Objectives• Through regional, national and community level

activities: enhancement of capacities of state andlocal government entities and other keygovernmental units, NGOs and private sector.

• To ensure that practitioners and decision makerspossess the tools and methodologies needed toprepare for, respond to and develop plans forlong and short term mitigation of hydro-meteorological disasters.

• PROMISE partners to impart the knowledge tothe partners as well as to the community theywork with

Activities under Capacity Building1. Need Assessment Survey

• Through a need assessment surveyconducted through the project partnersthe PROMISE has selected two keyareas for development of new courses.

• The project lead partners, otherassociate partners and key stakeholderswere the participants of the needsassessment survey and this wasconducted by the program staff duringvisits to country demonstration projectsand other institutions.

- Developing two regional courses1. Urban Governance and Risk Management2. Hydro-Meteorological Risk Assessment and Community Preparedness

- Formalize and Institutionalize thecourses at the national level

2. Curriculum Development Workshop

organized in Bangkok in May 2006 fordeveloping curriculum for course onGovernance and Urban RiskManagement, involving experts fromthe five PROMISE countries andothers from the region.

3. Developing the Training Material

ADPC has identified resource personsfor development of course materialand provided the course outline andbrief summary contents for eachsession so that they were able todevelop the full session materials andrecommended reading materials.

3. Developing the Training Material (2)• Materials for Governance Course has been

made available and piloted 25-29September 2006

• Formulation of training materials on Hydro-Meteorological Risk Assessment andCommunity Preparedness

• ToT CBDRM training materials is at thefinalization stage

4. National Courses

• UDRM team members have attendeda few national training events in SriLanka, Pakistan, Philippines and inVietnam.

5. First Regional Course (Pilot Course)

• Conducted in Manila, Philippines from 24-29 September 2006

• Modules:Vulnerability and Governance, CityExperience, Institutional Aspects for LocalDRM, Approaches, Systems and Methods,Planning for Changes

Expectations for Regional levelCapacity Building Program

• Developing training modules on CBDM forUrban Communities for the Hydro-Meteorological Risk Management andCommunity Preparedness Course

• Finalization of ToT CBDRM materials forhydro-meteorological disaster mitigation

• Conduct the course on Hydro-Meteorological Risk Assessment andCommunity Preparedness

• Institutionalizing course on Governance andDisaster Risk Reduction at each PROMISEcountry project; gaining the experience from firstregional course

• Selection of a national training partner for thetarget countries to collaborate, e.g. SLILG

• Conduct the Training of Trainers in CBDRM forHydro-met disaster mitigation in each PROMISEcountry partners

• Program will make available training materials forproject partners (in modular formats)

• Using CBDRM as standard tool, each PROMISEcountry project is to conduct Community RiskAssessment, action planning for SaferCommunities and implement risk managementprojects for strengthening capacity of community

• Needs assessment, with the following targetaudiences:- Municipality Officials- Volunteers to lead CBDRM Process- Community Members

• Promoting school-based activities onhydro-meteorological disaster riskmanagement.

• To be conducted in selected schoolsin each PROMISE country projects.

• Sarvodaya has selected 12 schools inKalutara to set up DM Clubs.
