Chapter1:TeamSize
TeamSize:EachNationalFederationwillbeallowedtofieldateamofuptoeightathletesinthefollowingsixclassifications:
• 2athletes–AS1(Stand/Kneel)
• 2athletes–AS2(Stand/Kneel)
• 1athlete–VisuallyImpaired
• 1athlete–Upright
• 1athlete–Prone
• 1athlete–Assist
Eachteamhasonemandatoryspotforafemaleathleteandthisspotcanbefilledinanyoftheabovedivisions.Withoutawoman,themaximumnumberofathletesthatcanbefieldedperteamis7(asopposedto8).WefeelthatthemandatoryspotwillleadtoinclusionoffemaleAdaptiveSurferswiththehopesofeventuallyhavingaseparatefemaledivision(whennumberspermit).
Ifateamdoesnothaveanathletetocompeteinaspecificdivision,thatteamwilllosescoringpotential(Forexample:IfateamdoesnothaveaProneathlete,themaximumteamsizewillbe7.IfateamdoesnothavefemaleathleteoranAssistathlete,themaximumteamsizewillbe6).

Chapter2:CompetitionFormatandTeamPoints
ISAWorldAdaptiveSurfingChampionshipCompetitionFormatissubjecttotheISAContestDirector’sdiscretionandwilleitherfollowstandardISADoubleEliminationContestFormatorQualifyingRoundFormatdescribedbelow.
AllathleteswillsurfintwoQualifyingRoundheatsandtopsurferswilladvancetotheFinalRound(s).
CountryseedingorderforQualifyingRound1willbebasedupona2016combinedISANationranking.Athleteswillbere-seededforQualifyingRound2basedupontheirQualifyingRound1pointaggregatetotalfromtheirbesttwowaves.
FortheQualificationtotheFinalRound(s),
AnOverallDivisionRankingwillbeestablishedforeverysurferbasedontoptwowavescorepointsfromeitherQualifyingRound1or2(toptwowavescorescanbefromsameround).SurferswillbeseededintoFinalsRound(s)basedontheirOverallDivisionRanking.Whereatiebreakisnecessary,thiswillbedeterminedbycomparingthebestwaveofthesurfersconcernedandthenifnecessarywavescoresforwaves2,3&4indescendingorder,untilthetieisbroken.
AllQuarterfinals,Semi-finalsandFinalswillprogressonthe50%progression,twobestwavetotalsystem,aspernormalISAContestRulesin4surferheats.
TeamPoints:InapplicableISAevents,eachcompetitorwillaccumulateteampointsaccordingtotheplacehe/shefinishesinthecontest.TheISATeamPointsAllocationTablewillbeused,beginningwith1000pointsforeachdivisionwinner(pleaserefertotheISAOfficialTeamPointsAllocationTableforsubsequentplacing-pointratios).Thetotalpointswillbedistributedamongsttheavailableplaces.Thewinningteamwillbethatteamwiththehighestsumofpoints.Whereplacesareequal,thenthehighestofthepossiblepointsforthoseplaceswillbeallocatedtoeachcompetitor.

Chapter3:JudgingCriteria
StandardISAJudgingCriteriawillbeimplementedandisdefinedas:“Asurfermustperformradicalcontrolledmaneuversinthecriticalsectionsofawavewithspeed,powerandflow.Innovative/progressivesurfingaswellasthecombinationandvarietyofrepertoirewillbetakenintoconsiderationwhenrewardingpointsforasurfer’sperformance.Thesurferwhoperformstothecriteriaabove,exhibitingthemaximumdegreeofdifficultyandcommitmentonthewavesshallmaximizehis/herscoringpotential.”
Inthecasethatnoclearmaneuversareperformedduringcompetition,thejudgeswilllookatFundamentalSurfingCriteriaasdescribedasfollowsandwillbeemphasizedintheISAJudgingCriteriaunderDegreeofDifficultyorCommitment:
• Surferswhopaddleoutandcatchopen-facewaveswillalwaysbescoredhigherthansurferswhocatchwhitewater(wavesthathavealreadybrokenanddonotreformintoopen-facewaves).
• Thesurferwhocatchesanopen-facewaveandtravelsrightorleftwillscorehigherthanasurferwhocatchesanopen-facewaveandgoesneitherrightnorleft.
• Thesurferwhocatchesanopen-facewaveandperformsamaneuverwillbescoredhigherthanasurferwhoridesanopen-facewaverightorleft,butdoesnotperformamaneuver.
• Thesurferwhocatchesanopen-facewaveandtravelsrightorleftandattemptstoperformamaneuver,butfailsbynotcompletingthemaneuverat100percent(maneuversmustbecompletedat100percent),willgenerallyscorehigherthanthesurferthattravelsrightorleftonanopen-facewavewithoutattemptingtoperformamaneuver.
• Surferswhoperformmaneuversinwhitewaterwillonlyscorehigherthansurferswhoridewhitewaterwithoutperformingmaneuvers.

Chapter4:SportClass
4.1. AthletesmusthaveanEligibleImpairmentinordertocompeteinAdaptiveSurfingcompetitions.SuchImpairmentsmustcomefromthelistofEligibleImpairmentspresentedintheIPCInternationalStandardforEligibleImpairments.ISAhasidentifiedthefollowingeligibleimpairmentsforthesportofAdaptiveSurfing:

poliosyndromeandspinabifida.
Impairedpassiverangeofmovement
Athleteswithimpairedrangeofmovementhavearestrictionoralackofpassivemovementinoneormorejoints.Examplesinclude:arthrogryposisandcontractureresultingfromchronicjointimmobilisationortrauma
affectingajoint.
Limbdeficiency
Athleteswithlimbdeficiencyhavetotalorpartialabsenceofbonesorjointsasaconsequenceoftrauma(forexampletraumaticamputation),illness(forexampleamputationduetobonecancer)orcongenitallimbdeficiency(for
exampledysmelia).
Leglengthdifference Athletesthathaveadifferenceinthelengthoftheirlegsasaresultofadisturbanceoflimbgrowth,orasaresultoftrauma.
ShortstatureAthleteswithshortstaturehaveareducedlengthinthebonesofthelowerlimbsand/ortrunk.Examplesinclude:achondroplasia,growthhormone
dysfunction,andosteogenesisimperfecta.
HypertoniaAthleteswithhypertoniahaveanincreaseinmuscletensionandareduced
abilityofamuscletostretchcausedbydamagetothecentralnervoussystem.Examplesinclude:cerebralpalsy,traumaticbraininjuryandstroke.
AtaxiaAthleteswithataxiahaveuncoordinatedmovementscausedbydamagetothecentralnervoussystem.Examplesinclude:cerebralpalsy,traumatic
braininjury,strokeandmultiplesclerosis.
Athetosis Athleteswithathetosishavecontinualslowinvoluntarymovements.Examplesincludecerebralpalsy,traumaticbraininjuryandstroke.
VisionImpairment
BasedontheIBSAdefinitionofvisualclasses:Thedeterminationofvisualclasswillbebasedupontheeyewithbettervisualacuity,whilstwearing
bestopticalcorrectionusingspectaclesorcontactlenses,and/orvisualfieldswhichincludecentralandperipheralzones.Athlete’swillbeplacedintosub-
classesasfollows:B1-VisualacuitypoorerthanLogMAR2.6;B2-VisualacuityrangingfromLogMAR1.5to2.6(inclusive)and/orVisualfield
constrictedtoadiameteroflessthan10degrees;and,B3-VisualacuityrangingfromLogMAR1.4to1.0(inclusive)and/orVisualfieldconstrictedto
adiameteroflessthan40degrees.

4.2. AthleteswillbeassessedandreviewedthroughtheISAAdaptiveSurfingClassificationReviewCommittee(ASCRC).Oncereviewed,theASCRCwillconcludeeachathleteasEligible,NotEligibleorUnderReview.IfanathleteisEligibleorUnderReview,theASCRCwilldeterminetheappropriateclassificationfortheathlete.AnathletelistedasnoteligiblewillnotbeabletocompeteintheWorldAdaptiveSurfingChampionship.
Therewillbe6divisionsofclassification:

*AS-1ULandAS-1LLaresub-classesofAS-1.ISArecognizesthedifferencebetweensurfingwithanupperbodyimpairmentversusalowerbodyimpairment.For2017thetwosub-classeswillbecompetinginthesamesportclass.
*AS-VIB1,AS-VIB2andAS-VIB3aresub-classesofAS-VI.ISArecognizesthedifferencebetweenlevelsofvisualimpairment.For2017thethreesub-classeswillbecompetinginthesamesportclassandathleteswilluseopaquegoggles.
*AS-3andAS-4utilizethesameminimumcriteriaandtheathletewillbeplacedintoasportclassbasedontheirsurfingpreference.
4.3. Onceclassificationisconfirmedtheathleteisnotpermittedtochangeclassification.Athleteswillhave72hourstodisputeanyclassificationdecisiontotheASCRC.Athleteswillneedtosubmitadditionalinformationthattheyfeelqualifiesthemforanotherclassificationlevel.Oncefinalizedthecommittee'sdecisionmaynotbeoverturned.

4.4. Thefollowingathletesmayberequiredtobere-assessedforclassificationatalaterdate:Youngerathleteswhoandgrowordevelopstrengthandcoordination,Newlyimpairedathleteswhodevelopstrengthandcoordination.
Chapter5:AthleteAssistance
5.1. Athletesinanydivisionarepermittedtohaveassistancetogetinandoutofthewater,butmustbeindependentwhileonthewave.
5.2. WatercoacheswillbepermittedinsportclassAS-5andAS-VIandmustbeidentifiedtothebeachmarshallpriortothecompetitionheat.5.2.1. SpecificwatercoachpermissionsaredefinedforeachsportclassinChapter7.
Chapter6:TechnologyandEquipment
6. EquipmentEquipmentmustadheretoISAguidelinesandissubjecttothediscretionofISA.Equipmentusedforcompetitionmustbepre-approvedbyISAandwillbepermittedasdefinedinthedescriptionsoftheISAAdaptiveSurfingCompetitionRuleslistedforeachclass.TechnologyandEquipmentwillhavethefollowingfundamentalprinciples:6.1. TheIPCEquipmentPolicy(IPCHandbook,Section2,Chapter3.10)appliestoISA
AdaptiveSurfingCompetitions.ThefundamentalprinciplesthatISAAdaptiveSurfingispromotingregardingtheevolutionofequipmentusedduringrecognizedcompetitionsare:
a)Safety(i.e.,totheuser,othercompetitors,officials,spectatorsandtheenvironment);b)Fairness(i.e.,theathletedoesnotreceiveanunfairadvantagethatisnotwithinthe“spirit”oftheeventtheyarecontesting);c)Universality(e.g.,reasonablycommerciallyavailabletoall);d)PhysicalProwess(i.e.,humanperformanceisthecriticalendeavournottheimpactoftechnologyandequipment).
6.2. Theseprinciplesapplyinparticular(butnotexclusively)inrelationtothedevelopmentof:
a)Sportsspecificprostheticdevices;b)Specificationsforsportspecificequipment;c)Surfboards;d)Waveskisandthepaddles.
7. ProhibitedTechnology

TherulesforcompetitionintheAS-1sportclassareasfollows:
Athletesinthissportclassmayhavesupporttogetintoandoutofthewaterandonandofftheirboard,butmustbeindependentwhileinthewaterandonthewave.
Duetoimpairmentofadisability,anathleteinthisdivisiondoeshavetheabilitytostandorkneelonasurfboardanddoeshavetheabilitytopaddleintoawavewithoutassistance.Furthermore,theindividualdoeshavethebalanceandstrengthtostandorkneelonasurfboardwhilepaddlingintoandsurfingawave.AthletesmayuseasurfboardaccordingtoISArules/guidelines.Noadditionalequipmentwillbeallowedexceptforuseofupper/lowerbodymedicalprosthetics,orthotics,oressentialsafetyequipmentthatdoesnotenhancetheabilitytosurf.EquipmentissubjecttothediscretionofISA.SwimfinsandpoweredsurfboardsarenotpermittedtouseintheAS-1sportclass.
