Art. 3.6 Limits regarding ISEE/ISPEE, ISEEU/ISPEEU, and minimum annual income for an independent student

The ISEE/ISPE limits, the ISEEU/ISPEU limits and the minimum annual income for an independent student are annually defined by the Regional Government of Lombardy which, at the date of publication of this Call, has not yet been issued. Taking into account the above, these values will be specified with an addition to this Call, which will be published on the University website: www.polimi.it/diritto-allo-studio

ART. 4 MERIT REQUIREMENTS: students enrolled in the FIRST YEAR

Art. 4.1 Access requirements for students enrolled in the FIRST YEAR of Bachelor of Science or single-cycle Master of Science courses

Students who enrol in the FIRST YEAR of Bachelor of Science, or single-cycle Master of Science courses must enrol without total OFA (Additional Educational obligations). The presence or absence of OFA will be assessed exclusively11 at the moment of student’s enrolment. Enrolment only with English OFA only does not constitute cause for exclusion. In addition to the absence of OFA, the following is also required:

students enrolling in the first year of Design and Urban Planning courses must pass the admission test with a score equal to or higher than 60/100;

students enrolling in the first year of Architectural Design and Building Engineering and Architecture courses must pass the admission test with a score equal to or higher than 54/90.

Art. 4.2 Merit requirements for students enrolled in the FIRST YEAR of Bachelor of Science, single-cycle Master of Science and Master of Science courses

The ranking will be elaborated taking into account first and foremost student’s financial status (i.e. ISEE/ISEEU value). The merit-based requirements, meanwhile, will be taken into consideration a posteriori and will determine the confirmation or the withdrawal of the benefit first assigned.

10 The emails are managed with the 'trouble ticket' system that requires a specific authentication. 11 For the purpose of granting benefits, exceeding OFA on a date following the enrolment is irrelevant.

10 Call for Financial Aid Benefits (DSU) - A.Y. 2020/2021

In particular: students enrolling in the first term must obtain:

a minimum of 35 ECTS, if enrolled in the Schools of Engineering and Architecture; a minimum of 40 ECTS, if enrolled in the School of Design.

For students enrolling in the second term of Master of Science courses, it is necessary to obtain:

17 ECTS. If based on the Degree Programme it is impossible to reach 17 ECTS, it is sufficient to earn a number of ECTS corresponding to the lesser ECTS required by the same Degree Programme by 10 August 2021.

To meet the merit requirements, students enrolled in the first years12 of all study programmes are NOT eligible for any credit bonuses. The ECTS earned by students enrolled in individual courses will be considered only if obtained to achieve the necessary integration for admission into Master of Science courses starting from the second term and properly validated in Master of Science track.

Art. 4.3 Non-confirmation and revocation of benefits for students enrolled in the FIRST YEAR of Bachelor of Science, single-cycle Master of Science and Master of Science courses

Assigned students who do not achieve the required ECTS by 10 August 2021 lose the right to the second instalment of the scholarship. However, if ECTS are achieved by 30 November 2021 assigned students may retain the first instalment and will maintain the exemption from the all-inclusive contribution. They will, however, be obliged to pay the accommodation at the reduced rate that they may have taken from 10 February 2021 and to return the cost of the consumed meals from 28 April 2021.

12 For the following years, however, see Art. 5.1.

In order to have the DSU Scholarship confirmed, and the payment of the second instalment students who are enrolled in the first year must achieve a certain number of European Credit Transfer System (hereinafter also ECTS) by 10 August 2021

PLEASE NOTE - The number of ECTS is ALWAYS calculated considering the absolute first year of enrolment, i.e. the year in which the student for the first time enrolled in any university in Italy or abroad for the same level of studies for which the benefit is requested.

The principle of absolute enrolment is applied, for example, to all cases of enrolment at Politecnico di Milano after a withdrawal from studies, or in all cases of a transition from a (different) University to Politecnico di Milano. In these cases will be taken into account the number of ECTS granted by the Degree Programme Council within the date of payment of the second instalment of the scholarship.

Page 11: CALL FOR THE ASSIGNMENT OF FINANCIAL AID DIRITTO ALLO ... · CALL FOR THE ASSIGNMENT OF FINANCIAL AID (DIRITTO ALLO STUDIO) BENEFITS. Academic Year 2020/2021. Issued by Executive

11 Call for Financial Aid Benefits (DSU) - A.Y. 2020/2021

However, failure to obtain the required ECTS by 30 November 2021 will determine the revocation of the scholarship. In this case, students must return all sums received. In particular the first instalment and the amount corresponding to the value of the services used, i.e. the cost of the consumed meals, the cost of accommodation. Students will also lose the right to exemption from fees and contributions. Students will therefore have to rectify their administrative position with the Registrar’s Office with regard to the payment of any fees and contributions not paid up to that time (if students are not exempted for another reason).

Art. 4.4 Disabled students

For disabled students, with certified disability of 66% or more, individual merit requirements can be formulated taking into account the type of disability. These merit requirements may deviate up to a maximum of 40% in respect to those stated in Art. 4.2. The merit requirements are established by the professor assigned to integrating students with disabilities. In any case, this category of students is not subject to the rules concerning the revocation of DSU benefits and to the rules concerning the merit requirements for the payment of the second instalment (see Art. 4.3 above).

Art. 5 MERIT REQUIREMENTS: students enrolled in SUBSEQUENT YEARS In order to meet the merit13 requirements, students enrolled in subsequent years of Bachelor of Science, single-cycle Master of Science and Master of Science courses must have obtained, by 10 August 2020, the number of ECTS - calculated with reference to the absolute first year of enrolment14 - specified in the following tables:

inspection; they withdraw from studies at Politecnico di Milano.

If it is ascertained that there has been cause for forfeiture, the student must reimburse all benefits received up to that point, including the cost of consumed meals and cost of preferential rate housing. ART. 11 VALIDATION OF TRUTHFUL STATEMENTS Politecnico di Milano validates the truthfulness of statements given by the student, also after assigning the benefits awarded through this application, based on the methods set forth in the Law, in particular art. 10 Legislative Decree no. 68/2012, art. 71 of Presidential Decree no. 445/2000, as well as art. 11 of DPCM 159/2013 and relative memorandum INPS no. 171 of 18/12/2014. For this purpose, Politecnico di Milano will perform the aforesaid controls on a sample of at least 20% of students deemed eligible for DSU benefits and all students from households that declare zero income. In the case of untruthful declarations, assigned benefits will be revoked and the sanctions pursuant to articles 75 and 76 of Presidential Decree no. 445/2000 and art. 10 Legislative Decree no. 68/2012 cit. shall apply. 17 Call for Financial Aid Benefits (DSU) - A.Y. 2020/2021

As regard other scholarships20, the non-cumulation can be provided by other calls (different from the DSU Call) to which the student intends to participate in. If a student receiving the DSU scholarship, has also be assigned of another non-cumulable scholarship, the same student would have to choose which one scholarship intends to accept (the so called “right of option”). In particular, if the student opts for the “other” scholarship - i.e. not the DSU scholarship – student must notify the Financial Aid Unit the acceptance of the NON-DSU scholarship no later than 30 days from said acceptance. The option must be communicated using the email channel indicated on the webpage: www.polimi.it/diritto-allo-studio . If this incompatibility is ascertained by Financial Aid Unit, this constitutes grounds for revocation of DSU benefits and subsequently precludes the student from exercising the right of option.

20 Different scholarships may be provided by Politecnico di Milano or by other Public or Private bodies.

ART. 13 DSU SCHOLARSHIPS: NUMBER AND VALUE There are 1700 DSU scholarships21 being competed for, divided up as follows:

Study programmes No. of scholarships

Students enrolled in first year of Bachelor of Science courses, single-cycle Master of Science courses

250

Students enrolled in first year of Master of Science courses 290

Students enrolled in the first year of PhD programmes and in specialisation course

10

Students enrolled in subsequent year of all courses 1.130

Students enrolled in PhD programmes and in specialisation course

20

The scholarship is composed of a part in money and of a part in services (i.e. catering service and housing service). Considering this, the part paid in cash will be net of deductions related to the cost of the services. The amount of the scholarship depends on both the student’s income bracket and student’s geographical origin. There are three income brackets taken into consideration for DSU purposes. These brackets are autonomous and independent of the income brackets assessed by the University for the purposes of determining the amount of the contributions owed by student. Students enrolled in the additional term of all courses and students enrolled in the first year of Master of Science courses starting from the second term, will be assigned of a scholarship reduced by 50%. Disabled students, with certified disability of 66% or greater, have the right to be assigned the scholarship, even if this exceeds the number of available scholarships, and the annual amount may be increased. The exact amount of the DSU scholarship, as well as the cost of services to be deducted, is defined annually by the Regional Government of Lombardy which, at the date of publication of this Call, has not yet been issued.

ART. 14 GEOGRAPHIC ORIGIN OF THE STUDENT: LOCAL, COMMUTER AND AWAY FROM HOME For the purposes of the DSU Scholarship and with reference to the geographical origin of the student, there are three possible statuses for a student: local, commuter, and away from home.

A student is considered “local” if he/her resides in the municipality where he/her

attends courses or in a municipality classified as “urban area”. For the purposes of this article, the determination of the urban area is made in relation to the municipality where the course of study is located, in accordance with Annex 1 of this Call. Student involved in an 22online degree course is automatically considered “local”.

A student is considered “commuter” if he/her does NOT reside in a municipality classified as “urban area” and if from the place of student’s residence it is possible to reach the location of the course of study in less than 90 minutes using public transport23.

A student is considered “away from home” if both of these two conditions are met: he/her does NOT reside in a municipality classified as “urban area” and if, from the place of student’s residence, it is NOT possible to reach the location of the course of study in less than 90 minutes using public transport. For this reason, student must pay an accommodation in the area where the course of study is located.

Regardless of their place of residence in Italy, for foreign24 students, the first of the two conditions is considered as given, with the exception of cases in which the student’s family unit resides in Italy or the foreign student constitutes an autonomous family unit in Italy, different from the family of origin. In order to be considered “away from home”, foreign students have to prove they have taken up a paid accommodation in the municipality where the course of study is held or in a municipality classified as “urban area” as stated in the following Art. 14.1.

ART. 14.1 Request for recognition of away from status For the purposes of inclusion in the ranking, a student’s geographical origin is not relevant. As such, students who are not “local” will ALL25 be considered “commuters” by default.

22 The Politecnico currently only offers the degree course in Computer Science and Engineering online 23 The time needed to reach the location of the course from the place of residence will be calculated from the first station/departure, to the last station/arrival at the place where study course is located. 24 Except for residents in the Republic of San Marino and in the Vatican City. 25 Including those who were assigned by DSU scholarship as “away from home” students under the Call A.Y. 2019/20

20 Call for Financial Aid Benefits (DSU) - A.Y. 2020/2021

In order to be considered “away from home” - and obtain DSU benefits provided for this status - both Italian and foreign students must explicitly request the status, demonstrating that they paid an accommodation in the municipality where their course of study is held, or in a municipality classified as “urban area”, for a period of no less than 10 continuous months. In the case of a half scholarship, the period must not be less than 5 continuous months.

In order to request a change of status from “commuter” to “away from home “, student must send the following documents to the Financial Aid Unit:

a copy of the rental agreement for paid accommodation, signed and in the name of the student or one of student’s parents, as well as the corresponding receipt of registration at Tax Revenue Agency [the so-called Agenzia delle Entrate]. In case of an agreement signed by student’s parent, the same parent must only act as a guarantee and not also be one of the tenants.

As regard students living in dormitories, residences, lodgings or similar NOT managed by Politecnico di Milano26, students must send to Financial Aid Unit:

a copy of the contract entered into with the dormitory, residence, lodgings or similar and a valid tax certificate as proof of payment of the monthly rent for the entire duration of the contract.

For all types of rental accommodation above mentioned, the corresponding agreement must be in force at the time of submission of the request for a change of status from “commuter” to “away from home”. Any request for a change of status from “commuter” to “away from home” with the relevant documentation in PDF format, must be submitted within the following dates:

Under penalty of ineligibility, the request, with the attached documentation, must be received exclusively by the email channel27 provided on the webpage: www.polimi.it/diritto-allo-studio

26 In the case of residences directly managed by the Politecnico di Milano, the information is acquired independently by the Financial Aid Unit 27 Please remember that the email channel is managed with the “trouble ticket” system.

9 October 2020 for students enrolled in Bachelor of Science, single-cycle Master of Science and Master of Science courses and for students enrolled in PhD programmes and specialization courses;

16 March 2021 for students enrolled in Master of Science starting from second semester.

PLEASE NOTE - student will continue to be considered “commuter” if he/her does not submit the required documentation, or if students submit the compulsory documentation in a different way than the “trouble ticket” system or after the deadlines established by this Call.

21 Call for Financial Aid Benefits (DSU) - A.Y. 2020/2021

ART. 14.2 Case of an “away from home” student applying for confirmation of benefit.

The attribution of the “away from home” status applies solely and exclusively to the academic year during which a student is assigned by DSU scholarship. Any students applying for reconfirmation of the benefit and who wish to continue to receive the DSU scholarship as “away from home” must therefore make the appropriate request as detailed in Art. 14.1. However, if there have been no changes to the contract or tax certification already submitted the previous year, the student is not required to resubmit these documents. In this case only, student can request that the status remain unchanged by confirming the information with a self-certification and submitting, in the way and by the deadlines provided in Art. 14.1, only the receipt of the registration of the contract valid for the current academic year.

ART. 14.3 Case of a student participating in an international mobility programme in A.Y. 2020/21

A student who is participating in an international mobility programme in A.Y. 2020-2021 must also demonstrate that he/her has taken up paid accommodation for a period of no less than 10 months in order to continue being considered an “away from home” student. In particular and still taking into account the place of residence in Italy and the location of the course attended at Politecnico di Milano:

if the period of mobility covers the entire academic year, student must submit to the Financial Aid Unit an agreement in his/her name (or another equivalent document, with reference to the regulations in force in the country they attend the mobility programme period of mobility) proving the student paid accommodation in their host country for the entire duration of the mobility, or in any case, not less than 10 months;

if the period of mobility covers only part of the academic year, in addition to the “foreign” contract covering the relevant period, the student must also submit a copy of the rental agreement for paid accommodation, properly registered in Italy. The duration of the “foreign” contract added to the “italian” contract must have a total duration of minimum of 10 months.

For the method and deadlines for the submission of this documentation, the provisions of Art. 14.1 apply.

PLEASE NOTE - In the case of student requests a reconfirmation of the status, the student will be considered “commuter” in case of failure to comply with the deadlines, or in case the student send the relevant documentation in different ways than those provided by this Call, or the student does not send the requested documentation.

22 Call for Financial Aid Benefits (DSU) - A.Y. 2020/2021

ART. 14.4 Case of termination of the paid accommodation rental agreement Any student who - for whatever reason - terminates their paid accommodation or foregoes their place at the dormitory, residence or lodgings before the end of the minimum period as set out in this Call will lose their status as an “away from home” student. In particular, if the aforementioned circumstance is brought to the attention of the Financial Aid Unit28 by the student directly, and the student has not yet received the first instalment of the scholarship, he/her will ‘only’ have the status changed from “away from home” to “commuter” (or, if appropriate, to “‘local”), and will be asked to refund - in the form of an adjustment of the first instalment - the value of the meal vouchers used as an “away from home” student. However, if the Financial Aid Unit becomes aware that the rental agreement has been terminated as a result of its own checks, the scholarship will be automatically revoked in full.

ART. 15 DURATION OF DSU SCHOLARSHIPS DSU scholarship is granted when each of the levels of a course of study is achieved for the first time, for a different number of terms or years depending on the course of study in question.

In particular, the benefit may be paid for a maximum of: a period of 7 terms starting from the absolute first year of enrolment for students

enrolled in Bachelor of Science courses; a period of 5 terms starting from the absolute first year of enrolment for students

enrolled in Master of Science courses; a period of 11 terms starting from the absolute first year of enrolment for students

enrolled in single-cycle Master of Science courses; 3 years, starting from the absolute first year of enrolment, for students enrolled

in specialisation course and PhD programmes; a period of 3 terms beyond the normal duration of the course of study attended

for disabled students, with certified disability of 66% or greater.

ART. 16 FORMATION OF THE RANKINGS The rankings shall be formed according to the following criteria:

STUDENTS ENROLLED IN THE FIRST YEAR Each student who has submitted a proper and complete application is attributed a score relative to their financial status, calculated according to the following formula:

28 For how to contact the Financial Aid Unit, see the contact section

Student ISEE

1 - X 1,000 ISEE LIMIT

The maximum score attributable is 1,000. The order of the ranking follows the score awarded in descending order. If the scores are the same, the higher score for the degree prevails29, followed by the younger age. STUDENTS ENROLLED FOR SUBSEQUENT YEARS Each student enrolled in subsequent years who has submitted a proper and complete application is attributed an academic merit score. 1,000 points can be attributed and are distributed as follows:

600 based on the ECTS earned by 10 August2020, calculated in accordance with the following formula:

600 (student ECTS - minimum ECTS) X (max standard ECTS - minimum ECTS)

400 based on the ECTS earned by 10 August 2020, calculated in accordance with the following formula:

400

(Average student score - 18) X

(30-18)

With an equal score, the student who did not use a bonus ranks higher, followed by the student with the higher score relating to their financial status. If the equal score still stands, the student enrolled for the highest year of the course comes next, then the youngest student.

Art. 16.1 Case of a student enrolling in a Master of Science course starting from the second term

Students who submit the application as students enrolling for Master of Science courses starting from the second term will be at the bottom of the rankings “with reserve”. The reserve will be revoked when the registration at the second term is completed. In any case the student will only have the right to payment of the scholarship if funds are available.

29 Students who have obtained the high school degree in a country other than Italy will be assessed according to the “diploma grade” resulting from the application of the formula adopted by the MIUR (note MIUR dated 6 June 2007)

It is the student’s responsibility to inform the Financial Aid Unit of the situation of their not-yet-granted ECTS by the deadline for submitting an application as per Art. 7. The reserve will be revoked once the ECTS have been granted by the payment date of the second instalment of the scholarship. ISEE is a value that demonstrate the financial status of the student’s family unit, which takes into account income, assets and the composition of the student’s family unit. Current ISEE may be required when, although already having a valid ordinary ISEE, there is a change in the working situation or an interruption of social security, welfare and benefits not included in the total income (declared for IRPEF purposes) for one or more members of the household; or when there is a decrease in the overall income capacity of the household exceeding 25%. Non- compliant ISEE: the ISEE is considered non-compliant when the INPS, upon issuing the ISEE, detects omissions/defects/discrepancies in respect to the information provided by the student (or by the student’s family). ISPE (Equivalent Economic Situation Indicator) is calculated by Politecnico di Milano dividing the ISP value (Equivalent Assets Situation Indicator) of the student’s family unit by a coefficient (i.e. a scale of equivalence corresponding to the members of the family unit). Normal duration of course of study: the duration of the course of study as established by the legislation in force. It is the time within which the student should earn his/her final degree. The legal duration for Bachelor of Science course is three years, while for a Master of Science course is two years. The normal duration for single-Master of Science course is five years.
