    This year, the event was held on 19

    July 2012 at Sunway Carnival when theorganising chairman, Datuk Abdul HalimHussain, who is also the Penang StateAssembly Speaker handed over the ags.Present at the event were Penang Chief

    Minister Lim Guan Eng, Deputy ChiefMinisters Datuk Mansor Othman and

    Prof. P. Ramasamy, Penang State ExcoMembers, State Secretary Datuk FarizanDarus and other leaders.

    The theme for this years 55th Me-derka i s BUDAYA BERSIH,MERDEKAKAN RAKYAT or trans-lated as A CLEAN CULTURE FREESTHE PEOPLE.

    In his speech, CM Lim said, Eventhough Malaysia has achieved 55 years ofindependence, we must increase our effortsto realise the agenda of the people. The veprinciples of Rukun Negara must be applied

    to maintain harmony and welfare of therakyat.

    CIVIL servants in Penang get aRaya bonus in the form of halfmonth salary or a minimum ofRM600. This was announcedby Chief Minister Lim Guan

    Eng on 27 July, 2012 after the

    Exco meeting. The bonus willbe paid on 9 August, 2012.The total amount to be spent

    BANK of Tokyo Ltd was rst estab-

    lished in the then Malaya in 1957, theyear we achieved independence fromthe British. It was the rst Japanese

    commercial bank to be issued a licenceby Bank Negara Malaysia.

    laysia) Berhad is also the rst Japanesebank branch in Penang when it opened

    a branch in Autocity recently. The Chief

    Executive Ofcer, Masato Nakamuraof Bank of Tokyo-Mitsubishi UFJ (Ma-

    laysia) Berhad shared why Penang waschosen. He said, The new branch will

    be catering for the banking needs of thenorthern region including Penang, Ke-

    BLAUPUNKT Malaysia, one of the worlds leading

    Minister Lim Guan Eng to grace the the opening ofits 100,000 sq ft new manufacturing plant and re-

    gional distribution centre in Bukit Tengah IndustrialArea on 11 July, 2012.

    the construction of a four-storey building under itsexpansion project thatstarted in 2010.

    businessman, Datuk Robert Chuan.

    MPPP had taken the intiative and launched

    the Marking of George Town in 2010. 52sculptures at 52 locations in George TownHeritage Site are expected to be ready by endof 2012.

    The project costing RM1.1 million in-

    volved several technical departments, NGOssuch as Penang Heritage Trust to provideinput on the suitability of the images, lan-guage and histories.

    Penang State Leaders, MPPP Chief and

    department heads, members of the mediawent on a trishaw ride around the city to viewthe 27 sculptures which have been com-pleted. 12 are being constructed while 13more are in the design stage.

    These sculptures are inspired by Baba

    Chuah, Lefty, Reggie Lee and Tan Mun Kiantogether with Sculp-ture at Work whomade the project a

    success. Tourists andlocal Penangites lovethe unique sculptureswhich are voicesfrom the people.

    Times published - There is no doubt about

    it: George Town has become a cool place to

    be in. Its once-rundown inner city saw a

    reawakening several years ago as chic ho-

    tels, cafes and shops began to spring up. Anarts revival soon followed, and galleries, art

    spaces and street art started to ourish.

    There is a renaissance going on in Pen-

    ang, said renowned local landscape archi-

    tect Ng Sek San, who opened a quirky bou-

    tique hotel-cum-arts space called Sekeping

    Victoria here this year.

    Mr Ng said this revival is largely the result

    of George Towns listing as a Unesco World

    Heritage site in 2008.

    The new state government, he said, is keen

    to support the arts. From providing funding

    to closing half the city to trafc for street

    performances, it has encouraged the arts

    revival without taking a heavy-handed ap-

    proach.

    SOME 1,200 participants had a fun Sunday morningwhen they took part in the FMM Heritage ExplorerTrail 2012 held in George Town on July 15.

    The ve-hour event organised by Federation of

    Malaysian Manufacturers (FMM) started at 6.30am

    from City Hall and took the participants in teams offour to eight members through the 15 heritage siteslike Fort Cornwallis, Hock Teik Cheng Sin Temple,Acheen Street Mosque, Penang Islamic Museum, SriMaha Mariamman Temple, St Georges Anglican

    Church, Penang State Museum and Art Gallery a

    Cheong Fatt Tze Mansion.Participants were given booklets to colle

    stamps and were required to answer two questioat each site. The teams which completed the trwithin two and half hours were entitled to a luck

    THE aim of the Federal Government to privatise the Penang

    Port and give it to a third party was deemed as piratisation

    of Penang, said its Chief Minister Lim Guan Eng.

    He said this during the question and answer session of

    Debate 2.0 DAP & MCA : Whose Policies Benet The

    Country More on July 8 at Sunway Pyramid Convention

    Centre, organised by Asian Strategy and Leadership Insti-

    tute (Asli).

    For Lim, the administration of Datuk Seri Dr Chua Soi

    Lek as chairman of Penang Port to improve the Port status

    was most disheartening.

    This does not take into account the involvement of Dr

    Chua with the Federal Government to privatise the Port

    and give it to Seaport Terminal (Johor) Sdn. Bhd, owned

    by Tan Sri Syed Mokhtar al-Bukhary.I feel disappointed with the achievement of my friend

    (Soi Lek). Why ? No achievement at all, he said in jest.

    How can we Penangites allow Penang Port which is a

    main port to become a feeder port ?

    If Penangites accept privatisation, which is the aim of

    the Federal Government, then it is not privatisation, but

    piratisation , CM Lim Guan Eng said at the debate held

    at Sunway Pyramid Convention Centre in Shah Alam.

    This second debate organised by the the Asian Strategy

    and Leadership Institute (Asli) was moderated by its Chief

    Executive Ofcer, Datuk Dr Michael Yeoh.For CM Lim, the Federal Government not only was not

    bothered about Penang Port, but also not bothered of the

    upgrading of the Penang International Airport.

    Does the Transport Minister carry out his duty well to

    ensure good management of our airport and Penang Port ?

    Why has the upgrading of the Penang International

    Airport being delayed three times?

    Why is Penang Port being downgraded to a feeder port

    and be privatised ? CM Lim queried.

    Why is there no discussions with Penangitesadded.

    Port and the Penang International Airport as an int

    tional outlet.

    CHIEF Minister Lim Guan Eng issued a press state-ment on 24 July, 2012 exposing the sale of land in

    Kampung Terang. He described it as immoral andunprincipled because UMNO leaders have claimed todefend Malay land rights yet at the same time sell awayMalay land. Below is CM Lims full statement :

    Director Dato Omar Haji Faudzar to return the RM 5million prot as land brokers or 57 % prot made in 3.5months to the 31 Malay landowners in Kampung Terang,Balik Pulau in Penang. Whilst both UMNO leaders havenot done anything illegal, it is immoral and unprincipled

    for them to claim to defend Malay land rights from being

    eroded and yet at the same time act as land brokers to sellaway Malay land for personal prot at the expense ofthese Malay landowners.

    Last week, Penang State Assembly Speaker Datuk

    Abdul Halim Hussain exposed this land proteeringscandal by these two UMNO leaders of nearly 10 acresof land in Kampung Terang, Balik Pula. It involves 31Malay landowners in Penang:-

    Land transferred by 31 landowners to Maison Heights

    Sdn Bhd on 31 January 2012 at a combined price of RM8.6 million;

    Maison Heights Sdn Bhd was formed on 6 March2009 to deal with construction, land, property investmentand development as well as general trading;

    Masion Heights Sdn Bhd paid-up capital is RM 1million and owned by Dato Musa with RM 500,000shares and Dato Omar with RM 499,999 whilst Omars

    brother Harun owns RM 1 share; Maison Heights Sdn Bhd sold the land to Kay Pride

    Sdn Bhd on 16 May 2012 for RM 13.5 million.

    In other words, Maison Heights Sdn Bhdor Dato Musa and Dato Omar both earned

    nearly RM 5 million from the land transac-tion in only 3.5 months. This RM 5 millionprot out of an initial investment of RM 8.6million represents a 57% prot margin inonly 3.5 months a remarkable protable

    return in such short time.Is this how UMNO leaders defend the rights

    of Malays by proting and beneting at theirexpense? Up to now both have not explainedhow the RM5.7 million prot they earnedwould benet the 31 Malay landowners.

    Previously, both UMNO leaders hadcriticised the state government for trying to take Malay

    land to chase out the Malays from Penang. UMNO hadalso criticised the state government for wanting to acquire100 acres of land in another site in Balik Pulau for educa-

    tion purposes in building the Asian Women LeadershipUniversity(AWLU). The Penang state government hadbeen subjected to such racist attacks by UMNO eventhough 60% of the land is non-Malay and 40% Malay.

    AWLU was approved by Deputy Prime Minister Tan

    Sri Muhyidin Yassin on 10 February 2012 as a key edu-cational project for transforming Malaysia into a high-income economy. Minister in the Prime Ministers De-partment Dato Seri Idris Jala had on 12 June 2012 re-quested the state government to initiate transfer of 100

    acres of land to AWLU.The Penang state government had supported this ini-

    tiative of setting up the rst womens university in Ma-laysia, as it will be run by Smith College, the top womens

    university in USA. After the state government managedto persuade AWLU to choose another site, the land ac-quisition was called off. This has not only disabled

    UMNOs racist attacks but also proves that the

    government only acquires land for public purposeonly when there is a credible proposal from a rel

    institution.At the same time, the exposure of land prote

    scandal involving UMNO leaders at the expense odinary Malay landowners proves UMNOs hypocrisaying one thing of defending the Malays but doing

    other in selling out their rights. Clearly it is not the ang PR state government but UMNO leaders sucDato Musa and Dato Omar who are selling out Mland.

    Najib should salvage UMNOs credibility by dire

    both of these UMNO leaders to return the RM5 miprot back to the 31 Malay landowners. If both of tare genuine land brokers, they are entitled to the preing market commission rate of 2% or only RM 270and not RM 5 million which works out to an astron

    cal 57% commission rate!

    CUEPACS president Datuk Omar Osman paid a cour-tesy call on Penang Chief Minister Lim Guan Eng onJuly 23 at his ofce at KOMTAR.

    After a misunderstanding over not being able to meeteach other, they met, cordially shook hands and posedfor pictures.

    Omar, had previously expressed his disappointment

    with CM Lim over allegedly givingthe civil workers union the coldshoulder. He said the issue was theresult of an oversight by the state

    Cuepacs branch.Penang Cuepacs had sent a letter

    to the previous State Secretary (DatukSeri Zainal Rahim Seman) and askedfor aid on Feb 16 last year but failed to

    get a reply.This led to some confusion on our

    part and it has come to our attentionthat Penang Cuepacs did not send anyletter to CM Lim asking for a meeting.

    In the end, Cuepacs headquarters wrote a letter toCM Lim for a meeting and he replied within a week,

    said Omar, who apologised over the misunderstand-ing. He led seven Penang Cuepacs committee mem-bers to the meeting which lasted over an hour in CMLims ofce in KOMTAR.

    Omar said based on the meeting, he concluded that

    Apublic consultation and public workshop of the Penang Transport

    Master plan was held in April and May 2012 engaging all thestakeholders. All information regarding the transport master plan were given

    to the public. Detail explanation regarding all schemes and plans for future

    transport of Penang were available for those interested in transport issues.

    The purpose of this report is to highlight a public engagement and public

    consultation activities that have been part of the process in developing the

    Penang Transport Master-plan. One to one meeting and public display

    formed part of this consultation process. The feedback and the suggestionfrom public were also taken into account to enhance this transport master

    plan for a better transport system in Penang. This report will show results

    of the public consultation and public workshop and reveal what Penangites

    want for their future transport. These results will give a mandate and guide

    the consultant to come up with a holistic and implementable transport master-

    plan for Penang.

    Apart from the 5 exposed lies, Penang BN ChairmanTeng Chang Yeow is desperate to win back Penang for

    UMNO by spinning more lies on the Jalan Zainal Abidin0.4 hectare land and the Health Ministrys refusal to grant

    a licence for a multi-discipline fully edged privatehospital. I have exposed 5 previous lies by Teng:-1) No private hospital licence, as claimed by Teng,

    has been issued by the Health Ministry to date. There isonly a no-objection letter from the Health Ministrydated 12.7.2012 that was received on 20.7.2012. A no-objection letter is not a licence but not objecting to theapplication of a licence for a private niche hospital, which

    must be made within 6 months. Teng can not deny thatthe Health Ministry had even rejected the application fora niche private hospital twice on 2.5.2012 and 22.10.2010.

    2)Majlis Perbandaran Pulau Pinang (MPPP) and thestate government had never approved a 30-storey build-

    ing on the site as claimed by Teng.

    Teng tries to spin the application by the developerfor a 30-storey building as approval when it was re-jected by MPPP, deliberately confusing application

    with approval.3)Teng claims that the 0.4 hectare site was reserved

    for public housing by the previous BN government, when

    neither Teng nor the previous state government had evermade a public statement before 2008 that it will be de-

    veloped for public housing. Teng is coming out with allsorts of documents dated before 2008 that PR stategovernment is not aware of, as our ofces were com-pletely empty when Pakatan Rakyat took over in 2008.As the 0.4 hectare site is too small, the PR state govern-

    ment has allocated 4.2 hectare in Jalan S.P Chelliah foraffordable housing. Clearly 4.2 hectares is better than the0.4 hectare;

    4) Teng claims that if BN had not exposed the mat-ter, the public would not have known of the PR state

    governments intention to develop the Jalan ZainalAbidin site into a private hospital. Penang Chief Minis-ter Lim Guan Eng had made public announcements andstatements to the press 3 years ago in the middle of 2009

    of the state governments intention to build a heritageprivate hospital in the city centre. Teng could have eas-ily searched the news on the net but yet he chose to liethat he and the public had no knowledge of the intentionto build a private hospital there; and

    5) Teng questioned the open tender exercise in thesale of the land when this tender was not only publicised

    in press announcements but also advertised in newspa-pers. The state government awarded the tender to thehighest bidder.

    Today Teng in trying to run away from his false claimsthat a private hospital licence has been approved for the

    Jalan Zainal Abidin land, is trying to divert attention towhy the state government has to refund more than RM10

    million if a pri-

    vate hospitallicence can notbe obtained.Teng has againlied that the PR

    state govern-ment gave aguarantee tothe winningbidder that ap-proval will be

    obtained to operate a private hospital from the HealtMinistry.

    The PR state government had never given such guarantee. The PR state government had made it verclear that the land sold can only be developed into

    hospital and not for any other commercial project.As part of PRs efforts to ensure Penang remains to

    in medical tourism, the Penang state government did noenvisage the difculty and refusal by the Health Mini

    try to grant a private hospital licence even though ther

    is a shortage of hospital beds in private hospitals.If the private hospital licence is not approved, it ionly fair that the land be returned to the state governmenwith monies paid refunded. It is ridiculous and confusinfor Teng now to criticise us for taking back the land whe

    Teng had criticised us previously for selling the land.If Teng is not so desperate to help UMNO win bac

    Penang, he should instead pressure the Health Ministrto grant the private hospital a licence. Instead he is morinterested in playing politics and helping UMNO tha

    LIM Siew Khim, 42 was sworn in as the Penang Mu-

    nicipal Councillor twice although she was in an ad-

    vanced stage of pregnancy. This mother of ve children

    has been a four-term Councillor.

    The fact that she has continued for four years as a

    Councillor since Pakatan Rakyat took over the admin-

    istration in Penang shows how capable this DAP politi-

    cian is. Local media is familiar with Lim as the super-

    woman who managed to juggle her pregnancies, her role

    as the Councillor and her involvement in organising

    DAP events.

    Lim works as an Administrator in DAP HQ Penang

    but she manages to attend to all her Councillor meetings.

    She is in the Public Health and OSC committees. Partof the duties includes being in the task force during

    enforcement on dirty eatery outlets, unlicensed traders

    and demolition of illegal extensions and buildings.

    Local Penangites may remember an incident when

    an angry trader at a Pasar Ramadhan threw a shoe at

    Lim. Buletin Mutiara asked how she felt about the in-

    cident and she said, That incident happened in 2009

    when we tried to coax the stall holders to carry out

    trading properly. Though it was initially quite a shock

    to me, I just accepted it as part of my job.

    Lim added, Do you know that today the same

    trader is doing her business at the better organised Pasar

    Ramadhan at Jalan Phee Choon? The traders happier

    because MPPP and the Penang State Government have

    put in much effort to ensure that they get a more or-

    derly and comfortable business location. This shows

    that Pakatan Rakyat cares and is sincere. We do not

    habour ill-feelings but we want the best for the people.

    When asked how she manages to take care of her ve

    children aged 18, 12, 4, 2 and 6 months, Lim shared,

    As a wife and mom, when I am off duty I spend all my

    time with them. I go marketing with my mum and chil-

    dren. Eating out with them on weekends. The rst thing

    I do when I get home from work is to hug and kiss my

    younger children. For the older children, I allocate time

    to chat and catch-up with them.

    Lim has played an important role in proposing and

    pushing for major upgrading of markets in Penang and

    she is happy to receive a lot of good response. She be-

    lieves there need to be more public awareness on clean-liness at hawker centres.

    The hardest challenge she nds is how to turn Penang

    into an international city. However, she is positive that

    if everyone works together the vision can be realised.

    When asked if she has any advice for women who want

    to be in politics, she said, Women play a very important

    role in politics. Certain traits women possess make them

    much better politicians. They are more sensitive, loving,

    gentle and these will greatly inuence the society. How-

    ever, time management is very important for us who hold

    several roles like wife and mother. We need the right

    personality, attitude and have to remain humble.

    Caring for our family and our state requires the same

    characteristics, Lim concluded.

    To further understand the woes of hawkers in

    Penang, the Penang Island Municipal Council

    (MPPP) held a dialogue session with the hawker

    associations in the State.

    The two-hour question and answer session, held

    at the Councils office in Jalan Padang Kota Lama,

    was participated by some 100 hawkers, the Local

    Government and Traffic Management EXCO, Chow

    Kon Yeow, MPPP Councillors Gooi Seong Kin andNg Chek Siang.

    Representatives from the markets, foodcourts and

    roadside stalls raised questions concerning cleanliness,

    toilets, infrastructure, maintenance and parking.

    One representative complained about broken

    toilets at Bandar Baru, Air Itam Market.

    Another representative complained about broken

    toilet locks and a blocked parking space for the

    disabled at Lebuh Cecil Market.

    MPPP was urged to build toilets at Bandar Baru

    Air Itam Market.

    A trader, who only wanted to be identified as

    Tong, took the MPPP to task over the presence of

    illegal traders at the Rifle Range market.

    Tong added that the market now has a lot of il-

    legal traders.

    Our business has dropped because of them.

    When the issue is still small, solve it.

    The enforcement is not rigid enough! stressed

    Tong, who was cheered by other participants during

    the dialogue between MPPP officers and the trade

    in the annual event.

    He suggested to authorities to let these illeg

    traders to apply for some of the empty lots in t

    market to run their businesses.

    However, it had been an eyesore every yearwhen they leave a huge pile of rubbish strewn

    all over the green lawns during the week

    festival. Last year, Bernard Cheen of MWatch highlighted the ugly sight on FacebParish Priest of St. Annes Church Father HRajoo had taken note of the situation and hethe Go Green, Go Clean voluntary group

    CHIEF Minister Lim Guan Eng said thevarious communities should understand each

    others culture and religion for the better-ment of the country.

    He said this during the Ehya Ramadhancontribution programme held outside MasjidAl-Huda in Sungai Ara, Penang on July 7.

    We are very fortunate to be living in apeaceful country which is made up of variousreligions and races.

    Any difference that we might have shouldnever be a cause for any disunity and mistrust

    towards each other.

    We should use our differences to furtherstrengthen our unity, he added.CM Lim said the State Government had

    allocated a total of RM215,000 in contribu-

    tion to all mosques in the State - RM5,000was given to the State Mosque, RM2,000 toeach district mosque and RM1,000 to eachqaryah mosque.

    This is the fourth year that the Pakatan

    THE above is a description left by BritishCity Valuer I.W. Hake from Penang Mu-nicipal Council in 1970s for Mr. Ong SeeFook. Thirty years later in 2012, I thinkMr. Ong as we in the Chief MinistersOfce fondly call him, remains the reliable

    CMs aide. Mr. Ong is 78 years old nowbut his excellent health, wealth of experi-ence and sharp memory remains an assetto the State Government.

    I have the honour of listening to Mr.Ong talk about the good old days in theCivil Service before Malaya achievedindependence. I started working as aClerical Clerk after my Senior Cambridge

    on 3 September, 1956 when I was 22 years

    old. Back then, an Ofcer in the CivilService was highly respected. I served thelast President of Penang Municipality -Mr. J.S.H. Cunyngham-Brown.

    Mr. Ong has served four Chief Minis-ters of Penang and one can sum up thatthis soft-spoken, gentle and patient manwas at the right place at theright time. He worked in

    Penang Municipality in1956 and came in closecontact with Tan Sri WongPow Nee who was the 1stChief Minister of Penang

    between 1966 to 1969.Thereafter, when Tun

    Dato Seri Dr. Lim Chong

    Eu took over in 1969, TunLim asked Mr. Ong to help

    him as well. Back then, theChief Minister would spendtime at the Penang Munici-pal Council. Tun Lim de-pended on Mr. Ong andeventually seconded Mr.

    Ong to work as the Personal Assistant inthe Chief Ministers Ofce on 1st Septem-ber, 1970 when the CMs Ofce was lo -cated at Bangunan Syed Putra.

    In his career as CMs aide, Mr. Ong had

    seen many changes and faced a lot ofchallenges when the Penang State wentthrough several incidents like the Emer-

    gency in 1969, the 1997 devaluation of

    the currency, tsunami in 2004 and other

    things that affected the State. Mr. Ong hadalso in his capacity as the CMs aide metH.M. Queen Elizabeth II, the Queen ofEngland on 8 March, 1972 and otherdignitaries.

    Mr. Ong had seen how local electionswere carried since 1957. When asked ifthese local elections created any sparks

    due to the keen competition of individualsto be Penang Municipal Councillors

    elected by the people, Mr. Ong laughedand said, Anything is possible in politics.But the local election was only conned

    to George Town, hence not very keenlycontested.

    Important events were captured inphotos which Mr. Ong treasures. Mr. Ongalso related how during his younger daysas the CMs aide, he would cart around a

    huge and heavy video camera and a cam-era to capture and document events at-tended by the Chief Ministers.

    He said, Past or present, it is the same.

    Each Chief Minister has his own style and

    each is different but the systemof Government is the same. Mr.Ong does not and will not di-vulge any information about anyChief Ministers style. Buletin

    Mutiara is certainly honouredthat Mr. Ong has allowed a

    glimpse of the past.Penang has moved forward from a

    colonialised state under the name Prince

    of Wales to where we are today. Penangsvision is to be an international city. Peoplelike Mr. Ong had seen the Union Jacklowered on the eve of Mederka on 31August, 1957. George Town got its city

    status on 1 January, 1957 and Mr. Ong

    recalled vividly the grand event wtook place in front of City Hall aEsplanade.
