Confirmation of minutes of the 176 th meeting of Executive Committee held on 22.02.2013 at New Delhi . It was noted that 176 th meeting of Executive Committee was held on 22.02.2013 at New Delhi. The minutes of the same have been circulated to all the members of the Executive Committee through email and by post vide letter No.5-1/2012 (176 th EC) dated 08.3.2013 to suggest the addition/deletion if any in respect of the correctness of the minutes within 15 days from the issuance of the minutes. At the outset of the meeting, President, CCIM welcomed all the members of the

Executive Committee followed by silence prayer for two minutes.

Members of the Executive Committee also welcomed Dr. VG Udayakumar, newly

elected EC member of Ayurveda.

Agenda Item No. 1. Confirmation of minutes of the 176th meeting of

Executive Committee held on 22.02.2013 at New

Delhi.

It was noted that 176th meeting of Executive Committee was held on 22.02.2013

at New Delhi. The minutes of the same have been circulated to all the members of

the Executive Committee through email and by post vide letter No.5-1/2012 (176th EC) dated 08.3.2013 to suggest the addition/deletion if any in respect of the

correctness of the minutes within 15 days from the issuance of the minutes.

Vice-President (Unani) has informed the addition in the decision of EC under Agenda Item No. 04 that while Dr. Vinod Pundir was stating that paper duly signed

by the other two visitors were found in the room of hotel and the same were sent

by speed-post to the Vice-President (Unani). After statement of Dr. Vinod Pundir, the Vice-President (Unani) stated that the same documents were not received by

him.

Executive Committee accepted the above correction in the minutes and

confirmed the remaining minutes of Executive Committee.

Agenda Item No.2. Reporting/Ratification of the recommendations in

respect of BVVS Ayurved Medical College & Hospital, Bagalkot sent to Government of India

with the approval of President, CCIM.

It was noted that as per decision of the Executive Committee in its meeting held on 22.2.2013, the visitation of the college was conducted on 05.3.2013 by the Dr.

BP Pandey and Dr. Chanderkant Kolte, Member, EC. The visitation report was

assessed. After assessment of the visitation report following observations have been made:-

1. There are only 29 eligible teachers against the requirement of 36 teachers.

2. There is not a single eligible teacher in the department of Swasthavritta.

3. There is deficiency of 01 Higher Faculty and 01 Lecturer in the departments of Rasashastra and having no Higher Faculty in Shalya.

In view of the above, as college was not fulfilling the criteria of LOI, therefore, it

has been recommended to Government of India for not issuing LOI for starting PG

Course in Shalya and Rasashastra with the approval of the President, CCIM.

Executive Committee ratified the same. It was also decided that the

Member of the Executive Committee may examine the assessment made

by the office in view of the observations of the visitors in their report, if there is any variation revised recommendations may be sent to the

Government of India by issuing corrigendum.

Vice-President given the note of dissent in respect of sending recommendation without prior approval of EC.

Agenda Item No. 3. Reporting/Ratification of the recommendations in respect of Govindbhai Jorabhai Patil Ayurved

Medical College, Vidyanagar, Gujarat sent to

Government of India with the approval of President, CCIM.

It was noted that as per decision of the Executive Committee in its meeting held

on 22.2.2013, the visitation of the college to verify the shortcomings pointed out by the previous team has been conducted on 01.3.2013 by the Dr. BP Pandey, Dr.

Prasanna N Rao, Dr. Shuhabuddin, Dr. B Muthukumar, Members, EC, CCIM and Dr.

Gani Mansuri, Member, CCIM. The comparative statement of the shortcomings pointed out by the previous visitors and present visitors is as under:-

Observation of the visitors (01.03.2013)

1. Consent of 28 teachers submitted on plain

paper which is without any supportive

documents, date of consent varies from

2011 to 2012. Some of the consents are

without any date.

1. Consents of 13 teachers for 6 proposed PG Departments (Kayachikitsa, Panchkarma , Prasuti Tantra & Striroga, Rognidan, Basic Principal) are verified & enclosed

3. Non Salary expenditure of college and

hospital not provided.

4. College council is not constituted.

5. There is no adequate space in the

department of Samhita & Siddhant for

increase of UG seats from 50-100 and to

start new PG course in the department.

6. In the department of Rachana Sharir

library and adequate space not available.

7. The consent letter of Dr, Mamta Pasate is

of 01.04.2011 which is very old, A consent

letter of dated 10.03.2011 is without any

name of teacher and the teaching staff in

the Rachana Sharir department is not

adequate to start new PG and to increase

the UG seats.

8. The consent submitted for the post of 1

professor and 2 lecturer in the department

of Rasashastra are not proper, so all these

3 consent does not look genuine.

9. In Prasuti Tantra & Striroga department,

separate departmental library and existing

department having only two readers which

is not sufficient to increase UG intake

capacity. The consent letter are very old

dated which are neither supported by any

2. The institution has separate Boys & Girls Hostel with the accommodation for 240 girls & 65 Boys seems to be adequate. Undertaking by Dean is enclosed. Annexure II.

4. College council is constituted

Notification dated 23.01.2013. Annexure IV.

5. Total area of the college is 90,000 sq.ft. & Hospital 70,000sq.ft, which is more than space required as per norms. Annexure V.

7. The consent letter of Dr. Mamta paste

not found available. Unnamed consent letter from Rachana Sharir department not found available. PG department of Rachana Sharir for the

post of Reader Dr. D. Chanamalikarjun, Dr. Jiri Hemantha Nana – lecturer consent available. In addition to UG faculty (Dr. S.P. Tiwari professor & Dr. Nilesh Kasar - Reader).

8. Dr. L.K. Dwivedi – Professor, Dr.

Rukmani – lecturer and Dr. Ramesha Oza – lecturer Cum pharmacy manager are found available for UG teaching. Institute not applied for PG in Rasashastra & Bhaishajya Kalpana.

9. The department of Prasuti Tantra &

Striroga has 2 Readers for UG – Dr. Kusum Pathak, 2. Dr. Jasmine Gujarathi. Consent of 2 eligible faculty for PG available. 1 Dr. Pradeep Kumar Jiri – Professor, 2 Dr. Archana Kamli – professor.

relevant experience certificate nor the

proper address of consent giving person is

attached and these consent looks like fake

letter.

10. In Kayachikitsa department no separate

departmental library and the consent letter

of sapnil patel for the post of reader does

not look genuine, neither any date is

mentioned nor any address is writen on

consent letter. Even the department is not

fulfilling the requirement teaching faculty

for 100 UG intake. It is not physiable to

grant permission for new PG course in

Kayachikitsa subject.

11. In Panchkarma department no separate

departmental library and existing

department does not fulfill the requirement

for 100 UG intake the consent for PG

course does not look genuine these

consent letter are of old dates without any

experience, without proper address etc. in

most of consent letter it is written that

concerned person will join at the time of

starting PG course. So PG course in the

said department can‟t be recommended.

12. In Manas Roga department infrasture &

teaching faculty in the college for staring

Manasroga PG is not available. Manas Roga

is the allied subject of Kayachikitsa & even

the Kayachikitsa department is also not

fulfilling the criteria for 100 intake capacity

in UG. So in the PG in Manas Roga is not

recommended.

13. None of the part time consultant were

present at the time of visitation whereas

college mentioned 11 part time consultant

are present which does not look genuine.

10. HOI has submitted & verified by the visitors regarding of availability of 50% of books in department library.

11. The department has 4 faculty i.e. 2

professor – Dr. A.R. V. Murthy, Dr. Manchole Kendri. 1 Reader - Dr Somraj Khande and 1 Lecturer – Dr. Yogesh Dole are found available. The consent of Dr. Sapnil Patel is not

found available. However, Dr. Pradeep Kumar Giri professor and Dr. Archana Kambli – Reader has extended consent letter with relevant – Documents the 50 books has been found available.

12. In department of Panchkarma, Dr.

Kundan Chandri Reader and Dr. Raj Kolaram Teki – lecturer are physically available for UG teaching & it is found as per norms of MSR verified by the team fulfill teaching requirement for UG seats. However, consent letter of eligible faculty. Dr. Mandira Kumar Vyas – Professor & Raval Hiren N – lecturer is found available & enclosed in the hest of PG

teachers. 50 books has been verified by team.

13. Manasroga Specialty is part of

Kayachikitsa department & having the required faculty for UG teaching. However space to establish PG department is provided. No consent

B. No record of diets provided to patients

was available.

C. No stock of medicine was available.

D. Details of dispensing drugs not

provided and were not maintained by

hospital dispensing pharmacist.

E. Data regarding no of investigation

carried out not provided.

F. Data regarding procedure carried out in

Panchkarma department not provided.

G. Operation theatre not functioning.

19. About teaching staff:

a. From the existing teaching staf higher

faculty deficit in Agadtantra and

Kaumarbhritya.

b. This facilities is not sufficient for 60

letter of faculty for PG is found.

14. The part time consultants are on call. Relevant document enclosed.

15. The library has 100 dealing capacity for the students excluding digital library. Asstt. Liberian – 1, Library Clerk – 1, Library attended -1 available.

20. About Non teaching staff

a. Non teaching staff was not available at

the time of visitation and photography

as per the list provide by the college.

21. Building of College is newly constructed

but department are not maintained as per

CCIM norms.

22. Deficiencies found at the time of visitation

are not remediable at present. At present

the functioning of hospital specially of IPD

and OPD does not look genuine.

20. a. Non- teaching staff available

b. The adequate space is provided as

per norms for all 14 departments. However, separate cabins for teaching staff are not available.

Deficiency found at the time of visitation is remind able the functionality of Hospital is seem to be

genuine. Data of OPD & IPD are crossed checked with the laboratory, Dispensary, Diet, Physiotherapy register.

However, as per assessment placed before the EC, following observations were

made:-

1) There are only 34 eligible teachers against the requirement of 66.

2) There is Deficit of Higher faculty in Samhita, Rachna Sharir, Rognidan, Prasuti

Tantra, Kayachikitsa and Panchkarma. 3) There is Deficit of Lecturer in Samhita, Rachna Sharir, Rognidan, Prasuti Tantra

and Kayachikitsa.

4) There are only 180 beds against the requirement of 280.

5) Bed occupancy is only 42.2% against the minimum requirement of 50%.

In view of the above as well as shortcomings mentioned in the assessment sheet,

it has been recommended for not issuing the Letter of Intent with the approval of the President, CCIM to start new PG in 07 subjects namely Kayachikitsa,

Panchkarma, Rogavigyan avum Vikriti Vigyan, Prasuti & Striroga, Mano Vigyan

avam Manas roga, Ayurved Samhita and Rachana sharir with 05 seats in each subject and to increase the admission capacity from 50 to 100 seats in UG.

Executive Committee ratified the same. It was also decided that the

observation of the latest Committee in respect of short comings be forwarded to the previous team for their comments.

Agenda Item No.4. Reporting/Ratification of the recommendations in

respect of Dr. Krishna Gopal Dwivedi Ayurvedic Medical college & Hospital at Samrau, Jhansi(UP)

with 50 seats in BAMS course sent to Government

of India with the approval of President, CCIM.

It was noted that as per decision of the Executive Committee held on 22.3.2013the

visitation of the college has been conducted on 09.3.2013 by the Dr.Mukesh Sharma and Dr. Sudhanshu Dutt Sharma, Members, CCIM the visitation report was

assessed. After assessment of the visitation report following observations have

been made:-

1. Functioning of hospital is not satisfactory at all. The registers were not found

properly maintained and most of the patients were admitted 2-3 days before

the visitation. Equipments and instruments are less in the hospital OPD and Laboratories.

2. Most of the hospital staff like superintendent, 06 Medical officers, 09

consultants were absent on the day of visitation hospital. 3. Radiology non functional.

4. USG not available.

5. Physiotherapy unit was non functional.

6. Labour room and Operation theatre were non-functional. 7. Patients in IPD were admitted before 2-3 days of visitation day, so activities

of hospital are not seen very natural.

8. Hospital is having BAMS doctors for consultation in all departments instead of teaching staff of clinical department.

In view of the above, there is no fully functional hospital as per norms of the CCIM. In view of the above position, as well as shortcomings mentioned in the

assessment sheet, it has been recommended to Government of India for

disapproval of the Scheme and for not issuing the Letter of Intent to establish the

new Ayurved College with the approval of the President, CCIM.

Executive Committee ratified the same.

Agenda Item No.5. Approval of the Counter Affidavit to be filed in the

High Court, regarding Right to practice of Modern

Medicine.

It was noted that as per decision of Executive Committee held on 29.7.2012

constituted a Committee consisting following members to examine the CA to be file on behalf of CCIM in respect of modern medicine matter in respect of the stand of

the CCIM in view of the Judgment of Supreme Court of India and as per section 17

of the IMCC Act, 1970:-

The meeting was convened on 22.2.2013 and approved the draft CA to file in various High Courts. Accordingly CA has been filed.

Agenda Item No.6. Consideration of visitation report of nine colleges

of Haryana and Punjab in compliance of the Court order.

It was noted that in compliance of the Order of the Hon‟ble High Court of Haryana

& Punjab, Chandigarh have been visited by the visitors of the CCIM alongwith the one visitor nominated by the Government of India on 22.2.2013. after assessing

the observations of the visitors in view of the observations of the Government of

India made during the hearing on the basis of the documents submitted by the colleges, the following observations have been made and have been sent to the

Government of India with the approval of the President, CCIM:-

4. SSMD Ayurvedic College & Hospital

Observation of the Government of India

have been endorsed by the visitors.

5. Mai Bhago Ayurvedic College for Women Muktsar

After going through visitation report it has been observed that observation of the Govt. of India have been endorsed by the Visitors. The copy of visitation report is enclosed herewith for ready reference.

6. Shri Laxminaryan Ayurved College It has been reported by the visitors that

7. Smt. Urmila Devi Ayurvedic College & Hospital, VPO KHARKHAN, Una Road, HOSHIARPUR 146001 (Punjab)

As observations of the visitors are contradictory with the observations of the Government of India, therefore, the Government of India has been requested to nominate another member to conduct the re-visitation.

8. Saint Sahara Ayurved Medical College & Hospital, Kot Shamir, BHATINDA

After going through visitation report it has been observed that observation of CCIM and the Govt. of India have been endorsed

by the visitors. The copy of visitation report is enclosed herewith for ready reference.

9. Shri Dhanwantary Ayurved College & Hospital,Chandigarh

The observation of the visitors all contradictory to the observation of the Govt. of India.

Executive Committee ratified the same.

It was noted that EC and its 4th adjourned meeting held on 19.01.2013 while

“that a letter dated 11.8.2012 has been received from Dr. Ruhi Mishra, Indore

(MP). In the letter under reference, Dr.Ruhi Mishra who is a holder of Recognized Medical Qualification and registered with Madhya Pradesh Board, Bhopal, has

stated that an Institute in the name of Neela Akash has been organized Health

Camps for 20 years. Further, it has been stated that Dr.Ruhi Mishra had started her medical clinic in the premises of Neela Akash Institute as per request made by

a Non Government Organization (NGO).

Further, it has been stated that a dispute/quarrel had taken place between the Public & Corporation Department over a temple located in front of the Institute for

removal of the same. However, the Institute has been made responsible for the

said dispute and F.I.R. has been lodged against Dr. Ruhi Mishra by S.D.M. with the allegation that the clinic is running without registration.

Moreover, Dr. Ruhi Mishra has stated that no F.I.R. is registered before the consent of Medical Council of India against any practitioner and as such how the

same can be lodged before taking the consent of Central Council of Indian

Medicine? Since the applicant has been tortured mentally through print and

Electronic Media showing herself an unqualified doctor, therefore, Dr.Ruhi Mishra has requested this Council to intervene into the matter and protect herself for

withdrawal/cancel the case registered against her”.

Executive Committee decided that after examination of the representation

of Dr. Ruhi Mishra, if it is in order may be forwarded to the Principal

Agenda Item No.9 To consider the career advancement Scheme to the teachers working in Ayurved Colleges.

It was noted that EC and its meeting in 4th adjourned meeting held on 19.01.2013

while considering the following agenda decided to refer the matter to next meeting.

“that a letter No. Dean/FAY dated 27.12.2012 has been received from Shri C.B. Jha, Dean, Faculty of Ayurveda, Institute of Medical Sciences, Banaras Hindu

University, regarding to send the rules/regulations if any framed by CCIM for

prescribed by CCIM in the matter and Career Advancement of scheme may be implemented as made applicable by competent authority but President, CCIM

asked to place the matter before EC for consideration and with the view that CCIM

may also frame policy in the matter, if required”.

Agenda Item No.10 Incorporation of the Life Centered Career

Education Competencies’ in the existing syllabus

of UG BAMS course.

It was noted that letter No. MHUS/UG/E-3/5.3/154 dated 17.01.2013 received

from Maharashtra University of Health Sciences, Nashik. The content of letter

reads are as under:

“In light of the National Youth Policy 2003 and Maharashtra State Government‟s

Youth Policy 2013 the Department of Higher and Technical Education, Government of Maharashtra, Mantralaya, Mumbai vide letter dated 15.09.2012 has

communicated to all the Universities in the Sate of Maharashtra regarding

incorporation of the „Life Centered Career Education Competencies‟ in Curriculum of Higher Education.

In order to consider the same, this University has kept the above matter for

deliberations in the meeting of Board of Studies (UG) and Faculty of Ayurved & Unani of the University. These Academic bodies has discussed the matter in its

meeting held in month of December 2012 and decided that, the incorporation of

the „Life Centered Career Education Competencies‟ in the existing syllabus of BAMS (UG) course shall be done after the prior approval of Central Council of Indian

Medicine, New Delhi. And also, to have the mass awareness regarding this issue

among the teachers and students, the University shall conduct the three days

Workshop on „Life Centered Career Education Competencies‟. Therefore, the same was noted for your perusal and approval.

Further, it was noted that, so as to have the successful implementation of the said, three days Workshop at our University level, the University Department of

Agenda Item No.11. “Measures being adopted to prevent

illegal admission of student to I.S.M.

Colleges”.

It was noted that to prevent the illegal admission of the students by ISM Colleges a letter was sent to all the colleges Directors, Universities and State Governments

with the following views:-

1. No visitation shall be undertaken to ISM colleges that admit students to courses without obtaining prior permission of Government of India, as

mandated by law.

2. While submitting proforma for Visitation for session 2013-14 onwards,

ISM medical colleges, through its Principal/ Director, shall furnish an

affidavit certifying that the college does not have any student on its roll who has been admitted without due permission in the last four years.

3. For session 2013-14 onwards, ISM medical colleges shall also furnish an

undertaking on affidavit that no student shall be admitted to any course in the institution, unless prior permission of the Central Government has

been obtained.

4. Failure to furnish above said affidavit and undertaking shall result in the

concerned college being not visited and not recommended for academic

session concerned.

5. Furnishing of false information shall in addition, render the college and

the official concerned, liable for being proceeded against under the

criminal law of the land.

6. Repeated violations may also invite initiation of the provisions of Section

21(1) of the IMCC Act, 1970 providing for withdrawal of recognition granted to the ISM college concerned.

In this regard, it also submitted that Govt. of India vide letter No.

R.11011/10/2011-EP (IM-1) Part file dated 07.02.2012 had informed that every year inspection of each ASU Colleges should be carried out by the CCIM and

refusing the visitation is a violation of law as per second provision under sub

section (5) of section 13 A of the IMCC Act, 1970 for applying afresh in case of

disapproval of any application.

In response of the Council letter No. 11-140/2012 (Admission) dated 26.10.2012

on the subject “Measures being adopted to prevent illegal admission of student to I.S.M. Colleges” the President of Maharashtra Cosmopolitan Education Society has

sent a letter.

The abstract of the letter is as below:-

1. The Indian System of Medical education is regulated under:-

a) Indian Medicine Central Council Act, 1970.

b) Respective State Government Acts and

c) By state level Committee appointed by each state Government under the Chairmanship of retired High Court Judge, as per direction of the Hon‟ble

Supreme Court of India in the case of Islamic Academy.

This committee looks after entire admission process fees to be changed, quota to

be observe etc.

2. Unless these three Acts and procedure are studies by the CCIM, Particularly

with reference to provisions of admission of students in first year of the

course. We all are aware Central Government in respect of establishment of new colleges, higher course of studies continuation of approval and increase

in take lays down the process and dates of every stage through Regulations

Same way under the State Act Essentiality Certificate or NOC, affiliation and its procedure and stage wise dates are provide through status or Ordinances

etc. Same way State level committee headed by the retired High Court

Judged, for CET Counseling and admission process lays down stages and

dates. this is done for both Government established and Government aided colleges, private unaided minority and non minority colleges.

3. I am enclosing statement showing CCIM state Government University and

State level Committee prescribed dates and stages dates of actual decision

taken etc. On going through this statement, in light of the mandatory requirement of above laws it would be seen that last date of admission to

first course, last date of issuing of permission by the Central Government

last date of granting affiliation by the University are not the same. They are overlapping with each other.

4. This is the main reason why students, management, university, State

Government CCIM and Government of India are facing hardship and

consequent court cases. Unless this is addressed through wider consultation

amongst stake holders nothing can be achieved.

Further, he has suggested that one workshop be held by the CCIM in which

officers, office bearers, legal experts having experience from State Government, University Management CCIM and Central Government be requested to participate

and give their valuable input. Based on this, time bound procedure could be

adopted by all within above 3 laws. This will enable all of us to achieve desirable

results and overcome the situation mentioned in your letter dated 26.10.2012.

Executive Committee decided that it may be informed to the Mr. Inamdar that due to short time it is not possible to hold the workshop this year it

may be convened next year.

Agenda Item No.12. Remark/Report of enquiry Committee on the matter of complaint of corruption made

against Professor Rashid, Dr. Faseer Ahmad,

Member, CCIM and others-reg.

It was noted that EC in its 4th Adjourned meeting held on 19.01.2013 while

considering the following agenda decided that para wise comments on the complaint be prepared by the office and be placed before next meeting.

“A complaint of corruption made against Prof. Rashid and Dr. Faseer Ahmad,

Member, CCIM was forwarded by Govt. of India. The complaint was from some

Unani Medicos, Maharashtra State (Mumbai). The forwarded complaint alleges that three members visitation team visited the Unani Medical Colleges of Maharashtra

State collected huge amounts from the management of these Colleges to give

positive report besides an allegation of use of whitener has also been made in the complaint. The matter was put up before Vice-President (Unani) and Vice-President

(Unani) referred this matter to the enquiry Committee already constituted to

enquire the matter of Iqra Unani Medical College, Jalgoan that consisted Prof. Anees Ansari, Prof. Shaik Shahul Hameed and Dr. Ariz Ahmad Qadri and approved

by President, CCIM. The referral of the complaint to the already constituted

enquiry Committee was approved by the President, CCIM also. Accordingly when

the next meeting of enquiry Committee was held on 19.12.2012, this complaint was placed before the enquiry Committee.

However, enquiry Committee did not ask either in written or verbally about any other information pertaining to this complaint referred to the Committee.

Moreover, when Unani section asked for any other assistance from the office, the

Committee informed that due to short time at their disposal, the Committee will

enquire and report only the previous matter today. The referred matter may be investigated in next meeting on some other day.”

Accordingly office has prepared the comparative statement of content of the

complaint and facts in the matter of the office. However, nothing is to be

commented on the part of office.

colleges after obtaining the clarification as per

decision of EC. It was noted that the Executive Committee in its meeting held on 22.2.2013 while considering the visitation report of following Government colleges decided to ask the clarification from the college on the shortcomings mentioned in the assessment sheet - Sl. No

On careful consideration of inspection report and all other related papers, it has been decided for disapproval of the scheme. The reasons for disapproval of the Scheme are as under:- 1. Post in respect of teaching and other staff has been

sanctioned but appointments have not been done till visitation.

2. All OPDs are running combined except Shalya & Panchkarma.

3. There is only 30 bedded hospital whereas as per norms of the CCIM 100 bedded Ayurved hospital is pre-requisite to start Ayurved College.

4. Average attendance of patients as OPD is less i.e. 60-70 as per visitors‟ remark but data has not submitted by the college.

5. IPD data has not been submitted by the College. 6. In all the departments only space is available. The

furniture, chart, models, equipments/instruments are only proposed

7. The provision of appointment of specialists of Modern Medicine has been sanctioned only but not appointed so far.

In view of the above position, it seems that there is no

2. Government Ayurved College, Shimoga, Karnataka For 60 UG seats

As per the decision of the Executive Committee the hearing was held on 18.03.2013 by Dr. KG Vishwanathan, Member CCIM. The principal of the college appeared before the Committee with documents. After going through the submission President, CCIM agreed to send the recommendations to Govt. of India for issuing LOI for establishment new College with intake capacity of 50 seats.

3. Pt. Khushilal Sharma Government Ayurved College & Hospital, Bhopal For Starting New PG Course Rachana Sharir-06 Swasthavritta-04 seats

As per the decision of the Executive Committee the clarification was asked in respect short fall of 01 Lecturer in the Deptt. of Rachna Sharir as per direction of the President, CCIM. The College submitted that proposal has been submitted to the commissioner to fill up the post. After not satisfying with the clarification, it was recommended to Govt. of India with approval of the President, CCIM for not issuing the LOI for not starting the PG Course in Rachna Sharir but agreed to recommended to Govt. of India for issuing LOI for starting PG Course in Swastvritta with 04 seats.

4. Govt. Ayurved College, Raipur, Chhatisgarh For starting PG course Dravyaguna-06 Roganidan-06

As per the decision of the Executive Committee the clarification was asked. However, after not satisfying with the clarification, it was recommended to Govt. of India with the approval of the President, CCIM for not issuing the LOI for not starting the PG Course in any subject.

5. Ayurvedic & Unani Tibbia college, Ajmal Khan Road, Karol bagh, New Delhi For Starting PG course Shalya Tantra-02 Dravyaguna-02 seats

As per the decision of the Executive Committee the clarification was asked. However, after not satisfying with the clarification, it was recommended to Govt. of India with the approval of the President, CCIM for not issuing the LOI for not starting the PG Course in any subject.

6. Government Ayurvedic College, Bolangir, Orissa For starting new PG course Bhaishjya Kalpana-04 Dravyaguna-04 Roganidan-04 Ayurved Siddhant-04

As per the decision of the Executive Committee the clarification was asked. However, after not satisfying with the clarification, it was recommended to Govt. of India with the approval of the President, CCIM for not issuing the LOI for not starting the PG Course in any subject.

The matters were brought to the notice of the President, CCIM and recommendations were reviewed accordingly and have been sent to the Govt. of India. 1. There are only 39 eligible teachers as required for UG – 60 seats against the requirement of 47 teachers for PG.

2. There is deficit of higher faculty in the department of Dravyaguna, Kayachikitsa and Panchkarma and deficit of 02 lecturers in the department of Kayachikitsa.

After examination of proposal alongwith the visitation report and all relevant papers, the Executive Committee disapproved the scheme and decided not to recommend to Government of India for issuing the Letter of Intent for starting PG Course.

After reassessment it has been recommended to the Government of India for issuing the Letter of Intent to start new PG in Samhita with 04 seats but did not agreed to recommend for LOI to start new PG in Rachna Sharir, Dravyaguna with 04 seats and Shalya with 02 seats due to following shortcomings:- 1. At the time of ratification, President, CCIM pointed out that bed strength of the college have been mentioned by the office i.e. 244 instead of 330 whereas the

total bed strength was mentioned in the visitation report i.e. 242. President, CCIM

also asked to issue the corrigendum to the Government of India accordingly.

Executive Committee ratified the same. It was decided that in future a

Screening Committee with the Executive Members of Ayurveda and the

Vice-President (Ayurveda) will scrutinize the visitation reports before placing the EC to avoid such mistakes.

Agenda Item No.15. Reporting of the decision of the Govt. of India on the recommendation of the CCIM on

Sharma, Member CCIM in respect of irregularities in admission in Ayurved Colleges

of Uttar Pradesh that in UP all private Ayurved Colleges are taking admission in UG Course without any Government or CCIM authorized Committee. They are just

taking admission on all seats by management Committee only. It must be either

Committee made by State Government or by concerned University as per CCIM

norms.

Executive Committee decided to write a letter to the Government of Uttar

Pradesh and the University to ensure the admission in private colleges as per Order of Hon’ble Supreme Court of India.
