6. CIDCO may, in its absolute discretion, but without being under anyobligation to do so, update, amend or supplement the information,assessmentor assumption contained in this EOI.

7. The issue of this EOI does not imply that CIDCO is bound to select anApplicant for empanelment and CIDCO reserves the right to reject allor any of the Proposalswithout assigning any reasonswhatsoever.

8. The Applicant shall bear all its costs associated with or relating to thepreparation and submissionof its Proposal ihcluding but not limited topreparation, copying, postage, delivery fees, expenses associated withany demonstrations or presentations which may be required by CIDCOor any other costs incurred in connection with or relating to its Proposal.All such costs and expenses will remain with the Applicant and CIDCOshall not be liable in any manner whatsoever for the same or for anyother costs or other expenses incurred by an Applicont in preparationor submissionof the Proposol. regardless of the conduct or outcome ofthe Selection Process.

1. NOTICE INVITING EXPRESSIONOF INTEREST

The City and Industrial Development Corporation of MaharashtraLimited ("Corporation") invites Expression of interest (Eol) from wellreputed Environmental Consultants based in Mumbai or Pune tor aFive (5) year empanelment for assisting the Corporation in obtainingEnvironmental Clearances, CRZ clearances and Forest Clearances,WildHfe Clearances, Archaeological clearances and any otherenvironment related clearances form statufory bodies with respect toEnvironmental Issuesfor the upcoming projects of CIDCO. Thework willinvolve conducting of EIAStudies, Environmental Monitoring, Assistancein preparation of Writ petitions and affidavit replies in case of Courtmatters and any such works which are mandatory activities requiredfor obtaining above clearances.

2. Conditions of Eligibility:The Environmental Consultant Firmsresponding to this EOI should fulfilthe following eligibility criteria:

a. The firm should have valid MoEFRecognized Certificate as per theEIANotification 2006

b. The firm should possessvalid NABETAccreditation Certificate andvalid NABLCertificate as on date

c. The firm should be in existence since last 10 years and accreditedby MoEF

d. The firm or any of its partners should not have disqualified or. blacklisted by the any other statutory, regulatory or judicial body /authority in India.

e. The firm should have itsoffice and Laboratory in Mumbai or Pune

2.1.3 The firm shall submit an affidavit on Rs.500/- court fee stampthat their firm/ agency has not been declared as bankrupt byany institution or Govt/ Authority /Department., the firm hasnot been adjudged by any court as insolvent, not convictedunder any law for an offense involving moral turpitude or anycriminal activities etc.

5. Invitation for Expression of Interest

The City and Industrial Development Corporation of MaharashtraLimited ("Corporation") was declared as the New Town DevelopmentAuthority of Navi Mumbai under the Maharashtra Regional and TownPlanning Act, 1966 and is engaged in the development ofinfrastructure across Navi Mumbai and other new towns. TheCorporation undertakes several infrastructure projects which includeTownships, Area Development projects, Major residential projects,Road, Rail, Metro, Passenger Water Transport projects, Commercial /Business Parks, Dams, Parks, Nature Parks etc. In this regard, theCorporation requires assistance in obtaining statutory clearances withrespect to environment for many of its projects. It )s proposed toempanel eligible firms as Environmental Consultants for this purpose, tospeed up the clearance process and maintain the timelines of majorprojects.

In view of the above, CIDCO invites Expressionof Interest [Eel] fromreputed firms of Environmental Consultants who fulfil the eligibilitycriteria listed. TheshortlistedConsultants who fulfil the eligibility criteriaand are found suitable by the Corporation would be empanelled for 5years and are expected to provide reasonable Financial quotes on aproject to project basis as and when required by the Corporation. Thefinancial bidding will be through short e-tendering and considering thestringent timelines, the time provided for bidding shall be short. The listof key personnel provided as per Form 3 and the man month ratesquoted in the financial offer during such bidding will be considered bythe Corporation and the evaluation will be based on the lowest cost oftotal man month rates. It is the duty of the empanelled consultants tomaintain the validity of their MoEF/ NABET/ NABLaccreditation at alltimes during the empanelment, failing which they will not be eligible tosubmit their financial quotes.

6. SCOPE OF WORK

The Environmental Consultants empaneled by CIDCO are expected tocarry out the following functions:

6.1.Obtain Environmental Clearance, CRZ Clearance, ForestClearance, Wildlife / Archaeological clearance by duly carrying

out EIAstudy, Environmental Monitoring of various parameters, andany other cctivities required for such statutory clearances, for theCorporation's various projects. Details enclosed as Annexure-1.

6.2.Constitution of a team with one Team Leader/ Project Coordinatorfor the project.

6.3.Assistingthe Corporation in obtaining clearances from Hon HighCourt or any other such legal entity by preparing Writ Petitions /affidavits.

6.4. Preparing and submitting compliance reports to the regulatorybodies and filing of periodic reports to authorities as required undervarious clearances with back up data/documents

6.5. Keeping up totoken/documentsDepartments tocompliance

6.7.Replying to various queries received from statutory authorities onenvironmental front

6.8.Coordinating with High Level committees to float agenda formeeting, making presentation to them and preparing Minutes ofMeeting with respect to the assigned project

6.9.Guiding CIDCO on various statutory provisionsof Environmental lawsand interpretation of clauses in the clearances granted as neededduring the implementation of the project

6.10. Preparing and making power point presentations to variousGovernment Departments as requested by CIDCO.

7. Evaluation and Selection:

A Committee will be formed for checking the eligibility and verificationof documents submitted by the Environmental Consultants and basedon this eligibility check, the empanelment for Environment and CRZClearance, Forest & Wild life Clearance may be separately donedepending upon the mandatory documents required for eachclearances.

8. Bidding Procedure for Empaneled Consultants:

The empaneled consultants who intend to participate in bidding for aparticular project as intimated by the Corporation will be required tosubmit the constitution of Team Proposed with One TeamLeader/Project Coordinator for the project and financial offers with theman-month rates. The evaluation will be based on the Lowest Cost ofTotal Man Month rates of the key Personals/experts. In case ofenvironmental clearance/forest clearance of additional projects withsimilar scope of work i.e. Roads/Area Development projects, theCorporation based on man month deployment shall assign the workand paid as per man month rates quoted in their financial proposal.
