Chapparal Homeowners Association Meeting Minutes
April 14, 2014 The following community members were in attendance: David & Jackie Anderson, Midge Abel, Wayne Lauer, Terri Lash, Sue Brunk, Kathy Carmel, Dan Hartman, Jeff Patton, Mike Cross, Don & Diana Ewigleben, Gerald Weaver, Mary Ann & Jim Neumann, Steve Cooper, Tom & Carmen Rentzios, Doyle & LuAnn Tinkey, Rick Poppe, Kent Sellers, Lina & Dave Fletcher, Doug MacCarthy, Jim Noon, Kathy Emmons, Ken Auser and board members Jim Harrington, Pam Daiss-Sitzmann, Ken Brunk, Rolayne Sellers and Adam Carmel. The meeting was called to order by Jim Harrington. Pres. Harrington made brief comments about having respect and dignity in these meetings. The procedure for HOA meetings will be that the board will conduct business and then the community can give feedback. The minutes of the last meeting were read and approved following motions to do so. Bob Billington will not be able to serve as treasurer, so Adam Carmel was introduced as the new treasurer (having the next highest number of votes in the elec-tion.) The treasurer’s report was limited with the new changes. In future meetings we will have financial reports by the treasurerRolayne Sellers presented community activities updates and ideas. She will be coordinating several social events this year and is looking for community members that have an interest in being involved to contact her. The following social activities were presented: community cleanup, 4th of July Party, welcoming committee, Sleigh Ride, Emergency Preparedness, meet the babysitters and pet sitters, and block parties. Watch for more information regard-ing these events. Ken Brunk shared the activities of the communications committee. He has several individuals helping him look at a new website and directory for Chapparal. There was a presentation by Dan Hartman showing the possibilities of a new direc-tory: updating all members to be current and accurate, not listing children over 21, advertising for funding, possibility of a mobile app, approval by homeowners to be in directory, and having multiple lists of homeowners for differing purposes. This will be an action item at the next board meeting. The HOA board is also discussing having a mailbox near the pool entrance that would be for official homeowner busi-ness. The Metro Board has approved this idea and more work will be pursued and reported in May. Jeff Patton talked about the architectural control committee. He is currently the only one on the committee, but more will be added soon. No big issues are current. We do need to officially determine the correct email address for the ACC. This will be checked out and sent out in the next newsletter. It was also noted that the ACC may have oversight for homeowners maintaining their property as well as approval for improvements. The Chapparal Metro Board had several members at the meeting. Steve Cooper discussed how the HOA and CMD will work together on the new entrances at Arapahoe Rd. This could happen in February 2015. In Memoriam Hugh Tighe, a neighbor in our community for twenty years, passed away on March 3, 2014. He was born in Chicago on June 24, 1925. He was raised as an only child in Chicago. After high school, Hugh joined the United States Air Force. While stationed at Buckley Field, he decided to make Denver his home. Hugh was educated at The University of Denver. Hugh Tighe Skyline Dodge was a successful car dealer ship for nearly three decades. After he closed Skyline Dodge, he continued as an auto broker for more than twenty years. In 1969 he married Sandra Hawkersmith, a microbiologist. They had two sons, Hugh Jr. and Steven. Hugh Jr. and his wife Amber have twin four-year-old sons, Hugh and John. Hugh was always involved in civic activities. The Denver Athletic Club was a passion, serving at times as president. Hugh will be laid to rest in Abilene, Texas, the hometown of his wife, where many of her family are interred.

neighborhood concerns: split rail fence along Arapahoe road is in disrepair, (city will put in new fence after regrading and construction), likely losing big trees at the entrances, the lot where the old tennis court was, the fence between the pool house and the tennis courts, and the condition of some street lights. Ken Brunk will take the actions needed to get the city to update our street lights. Lina Fletcher will help with flowers at the entrances and at the pool. The CMD is also coordinating with ACWWA as needed. Steve Cooper, Gerald Weaver, Jim Neumann, and Wayne Lauer each addressed their candi-dacies in the upcoming Chapparal Metro Board election. The ballots will be mailed on April 21, 2014. Members of the community then addressed some concerns: Mike Cross is interested in seeing HOA financial reports and covenant enforcements be done in a neighborly way. Jim Noon addressed the ACC and HOA covenant enforcement. He wondered if we could separate these responsibilities and perhaps outsource HOA covenant enforcement. CENCON provides training to keep us updated on the City of Centennial. Doyle Tinkey has been attending their meetings and agreed to report on infor-mation as it regards our community. Dan Ewigleben reported there is a state statute on collections procedures. We will review policies from time to time for minor word changes to make sure we are in compliance. The meeting adjourned at 8:45 p.m. Next meeting is May 12, 2014.
