ORGANIC WORKSHOP HELD IN GOOLGOWI & HILLSTON
Council in conjunction with Riverina and Murray Regional Organisation of Councils
(RAMROC) held Organic workshops on 8 September in Hillston and 9 September in
Goolgowi. Regional horticulturist Ricky Smith conducted the workshops to encourage
householders to recycle kitchen and garden waste at home.
CHARLES STURT SCHOLARSHIPS 2016
The presentation ceremony for the Council’s scholarships for Carrathool Shire Students studying at a Charles Sturt
University campus was held on 19 May 2016. The late Cr Merrylees proudly presented Courtney Cheers and Charlie
Milthorpe with their scholarships at the Wagga Ceremony and Sabrina Finch received her Scholarship at the Albury
Ceremony from Associate Professor Andrew Crowther.

Council Meetings Agendas/business papers are available for public inspection on Council's website www.carrathool.nsw.gov.au, at the Goolgowi
Council Chambers, Hillston District Office and the WG Parker Memorial Library Hillston from the Friday prior to the Council
meeting. In the interests of good governance and under the Local Government Act 1993 Council is required to be open and
transparent in the conduct of its business. To facilitate this, residents and ratepayers are asked to address any correspondence for
consideration at a Council meeting or requests to address a Council meeting to the General Manager for inclusion in the agenda /
business paper to be received prior to the close of the business paper.
MAGPIES SWOOPING Magpies are characteristic of the Australian urban environment and their social behaviour and distinctive
song provide enjoyment for many people.
Magpies pairs breed in Spring (August – October) and with this comes the magpies natural behaviour to
defend the territory around their nesting site. This may result in magpies swooping either people or pets
who they perceive as a threat to their nest around this 8 week period.
Reduce your chances of being swooped!
Do not deliberately provoke or harass the bird as this may make them more aggressive
Take care as injuries can occur as a result of the birds striking
Walk out of the birds territory immediately
Avoid the swooping area by taking an alternative route
Wear a large, wide brim hat and sunglasses or carry an open umbrella
Keep an eye on the bird as this may discourage attack
Make a temporary sign to warn others
MEETING MATTERS
Election of Mayor and Deputy Mayor 2016-18 Term
Elections for the positions of Mayor and Deputy Mayor were conducted at the start of the Council meeting. Cr Peter
Laird was declared elected unopposed to serve his thirteenth consecutive term as Mayor. Cr Darryl Jardine was
elected unopposed to serve his seventh term as Deputy Mayor.
Determination of Number of Councillors for 2020 Term of Office
Council previously approve for the decrease in Councillor numbers from 10 to 8 and was to hold a constitutional
referendum on the 10 September 2016 to coincide with Local Government Elections. As there was no need to hold
an election Council determined at its August meeting not to hold the referendum and deal with the reduction of
Councillor numbers under section 224A of the Act.
Council resolved to make application to the Minister in accordance with section 224A of the Local Government Act
1993 to decrease councillor numbers from 10 to 8 effective from September 2020.
Development Application 2017-003
Council considered and subsequently granted conditional consent for the extension to the existing Motel (tourist &
Visitor Accommodation) facility at Lots 1 & 2 DP1030328, Lot 17 DP650444 and Lots 7, 9 & 11 Section 16 DP257,
1-7 O’Donnell Street, Hillston. The current motel has 14 single story rooms with a total occupancy of 35 people at
any one time. This extension will increase the total rooms to 38 with a potential of 83 people accommodated onsite
at any one time.
Request for Funding from Lachlan Lodge Inc
A request has been received by the Lachlan Lodge Inc for financial support to assist with materials and labour for
fencing at the Lodge. Council resolved to provide an interest free loan to Lachlan Lodge Inc of $18,000 repayable
over 2 years.
Adoption of Policies
Council resolved to adopt the following two policies:
Donations/ Assistance and Sponsorship Policy
Contaminated Land Management Policy
Both policies received no submissions at the conclusion of the Public Exhibition period and were adopted with no
amendments.
Review Payment Expenses and Provision of Facilities – Public Exhibition
Council moved that the Payment of Expenses and Provision of Facilities policy be placed on public exhibition for at
least 28 days to allow for submissions on the proposed policy.

TENDER 2017-003 WATER MAINS REPLACEMENT
HILLSTON Carrathool Shire Council is calling tenders to construct
and commission the Reticulation Mains at Hillston.
The project consists of construction of 560 meters of
water reticulation mains including supply of material,
handling, under-boring, excavating, lowering, laying and
jointing with all tools, plants, equipment, labour &
services necessary including testing and commissioning.
TENDER 2017-004 WATER MAINS REPLACEMENT
YOOLAROI/MELBERGEN Carrathool Shire Council is calling tenders for the con-

Yoolaroi and Melbergen water schemes.
The project consists of replacement of 3,200 meter of
water mains including supply of material, handling,
excavating, lowering, laying and jointing with all tools,
plants, equipment, labour & services necessary including
testing and commissioning.

The Position: Key functions will be to achieve a high level
of competence in both practical and theoretical aspects of
the mechanics trade and to effectively and efficiently
undertake day to day repairs, service and maintenance of
Council plant and equipment.
Salary & Conditions: Will be in accordance with the Local
Government (State) Award. Salary will be in the range of
$559.50 to $654.00 pw plus allowances, dependent upon
age and qualifications. The successful applicant will be
