10.1 Introduction
Industrial development in Egypt is considered the essence of growth and
economic development. It reflects extent of economic progress to list its
products on world markets. Upgrade manufacturing & production sectors
reflect on exportation sector, as it is vital and essential motive for realizing
development in any country.
Industry occupies an advanced rank in its importance for the Egyptian National
economy; as it stands on the top of the economic sectors in terms of its
contribution to GDP, its strong interrelation with many productive and service
sectors and its role in developing foreign trade and improving payments
balance.
MSEA implements many funding programs to achieve environmental
compliance, through providing soft packages to finance pollution abatement
and cleaner production projects. The importance of cleaner production projects
is reflected in being the most important method to achieve sustainable
development and reduce pollutants in the industrial sector from the source; as
well as coping with global industrial policies, spread of cleaner production
trends, and appearance of new global concepts based on principles of total
quality to achieve its product quality.

10.2 Current Projects and Programs
10.2.1 Egyptian Pollution Abatement Projects –Second Phase
(2007-2012) The project provides soft financial package to support industrial pollution
abatement projects in industrial facilities with financial package (80 % loan,
20% grant). EPAP II concentrates on hot spot polluted areas in Greater Cairo &
Alexandria governorates, combining large industries emitting great amounts of
air and wastewater pollutants loads such as cement, iron and steel, chemical
industries and tanneries. Funding package of this phase estimated with 185
million dollars (one billion Egyptian pounds). Provided support include the
following:
10.2.1.1 Financial Component: Provide soft loans for industrial facilities, re-loaned by National Bank of
Egypt (80% loan, 20% non-refundable grant). The following illustrates
budget of that component:
1. 20 Million US$ World Bank for Construction and
Development.
2. Equivalent to 40 Million US$ Japan Bank for International
Cooperation (JBIC).
3. 40 Million € European Investment Bank (EIB).
4. 40 Million € French Development Agency (AFD).
10.2.1.2 Technical Support Component: Provide technical support to industrial facilities which will be financed by
the financial component (non-refundable grants) through:
1. European Investment Bank (EIB) 2.8 Million €.
2. Government of Finland 0.88 Million €.
10.2.1.3 Current status (2011):
49 projects are currently listed in the project, 30 major companies and 200
brick factories (Arab Abou Saed ) with total cost estimated with 204,058
Million US$.

Examples for financed projects:
1. Abou Zabaal for Fertilizers and Chemicals:
EPAP project financed in process modification by adding new units to
reduce dust emissions with total cost 16.69 million $, EPAP II provided 15
million $ (80% loan, 20% grant).

Adding tissue filter after the electrostatic precipitators for raw mills in
production line number (1); total cost of the project 7.8 million $. EPAP II
provided 6.1 million $ (80% loan, 20% grant) and the rest self-financing by
the company.
10.2.2 Private and Public Sector industry project (PPSI) 2008 -
2012
10.2.2.1 Background:
The Private Public Sector Industry Project (PPSI) aims at supporting
Egyptian industry (small – medium – large industries) to comply with
environmental laws and regulations; as well as improve its environmental
performance .It is a joint project between German government
(represented by KFW) and Egyptian government (represented by Central
Bank of Egypt) and Egyptian Environmental Affairs Agency as the
implementing agency.
10.2.2.2 PPSI's Objectives:
1. Support industrial pollution abatement projects in industrial enterprises
in both private and public sectors.
2. Develop sustainable financial, technical and institutional mechanisms
for pollution abatement and decrease pollution loads in the selected hot-
spots areas particularly in Delta and Upper Egypt governorates to
improve local environmental conditions.
3. Activate legislative procedures, improve inspection efficiency; develop
technical capacity of environmental institutions and competent banks;
raise public awareness relating to industrial environment in Egypt,
particularly within Delta and Upper Egypt governorates.
10.2.2.3 Current Status ( Dec, 2011):

1. Total grant (7.26 Million Euro) with total investment about 31 million
Euro) 6.55 million Euro directed to industrial enterprises and the
remaining for technical support component.
2. Approved industrial projects are with total investment (31 million
Euros) including 7.2 million Euro grant.
3. Number of industrial enterprises in the project is 50 (22 large, 28
SMEs), including 13 public sector enterprises and 37 private sector
enterprises.

2. CAN for manufacturing and gases filling:
Install 2 CNC machines to adjust used inks in printing operations with total
cost 441,907.2 Euro; in addition to financing environmental studies with
88381.44 Euro (non-refundable grant) through the Private and Public
Sector Industry Project. Installation and operation of this project finalized
in January 2009.
10-3 Future vision:
1. Raise environmental awareness among civil society through applying
different systems such as assessment and classification of pollution
resulting from industrial projects (Program for Pollution Evaluation
Report, PROPER), through publishing results of such programs in
Egyptian newspapers to evaluate performance of companies.

2. Apply Environmental Impact Assessment (EIA) for all new projects to
comply with the requirements of co-financers (International Bank for
Reconstruction and Development, Japan International Cooperation
Agency, European Investment Bank, French Agency for Development),
including the most important requirement which is holding public
hearings and announce about these projects before their execution to
guarantee transparency and improvement of the environmental status.
3. Reduce pollution loads of cement companies in Greater Cairo and
Alexandria to the full compliance with permissible local standards and in
some companies to the international standards during next five years.
4. Transfer all polluting industries from residential areas to authorized
industrial zones such as Badr and El Akrasha.
5. Convert discharge of waste water from Nile River to public networks in
some large industrial companies which is considered the main source of
Nile pollution, after conducting projects for treating or recycling waste
water.
6. Reduce pollution loads in Greater Cairo hot spots areas (air quality) and
Alexandria (discharge into sea), after executing proposed projects in
industrial companies through MSEA’s financial packages.
7. Study the impact of issuing Executive Regulations of Law No. 9/ 2009
on the environmental performance of industries.
