If you can attend the meeting – great. To accommodate those who cannot attend the meeting, we will soon be distributing, via USPS mail, a proxy which can be used to allow you to empower someone else to cast a vote for you. If you cannot attend the meeting, and if you grant your proxy to someone else, you are encouraged to only give your proxy to someone who you trust will cast your vote in a manner that reflects your wishes. If you do give your proxy to some- one, and then find that you in fact are able to attend the meeting, the proxy will be invalidated, and the vote you cast at the meeting is the vote that will count. There are 2 Board positions that are up for election at the Annual Meeting. At this time, the Board is only aware of 2 declared candidates, both of whom are incumbents: Rolayne Sellers and Jim Harrington. The terms are for 3 years, ending February 2018. Other candi- dates may declare at any time, and may even be nominated at the Annual Meeting. The process we will follow for the election is as follows: The Annual Meeting will convene at 7pm on February 9. Following a short business agenda, the meeting will recess to allow voter eligibil- ity verification and distribution of ballots. Candidates will be given an opportunity to make brief remarks in support of their candidacy. After ballots have been cast, election judges will count the ballots and the results will be announced. We hope to have a good turnout. Remember that this community is only as strong and vibrant as we make it. Together we can keep this a Great Community. — Jim Harrington Chapparal Homeowners Association Meeting Minutes: January 12, 2015 The following community members were in attendance: Cathy Ogg, LuAnn & Doyle Tinkey, Rick Poppe, Jim Noon, Wayne Lauer, Vera Matthews, Roger Bane, Sue Brunk. Board members in attendance were Ken Brunk, Mary Ann Neumann, Jim Harrington, Pam Daiss-Sitzmann and Rolayne Sellers. Jim Harrington called the meeting to order followed by the Pledge of Allegiance and intro- ductions of those in attendance. He again made comments about maintaining respect in our meetings. No unacceptable gestures will be tolerated. The minutes were discussed and reviewed and approved. We want the minutes to accurately reflect what transpired at the meetings. Mary Ann Neumann followed with the Treasurer’s Report. She discussed the items on the handouts (Balance sheet, Profit & Loss Budget vs. Actual, Profit & Loss Budget Overview for 2015). After a short discussion, it was moved, seconded and approved to take $25,000 cash from our checking and move it to a CD where the money could gain better interest rates. We also discussed doing financial reviews. We definitely will continue reviews; however we will look for a lower rate to contract this service. We should be getting a new rate soon from Waste Management. Ken will assist in negotia- tions about the fuel surcharge. Chapparal Homeowners Association Meeting, continued from front pagefor the homeowners’ dues and Waste Management fees. Rolayne Sellers reported that the Sleigh Ride will occur on December 6, 2015. She has contracted with Carriages of Colorado again for this event. Ken Brunk and the communications committee are finishing up several items of old business. Chris Worley is working with Ken to get the website updated. All the access of the website will be transferred to the new board members. Also, Lasertype knows our contract with them will end for the newsletter. We will begin publishing our own newsletter beginning in March 2015. Chris and Ken will be offering the community a new service to recycle electronics. Information will go out to the community and they will make arrangements to pick up items. Pam Daiss-Sitzmann reported on the legal update. She read most of the letter from Orten and Cavanaugh regarding the legal-ity of having an HOA hire an outside company to enforce cov-enants. She also reported that we have only spent around $300 this year for legal fees. Rick Poppe and Wayne Lauer from the Architectural Control Committee reported there was no new business for the previous month, with one action still pending. The Chapparal Metro District had no representation due to illness and travel. We understand they are still discussing the easements and entrances. CENCON also had no report because there was no meeting in December. Old Business: We are continuing our efforts regarding the neighborhood directory. Phil Bucher would like to be involved again and Mary Ann Neumann is very interested in coordinating all the lists to make our directory as accurate as possible. There will be a directory notice in the mailing coming out this month. The neighborhood survey will also be in this mailing. Chris Worley would like notes from the attorney regarding covenant enforcement. Ken Brunk will take a copy of the letter to

him. The board needs to send a resolution to the city of Centennial about plowing Briarwood. Pam agreed to write the resolution; Ken volunteered to attend their next meeting on Tuesday, January 20, 2015. Mary Ann Neumann gave a report about her research for snowplowing. The prior contractor never gave us his license or insurance information. Most snowplowing companies have a business license but they do not have a contractor license. We must hire a company that is licensed with the City of Centennial. Mary Ann met with WJKL Sprinklers to get an estimate. This is a local company. They charge

$115 per hour or $150 per hour if they have to use a front end loader. It would take them approximately 3 hours for 3 inches of snow. The discussion included the following ideas: We probably wouldn’t hire them unless there was at least 6 inches of snow; we are trying to build up our reserves and probably shouldn’t look at using our money for this; we have lived here many years and got along fine without snowplowing so why are we using money for this; our main roads are plowed and all our “side” roads are close to the main roads; neighbors in cul-de-sacs might not get snowplowing but they also have much less traffic than the busy roads; we are not a public works; many complications could come from agree-ing to snowplowing with-out knowing how much it would be needed. Jim Harrington recommended we table this discussion until we have our survey results. We also need to look at liability issues. A motion was offered and 4 members voted to table the discussion and 1 voted to oppose it.

Public Comments: Roger Bane is a new neighbor and asked where he could get a copy of the covenants. He was told that every homeowner got them with their closing papers. They are also found on our website. Ken Brunk will make sure he has a copy of our covenants. We also discussed making sure this would be available for all new homeowners. Wayne Lauer expressed thanks to the board for tak-ing action to insure the level of deco-rum expected in our meetings. Meeting adjourned at 8:25 p.m. Next meeting will be February 9, 2015 at Creekside Elementary School.
