To create a new community that is an exemplar of sustainable development and enjoyment for the City’s residents both present and future.

The community should build upon the existing character of the City and its surrounding environment, adapted for the 21st century.

The development should promote sustainable forms of living, including sustainable transport, and should support the economic development of the city.

In particular the development at Land to the North of Barton Road should;

In developing the detail of the vision, it is important to understand the needs of local residents, the aspirations of the University and Colleges, and the wider needs for housing and schools. The requirements for access and transport links also need to be considered.

This document develops our vision for development at Land to the North of Barton Road, and should be read in conjunction with the other supporting documents.

There is an established need for new residential development to serve Cambridge. The scale and location of this future development is currently the subject of consultation. The purpose of this Vision Document is to demonstrate how Land to the North of Barton Road Cambridge could contribute by providing a sustainable development site that could deliver approximately 1450 new dwellings and new green space, whilst protecting the local environment and setting of the city. The site as shown on Figure 2 extends to approximately 108Ha.

The land is being promoted by the North Barton Road Land Owners Group (North BRLOG), which comprises Cambridge University and Corpus Christi, Jesus and Downing Colleges. The landowners intend to appoint a developer shortly to promote and deliver development at the site. However, the landowners are not a typical client, but a group looking to retain a very long term interest in the land and explore the benefits it can bring to the colleges and wider city. This interest has been fundamental in the development of proposals for the site.

The vision and proposals have been with input from a range of consultants, covering different professional areas;

The Barton Road site sits to the north of the A603 Barton Road and lies on the western edge of Cambridge. The site adjoins the existing residential area at Newnham to the east and extends to the M11 and its slip road to the west.

The site is in close proximity to employment opportunities at West Cambridge (and to future employment development at North West Cambridge). The City Council intends to bring forward policy to increase the density of development at West Cambridge. The location of the site in relation to the city centre and employment opportunities is clearly sustainable.

The site mainly comprises large scale arable farmland, with fields bounded by low level hedgerows with occasional trees, and there is a maturing tree belt alongside Barton Road. The University maintenance facility is located within the site to the north of Laundry Farm. Grantchester lies to the south beyond a rise in the land and Barton to the west beyond the M11.

The purpose of the planning system is to contribute to the achievement of sustainable development. There are three dimensions to sustainable development: economic, social and environmental.

The economic role is about building a strong, responsive and competitive economy – the proposed development would provide strong links to surrounding employment sites, colleges and Cambridge centre.

The social role is about supporting communities, including by providing the supply of housing required for the needs of present and future generations – the proposed development would provide market, affordable, and key worker housing.

The environmental role is about contributing to protecting and enhancing the natural, built and historic environment – the proposed development would include a substantial amount of green infrastructure comprising landscaping, biodiversity, open space and recreation areas.

The National Planning Policy Framework (NPPF) identifies a number of core planning principles to guide planning decisions. There are three principles that are particularly relevant to the development of this site.

▪ Firstly, to identify and then meet the housing, business and other development needs of an area, and respond positively to wider opportunities for growth.

▪ Secondly, to take account of the different roles and character of different areas, promoting the vitality of our main urban areas, protecting the Green Belts around them, recognising the intrinsic character and beauty of the countryside and supporting thriving rural communities within it.

▪ Thirdly, to actively manage patterns of growth to make the fullest possible use of public transport, walking and cycling, and focus significant development in locations which are or can be made sustainable.

The site is located within the Cambridge Green Belt. However, we consider that exceptional circumstances exist to justify a review of the Green Belt through the Local Plan process, and subsequent release of land at Barton Road for development. Firstly, there is a need for housing and affordable housing in Cambridge and South Cambridgeshire – to meet the needs for existing residents, students, University and College staff and researchers, and staff at local companies, research institutions, and high technology companies. Secondly, the land previously released from the Green Belt to meet development needs - Cambridge East - which was expected to make a substantial contribution to future housing land supply will now no longer be available during the plan period to 2031, and as such alternative sites are required.

Paragraph 84 of the NPPF explains the relationship between the Green Belt and sustainable development. It states:

“When drawing up or reviewing Green Belt boundaries local planning authorities should take account of the need to promote sustainable patterns of development. They should consider the consequences for sustainable development of channelling development towards urban areas inside the Green Belt boundary, towards towns and villages inset within the Green Belt or towards locations beyond the outer Green Belt boundary.”

A strategy of directing development to locations beyond the Green Belt – dispersal - would be unsustainable. It would be unsustainable to direct the majority of development to locations which are not well related to where people work, and are not currently accessible by public transport or cycling. The development strategy should support the economy of Cambridge, and the national and international reputation of the University and Colleges and the research and high technology sectors within the City. It would lead to unsustainable travel patterns to define a strategy which actively seeks to separate where people live from where they work i.e. Cambridge.

There is a compelling case for a review of the Green Belt boundary at this stage on sustainability grounds, in order to meet identified needs and longer term development needs beyond the Local Plan period. The Green Belt will always be an option for development unless action is taken to identify ‘safeguarded land’ to meet those longer term development needs which ensures that the Green Belt boundary has a degree of permanence.

The strategy of concentrating development on Cambridge is a sustainable approach; and this has been acknowledged in the Cambridge and South Cambridgeshire Sustainable Development Strategy Review. The delivery of additional housing at Land to the North of Barton Road would mean that residents could make sustainable transport choices and travel by walking, cycling or public transport, which would reduce the need to travel by private motor vehicle and the length of motorised journeys.

The site comprises land to the north of Barton Road extending from the western edge of the urban area around Cranmer Road, past an area of 1970s suburban housing around Gough Way/Dane Drive, and includes the area around the university maintenance buildings north of Laundry Farm. The farmland extends west towards the M11 near Dumpling Farm.

To the north the distinctive tended structure of the Schlumberger Research centre is visible along with ongoing development at the West Cambridge Site, which includes the university Department of Materials Science and Metallurgy building which is currently under construction and will be five stories high once completed.

To the south of Barton Road farmland extends from the south and east of the Kings and Selwyn Colleges Sports ground and Queens College sports facilities, and then extends west towards the M11 and Coton Road.

The land is generally flat and relatively low lying with levels around 15m Above Ordnance Datum(AOD). Levels rise gently to the north reaching 20m AOD at High Cross and also to the south to the west of Grantchester. Whilst the rise in levels in this area is more subtle, it does play an important role in providing visual separation between Grantchester and the site.

The main vegetation of note within the site comprises the tree belts alongside Barton Road. These provide a green and pleasant character on the approach to the city from the south west. There are some mature hedgerows and trees around the smaller scale fields near Laundry Farm, apart from these however the landscape is relatively open.

There are few rights of way across the land, apart from a public footpath that extends west from Barton Road, to the M11 overbridge.

Views are possible across the land towards the city. These include views from the M11 and slip roads north of Barton Road. In these views the urban area is clearly visible and the Schlumberger building and neighbouring new buildings are visually dominant. Some towers and spires of buildings in the centre of the city are visible to the east.

This “green” edge to the city provides an attractive setting and the principle of a maintaining a green edge should be maintained with any new development.

The majority of the site lies within “Zone 1”, in terms of flood risk, which means that the Environment Agency should have no objections to built development subject to a number of considerations.

Part of the site is located within Flood Zone 3 and this is shown on Figure 5. This is located principally in the south eastern corner and extends part way along the northern edge of Barton Road. The EA would normally object to built development within this Zone 3 area, but some development, such as access roads and infrastructure could be acceptable, subject to changes to the levels and flood compensation being provided elsewhere. This would have to be provided in such a way that “level for level and volume for volume” compensation is provided, in hydraulic continuity with the existing flood zone such that no increase in flood risk upstream or downstream of the site would occur. Detailed modelling could result in changes to the boundaries of the flood zones.

The Bin Brook flows across the northern part of the site. Following flooding of Gough Way in 1978 a relief channel was constructed, to reduce the risk. A further flooding incident occurred in 2001. Any development on the site would have to include measures to reduce the rate of surface water discharge, using measures such as swales ponds or underground storage. This could improve the rate of flow into the Bin Brook. The sustainable drainage features, such as swales or ponds could provide wider landscape and biodiversity benefits.

Route of Roman Road

An archaeological desk top assessment has been undertaken by Cambridge Archaeological Unit, part of the University of Cambridge. The primary objective of the study was to determine the presence or absence of known archaeological sites, and to assess the potential for surviving remains.

The study has confirmed the route of a Roman road, Akeman Street across the site, broadly parallel with and north of Barton Road. No other known sites exist within the site boundary.

Mitigation recommended in the desk based study comprised further evaluation, with either preservation “in situ” or any finds “preserved by record”.

An extended Phase 1 Habitat Survey has been completed for the site and the majority of the site is open arable farmland of limited ecological value. The principal ecological interest on the site arises from the network of hedges with associated ditches verges and reedbed, the mature trees and the Bin Brook. These features should be incorporated into the development proposals. Giant Hogweed is associated with the Bin Brook. This is an invasive species and is harmful to health. Measures are currently being taken to eradicate it, regardless of future development proposals.

Buildings and trees on site offer potential roosting habitats to bats. Further surveys would be required to determine precise locations, but if any roost site were to be affected a detailed mitigation strategy would be needed. Retaining and extending the limited features of conservation value would provide the best mitigation. Further surveys may be required for other protected species such as water vole, badger, birds, reptiles, and great crested newts prior to any development. There are however good opportunities for ecological enhancement arising through possible development.

Ecology

Enhancement measures could include; Extending semi natural habitats to optimise habitat connectivity, provision of species rich grassland, native tree and hedgerow planting, managing existing plantation woodland and strengthening the riparian habitats and creating wetlands. All new and existing habitat areas could be comprehensively managed to protect the biodiversity value and enable recreational use of appropriate areas.

Vehicular access to the site will be available from Barton Road by way of a series of junction points and accesses that can be provided along the entire site frontage.

Barton Road is an urban access and distributor road that acts, at this location, as one of the principal links between the M11 Motorway and the city centre of Cambridge. Reference to the 2011 Cambridgeshire Traffic Monitoring Report indicates that Barton Road was carrying a 12 hour flow of 10,300 vehicles in that year, of which 1% were HGV. This is the second lowest of all the traffic flows on the principal radial routes into Cambridge city itself.

The development site adjoins the existing urban area of Cambridge to the east and north, whilst the western boundaries are generally defined by the M11 motorway and the southern boundary marked by Barton Road.

Traffic and The Site in Context

For non-motorised users, the site is accessible by way of an existing off-road cycle/pedestrian link via Grange Road that leads into the city centre, whilst Barton Road itself is provided with an off-road cycleway, and there is the clear potential for further enhancement of this provision.

Manual for Streets (DfT, 2007), notes at Section 4.4.1 that walkable neighbourhoods are typically characterised by having a range of facilities within 10 minutes’ (up to 800m) walking distance of residential areas. However, it is also noted that this is not an upper limit and that:

“walking offers the greatest potential to replace short car trips, particularly those under 2km”

Using the most direct pedestrian and cycle routes to both the edge of the city centre and to the railway station, making use of the city’s signed on- and off-road cycle network, the proposed residential areas within the site, as shown on the Master Plan, are all less than 4.3km from Cambridge Railway Station, and all less than 3.2km from the City Centre. North east portions of the site fall within 2km of the City Centre.

Buses presently run along both Grange Road to the east of the site and along Barton Road itself. The potential exists, therefore, to enhance and extend these existing routes into the development such that regular and convenient links are available from the new residential and employment areas proposed through to the City centre or railway station for those wishing to travel to and from the new development by bus. The site location therefore offers a very realistic opportunity for future residents and employees to travel to and from the new development by non-car modes. By doing so, the development would fully accord with the relevant planning policies which emphasise the need to locate developments where there is a realistic and reasonable expectation that services and facilities may be accessed by travel modes other than the private car.

The site is ideally suited to promoting non-car travel by virtue of its proximity to existing bus, foot and cycleway networks which in turn enable access to Cambridge City centre and the railway station. Its development therefore offers very significant opportunities to enable, facilitate and encourage a high proportion of the off-site movements generated by the development to be by non-car modes.

Due to the site location and proximity to Cambridge City Centre and Railway Station, the development of the site will be supported by a strong and robust approach to travel planning that minimises the impact of traffic on the local highway network, by promoting and facilitating non-car access. Given the significant proportion of journeys that can be non-car modes, the need for safe and direct cycling/walking links into the city centre will be integral to the successful development of the land, as will the operation of a convenient and regular bus service through the site. These are all fully available and achievable as part of this development.

Development Opportunities - Transport

The proposed site access arrangements will contribute to an orbital cycle route through to West Cambridge. An integral part of the provision of an integrated network of cycle and footpath links to this site will be the creation and upgrading of the routes through to the north, and particularly the links through to the proposed development areas fronting and to the south of Madingley Road. The Masterplan therefore identifies such links through to the formal cycle path route that runs along the southern side of this development.

Pedestrian and cycleway links should also be created through from the development site to Cranmer Road which in turn provides access to Grange Road. The potential for future road links to West Cambridge/Madingley Road are also included on the Masterplan.

The identified bus route will ensure that the service will be within the appropriate walking distance of all units, defined as:

All development within the urban extensions must be served by a high quality public transport service within a 400 metre walk. Developers will be required to ensure the provision of services from the first occupation of development for a period of up to five years.

It is expected that the site will contain the supporting infrastructure in terms of small-scale shops, schools and local leisure facilities (such as parks and public open space) which will be provided within the development itself to serve immediate day-to-day needs of the future residents.

The strategy for accessing the site will therefore be as follows:

▪ The provision of a series of linked neighbourhoods within the development that ensure full permeability throughout, with priority on the internal access roads by foot and cycle rather than car.

▪ The provision of separate and direct access points to the wider network, clear of traffic where possible. This will involve both those points onto Barton Road and also through the western fringe of the adjoining residential area fronting Grange Road. In particular, the existing access road and permissive path that joins the western end of Cranmer Road offers very significant opportunities to provide a link for non-car modes through to the City centre and areas to the north of the historic core by foot and cycle.

▪ The upgrading of the existing cycleways along Barton Road to link with the City centre routes and particularly those that link across to the Railway Station.

The site location offers the potential to create an accessible development that will benefit from the proximity of other development areas to the north and east, the proximity of the City Centre and the direct accessibility from the M11.

The townscape immediately east of the site contains a variety of characters areas. The relevant areas of townscape are centred on Barton Road and Grange Road.

Barton Road itself provides an important entrance to the city. From the M11 and Coton Road, it passes semi-mature woodland belts, some open sections of farmland and sports facilities before entering the urban area at Newnham. Along Barton Road there is a mix of 19th and 20th century housing, mostly set back from the road within in large gardens, often bounded by hedgerows with a high proportion of garden trees. The western end of Barton Road is not covered by any designations, but the eastern end lies within the West Cambridge Conservation Area. On Barton Road this includes Wolfson College, and the housing at Barton Close.

The one area of residential development immediately abutting the site is at Gough Way, to the north of Barton Road. This is not in the conservation area. This comprises twentieth century suburban housing, with mostly detached properties set in private gardens. It is not of particularly strong architectural or townscape character.

5 The Existing Cityscape

The eastern end of Barton Road, lies within the West Cambridge Conservation area. The Conservation Area is shown on Figure 10 covers a large region to the west of the City Centre, currently centred on the long north-south ‘spine’ of Grange Road, with Madingley Road to the north and Barton Road to the south. The Conservation Area appraisal of May 2011 notes that:

“Today the Conservation Area is notable for its spacious residential streets, lined with large mainly detached houses of the late 19th or early 20th centuries. Many of these are built in red brick with occasional tile hanging in the Arts and Crafts style then popular and some are exceptional architecturally.”

The conservation area appraisal also notes that the domestic scale of these buildings contrasts with the much larger University buildings which have been built from the same period onwards. Despite the differences in form, scale, and materials between the original residential properties and the much larger University and College buildings, the very high quality of nearly all of the structures means that the area retains a spatial cohesion. There are virtually no commercial buildings in the Conservation Area, the predominant uses being either residential or educational.

Within the conservation area, an attractive setting is provided for the buildings by the many large green spaces, hedges and areas of woodland. The College playing fields, and the open spaces also make important contributions to the character of the area.

In 2012 South Cambridgeshire Council and Cambridge City Council produced a “Green Belt Site and Sustainability Appraisal Assessment Proforma” to assist the assessment of different potential development sites on the edge of Cambridge. This identifies current greenbelt issues to be considered and broadly follows the 2002 LDA work. Under the heading Greenbelt , the following objectives/criteria were noted;

▪ What effect would the development of this site have on Green Belt purposes, and other matters important to the special character of Cambridge and its setting?

▪ To preserve the unique character of Cambridge as a compact and dynamic City with a thriving historic core?

▪ To prevent communities in the environs of Cambridge from merging into one another and with the city?

▪ To maintain and enhance the quality and setting of Cambridge

▪ Key views of Cambridge/Important views ▪ Soft green edge to the City ▪ Distinctive urban edge ▪ Green corridors penetrating into the city ▪ The distribution, physical separation, setting, scale and

character of green belt villages (SDDConly) ▪ A landscape which has a strongly rural character

These objectives have been considered in the development of the vision and masterplan for the Barton Road site.

Landscape Design Associates (now known as LDA Design) carried out “A Vision of the Future for Cambridge in its Green Belt Setting” in 2002 for South Cambridgeshire District Council. This study was undertaken to assess the contribution that the eastern sector of the Green Belt made to the overall purposes of the Cambridge Green Belt. The study however also included relevant information on the entire setting of the city and the contribution of the greenbelt.

The LDA study identified the qualities which make Cambridge special:

▪ A large historic core relative to the size of the city as a whole

▪ A city focussed on the historic core ▪ Short and/or characteristic approaches to Cambridge

from the edge of the city ▪ A city of human scale easily crossed by foot and by

bicycle ▪ Key views of Cambridge from the landscape ▪ Significant areas of distinctive and supportive townscape

and landscape ▪ Topography providing a framework to Cambridge ▪ A soft green edge to the city ▪ Green fingers into the city ▪ Designated sites and areas enriching the setting of

Cambridge ▪ Long distance footpaths and bridleways providing links

between Cambridge and the open countryside ▪ Elements and features contributing positively to the

character of the landscape setting ▪ The distribution, physical separation, setting, scale and

character of necklace villages ▪ A city set in a landscape which retains a strongly rural

character.

The analysis of the environmental constraints and character of the existing city suggests a form and layout of sensitive development. The flood plain of the Bin Brook extends through the site and suggests an open corridor of greenspace to the north of Barton Road. By keeping most development off this area, a green approach to the city would be preserved. Views towards the city are also possible from the M11. By keeping development back from the M11, longer range views over the new development to the tallest buildings in the historic city core could be preserved.

The existing hedgerows trees and ditches also provide a framework for the development. Whilst there are relatively few features, where they do exist, it would be good to incorporate them into areas of new greenspace.

An aspiration exists to provide a new vehicular link to Madingley Road which could serve planned development at West Cambridge and help to deliver densification proposals. Opportunities should be realised in any redevelopment to provide a direct linkage. Further opportunities exist to enhance the footpath and cycle provision with links north to Clerk Maxwell Road.

environmental constraints and opportunities. The illustrative masterplan shows new residential development to the north of Barton Road, linked by a green space following the flood plain and incorporating community facilities such as sports pitches, parkland and new habitat creation areas.

This new green space, along Barton Road, would provide a “green corridor penetrating into the city” as set out in the greenbelt appraisal.

Within the development area a new local centre could be established, with high quality local retail and social facilities. This is located near Barton Road to provide easy access for new and existing residents. There are few existing community facilities in Newnham, and the development could provide the opportunity for new high quality facilities for existing and new residents. A new school to serve the new residents could be located adjacent to this local centre, to maximise the synergy of the community facilities.

Residential development could take place in a number of development blocks based around the existing field network. These would be contained by a network of new green spaces, and the development would comprise outward facing residential blocks, overlooking the public greenspaces.

The new landscape areas would wrap around and extend through the built development. Central to the landscape design is the provision of a broad area of greenspace extending alongside Barton Road into the site. This would retain a natural and rural character, with facilities including sports provision, and new meadows contained within the existing hedgerow network. Areas for use by new and existing residents could include play facilities, community orchards and allotments, helping to establish a sustainable new community.

The perimeter landscape areas would retain a rural character, with some new woodland planting. Care would be taken however to retain the more important longer views to the city centre. Where views to the towers and spires in the centre are possible, trees would be selected to avoid growing too tall and blocking the views. Planting would however be used to provide a soft edge to the city.

Extensive areas would be required for sustainable drainage. These would also provide new areas of habitat, including permanently wet ponds and ditches. Larger areas could be developed for periodic inundation at times of flood, and areas of reedbed could be established. This would provide an attractive and biodiverse setting to the city.

New pedestrian and cycle routes would be established. These could provide direct routes for access to the city, along with more meandering recreational routes through the new landscape areas.

In terms of realising the Vision for the development, the following would be established:

▪ Establish a distinctive townscape and landscapeThe development could draw on the existing character of the west of the city, with a strong landscape framework, and an attractive mix of residential areas, playing fields and open spaces. The detailed architectural approach could be developed to references the existing character

▪ Provide a soft green edge and green fingers into to the city

The green edge to the city would be maintained, creating a more diverse open area with tree planting, meadows and wetlands. A broad area of greenspace would follow Barton Road, providing a significant finger of green into the city.

▪ Maintain a short “green “route into the City. Keeping the broad area of greenspace north of Barton Road, would maintain the green approach. Some of the existing woodland alongside the road could be maintained, with other areas opened up to provide longer views.

▪ Maintain key views towards the cityKey views towards the city, such as from the M11 would be maintained, by allowing views over the proposed development, to the city centre skyline

▪ Maintain the physical separation, setting, scale and character of necklace villages

The existing landscape setting and particularly the subtle but important topographic variation provides permanent separation to Grantchester and the other necklace villages.

▪ Maintain a city set in a landscape which retains a strongly rural character.

The strongly rural character would be maintained, but adapted with a natural and more biodiverse setting to the western edge of the city.

There are other benefits associated with development at Land to the North of Barton Road, which are as follows:

▪ housing for existing residents, students, University and College staff and researchers, and staff at local companies, research institutions, and high technology companies;

▪ a new local centre in the south west of Cambridge for existing and new residents;

▪ a new country park; and ▪ new and improved north/south links between Madingley

Road and Barton Road, which would remove traffic from existing residential roads.

Overall the development could provide a highly sustainable addition to Cambridge, whilst safeguarding the important characteristics on the western edge of the city. The long term involvement of the University and Colleges will ensure the ongoing commitment to the quality of the environment, and the management of the built environment and green estate.
