Agenda Item No.1. Confirmation of the minutes of 169th meeting of

Executive Committee held on 31.5.2012 and 06.6.2012 at New Delhi

It was noted that meeting of 169th Executive Committee was held on 31.5.2012 and 06.6.2012. The minutes were circulated vide letter No. 5-1/2012-EC(169th) dated

14.06.2012 as well as through email with the request to inform the

addition/deletion if any, within 15 days from the date of issue of the letter. It was also informed that if any objection received on or before 19.6.2012 or at the time

of discussion, the same will be placed before the Executive Committee at the time

of confirmation of the minutes. If any objection received thereafter within

stipulated period, the same will be placed before the next meeting of Executive Committee otherwise minutes will be treated as confirmed.

At the time of discussion, President, CCIM brought to the notice of Executive Committee that a letter of withdrawal of the complaint from both the complainant

(Dr. Shuhabuddin, Member, EC and Dr. Rashidullah Khan, Member, CCIM) who had

made complaint against each other has been received.

The withdrawal letter was accepted by the Executive Committee.

The remaining minutes were discussed in detail and after discussion the minutes were confirmed.

Agenda Item 2. Information in respect of 71 teachers

It was noted that Executive Committee in its meeting held on 27.04.2012 while

considering Agenda Item No. 6 in respect of approval of the recommendations of

the Committee constituted to take the final view in respect of the eligibility of the

teaching staff the Vice-President(Unani) stated that 71 teachers have been cleared by the office/President, CCIM but the annexure have not been placed before the

EC. President, CCIM clarified that not a single teacher has been clarified by the

President, CCIM. 67 teachers were clarified by the committee consisting Dr. Ved Prakash Tyagi, Dr. N.S. Tyagi and Dr. P.K. Jain member, EC and 4 have been

clarified by the office after satisfying with the all relevant documents. Details of

these teacher will be placed before next Executive Committee.

EC went through the Annexure. President, CCIM clarified that minutes of

the Sub-Committee were prepared but are not traceable at the moment.

After discussion it was decided to refer the matter to the next meeting of Executive Committee/If minutes are not found then the matter may be

examined again by the Committee constituted for the purpose.

Agenda Item No.3. Complaint against Anjuman-e-Islam Dr. MIJ

Tibbia Unani Medical College, Mumbai.

It was noted that a complaint of Dr. Swaleha Khan has been received in the office

against MIJ Unani College, Mumbai.

Executive Committee noted the contents of the complaint and decided that as complaint has been received without any proof/evidence,

therefore, complainant be asked to furnish the evidence/proof of any form

with affidavit in respect of certification of the content of the complaint to substantiate the matter. If affidavit not received within one month the

matter be treated as closed.

Agenda Item No.4. Rate of payments to be made to Advocates in

respect of “Common matters”.

It was noted that office was facing difficulty to make the payment to Advocate of Supreme Court of India (Mr. R.K. Upadhyay and Retainer, Mr. T.K. Joseph) to

settle their bills. As per instructions of the President, CCIM, Mr. R.K. Upadhyay and

Retainer was also called to discuss the problem. The matter was discussed in detail in the chamber of President, CCIM on 30.11.2011 in the presence of following

officials.

The details are as under- the matter was sorted out and following was approved by Executive Committee it its meeting held on 29.12.2011 alongwith the other settlement.

1. Mr. Upadhyay submitting the bill in

respect of each case separately on cases where similar issue is involved and common order passed by Hon‟ble Supreme Court of India.

It was agreed the payment of each

bill should be made separately without clubbing up each other as per decision of Executive Committee.

The above decision was approved by Executive Committee on 29.12.2011,

however, was contradictory to earlier EC decision on the same issue taken on

20.01.2010 in its 155th meeting, as per which the Advocate (ie. Shri Upadhayay) was to be paid fee “per appearance” and not “per case‟. As far as “common matter”

are concerned, the earlier decision dated 20.01.2010 was disadvantageous to the

Advocate because if a number of Court cases coming under category of “common

matter” are disposed off in a single appearance or single hearing then he was to be paid only one hearing fee. The decision taken on 29.12.2011 though advantageous

to the Advocate, was against policy of Ministry of Law and also against Principles of

natural justice because on the basis of the said EC decision, the Advocate was being paid a huge amount of public money just for a single appearance. Such a practice

would encourage Advocates to delay disposal of cases on one ground or other for as

long as they can, so that, they continue to make huge sums of money in as many

appearance as possible. To strike a balance between these two opposite systems of payment, it is necessary to devise a formula of payment in respect of the “common

matter “to Advocates in consonance with the policy of the Ministry of Law.

In this regard, the following facts are placed below-

1. As per Ministry of Law “Common Matters” are those, where two or more

cases involving substantially identical questions of law or facts are disposed

off by a common order. In these cases the main difference is in the names,

addresses of the parties concerned, amount of money involved etc, where

the common or identical judgments are delivered irrespective of the fact

whether the cases are heard together or not

2. In such cases, any one case is treated as the main case and others are

treated as connected cases.

3. The payment of fees in respect of these cases is regulated as under:-

When counsel files separate and materially different affidavits but argument

is heard on the main case and other cases are decided accordingly the

counsel is paid full fees in the main case and 10% fees in other cases.

4. As far as CCIM is concerned, the following are the list of “Common matters”

under adjudication in Supreme Court/other High Courts:-

5. It is submitted that the concerned Advocates are submitting separate Bills

for each case and claiming payment. This is against the policy of the

Ministry of Law. The CCIM has to lay down a formula for regulating

payment to Advocate in these cases. The formula should be such that it

broadly conforms to the policy of Ministry of Law but slightly modified so as

not to discourage Advocates defending cases on behalf of CCIM. The

suggested formula is as under:-

(a) Where the number of connected cases is upto 4, we may make payment

@ 25% for the connected cases.

(b) Where the number of connected cases is between 5 and 9, we may

make payment @ 20% for the connected cases.

(c) Where the number of connected cases is between 10 & 15, we may

make payment @ 15% for the connected cases.

(d) Where the number of connected cases exceed 15, we may make payment @ 10% for the connected cases.

Executive Committee decided that payment of pending Bills till now be

made considering the each case separately. It was also decided that Vice-President (Ayurved), Advocate Sh. RK Upadhyay and Retainer should

prepare the guidelines in the matter and to place before the next meeting

of Executive Committee.

Agenda Item No.5. Visitation of BNM, Ayurved College

Bijapur-reg.

It was noted that Govt. of India vide letter No. R.17011/46/2011-EP dated

16.03.2012 has asked the CCIM to conduct the visitation of the college and furnish

the recommendations for the session 2012-13. In this regard, it is submitted that BNM Ayurved College, Bijapur has not been permitted by CCIM since 2004-05 to

2007-08. The Govt. of India has also not permitted the college from 2008-09

onwards but college is admitting the students regularly in violation of order of the CCIM/Govt. of India. It is also submitted that college is in regular habit for filing,

various court cases in the High Court and getting benefits time to time under court

order.

Executive Committee after detailed discussion decided to inform to the

Govt. of India that Central Council would not like to visit the college

because college have not permitted by the CCIM from 2004-05 to 2007-08. The Govt. of India has also not permitted the college from 2008-09

onwards. Moreover Govt. of India itself has visited the college two times

and after assessing available facilities of teaching and practical training did not agree to grant the permission. The college is also not following the

instructions of the CCIM/Govt. of India and ruining the future of the

students. It is also noteworthy to mention herewith that Hon‟ble High Court of Karnataka Bench at Gulbarga has allowed transfer to all the

admitted students of this college to other permitted college. The same has

also been accepted by the University.

In view of the above, it is not appropriate to visit the college at the

moment.

Agenda Item No. 6 Approval of Annual Accounts for the year 2011-12.

It was noted that Annual Account for the year 2011-12 (Non Plan and Plan) are to

be submitted to DGACE by 30th June to conduct the audit of the same in due course of time. As per provisions of the General Regulations of Sub Clause 1 of clause 86.

The same should be submitted to DGACE after the approval the Executive

Committee.

After going through the Annual Accounts, Executive Committee approved

the Account for sending to the DGACE.

Agenda Item No. 7 Consideration of Visitation report of

Jammu Institute of Ayurveda &

Research, Jammu.

It was noted that Jammu Institute of Ayurveda & Research will be visited on 24-

25.05.2012 by the visitor of the CCIM namely Dr. Deodatta S. Bhadlikar, Dr. M.M. Jumle and Dr. Basant Kumar Singh to assess the available facilities of teaching and

practical training in response of the letter No. R.17011/36/2011-EP(IM-1) dated

09.04.2012 of the Govt. of India. The visitation report, Assessment sheet and

recommendations of Screening Committee will be placed before the EC at the time of consideration of the agenda item.

Executive Committee decided to recommend to Government of India for granting permission for admission of 80 students in UG and PG in

Kayachiktsa with 5 seats not for Kriya Sharir and Shalya on account of

shortfall of higher faculty.

Agenda Item No. 8. Reporting of CBI cases- reg.

1. It was noted that Govt. of India vide letter No. R-17011/176/2009-EP(IM-1) dated 26.09.2011 has forwarded the CBI report in respect of

Joint surprise check conducting by CBI and Govt. of India of Gurunanak

Ayurveda College Muktsar, Murarilal Rasiwasia Ayurved College Charkhi Dadri Haryana and laxmi Narayan College, Amritsar.

The copy of letter may be seen at Annexure A.

2. It was noted that Department of Ayush vide letter No. Z.16011/9/2010-

EP(IM-1) dated 23.03.2012 received from Govt. of India forwarding CBI

report on Joint Surprise Checks of Smt. Gujrati Devi Ayurved College, Gwalior and Smt. Dharia Prabha Sojatia Ayurved College, Bhanpura

conducted on 02.08.2010.

3. It was noted that a confidential letter No. DIG/Range/Mum/RC

15(A)/2010-NGP/238 dated 30.03.2012 CBI Mumbai Zone-1, Mumbai, Tanna House, 11-A, Nathalal Parekh Marg, Colaba, Mumbai forwarding

the CBI has been received regarding report in respect of Swatantra

Senani Uttamrao Dahake (SSUD) Ayurvedic College, Karanja Lad, Distt.

Washim alongwith all the necessary documents and statements which gives the facts of the case, the clarification and result of investigation in

response of surprise check conducted by CBI with the Department of

AYUSH on 02.08.2010.

4. It was noted that CBI, ACB, Bangalore vide letter No. C2/ODI-

2012/CBI/ACB/BLR/7737 dated 15.12.2011 has forwarded the reviewed

list of Public servant (Gazetted and Non-Gazetted ) of doubtful integrity

for the purpose of reviewing and updating the status of the ODIs.

The copy of letter may be seen at Annexure D.

It was noted that after obtaining the legal opinion of the Retainer of the

Council the Govt. of India vide letter No. 28-10/2011-Confidential ( Pt. I)

dated 04.11.2011 has been asked to inform further course of action in the matter and in what manner it can be implemented in view of the legal

opinion. Reply is still awaited.

Executive Committee went through all the CBI report and also

noted that clarification has been sought from the Govt. of India in respect of manner and provisions of IMCC Act, 1970 under which

action may be taken against the member by the CCIM. Response

of the Govt. of India is still awaited. EC referred the matter to next meeting of the Executive Committee for consideration and

taking necessary action in the matter.

Agenda Item No.9 Ratification of the action taken of the President, CCIM.

A. Inclusion/Recognition of Ayurvedvachaspati (MD Ayurved) Degree awarded by West Bengal University of Health Sciences, Kolkata.

It was noted that the prior to establishment of West Bengal University of Health

Science, all the Ayurved, Unani colleges were affiliated to Calcutta University of Kolkata. Now all colleges are affiliated to West Bengal University of Health Science,

Kolkata.

It was noted that Ayurved Vachaspati (M.D. Ay.) degree awarded by West Bengal

University of Health Science, Kolkata (West Bengal) is not included in the IInd

Schedule to IMCC Act, 1970. The letters were sent to University to apply to Govt. of

India for inclusion/recognition of Under-graduate degree in IInd Schedule to IMCC Act, 1970.

The Govt. of India vide letter No. V.12913/03/02/2011-EP-IM-2 dated 18.09.2011

had forwarded the request of the University for comments of the CCIM as required under Section 14(2) of IMCC Act, 1970.

After examination of the application, the following observations were made:-

1. University is following the Syllabus of the CCIM for conducting the course.

2. University is following the Curriculum of the CCIM. 3. University is following the nomenclature of degree as prescribed by CCIM.

Office Remark;- After receipt of the proposal from Govt. of India required under

section „14(2) of IMCC Act, 1970 and observing that University is fulfilling the

requirement of the Act and Regulation President, CCIM agreed to send the recommendations to the Govt. of India for inclusion in Second Schedule to IMCC

Act, 1970. Accordingly, recommendations were sent to the Govt. of India vide letter

No. 27-17/2010-Univ. dated 17.04.2012 reads as under:-

dated 28.11.2011 had included the Ayurvedacharya (BAMS) degree from 2009 to Dec. 2011 reads as under. The Govt. of India vide letter No. V. 12013/01/2012/EP

(IM-2) dated 02.02.2012 has again forwarded the proposal for sending the

recommendation for further inclusion.

In this regard, it is submitted that the college has been permitted by the Govt. of

India vide letter No. R.12011/05/2003-EP (IM-1) dated 15.09.2011 for the session 2011-12 as well as recommendation for granting permission for the session 2012-

13 have already been sent to Govt. of India. President, CCIM agreed to send the

recommendation to Govt. of India for inclusion the degree from December, 2011

onwards.

C. Inclusion/Recognition of Kamil-e-Tibb-o- Jarahat degree awarded by Pt. Ravi Shankar Shukla University, Raipur (Chhattisgarh).

It was noted that the Kamil-e-Tibb- o-Jarahat (BUMS) degree awarded by Pt. Ravi Shankar Shukla University, Raipur (Chhattisgarh) was not included in the IInd

Schedule to IMCC Act, 1970. The letters were sent to University to apply to Govt. of

India for inclusion/recognition of under-graduate degree in IInd Schedule to IMCC Act, 1970.

The Govt. of India vide letter No. V.12013/06/2011-EP-IM-2 dated 03.01.2012 had

forwarded the request of the University for comments of the CCIM as required

under Section 14(2) of IMCC Act, 1970.

After examination of the application, the following observations were made:-

1. University is following the Syllabus of the CCIM for conducting the course. 2. University is following the Curriculum of the CCIM.

D. Extension of the period of Mr. Lal Babu Mahto, Ex-UDC.

It was noted that as per decision of the 158th EC in its meeting held on 28.06.2010,

Mr Lal Babu Mahto, Ex-UDC was re-employed for the office work and tenure has

been extended from time to time The period of Lal Babu Mahto is going to expire

on 31.05.2012. The matter was placed before the President, CCIM. President, CCIM extended the period of re-employment for further 11 months i.e. upto

30.04.2013.

Executive Committee ratified the action taken by the President, CCIM.

Agenda Item No. 10. Letter of Dr. VP Tyagi, Vice-President (Ayurved) – regarding.

It was noted that Dr. VP Tyagi has submitted a letter to President, CCIM regarding

working of the CCIM. In this regard President, CCIM has explained actual position as mentioned in the respective columns.

back I had drawn your attention to adhoc practices that were

hampering minimum standards in

Ayurved education. I am referring to the letter for bringing improvement

in Ayurved system of education and

letter regarding permission for PG

courses, although many colleges recommended for permission do not

satisfy basic criteria for obtaining

permission for UG courses. Unfortunately, my views have not

been taken seriously, therefore, I

must in all humility point out the flaws in our system so that

Executive Committee may be in a

position to readdress

The contents of paragraph no. 1 are

not correct. In my President tenure Dr. Ved Prakash

Tyagi since last eight months is working

with Council as Vice President and for nearabout last four years he had worked

as Executive Member.

Recommendations of UG and PG colleges are decided by Executive Committee and

not by the President. Dr. V.P. Tyagi has

been attending every Executive Committee meeting as Vice President

(Ayurveda) and as Member EC and he

has supported all action taken by the President and decisions of EC and never

opposed any decisions since last five

years. Now why Vice President can say

previous decision taken by EC for colleges permission are wrong. This fact

can be verified from last five years EC

minutes before and after this letter was written by him.

Dr.V.P.Tyagi since elected as Vice President/Chairman Committee Ayurveda

didn‟t submit a single office note to me

basis it has been mentioned that only he

wants quality and development and

others are not interested.

In my tenure of last five year with

support of previous and present members including Dr. V.P.Tyagi more

improvement have been done regarding

quality education, institution

development, working of Council with transparency and other field. It has been

expressed by Dr. Tyagi since last three

years in General Body meeting and various Ayurvedic functions. Why has he

mentioned that improvement has been

not done. This above fact can be verified from CD of General Body meetings.

Dr.V.P.Tyagi mentioned that he has

written letter by stating that without acquiring criteria of UG and PG

permission are granted. If this fact is true

then before and after writing pevious letter as mentioned and since last five

years any college decisions are not

opposed by him. Scrutiny Committee first examines the assessment prepared by

the office and Dr. V.P. Tyagi is also

Member of Scrutiny Committee since last

three years and he attended all Scrutiny Committee meetings then objects by

raising such type of issues. His

Committee is unanimously recommending the case since last three

years. This fact can be verified from

minutes of Scrutiny committee meeting.

2 A look at the IMCC Act will show

that Vice Presidents are the

Chairman of their respective Committees, which is the only body

vested with the power to regulate

education in that system of medicine. The act does not provide

any direct role of President, CCIM in

unless confirmed by the Central

Council at a meeting.

As per above provisions of Act

Chairman of Committee (Vice

President)/Committee have no specific power to regulate concerned education

system on himself. Thus such contents

mentioned are not as per Act and Regulation. As per Act and Regulations

(b) Under Section 9 of IMCC Act constituted committees Ayurveda,

Siddha and Unani shall be

this letter mentioned point is not correct.

(iii) Every time as a President I have

so in my five year tenure no work has

been disapproved by EC and General Body of CCIM.

If EC feels that legal point has been

raised by Vice President(Ayurved) legal opinion/advice in this regard may be

obtained by Government of India/Senior

Supreme Court Advocate/Additional Solicitor General of India.

The content of the letter are not as per

Act and Regulation.

continuing visitation teams even today in the name of the CCIM.

(b) Since establishment of Council in

1971 to till date Vice President and Chairman of Committee never

constituted any visitors team for the

purpose of college visitation. Present

Vice President Unani had also worked as Council President since

17.07.1984 to 13.03.1995 then why

he didn‟t adopt this practice of appointment of visitors as right of

Chairman Committees/vice

Chairman. This fact can be verified from Council office record since 1971

to 2007 before my tenure as

President. The raised issue is not in

accordance with the Act and Regulation.

President constitutes the visitors selection committee under convenership

of concerning Vice President and EC

Members to frame the visitors team for Visitation of colleges. If in any

unavoidable circumstances like denial of

appointed visitor to proceed for visitation

at the last moment, etc to combat the situation changes are done by the

President. For working with transparency

Visitors selection committee is constituted in my tenure. In previous

such types of committee were not

constituted by any President in last 37 years. All changes done by President in

the list are placed before meeting of the

EC from time to time.

Vice President in his letter mentioned changes done by the President without

even reference to me. In IMCC Act 1970

and General Regulations 1976 of CCIM there no any provision mentioned that

President has to work in accordance with

Changes done in list of Visitors appointed

for the year 2012-13 was placed before

the EC dated 05-06.03.2012 under agenda no. 03 annexure I,II, III and

changes done in name of visitors/college

list mostly from time to time has been sent to EC members through mail by the

office. EC members (Visitors Selection

Committee) was not informed about the

changes is absolutely wrong statement. In my tenure only final list of visitors has

been submitted to EC for information.

This practice was not adopted at the time of previous President. Visitation report

were sent to EC directly for decision

purpose without any proper assessment. This fact is known to Dr. V.P.Tyagi and

Vice President Unani very well since long

time.

The contents mentioned in the letter changes done in 2012-13 list of visitors

are not produced in EC meeting are not

correct.

4 In the next stage when the visitation

reports have reached CCIM, there is

again complete lack of transparency.

The contents of the visitation reports, assessments arrived by

Visitors and even receipt details are

not known. Further, what are the documents demanded from colleges,

nothing is known. The criteria for

determination of eligibility of teachers have been arbitrarily

changed. Can we have different set

of criteria for government and

private colleges? Can anybody other than the ayurved Committee decide

such policies? Everything is being

done in the name of CCIM, but even the Chairman of respective

Committtees who have been

entrusted responsibility under the Act has no knowledge of anything.

Paragraph no. 4- In this letter the

point mentioned is not correct.

(i) “When the visitation report have

reached CCIM there is lack of transparency”- Receipt date of

Visitation report also mode of receipt

of the visitation report in respect of time and postal/courier/by hand from

visitors detail are available in office.

This fact can be verified through office record.

(ii) In this letter it has been mentioned

“what are the documents demanded

from colleges”- This is regular process of office. If in any college visitation

report teachers relevant experience/

qualification/ Original Affidavit and reason of absent teachers and other

related documents are missing by

college/ visitors while submitting the report then such documents are

demanded.

This is not work of irregularity but

work of transparency. This practice has been adopted so that if any

teacher is treated ineligible due to non

submission of document and if the

same produced by the college at the time of hearing in Government or

court then teacher will be treated

eligible and hence the difference in decision of Government and CCIM

occurs to overcome such happenings

office. (iii) It has been mentioned in letter

that last three years criteria of

determination of teachers eligibility fact is incorrect. Criteria and eligibility

assessed by office as per prescribed

regulation and as per decision of EC / General Body visitation report

alongwith documents colleges

System Experts as per decided policy of Government of India are put for

examination to the Scrutiny

Committee with all Visitation report and documents of the colleges.

Ayurveda Committee has been

existing since 1971 and such type demand was never raised by any

previous Committee Chairman (Vice

President). In last five years this

question was not raised by him that policy decision is the work of

Ayurveda Committee and it should not

be done by the Scrutiny committee/ Executive Committee/ President.

(iv) It has been mentioned in letter

that can we have different set of criteria for Government and Private

colleges- In assessment no different

criteria adopted between Government

and Private colleges anytime except government colleges in respect of

some non allied old teachers matter.

last year understanding Government

non allied some old teachers have been treated as eligible teachers. The

details of this fact can be verified from

office record.

(v) It has been mentioned in letter that can anybody other than Ayurvedic

Committee decide such policies? As

per provision under section 22(3) Ayurved, Siddha and Unani

Committees constituted under Section

9 of IMCC Act 1970 and these Committees gives recommendations

according Act and regulations to

Central Council. It does not have any

independent power to decide the policy without approval of CCIM as per

Regulation 1976 (27).

Contents mentioned in the paragraph are not correct as per Act and Regulation.

5 Recently one education Committee

consisting of 47 Ayurved members

was constituted, but the Chairman of Ayurved Committee was kept out.

When this was brought to my

knowledge, I had expressed the view that this is not correct. Besides

being totally unwieldy, constitution

of such committees is also direct violation of Section 22 of IMCC Act

prescribing as to how minimum

formulated. Even the sub-committee required to be formed by Chairman

of Ayurve Committee; you have

interfered and formed it yourself

without consulting me which is totally against the ambit of the act.

Since 1995 to 2007 in same manner

constituted Regulation committee‟s Vice Chairman/Chairman post has been held

objection for constituted committees then why didn‟t he raise objection at the time

of General Body discussion. All

committees have been constituted as per

the decisions made in Council and not against it. CCIM General Body is the apex

authority and is free to take any decision

for working of CCIM. The content of this paragraph are not as

per Act and Regulation and this point is

unsustainable.

6 In addition, President CCIM has constituted three more Committees

such as Regulation, Registration and

Financial Committees. Subject matter of these committees are

specifically governed by various

Sections/Chapters of IMCC Act, 1970, whereas, power of

constituting committees by CCIM

under Section 10 restricts/deals only

with “other committees” for general or special purposes, that have not

been specifically covered in the Act

or rules/Regulations made there under such as enquiry, screening

committee etc. Even otherwise,

General Regulations, 1976 further provide that motion for appointment

of committee shall define its

functions and number of members

to be appointed, which have not been done. It also does not envisage

standing committees seeking its

terms of reference from the President. It is thus evident that the

constitution of these committees is

not as per Central Council of Indian Medicine IMCC Act, 1970.

In this regard details are mentioned in paragraph no. 05

7 Many policies and decisions are

being taken and letters being disseminated to Government and

other agencies, but nobody including

members elected with the specific

purpose of formulating policies are aware of such policy formulations.

Important communications and

regulations received from Government are not shared,

including CBI reports which are

essential to discuss in the Executive

Committee. Important letters send to the Govt. of India in the name of

the Central Council of Indian

Medicine are not endorsed to respective Vice President (Ayurved,

Unani and Siddha) but copy of such

letters are given to PA to President, but Vice President of concerned

system are deliberately kept out.

Even secretary of CCIM has no

knowledge and says he is merely signing authority. Can this sort of

situation be permitte in a

government body entrusted with such adverse and important

functions?

Paragraph no. 7- The contents of this

paragraph are not as per the Act and Regulation.

(i) It has been mentioned in letter that

Members and all members and also EC minutes are also displayed on CCIM

website for all.

(ii)Important communications received from Government are not shared- This

point is not correct. Every policy/ letter

regarding regulation and other important matters are placed to

meeting of EC from time to time.

(iii)Mentioned in this letter CBI reports which is essential to discuss in EC- In

respect of some colleges CBI report

received in CCIM office, it has been

advised that CCIM take necessary action as per IMCC Act 1970 to guilty

members/visitors. In IMCC Act 1970,

no any provision to take any action against the members as per legal

advice taken in the matter. CCIM

AYUSH in that position what action has to be taken against members. No

answer has been received from

Government till today. So with this

reason CBI reports have been not placed to EC without Government

advice/direction what decisions can be

done in EC.

(iv) Important letters send to the Govt.

of India in the name of the Central

Council of Indian Medicine are not endorsed to respective Vice President

(Ayurved, Unani and Siddha) but copy

of such letters are given to PA to President, but Vice President of

concerned system are deliberately kept

out - When CCIM was holding the responsibility of permission to the

colleges then the copy of CCIM

Permission Letter were sent to Vice

President/ Concerned Visitors/ Colleges. From year 2005 as per

ammended IMCC Act under Section 13,

CCIM is sending recommendation to Government of India and since then

before my tenure from 2005 onwards

the copy of recommendation are sent to Government of India are not sent to

Vice President/ Concerned Visitors/

Colleges. This point can be verified

from office record. Earlier CCIM office used to send copy to President‟s

residence Jaipur so many postal

expenses were beared by office for that I told Secretary CCIM you endorse

copy to my PA and when I come to

office PA submits copy for my persual. This practice has been adopted only to

save the money of CCIM and all Apex

offices follow this practice for officers

send/ issue any letter/order its copy is sent to head of the Department

through PS/ PA. It is a routine pattern

of working in offices. This content of the letter is

unsustainable.

(v) Mentioned in letter that Secretary

CCIM has no knowledge and says he is merely a signing authority. Can this

sort of situation be permitted in a

Government body entrusted with such

adverse and important functions? - This point is absolutely incorrect. CCIM

Secretary has all record of CCIM Office

and all communication to Government and others are delivered by Secretary.

This is totally incorrect that Secretary

is merely a signing authority. Secretary

submit file with relevant matter facts and then President take decision. All

actions are taken by President and

Secretary as per Act and Regulation.

8 Before concluding I must also point

out that I am elected Vice President

(Ayurved) of CCIM and it imposes

great responsibilities on me as Chairman of the Ayurved Committee

of CCIM. I have waited patiently for

the past six months, but things are not improving. It is obvious that the

present circumstances do not permit

me to discharge the entrusted statutory duties. Hence, I must

either resign or take effective steps

to correct the things in the system.

Having been elected as Vice president by an overwhelming

majority of 87% of the Ayurved

members of CCIM, I must honour the trust reposed in me.

Paragraph no. 8- Everybody know

Dr.V.P.Tyagi is elected Vice President and

during election I also support Dr.

V.P.Tyagi and all members are aware of this fact.

I am well aware of the duties and powers

of Vice President and President CCIM. I never interfere with work of

Vice President/Committee Chairman.

Dr.V.P.Tyagi since elected as Vice President/Chairman Committee Ayurveda

didn‟t submit a single office note to me

regarding development of the system

and institutes or any strategy plan or any suggestions for the same till today. Then

on what basis it has been mentioned that

only he wants quality and development and others are not interested.

Legal opinion of Ministry of Law in respect of the duties and power of

President, CCIM and Vice-Presidents in detail should be obtained through Department of AYUSH. If opinion is not received/ may not be obtained,

then the matter be referred to ASG.

Agenda Item No.11. Resolution of Vice President(Unani) in

1. The President and the Vice-President of Council be treated at par Central

Govt. Servant of the First Grade i.e. Grade Pay of Rs. 10,000/- for the purposes of payment of T.A. etc. for attending the work of the Council.

2. The Members of the Executive Committee be provided the reimbursement of

Hotel accommodation up to Rs. 3000/- as per the provision of F.R.S.R.

applicable to “Y” category. 3. The daily allowance of all the members of the Council should be revised from

existing Rs. 1500/- per day to Rs. 2500/- per day.

4. The food allowance of all the members of the Council should be revised from existing Rs. 200/- per day to Rs. 500/- per day.

Actual Taxi fare in Delhi i.e. from Hotel to Office and back should be paid to the

Members of the Council in full apart from the fare from Airport/Railway

Station/Inter State Bus stand to the Office or Hotel/Place of residence.

The same was placed before the Executive Committee on 05-6.3.2012. After

discussion it was decided to send the proposal to Govt. of India. The proposal was

sent to Govt. of India but nothing has been heared so far. Therefore, matter is resubmitted for consideration.

Executive Committee agreed to 1,2 including hotel charges to the members and experts upto the Rs. 2500/- per day and agreed to implement the

same forthwith. It was also decided to enhance daily allowances (Sitting

fees) from Rs. 1500/- to Rs. 2500/- to the members and experts only after obtaining the sanction under Section 12(d) of IMCC Act, 1970.

Executive Committee did not agree to enhance the food charges from Rs.

200/- to Rs. 500/- as it is as per FRSR.

Addl. Agenda Item No.3 To call the tender of Computer Operator.

It was noted that services of the Computer Operator being procured from M/s Ex-Man Raghav Security Services Pvt. Ltd as per the decision of the Executive

Committee. But office of CCIM is facing various difficulties to settle the cases time

to time. The matter was examined in view of the Daily Wedges Act, Delhi in respect of subscription of ESI, EPF and Service Tax discussed with other agencies and it is

found that the decision taken by the Executive Committee could not be

implemented as payment to Computer Operators and subscription towards EPF/ESI/Service Tax by employee and employer in r/o the Computer Operators

stipulated by CCIM is not permissible as per rate.

As per Daily Wages Act, Delhi 1.25% ESI and 9.7% of PF is to be subscribed by

Computer Operator and remaining 03.83% of ESI and 11.02% of PF is to be paid

by the Principal Employer.

It will be appropriate that afresh quotation be obtained through advertisement made in newspaper for inviting the tender for Computer Operator as per Daily

Government Wages Act, Delhi through which Computer Operator shall get more

than Rs. 9000/- in any way as per amendment of Daily Wages Act, Delhi no PF is to be deducted beyond Rs. 6,500/- only ESI be deducted from Computer Operator and

Principal Employer. Also work of the office of CCIM will be run smoothly.

The matter was placed before the President, CCIM, as per directions of President,

CCIM matter is placed before the Executive Committee for consideration.

Addl. Agenda Item No.4 Amendment in Indian Medicine Central Council (Election) Rule 1975.

It was noted that Govt. of India has amended the Indian Medicine Central Council

(Election) Rules, 1975 by issuing notification in the Gazette of India vide S.O. GSR

151(E) dated 15.3.2012 and S.O.GSR 372(E) dated 18.5.2012. The same may be

incorporated in IMCC (Election) Rules, 1975. The copy of the same may be seen at

Annexure IV.

Executive Committee noted the same and agreed to circulate it among all

the concerned.

office is bound to call them late in evening, holidays and Saturday-Sunday. But office is paying very insufficient as per OTA Rule i.e. @Rs.12.50 per hr. (from which

one hour deducted). As the rate of Petrol, Auto-riksha, Riksha and Bus charges

have already been hiked from five to ten times, therefore, each employee residing nearby has to incurred Rs.200/- for office duty but in response of that they has to

pay only Rs.100/- per day which creates frustrations, disinterest and

dissatisfaction. To maintain enthusiasm of the employees, it is necessary to give some monetary benefit.

The matter was enquired from various sister Councils‟. After enquiry, it has come

to the notice of CCIM that they are giving the monetary benefit to their employee in the name of compensation.

In this regard, it is submitted that employees of CCIM has submitted the representation for the same. On the tune of the sister Councils‟, CCIM may grant

the compensation to the employees of Group B,C & D category called on duty on

Saturday, Sunday and Public holiday also for late sitting on the following rates:-

Group B - Rs.500/- per day.

Group C - Rs.300/- per day Group D - Rs.200/- per day

Addl. Agenda Item No.6 Ratification of Action taken by the

President, CCIM.

Additional manpower as Legal Consultant and Assistant to cope up the

work of the Legal, RTI and other Section in CCIM.

It was noted that Mr. NK Subudhi, Legal Consultant looking after the legal work of

reported that there is tremendous increase in workload in legal section resulting

from 162 ISM colleges denied permission for admission of students in 2011-12. All

the above colleges have filed/may file Court cases. In the earlier years the number of such colleges denied permission used to be 50-60 approximately. On this

subject, therefore, there is three fold increase in number of court cases.

Further a large number of court cases have also been filed in the recent past on the following subjects:-

a) ATKT

b) Ineligibility of non-PG qualified teachers.

c) PG admission in Ayurved colleges in Maharashtra.

d) Inclusion of PG diploma qualification awarded by Universities in Maharashtra in the Second Schedule.

e) Petitions related to elections to CCIM.

f) Other miscellaneous matters.

As a result of the above, there is huge pressure on the undersigned in coping with the day-to-day work many cases are getting delayed as the undersigned is unable

to give the due attention to the cases.

It is, therefore, proposed that the following additional staff be recruited on urgent

basis to manage the workload of the legal seat”-

2. Legal Assistant One 3. Computer Operator One

Further it is submitted that a RTI officer was engaged by the CCIM with the approval of EC as there is no person to look after the work of RTI but after seven

months he left the job and RTI section remained without any Officer. The work of

the RTI increasing as day by day, therefore, a RTI Officer may also be appointed.

It is also submitted that the work of office of CCIM increasing day-by-day but the

existing staff inn meager, therefore, it will be appropriate to engage three Assistant for work of the office of CCIM.

The matter was placed before the President, CCIM and President, CCIM agreed to

advertise the same. Accordingly, the advertisement for the same has been made and application are under process.

Executive Committee agreed to engage two Assistant (one legal + one

other purpose) and to provide one more Computer Operator as well as to engage the RTI officer in place of RTI officer who has left earlier.

Addl. Agenda Item No.7 Letter of Govt. of India in respect of recommendation of CCIM for Al-Farooque

Unani Tibbia College, Indore, Madhya

Pradesh.

It was noted that Govt. of India has sent a letter regarding the recommendation of

CCIM in respect of Al-Farooque Unani Tibbia College, Indore, Madhya Pradesh,

wherein Council did not recommend to the college on account of OPD less than 100 per day (the OPD of the hospital of the college was 97.56 per day). The College

during hearing in Department of AYUSH, Govt. of India submitted that the number

of OPD days in hospital during Jan. to Dec., 2011 was 292 (excluding 52 Sunday & 21 Gazetted holiday of Madhya Pradesh Govt.). Govt. of India has requested to the

Council to clarify that on what basis 300 days has been arrived at as a uniform base

for all states and whether there is any rule/order etc. which prohibits OPDs from functioning on gazetted holidays/university holidays.

Executive Committee did not agree to it in view of the facts that Hospital is an

integral part of the college for teaching & practical training purpose of the education in Indian System of Medicine. Therefore, proper functioning of Hospital is necessary

as Hospital can’t be closed just because of Gazetted holidays/state holidays. In few

states, hospital remains open for half day even on holidays to extend medical facilities for patients attending OPD. Central Council has been calculating the OPD

taking at least 300 working days of hospital on an average basis for all Ayurveda,

Siddha and Unani colleges and followed the same previous years too. It is not possible to calculate the OPD for every individual case on the basis of gazette

holidays as well as other holidays of respective state.

Accordingly the same may be inform to the Govt. of India.

Addl. Agenda Item No.8. Re-Visitation of Deoband Unani Medical

College, Saharanpur for increase intake capacity from 40 to 50.

It was noted that Executive Committee in its meeting held on 31.05.2012, while

considering the visitation report of Deoband Unani Medical College, Saharanpur for 13A proposals for increase intake capacity from 40 to 50 and starting PG course in

four subjects with 2 seats in each subject, did not agree to recommend to Govt. of

India for issuing LOP as college is not fulfilling criteria of Bed Occupancy i.e. 50% for PG Institute. Moreover, it was also decided to revisit the college for increasing

It was noted that Screening Committee in its previous meeting held on 30.05.2012

could not examine the assessment made by the office as no policy in the matter

was decided to take the decision in the matter. The matter was placed before the Executive committee and after detailed discussion EC decided that assessment may

be done on basis of policy adopted at the time of LOI.

Screening Committee noted that Government of India while issuing the LOI has stated that LOI is subject to the permission for the year 2012-13. In view of this,

Screening Committee decided that it is not an appropriate time to consider the

matter as process of permission is under consideration in the Department of AYUSH. If Central Council recommend to Government of India for issuing the LOP

to some college and Government of India does not grant permission to the college,

the whole process will be in vain. In view of the above, the Screening Committee deferred the matter for the next meeting or till the permission received from

Government of India.

Executive Committee deferred the matter for next meeting of EC. It was

also decided to write a letter to Govt. of India that Government of India while issuing the LOI has stated that LOI is subject to the permission for

the year 2012-13. As decision of the Govt. of India in respect of

permission/not permission to above referred colleges have not been

received, therefore it is not possible to furnish the recommendations to Government of India. Therefore, the Govt. of India be requested to send

the decision of the Govt. of India on priority. Hon‟ble Supreme Court of

India has also declared the cut of date of admission i.e. 15th July of the year.

Addl. Agenda Item No.10. Clarification pertaining to recommendations of the PNNM Ayurveda Medical College,

Shoranur, Kerala with 50 seats in (UG) BAMS

course under Section 13C of IMCC Act, 1970

for the year 2012-13.

It was noted that PNNM Ayurveda Medical College, Shoranur, Kerala was visited on

27-28.01.2012 by the visitors of CCIM to verify the facilities of teaching and practical training for conducting Ayurvedacharya Course for the year 2012-13.

After assessing the visitation report the assessment was placed before the Screening Committee, thereafter, Executive Committee with the recommendations

of the Screening Committee. considering the non functionality of hospital college

was not recommended to Govt. of India for granting permission for the session

2012-13.

Further, Govt. of India asked the clarification in respect of non functionality of

Hospital. In response to the same following point were informed to the Govt. of India.

1. OPD data- nursing staff duty roster & Doctors duty roster are not in proper

format.(Part II Pg. No.8).

2. IPD data- IP medicine indent register was not provided to visitors, nursing

staff & Doctor‟s duty roster not in proper format. (part II pg. no.9)

3. IPD: case sheets are filled in local language. Follow up of patients is not

maintained properly. Investigation report not attached with case sheets.

Charity patients have less facilities. IP Medicine indent register & diet register

not in proper way. Total figure of day wise & month patients were not shown

in register. Most of IPD cases found admitted between a week only. (Part

II.pg.12)

6. Labour Room- Non-functional, facilities for neonatal care not available.(part I

pg.no.25). Labour and birth registration is not available no deliveries are

conducted. (part II pg.no.10)

7. Paramedical staff: no separate Superintendent of hospital. However, there is

one faculty member who is neither Principal nor Dean. No part time

consultants have given there consents no clinical registrars. Inadequate

nursing staff. In photographs of hospital staff some teachers are also present

some less qualified persons are also appointed. (part II pg.no.12)

8. Hospital Staff- attendance through biometric is not recorded. (Part II

pg.no.6)

Furthermore, Govt. of India has stated that it is pertinent to mention here that if

OPD/IPD data is not in format, it does not qualify non-functionality of hospital. If

case sheets are in local language, it also does not meet the requirements of non-functionality of hospital and any fault in part of college. Even Article 345 of Eighth

Schedule to the Constitution of India mentioned about the official language of

languages of a State and directs that the each Indian State has the power to choose one or more regional languages or Hindi to be used for official purpose.

In respect to non functional OT and labour room, it has been noticed that in case of

Vaidyaratnam P.S. Varier Ayurved College, Kottakkal, Kerala and KMCT Ayurvedic

Medical College at Kozhikode, Kerala, inspite of non functional OT and labour room

the hospital has not been concluded as non functional by CCIM in their recommendation.

On perusal of part II of the visitors performa, it has been observed by the visitors

that the

i. The IPD registers are properly printed and maintained, found correlating &

are satisfactory (part II pg. no. 9).

ii. OPD found functioning in proper way (part II pg. no. 12).

iii. OPD data randomly verified and found correct data (part II pg. no.12) iv. IPD patients randomly verified and found correct (part II pg. no. 12)

v. Hospital is running but more concentration given on paid patients (part II pg.

no. 12).

In this background it has been requested by Govt. of India to clarify the position by 07.05.2012 urgently, that how come the recommendations of the CCIM and visitors

observations is contradictory; how the deficiencies indicated by the CCIM are linked

with the decided criteria by the Govt. and how it has been concluded that the hospital is non functional in selected cases, and how come discriminating approach

is being adopted by the CCIM.

It was also noted that similar objection have been received from the Govt. of India

vide letter No.R.17011/163/2012 EP dated 01.05.2012 in respect of Rama Rao

Patil Ayurved College, Purna, Parbhani and vide letter No. R.17011/116/2012 EP dated 16.04.2012 in respect of Shri Gangadhar Shastri Gune Ayurved College

Ahmednagar.

Screening Committee examined all the records of PNNM Ayurved College,

Shoranur, KMCT Ayurved College, Kozikode, Rama Rao Ayurved College Purna and Shri Gangadhar Shastri Ayurved College, Ahmadnagar and VPS Varier Ayurved

College, Kottakal clarified that non-functionality of the OT has been taken into

consideration as major shortfalls for not recommending to Govt. of India for

permission. In some colleges like Rama Rao Patil and VPS Varier Ayurved college visitor have reported only about non-availability of record of OT not as non-

functional OT, therefore, recommendations have been sent accordingly.

Executive agreed to inform the same to the Govt. of India.

Addl. Agenda Item No.12: Matter related to recommendation of CCIM in

respect of the Kashmir Tibbia College,

Hospital and Research Centre , Srinagar, J & K for admission to the BUMS Course for the

academic session 2012-13 under section 13C

of the IMCC Act 1970

It was noted that Govt. of India vide letter No.R.17012/011/2012-EP dated

29.5.2012 has referred back the matter of recommendation of Kashmir Tibbia

College, Hospital and Research Centre, Srinagar, J & K alongwith the submission of college at the time of hearing and requested to verify the submission of college

regarding 8 teachers found ineligible by the Central Council.

The matter was placed before Screening Committee as per directions of the

President, CCIM on 19.06.2012 and the decision of Screening Committee is as

under:-

“The Central Council of Indian Medicine has taken a decision that all fresh appointed

teachers should have a PG qualification. Last year, the Deptt. of AYUSH has

considered non-PG qualified teachers also for Unani Colleges at their level.

The visitation team which visited the Kashmir Tibbia College on 12-13.04.2012 has found that teacher at S.no. 15 was not present and also there was no valid reason

for his absence.

The visitors have found out that the Hospital is very far from the college.

Hence, the Committee has decided not to recommend it. Accordingly Deptt. of AYUSH Govt. of India may be informed”.

Executive Committee agreed to inform the same to the Govt. of India,

Department of AYUSH.

Addl. Agenda Item 13. Minimum Standards and Requirement of

Ayurved College and hospital-regarding.

It was noted that Govt. of India, Deptt. of AYUSH vide their letter No.

R.11011/08/2009-EP9 IM-1dated 15.06.2012 has forwarded the approved and

vetted draft regulation on Minimum Standard Requirements for Ayurveda Colleges

and attached hospitals by the Hon‟ble Minister of Health and Family Welfare and

duly vetted by the Legislative Department of Ministry of Law and Justice

respectively for taking further necessary action to get translated into Hindi and

thereafter to get notified in the Gazette of India immediately.

Further 300 copies of Gazette Notification has been asked to place before both the

Houses of Parliament.

Executive Committee deferred the matter to Ayurved Committee.

Addl. Agenda Item 14. To nominate three members by EC for

Clinical Establishment Registration Act,

2010 (23 of 2010) in respect of

Chandigarh Administration-regarding.

It was noted that a letter No. 1/135/FII(6)/2010/5227 Dated 25.5.2012 has been

received from Secretary Health Chandigarh Administration regarding constitution

of Union Territory Council for clinical Establishment, Chandigarh.

It has been stated that, the Section 8 of the Clinical Establishment (Registration

and Regulation) Act, 2010 (23 of 2010) whereby every State Government shall by

notification constitute a state Council for Clinical establishments or the Union Territory Council for clinical establishments, as the case may be. Besides, Secretary

Health, Director of Health Services and Director of Indian systems of Medicines in

the State Government/ Union Territory Administration, the aforesaid Council shall

consist three representatives to be elected by the Executive or the State Council or the Union Territory Council, as the case may be, of Indian Medicine representing

the Ayurveda, Siddha and Unani Systems of Medicines. The elected members of the

State Council or the Union Territory Council, as the case may be, shall hold office for three years but shall be eligible for re-election. Provided that the person elected

shall hold office for so long as he/she holds the appointment of the office by virtue

of which he/she was elected to the State Council or the Unani Territory Council, as the case may be.

In Union Territory, Chandigarh, no such State Council/ U.T. Council is

functioning under the administrative control of Chandigarh Administration.

Therefore, it has been requested to propose their representatives duly

elected by the Executive Committee of the Central Council of Indian Medicine,

the said Union territory Council for Clinical Establishment, Chandigarh.

Executive Committee nominated Dr. Jagjeet Singh (Member, CCIM), Dr.

Shafique Ahmed (Member, EC) and Dr. B. Muthu Kumar (Member, EC) as

representative of the Central Council for Ayurved, Unani and Siddha system respectively.

Addl. Agenda Item 15. Clarification asked by Government of

India in respect of Siddha Colleges

against the recommendations of the

CCIM under Section 13 C of IMCC Act,

1970- regarding.

It was noted that Govt. of India has asked the clarification in respect of the recommendations sent by the CCIM in respect of the following colleges or has

Visitation report of Ayurveda Colleges, the same has been mentioned in the assessment proforma

for Siddha colleges accordingly.

1. The originality of the certificates could be

only verified by the University concerned. 2. In general, the certificates are considered

valid if the certificates are submitted as

enclosure to the notarized affidavit of the

teacher concerned. But the certificates are not attested by the principal of the

college/ teacher concerned, therefore the

same could not be considered. 3. Moreover, it is mentioned in the annexure

III (i.e. list of teachers) of the visitation

report that the teacher at S.No. 25 has

completed PG in the year 2003, but after examining the certificate which has been

received through the Dept. of AYUSH it is

found the teacher has completed PG in the year 2000 and the date of convocation

is 28.3.2001.

Executive Committee while considering the recommendations of Screening Committee agreed to the recommendation of the Screening Committee in

respect of ATVS Siddha College, Muncharai. In the case of Valumullu

Siddha Medical College, Perambudur, Executive Committee decided to call the authority of the College to appear before the Committee consisting

following members alongwith all relevant documents in respect of all

teachers.

It was also decided to authorise the President, CCIM to take the final

view in the matter to inform to Govt. of India.

Addl. Agenda Item No.16 Consideration of SSMD Ayurved,

College, Moga.

It was noted that Visitation Report alongwith the assessment was placed before

Executive Committee in its meeting held 27.04.2012. The Executive Committee

referred the matter to Screening Committee for reassessment. The matter was considered by Screening Committee on 31.05.2012 and decided as under:-

“This college is referred to Screening Committee by EC in its meeting held on dated 27.04.2012 for reassessment.

Reassessment is done on 31.05.2012 in the office and based on the documents submitted by the college vide reference SSMD/12/5056 dated 21.05.2012.

The recommendation were accepted by the EC in its meeting held on 31.05.2012

and its adjourned meeting on 06.06.2012.

However, after going through the visitation report, it has been observed that data provided by the College related to total number of bed days occupied is in

percentage form not in the form of figure (part I pg21), so bed occupancy cannot

be calculated.

Executive Committee decided to call the record of OPD and IPD from the

college to verify Bed occupancy by the office mentioned by the college and

for calculating the total number of bed days occupied. The matter be

reported to screening committee.

Meeting ended with the Farewell of Prof. Hakim Syed Khaleefathullah, Vice

President (Unani) and Dr. Yuvraj Tyagi, member, EC.

It was noted that tenure of Prof. Hakim Syed Khaleefathullah, Vice President (Unani) and Dr. Yuvraj Tyagi, member, EC was going to be expired on 28.06. 2012.

President, CCIM praised about the excellent work done by Vice President (Unani)

for the benefit of Indian System of Medicine especially his contribution for Unani

system as well as briefed about long association of Vice President (Unani) with the Central Council and his fruitful services.

Vice President (Unani) also thanked to the Central Council for all the support

extended to him during his tenure.

President, CCIM also briefed the services of Dr. Yuvraj Tyagi, member, EC rendered

by him to the Central Council.

Other members of Executive Committee including Dr. Shuhabuddin, Dr. Vanitha Muralikumar, Dr. Mohd. Shafique and Dr. Prasanna Rao also thanked to Vice

President (Unani) and Dr. Yuvraj Tyagi, member, EC.

Lastly Dr. P.R. Sharma, Secretary, CCIM thanked to Vice President (Unani) and Dr.

Yuvraj Tyagi, member, EC for their contribution and time to time guidance to the

office.
