Summer is also very much in evidence in town’s parks and gardens as theresults of long labours come to fruition. We setout to snap some of the glorious blooms ondisplay and add a dash of colour to thismonth’s magazine. The sun was also shining upon another

recent expedition of sorts. With theFirst World War anniversaries looming, wereport on a moving tour organised by a St Helierbased travel company that took Islanders to thebattlefields of that distant conflict. Lest we forget… Also in this edition we feature the arts, policing,

Visite Royale, August 2014One of those unique traditions is the VisiteRoyale, held in each Parish every six years.The members of the Royal Court attendupon the Parish at which time they examinethe accounts of the Connétable to ensurethat they are properly kept and to satisfythemselves that the financial affairs of theParish are in order. As part of the Visite Royale, the Visite des

Chemins is undertaken, at which time ‘theCourt has jurisdiction to make any orderdesigned to ensure the rights of the publiclawfully to use the public roads andpathways of the Island without obstruction,hinderance or inconvenience.’ St Lawrencewill host the Visite Royale in August and theCourt will be asked to consider any‘transgressions and encroachments’. Encroachment upon a road may be from

on high, in which case the offendingtree/branch will be measured to ensure thatthe requisite clearance is present (twelveimperial feet clear above a road and eightimperial feet clear above a pavement). Anencroachment may also be on to the roadfrom adjacent land and the proper positionmust then be established by measuring thewidth of the road. Those measurements are

made by the Court appointed arpenteur beforethe Court reaches its decision.The Roads Committee would welcome any

suggestions you may have of ‘transgressionsand encroachments’ within the Parish; pleasesend details to the Parish hall by 31 March.

Village Improvement Plan, LaGrande Route de St LaurentI know that many of us are concerned at theincreasing volume and speed of traffic passingthrough our ‘historic village centre’ near StLawrence Church, School, Arsenal and ParishHall. Residents in the area, as well as patrons ofthe Saint Laurent Public House and StLawrence Stores, have asked forimprovements, as have parents who drive theirchildren to school rather than allowing them towalk on roads without pavements.The Transport and Technical Services

Department have responsibility for the mainroad and, having approached them with yourconcerns, they are keen to work with theParish to consider improvements. I will beworking with Deputies John Le Fondré andEddie Noel to deliver the changes identifiedfollowing a process of consultation withParishioners; when the time comes, I hope youwill all take the opportunity to express yourviews.

The Battle of Flowers, which is held on Victoria Avenue of course, never failsto wow the crowds and capture the headlines. The annual event has been thehighlight of the Island’s calendar for over 100 years, and shows no sign oflosing its top billing. First staged in 1902 to celebrate the Royal Coronation,Jersey’s Battle of Flowers has grown to become one of the largest floralcarnivals in Europe. Keeping with tradition, this year’s festival will feature a Mr and Miss Battle

as the stars of the show. Twenty-four-year-old Holly Perchard from St Martinwas chosen from among 14 hopefuls at the Miss Battle Competition held atthe Radisson Hotel in April. Joining her will be television actor, singer,West-End performer and champion ice-dancer Ray Quinn, who was recentlyannounced as this year’s Mr Battle. Tickets are now on sale for the daytime and evening parades. For more

Round The Rock, which starts and ends onthe Waterfront, is an ‘ultra marathon’ takingplace on 2 August 2014. Competitors willrun the approximately 48 miles of Jersey’scoastline, ascending and descending 1,000metres during the event. In contrast to the annual round the Island

walk in which the emphasis is on taking partrather than competing, Round the Rockencourages runners to race and aim to win. The 2013 winner was Mel Varvel in a time of seven hours and fifteen

minutes. The event record belongs to Dan Doherty who in 2011 ran thecourse in six hours and fifteen minutes, a time he matched in 2012. Danis out to break the six-hour mark this year. The organisers are offering£2,000 to anyone who achieves this remarkable feat. For those not quite feeling up to running the whole course, there is

still the opportunity to take part by joining a team in the Relay Roundthe Rock. Teams consist of five runners, each of which complete one legof the race. Entries for Round the Rock are being accepted now. Visit

Countdown to Battle of Flowers

Round the Rock ready to go

The Planning Department rejected an originalapplication in June on the grounds of scale, the extentof proposed changes to the site and a lack ofconsultation with neighbours. The decision was referred to the Planning Minister,

Deputy Rob Duhamel, however. After visiting the site,he recommended a number of changes to the originalplans, including controlling hours of use of the 3Gpitch, additional landscaping and planting, limiting carpark usage and improving delivery access.With these changes accepted, the application was

approved. This will allow the new 3G pitch to be inplace in time for the 2015 NatWest Island Games.

Plans to install an artificial 3G pitch atSpringfield Stadium have now beenapproved following an intervention byJersey’s Planning Minister.

A States-led initiative that aims tomake St Helier a better place inwhich to live has begun.

St Helier futurein spotlight

The ‘Future St Helier’ project will involve a broad range of work,including seminars and workshops, designed to promote discussion onthe development of St Helier in the decades to come. It starts in Julywith a seminar at the Radisson Hotel during which attendees will getthe chance to hear from a range of expert speakers who have beeninvolved in urban regeneration projects elsewhere. The speakers will talkabout some of the issues, challenges and opportunities for St Helier.The project, which is being led by the Department of the Environment,

aims to engage everyone with an interest in St Helier and its future.Topics for discussion may include:• The quality of homes and living space in town• The availability and access to public open space – including parks, squares and streets

• How easy is it to move in and around town – by foot, bike, car, bus or van?

• What should St Helier look and feel like – how high or dense should its buildings be; what architectural style or character might they have;what type of land uses and activities will be happening in town?

• Does St Helier have a sense of identity and place – does it have neighbourhoods that people identify with and belong to?

• How can we maintain, improve or develop a sense of community?The outcome of the seminar will inform future events and work being done to develop an overall vision for Future St Helier, and a programme of plans and proposals to help make it happen.Parishioners can also get involved and share ideas and thoughts onTwitter using #futureStHelier.u

Remembering a tragic sacrifice

A group from Jersey recently made an emotional trip to the battlefields of the FirstWorld War. They were there to visit some of the locations associated with Jersey’ssoldiers between 1914 and 1918, and to commemorate the fallen.

Across France and Belgium today, memorials, cemeteriesand preserved sites mark the former battlefields of the FirstWorld War. With the 100th anniversary of the war’soutbreak only weeks away, a group of Islanders recentlyvisited some of those locations that are most stronglyassociated with Jersey’s wartime achievements andsacrifices.

Over 6,000 Jerseymen served in the armed forces ofBritain and France between 1914 and 1918. Around onequarter lost their lives during the course of the war. Today,the graves of many of these men are found in beautifullykept war cemeteries in France and Belgium. The names ofothers who have no known resting place are engraved on anumber of impressive war memorials also found in thosecountries.

Among these monuments is the massive ThiepvalMemorial to the Missing of the Somme. The visit there wasone of the highlights of the tour. Its pillars contain thecarved names of 72,000 men who have no known graves,their bodies having either been lost in the fighting or notidentified after the war. Among them are 19 men who werekilled while serving with the Jersey Company in the fightingfor the villages of Guillemont and Ginchy in earlySeptember 1916.

Those two locations were visited during in the tour. Thegroup stopped at Guillemont to hear about the events thattook place there nearly 100 years earlier and to visit therecently refurbished village church.

The tour also crossed into Belgium, visiting the renownedMessines Ridge and the infamous ‘Ypres Salient’, bothlocations in which Jersey soldiers fought and died. Therewas a moving visit to the huge Tyne Cot War Cemetery,which contains the remains of over 11,000 British soldiersand a memorial holding the names of 34,000missing men.

Fittingly, the tour ended at the Menin Gatein Ypres and attendance at the nightly Last Postceremony there. As part of that evening’s event,members of the group laid a wreath on behalfof fallen Channel Islanders.

Gotta dance!training

Aspiring dance teachers have an opportunity to gain a qualificationin dancing this September – without having to leave the Island.

Local dance specialists UberEdge are running theirsecond International Dance Teacher’s Association‘Freestyle Dance Teacher’ training course thisSeptember. The two-day intensive event is being heldat St Helier’s Fort Regent on 6 and 7 September. At itsend, successful participants will have aninternationally recognised dance teacher qualification.

Holding the course in the Island means that thosewho take part will save some of the costs normallyassociated with taking this type of qualification.UberEdge’s Nikki Zachariou explained that, ‘theconvenience of doing the course in Jersey cuts out theexpense of overseas travel and accommodation. Soyou won’t even have to go away for the exam - theexaminer will be coming to you. Stay home and getqualified.’

After gaining the qualification, participants can apply for danceteacher jobs in dance schools, leisure centres, gyms andafter-school dance clubs. Others may decide to start their owndance classes or dance school or to teach dance whilst awaytravelling or studying abroad. ‘Anyone can walk into a centre and

say “I’m a dance teacher”’, says Nikki, ‘but you will have a lot more credibility ifyou have a qualification to back it up. Getting a qualification is the best start toa successful, knowledgeable and lucrative dance-teaching career.’

Miss St Helier stars in new Police commercial

Miss St Helier will be popping up on ourscreens very soon, but in a very different roleto her Battle duties. She will star in the Statesof Jersey Police’s newest commercial.

Anya Skinner, 17, the current Miss St Helier,was selected from a number of hopefulactresses to take centre stage in thecommercials which focus on the subject ofChild Sexual Exploitation (CSE).This incredibly sensitive subject is part of a

year-long campaign for the Force aimed ateducating Islanders about CSE, what it is andhow to spot the signs.Detective Chief Inspector Alison Fossey said,

‘because this is such a sensitive subject wewanted to make sure firstly that the actressesand their parents understood the subjectmatter and were comfortable being part of it,but we also needed them to be able to portraythis difficult subject to the audience.‘Through the audition process we found

some very talented actresses, including Anya,who were able to give all the emotions that wewere looking for.’Anya, who has been acting for the past few

years, said, ‘I have always had a passion foracting as I find the final result very rewardingwhich is hopefully to make an impact on theaudience. Performing has helped to develop myconfidence further and is always a challengedue to always doing something different. ‘Filming the commercial was a new

experience for me so I didn't know what toexpect. I thoroughly enjoyed being on set,which was filmed in a variety oflocations. I was nervous to begin withwhich is unlike me, however the teaminvolved from Freedom Media were

They will also be linking inwith other agencies to help deliver the rightmessages in schools about healthy relationships.

than I had expected as we had to re-filmthe same shot several times. Filming eachscene took longer than expected and Ilearnt there's a lot more work involved infilming and producing commercials thanwhat's actually seen. Another aspect offilming which was new to me was filmingscenes out of sequence meaning I deliveredthe script backwards. Being in front of thecamera was easier than I thought and itseemed very natural.’The three commercials will be aired in

July, ahead of the summer holidays and it ishoped will get Islanders talking about thesubject of CSE.

As the St Helier summer hots up, thoughts understandablyturn towards the beach. While there are plenty to choosefrom in Jersey, what if you wanted to spread your towel onsand that was closer to home? As the sun beat down, Capitalgot out of the office and checked out St Helier’s beaches. Itwas a tough assignment, but someone had to do it.

Jersey is famed for its golden sands ofcourse, with St Brelade’s Bay, StOuen’s and Grouville Beach amongthe favourites of locals and tourists.Not so long ago it was the beaches ofSt Helier to which people flocked. At atime when deckchairs, donkeys andsaucy postcards were all the rage,West Park and Havre Des Pas werethe places to be seen. Enhancing their popularity was the

fact that each one had its ownseawater swimming pool. As the tide receded to leaveother beaches high and dry, bathers lucky enough to bein St Helier continued basking in the cooling waters. Time has not been kind to St Helier’s beaches over

the years however. The relentless expanse of landreclamation schemes have covered or encroached upontheir sands. Once free beachside car parks are nowpatrolled by vigilant traffic wardens. And while HavreDes Pas Swimming Pool may have been rescued fromdilapidation, West Park Pool still awaits its promisedmakeover. So do town’s beaches still offer anything for sun

worshipers? Of course they do, and what’s more theyare just a short walk away from the centre of town.Which is best? Well, we will let the readers decide whilewe go for an ice cream. To assist you, however, we

include a helpful (but admittedly veryunscientific) comparison of town’sbeaches:

Macmillan Cancer Support (Jersey) is redesigning itsCancer Information and Support Centre, based atthe Lido Medical Centre in St Saviour’s Road.

To enable the charityto cope with thegrowth in demandfor its services, whichhas risen by 300percent over thepast four years,Macmillan Jerseyneeds to adapt to beable to support thegrowing numbers ofpeople it helps nowand in the future.The redesign, which is happening this summer, will develop the charity’s existing

suite at the Lido Medical Centre to maximise its potential. Commenting on theplans, Centre Manager, Lauren Perchard-Rees said, ‘the current set-up lends itselfmuch more to an appointment-based system rather than the drop-in space wewant it to be. We want people affected by cancer to spend as much time as theylike at the centre, to feel comfortable here and to get to know us, so that when thetime comes that they really need us, they feel at ease here.‘One in three people are currently diagnosed with cancer. We also know that

more people are surviving cancer and estimate that there are 3,000 people livingbeyond cancer in Jersey just now, these people may continue to need our supportfor a long time and we want to be able to provide this.’Supporting the redevelopment are a number of local organisations, including

Ormer by Shaun Rankin in Jersey is the only restaurant outsideLondon to have made the shortlist for ‘Best Newcomer’ in theFood & Travel Magazine Reader Awards 2014. The restaurant isnow hoping that the Island will get behind them with votes in abid to scoop the top accolade.Sean Rankin has also been shortlisted in the ‘Chef of the

Year’ category, competing against a prestigious line upconsisting of Jason Atherton, Angela Hartnett, Tom Kerridge,Simon Rogan, Ben Tish, Nathan Outlaw and Paul Ainsworth.The magazine has collated the shortlists over the past two

Buying a home – your questions answered

What type of mortgages are available?There are a number of options to consider in the present low interest rateenvironment. Currently there is a significant volume of customers whohave selected a five year fixed rate mortgage on the assumption thatinterest rates are set to rise in that time. However, there are other optionstoo, including the tracker which follows the base rate and takesadvantage of the low rates available now. There are also schemes forcustomers who want to buy for investment purposes. For example, thereis a buy-to-let scheme for those acquiring a second property oralternatively an equity release scheme, which would apply to those whohave an existing mortgage and want to use it to help them purchase asecond property.

What is the view on mortgage rates?The Bank of England has indicated that should interest rates rise beforethe end of the year, any changes will be gradual and limited. However, itdoes not expect base rate to return to pre-2008 levels for years. Instead,some Monetary Policy Committee members have suggested that yearsfrom now Bank Rate will still be around 2 percent to 3 percent.Mortgage rates are linked closely to the base rate so the views of theBank of England are a helpful indicator.

What criteria does a bank look for?To obtain a mortgage a deposit is required, generally a minimum of 10percent of the total to be borrowed for first time buyers and 15 percentfor all other borrowers. Some first time buyers may rely on funds fromtheir parents or relatives, but having the necessary funds for the deposit isonly one of the criteria to meet and repayments still need to beaffordable. Banks will want to understand an applicant’s financial position to

establish whether they would be able to meet the repayments prior togranting a mortgage. For example, at NatWestwe will help compile a monthly budgetplanner which will show surplus incomeover expenditure and from this we canassess whether the surplus will meet amonthly mortgage payment, taking intoaccount that some funds may need to beset aside for unforeseen costs and interestrate rises.

If I opt for a variable interestrate mortgage and rates riseappreciably am I tied in forgood?Some mortgage providersoffer variable rateproducts withthe option toswitch to afixed rate.

After three months our track and switch option allows customers to moveto a fixed rate for the remainder of the product term.

Are there costs for switching?While there would be fees applicable on some of our fixed rate productsshould you switch, customers could recover these fees and even reduceoverall borrowing costs from the savings made compared to staying on thetracker rate if interest rates rise sufficiently. It is important to speak to yourlender if you are concerned about rates.

Is there a degree of flexibility with the mortgageschemes?Yes - it’s even possible to opt for some of the loan on a fixed rate and someon a tracker if customers want to hedge their bets.

How do I find out about the insurances required?Insurance is an important part of the house buying process. There are a number of schemes and options available designed to protectthe home should unforeseen circumstances prevent the mortgage holderfrom meeting their regular payments. Building insurance is generally acondition of securing a mortgage and we strongly recommend contentsand life insurance to cover the cost of the mortgage and other insurancesdesigned to support you should circumstances arise that prevent you fromearning a salary, perhaps because of long term illness.

If I am interested in buying a property, what shouldmy first step be?

Former professional tennis player, Sarah Jones, who now works locally in sport’scoaching, looked into transforming mind and body through yoga.

After reading my previous articles, hopefully you now have your workoutgear sorted and your nutrition on track so it’s time to get your mind andbody ready for exercise and the best way to do that in my opinion isthrough yoga. Yoga, meaning union in its original Sanskrit, is the physical and mental

practice of transforming the body and mind, and take it from me, it reallydoes work. As one of the oldest known practices in the world, you don’tneed much to take part, only a mat for comfort and a determined mind. With a wide range of different styles and classes available it can be

difficult to decide which method best suits you, but I can assure you thereis something for everyone. Whether you want to improve your flexibility,tone your stomach, arms and legs or strengthen your back and core, thereis a class for you. Many people can be put off when seeing an army ofdripping, lycra-clad Bikram devotees filing out of a boiling hot studio so Iwould suggest a more relaxed Hatha or Iyenga session to get you started. These classes are no less challenging and can produce the results you

are looking for in a more tranquil and less intense environment. As far as the actual exercises go, they can range from slower

breathing exercises and meditation and relaxation poses to the farmore challenging core strengthening and balance positions. Thegreat thing is that you can push yourself as little or as far asyou want, with each position having different modificationsfor beginner, intermediate and advanced level participants. Here in Jersey, and St Helier in particular, there are a

wide variety of different classes to choose from atvarious different locations. Springfield Gym has thelargest selection with Dynamic, Yin, Yoga Flow andYogalates. Chateau Vermont has both morningand evening Yogalates, Hot Yoga and DynamicYoga classes and Fort Regent and CarrefourMetro both have classes for thosewanting to de-stress after a longday at work.

With proven health andpsychological benefits many peoplefind this kind of exercise is a greatsupplement to other sports orworkouts, helping to prevent injurythrough flexibility exercise and alsostrengthening poses. Clinical studies

have also shown that yoga can be effective in the management of bothstress and depression.Another reason to take it up is the social interaction. Exercise classes

are a great way to make friends, and thesefriendships can give you the boost you need onthose days when exercise is the furthest thingfrom your mind. It can be very difficult to keepmotivated when starting a new exercise

routine and demotivation is one of the mostcommon reasons people fail to reach their fitnessand lifestyle goals. Having a friend or a classteacher to cheer you on when you are finding itall a little daunting can be all you need to pushyou on to that next stage.

Yoga to many people represents balance andstrength, and utilised well it can filter thesefundamentals into your work and personallife too. The meditative and breathingtechniques learned might just be thedifference between yet another rowover who’s washing the dishes and aquiet night in. You’ll never knowunless you try.

The future in carecommunity

From 1 July this year, anyone in Jersey with longterm care needs will benefit from a new financialsupport scheme. From 2015, however, taxpayersare going to have to start contributing more tocover the cost of its introduction.

In common with many other countries, Jersey is facing a substantial rise in thenumbers of older residents in the population during the next 30 years. Whilepeople living longer is a welcome development, less appealing is the questionof how this change will be paid for. The cost of long-term care in the Island is expected to have more than

doubled by 2044. It’s a financial time bomb that the States have beenconsidering over the last few years. In December 2013, the Assembly approveda new Long-Term Care (LTC) Scheme to deal with the situation. On 1 July 2014,the new arrangements came into place. LTC will be available for Islanders who need substantial help with daily activities

such as getting out of bed and dressing. The scheme will provide financial support toanyone who will need care for the rest of their life, either in their own home or in acare home, provided they meet the qualifyingcriteria. This includes having lived in Jerseycontinuously for at least 10 years before aclaim for LTC is made. Importantly, the scheme is designed to

remove much of the financial worry thatpeople have about the cost of their long-termcare. The new arrangements should end theuncertainty and concern that homeowners andtheir families experience when facing unknown, andpotentially significant, long-term care costs.The costs of the scheme will be met from a

dedicated long-term care fund. A new long-termcare contribution will start to be collected fromIslanders from January 2015. These contributionswill initially be set at 0.5% in 2015 and then at1% from 2016 onwards. They will be collectedalongside income tax using both the ITIS systemand direct billing.For more information on the new Long Term

With Battle of Flowers fast approaching, our eyes have been drawn to all the floral prints which are blossoming this summer.

In 1982, Richard Sowerby, who had played in the UK returned toJersey and founded the Jersey Croquet Club. Having nowhere toplay, croquet took place in Richard’s garden and from theregraduated to FB Fields and Coronation Park where there was anavailable piece of land.In 1992, Sports, Leisure and Recreation let the club have an

area large enough for one and a half lawns. The following year, adecision was made to allocate more land at Les QuennevaisSports Centre, which was transformed into four internationalstandard lawns together with a clubhouse. The Jersey CroquetClub wasofficially openedby the LieutenantGovernor, SirJohn Sutton, on 5 April 1995.

There are two forms of croquet - Association and Golf. Golf croquet ispredominantly played at the club and is similar to garden croquet with both teamstrying to ‘run’ the hoop and score a point. Singles or doubles games can be played,with games lasting anywhere from 20 to 60 minutes. The game is extremely easyto learn but tactically very rich. The club also holds tournaments attracting playersfrom around the world. In 2005, World Champion Reg Bamford, described theplaying surface as the ‘best lawns in the world’. The European Championships areheld at the Club bianually and Jersey boasts two former winners.

With an age range from early 20s to retirees at the club, and playingabilities from social to international standard, the beauty of thegame is that anyone can play. The club is looking for new members,
