds for Parks and Trails) for land acquisition. Regional park agencies, such as Carver County can utilize this funding for land that is within an approved regional park mas-ter plan. If Carver County does not use the funds, other region-al park agencies will use the them to acquire regional parks and trails for their county or city. Metropolitan Council CIP funds are allocated to Carver County by formula.
