    PENANG wants the perpetrators of therecent mob attack on the state assembly

    building to face a possible life imprison-ment for offences against the person of theYang Di-Pertuan Agong, Ruler or YangDi-Pertua Negeri.

    This is stated in the Penal Code (Act

    574) under Section 121B which reads:Whoever compasses, imagines, invents orintends the deposition or deprivation of theYang di-Pertuan Agong from the sover-eignty of Malaysia or the deprivation or

    deposition of the Ruler, his heirs or succes-

    sors, or of the Yang di-Pertua Negeri fromthe rule of a State, or the overawing bymeans of criminal force or the show of

    criminal force the Government of Malaysiaor of any State, shall be punished withimprisonment for life and shall also be li-able to fne.

    WE do not discriminate against wom-en in Penang and we at the state govern-

    ment rmly and strongly believe thatwomen have much to contribute to thestate and their perspective can add muchvalue to the economy, said PenangChief Minister Lim Guan Eng in his

    speech at the MEF National IndustrialRelations Conference on May 15.

    Lim added to this stand by pointingout that both councils in Penang Pen-ang Island Municipal Council (MPPP)

    and Seberang Perai Municipal Council

    (MPSP) - are headed by two competentand capable women with a strong back-ground in science.

    As we can all see, Penang as of now

    is cleaner, greener, safer and healthier.As much as I would like to take creditfor this, I think that this change is dueto the leadership and capabilities of thepeople leading MPPP and MPSP, Datuk

    Patahiyah Ismail and Maimunah Mohd.Shahrif respectively, Lim said.

    He said this on the rst day of the

    state assembly sitting on May 19.

    This time round, his comments weremade in regard to the outright im-moral written attack on DAP by-elec-tion candidate for Teluk Intan, Dyana

    Sofya Mohd Daud, by a local daily.Articles in the newspaper and over

    the internet condemned Dyana for beinga puppet of DAP and to top it all off,pictures of her apparently clad in reveal-

    ing swimwear were soon to follow.Further reports later showed that the

    pictures were not of Dyana but of aFilipino actress.

    It is already hard enough for women

    to step up in the political arena. To haveone willing and brave enough to do so

    go through unnecessary rude statementsand attacks on her honour and name istoo much, Lim said.

    Lim ended his speech by saying thatwe should all help encourage women totake up politics in todays day and age,and not demean them with false accusa-tions.

    IN a move to help Tamil kindergartens and Punjabi schools inPenang, the state government recently made an allocation for them.

    We have received allocations from the Penang state governmentsince 2010 when we got RM42,000, Therashan Singh, principalof Punjabi Education Centre in Butterworth, told Buletin Mutiara

    at the aid presentation event in Komtar on May 14.From 2011 until now, we have been getting RM25,000 annu-

    ally. The money is used for the teachers salaries, utility bills andother expenses. It certainly helps as we want to ensure that theyounger generation learns the language.

    The total given to three Punjabi schools this year is RM65,000while 22 Tamil kindergartens got RM100,000.

    Another RM84,000 was allocated to a Tamil Schools Committeespecial fund.

    Since 2009, when Pakatan Rakyat took over the administrationof Penang, the state government has continuously helped the Chi-nese, mission, Tamil and Islamic (Sekolah Agama Rakyat) schools.

    The event was attended by several state leaders, state agenciesand representatives of the Tamil kindergartens and Punjabi schools.

    In his speech, Chief Minister Lim Guan Eng highlighted the fact

    that the Deputy Education Minister II P. Kamalanathan had opposedthe Penang state governments proposal to set up a Tamil secondaryschool.

    The state government is willing to offer a piece of land in But-terworth for free so that the federal government can build the school.Unfortunately, in a letter dated Jan 8, the proposal was opposed by

    KARPAL Singhs name is etched ina learning centre, barely a monthafter his death on April 17.

    On May 9, Datuk Seri KalimullahHassan, chairman of ECM Libra

    Foundation, expressed ECM Librasdesire to pay tribute to the late Karpalwho served the constituency of BukitGelugor.

    This was accepted by Chief Min-

    ister Lim Guan Eng.Thank you, Datuk Seri Kalimul-

    lah and ECM Libra Foundation fornot only donating RM4 million tobuild the learning centre but also to

    name it as Karpal Singh PenangLearning Centre, Lim said at theopening of the centre.

    The state government allocated2.63 acres of land for the site at JalanKaki Bukit in Gelugor and i t took 14

    months to complete construction.Apart from the learning centre, it

    is also equipped with six badmintoncourts.

    This is a classic example of the

    success of the Public-Private Partner-ship (PPP) model in action, Limsaid to loud applause.

    In his speech, Kalimullah said:To be honest, we approached a fewother state governments before this

    offering to build such facilit ies ostate land and to let them managit. While the Chief Ministers wspoke to were enthusiastic, so fa

    CHIEF Minister Lim Guan Eng, who is

    also Bagan MP, has always made his standknown on the state of education in Ma-laysia.

    He was at the launch of the KarpalSingh Penang Learning Centre when he

    spoke at length about the situation andprovided statistics and gures and alsosuggestions on improving.

    We live in an ever fast-changingworld environment where the one assured

    path to success is a sound education sys-

    tem. Not only can education reduce in-come inequality, but it can provide socialmobility and economic opportunity to all.In short, education is the lifeboat to our

    future, he said.The World Bank in its report noted that

    a lynchpin of Malaysias transformationinto a high-income, sustainable and in-clusive economy is ensuring the country

    has a high-performing education system.It added that access to schooling is a

    necessary but insufcient condition forbuilding human capital that will propeleconomic growth. In addition to ensuringthe system has the broadest possible cov-

    erage (quantity), the quality of educationis perhaps even more critical.

    Lim pointed out that Malaysias edu-cation system is in a downward spiralfollowing the latest Organisation forEconomic Co-operation and Develop-ment (OECD) report on education assess-

    ment that only one out of 100 15-year-oldMalaysian students are able to solvecomplex problems.

    We are willing to work together withthe federal government to address the

    wide disparity between its best and worstperformers in order to improve educa-

    tional standards, he said.Giving an example of the disparity,Lim said: Whilst Malaysia invests more

    than 20% of our national budget on edu-cation, there is no value for money as suchinvestment serves to satisfy the needs ofbureaucrats rather than meet the aspira-tions of the students to acquire knowledge

    and skills in order to realise their talentand potential. For instance, Malaysiaspends less than Thailand on educationfor students in the rst 10 years of theireducation from 6 years to 15 years old.

    Luis Benveniste, the World Bankslead education specialist for the East Asiaregion, says scholars have argued that forMalaysia to catch up with high-income

    economies like Japan and South Korea,it requires the growth of a capital- andskill-intensive manufacturing sector, andof a high-productivity service industry.

    Where our education fails our econ-omy can be seen by our low number ofuniversity graduates. Gross tertiary enrol-ment in Malaysia is only 37.1%, far be-hind South Koreas 101%, Finlands 96%

    and the US 95%. About 25% of Malay-sian males between the ages of 15 and 19are in the labour force, Lim said.

    Unless there is a mindset shift towardsinvestment in education accompanied by

    high aspirations as a nation to build onhuman capital, how can we grow into ahigh-income developed economy?

    One solution towards resolving Ma-laysias education crisis is rejecting the

    stultifying one size ts all uniformityin favour of customisation that returns tothe basic principles of pursuing excel-lence and the teaching of cognitive andnon-cognitive skills.

    The time has come to empower teach-ers by rewarding the best, getting the bestout of them with cognitive and non-cognitive teaching and the ablility to helpstudents who fall behind. Malaysia has

    no choice but to develop a high-perfing education system that focuses on

    cognitive (factual knowledge) and cognitive (team work, leadershipcommunication) skills. We cannot peour education to fail our economysaid.

    We must be confident and da

    enough to invest in education. We provide our youths with opportunitiesupply them with platform to demonstheir talent and strengths. For it is

    when we are bold enough to invest ifuture can we truly be victors of it.In this light therefore, the Penang

    government will be adopting a thpronged approach towards strengtheits education system, namely:-

    - Providing annual funding to all eing partly-funded vernacular and gious schools;

    - Building learning centres withconcept of STEM - Teaching of Scie

    - Technology, English and Mathemas their main focus; and

    - Attracting world class universitiwell as adopting the German vocatschool system within multi-national

    porations.

    TAMAN Tun Sardon in Gelugor is one ofthe earliest public housing projects inPenang, having been built in 1969.

    The state government through the Pen-ang State Housing Department is givingthe 26 blocks of ats one of the most ex -pensive repainting jobs on the island andmainland.

    is constantly ensuring that the peoplespublic housing projects are maintained ingood condition, exco member for Hous-ing, Jagdeep Singh Deo told a press con-

    ference on May 21 at Taman Tun Sardon.So far, they have spent RM770,000

    here in Taman Tun Sardon to repair leakyroofs and waterproong works, removingtrees growing wildly on the walls andcleaning and repairing the pump house,

    he added.Today, we are glad to announce that

    the department has sorted out the nancialmatters and will begin the repainting workwhich we announced last year. I t will take

    six months to complete repainting all the26 blocks, he said.

    A TOTAL of 119 people had applied forthe 1Malaysia Maintenance Funds

    (TP1M) since last year but only threewere approved.

    Due to the delay in approval, theresidents in Taman Pinang ats in JalanSungai Pinang had to bear 20% of the

    RM155,000 cost for roof repairs, excofor Housing, Town and Country Planning

    Jagdeep Singh Deo said at a press confer-ence in Komtar recently, adding that 80%of the cost was borne by the state.

    Jagdeep said the state has demanded

    that the federal government reimburse itfor the delay in the approval of theTP1M.

    Under the TP1M, the federal govern-ment partially bears the maintenance of

    low-cost and low medium-cost flatscountrywide under a 90:10 and 70:30ratio respectively with the managementbodies.

    The state has allocated RM50 million

    to pay for the management bodies re-

    maining share of 10% and 30% mainte-nance costs through its Housing Assis-tance Programme of Penang.

    Jagdeep said he asked the State Treas-ury to ofcially request for the 90% orRM139,500 that should have been paid

    for this project.The state government will then reim-

    burse Taman Pinang management the20% or RM31,000, he added.The remaining of RM108,500 is for

    us to cover our contribution.He said till to date they had also com-

    pleted the maintenance work in TamanEmas, Sungai Batu in Bayan Lepas andTaman Haji Mohd Amin and Taman

    Ratna on the mainland.Jagdeep remarked that the TP1M

    funding was urgently needed in relationto works that were considered critical,like the replacement of water tanks, re-

    wiring and roof repairs.

    Breaking through

    DESECRATING the sanctity of a

    symbol of democracy here in Pen-

    ang, a group believed to comprise

    some 40 Penang Umno Youth

    members, together with a collec-

    tion of a few pro-Umno non-gov-

    ernmental organisations stormed

    the gates of the state legislative

    assembly building on May 21.

    The group, spewing violent

    words, racist remarks and a call forblood, gathered at the gates of the

    building at 2pm, demanding an

    apology from R.S.N Rayer, as-

    semblymember for Seri Delima,

    for making an anti-Umno remark

    at the assembly.

    Rayer had apprently uttered the

    statement, Umno celaka (Umno

    be damned) while debating the

    Penang Governors speech the day

    before.

    The groups protest which

    brought about an atmosphere of

    unrest the moment they arrived on

    site took a major turn for the worst

    at about 2.15pm, when they vio-

    lently shook the front gates, un-

    hinging it, an act that could have

    injured dozens in the process, and

    paved the way for eight protesters

    to muscle their way into the

    grounds.

    Once inside the hall, the mob

    demanded to see Rayer but fortu-

    nately, he and most of the state

    exco members were not present as

    the lunch break was still on. Theintruders caused a huge commo-

    tion, shouting at the top of their

    lungs and jumping on tables and

    resisting security personnel who

    were trying to escort them out.

    After 15 minutes, feeling like

    their point had been made, the

    unruly mob made their way out of

    the hall, nally listening to the as-

    semblys protocol ofcer.

    Words of hate outside the

    gates

    Once back outside, things did

    not settle down as the mob still

    demanded for Rayer. Speaking

    over a portable microphone and

    loudhailer, the group, led by Ah-

    mad Yakqub Nazri from the Ga-

    bungan Pelajar Melayu Semenan-

    jung Penang division yelled out

    statements like,

    Rayer Celaka,

    If you are a man, come out and

    say your words in front of my

    face,

    This will not end here, weknow where you live, we know

    your ofce, we know your car, we

    will nd you, and then you will be

    sorry,

    You insulted Umno and in do-

    ing so you have insulted the Ma-

    lays and directly, Islam.

    While on the topic of Rayer, the

    group also took the opportunity to

    hurl insults at the DAP political

    party, calling it racist and that this

    act today was a direct consequence

    of the actions of the party.

    At 2.45pm the police Federal

    Reserve Unit (FRU) arrived and

    formed a barricade in front of themain gate.

    mob to disperse, but to no avail as

    the call for Rayer was still going

    on strong as eggs and other objects

    were thrown at the front gates,

    damaging the state crest.

    A Resolution of some sorts

    Eventually, at about 3.20pm,

    two BN/Umno assemblymembers

    came to the gates asking for three

    leaders of the mob to come inside

    and discuss the issue.

    The three were led into a meet-

    ing room to have a closed-door

    meeting with the BN/Umno reps,

    together with assembly speaker

    Datuk Law Choo Kiang, state exco

    Chow Kon Yeow and Jagdeep

    Singh with other assembly-mem-

    bers also present.

    The meeting lasted 20 minutes

    and ended with the three being

    escorted back out the gates by the

    two Umno reps.

    As they made their way to the

    gate, the mob still going strongwith the protest, greeted them, the

    Umno reps included, with ap-

    plause and cheers of praise.

    The mob dispersed at 4.15pm.

    When the assembly reconvened

    for the after session, exco for Local

    moved a motion to condemn and

    take action against what had just

    happened.

    The House has never been

    intruded like this before in the his-

    tory of Penang and possibly even

    Malaysia. This breach is nothing

    short of an assault on the so

    Save water now before El Nino strikeTHE coming drought season,caused by the El Nino effect andexpected to begin end of this month,

    may last between six and 18 months.As such, to avoid a severe water

    shortage, Penangites must worktowards conserving water to mini-mise the effect of El Nino.

    While Penang did not sufferfrom water rationing the last timeround, the El Nino situation may bemore severe, Chief Minister LimGuan Eng said in a recent statement.

    In this regard, Lim said, the stategovernment has directed Perbadan-an Bekalan Air Pulau Pinang(PBAPP) to adopt all water supplyand water demand management

    measures, including increasingwater tariffs, to avoid water ration-

    ing.

    PBAPP has even been warnedthat if water rationing is imposeddespite adopting these measures,then heads will roll, Lim said.

    As such, the state governmenthas directed PBAPP to monitor thewater supply situation in the state.

    The water authority will provideweekly reports on the effective ca-

    pacities of the Air Itam Dam and theTeluk Bahang Dam, as well as thelevels of Sungai Muda, Penangsmain source of raw water.

    PBAPP has also been directed to

    take all the necessary precautions

    from now to prepare for the El Nio

    phenomenon.Our stand is rm: we have to

    avoid water rationing in Penang atall costs, so that our people andbusinesses do not suffer, Lim said.

    But I would like to urge allwater consumers in Penang to startconserving water now. The stategovernment and PBAPP need yourcooperation to avoid water rationingin Penang, if El Nio occurs and

    there is another long drought thisyear, Lim added.

    We have to prolong our waterreserves for as long as possible inthe face of a potential six-18 month

    drought.

    El Nio refers to the occurrence

    of warm ocean temperatures in theSouth Pacic that can create ex-

    treme droughts and oods all overthe world, including in Penang andMalaysia.

    PBAPP recently received a letterfrom the Energy, Green Technologyand Water Ministry stating that theWorld Meteorological Organisation(WMO) had forecast the possibility

    of this threat. However, the WMOis still unable to assess its potentialglobal impact.

    In the letter, the ministrys secre-tary-general, Datuk Loo Took Gee,

    pointed out that the hot and dryseason last January and February

    had affected water supply in JNegri Sembilan, Perak, Selaand Kuala Lumpur.

    FROM June 1, a local government fee will be imposed

    on all hotel guests in Penang and the rates vary accord-ing to the type of hotel the guest is staying in.

    Four and ve-star hotels will charge RM3 per roomper night and RM2 will be charged per room per nightfor three-star hotels and below including all dormitories,

    budget hotels, hostels and guest houses, said a statementon the Visit Penang website.

    The fee will be imposed on all hotel guests who arestaying from June 1 onwards regardless of whether thebookings were made prior to the enforcement date.

    For the month of June, the fee collected by the hotels

    will be submitted to the local government by month endbut from July onwards, the fee will be submitted every

    two months.The proceeds generated from the fees will be utilised

    for the development and promotion of tourism infra-structures in Penang.

    A committee called the Penang Local Government

    Fee Committee, chaired by the Penang Chief Ministerwith representatives of the local councils and hotel as-sociation, will be the deciding body on how the fees willbe used effectively.

    The fee will also be imposed even on unlicensed andunrated hotels.

    However, these hotels are encouraged to apply for

    their licences as soon as possible.In this regard, the local government will help ease

    the process for these hotels to obtain their licence

    MAJILIS Perbandaran SeberangPerai (MPSP) has taken their

    annual Budget Survey to newheights. It has broadened its out-reach and has made a concertedeffort to reach out to as manyresidents of Seberang Perai as

    possible. In previous years thefocus had mainly been on theonline budget survey but its im-pact had been limited as it wasonly available to those who had

    internet access.

    In preparing for the 2015budget survey the managementof MPSP was motivated by theobjective to encourage participa-

    tory decision making and also tobe gender responsive. Right fromthe stage of preparing the ques-tions to be included in the survey MPSP, sought the input of

    Penang Womens DevelopmentCorporations (PWDC) - genderresponsive and participatorybudgeting team. This consciouseffort on the part of MPSP to

    ensure that gender perspectivesare covered in the questionnaireis a clear testimony that the years

    of collaboration, since 2012,between PWDC and MPSP havebegun to bear fruits.

    Arising from a Gender Com-mittee meeting held on March21, 2014 it was decided that

    MPSP budget survey questionsbe made available in four lan-guages, Bahasa Malaysia, Man-darin, Tamil and English. Themeeting which was attended by

    several Municipal Councillorsand Heads of Departments alsoconcluded that the budget surveymust reach out and be inclusive.

    In line with the aim to reachout and specically to hear the

    voices of women, on May 5, theState Exco for Women, Family,

    Youth, Sports and Community

    Development and concurrentlythe Chairperson of PWDC, PuanChong Eng, together with MP-

    SPs YDP Puan Maimunah Sha-rif called for a special session

    inviting members of BrigedWanita (Penangs Women Bri-gade) to complete the budgetsurvey questionnaire.

    The session re-ceived the strongsupport of the

    Briged Wanitamembers fromstate constituenciessuch as BaganDalam, Permatang

    Pasir, Padang Lalang, PinangTunggal, Sungei Acheh and Pen-anti. Dr. Norlela Arifn the stateassembly person for Penanti was

    also on hand to lend her supportand a strong contingent of BrigedWanita members from Penantiparticipated in the survey.

    The objective of the specialbudget survey session with mem-

    bers of Briged Wanita was torecord the voices of women. It

    was to tap into the wide networkof available members and pro-vide them with a platform toaddress the budget survey from

    IN a bizarre turn of events, BukitGelugor by-election candidateAbu Backer Sidek Mohd Zancaused a ruckus when he tried to

    meet Chief Minister Lim GuanEng at the Penang State Legisla-tive Assembly in the most pecu-liar of ways.

    Abu Backer had arrived at the

    building at about 12.30pm, try-ing to meet the Chief Ministerbut was denied a meeting.

    When the Chief Ministersofficial car was seen leaving the

    premises, Abu Backer stepped infront of the car, and appe ared to

    have kicked the vehicle andbanged on it in frustration, in-sisting the Chief Minister come

    out to meet him.Seeing that things werent go-

    ing anywhere, and after the as-sembly hall guards tried to re-move him, the by-election can-

    didate jumped at the CMs car,fell, then apparently faintedand placed his head, while on theground, comfortably under thefront portion of the vehicle.

    HERITAGE is probably the

    right word to describe thedelicious foods at the PadangBrown afternoon hawkersstalls, or commonly known asPadang. My father used to

    sell popiah under the trees in

    the 1950s before this stall wasbuilt, popiah seller Ong LengHin, 58, said.

    The popiah, or fresh springroll, is probably the best in

    Penang as the recipe has re-mained unchanged.

    Crab meat is used in thepopiah and the roll is full ofeggs, soyabean cakes, turnips

    and carrots.What makes the popiah

    outstanding is the sauce thathas a rich taste of seafood andis orangey in colour.

    It is served piping hot,with seafood and crunchy

    vegetables.A trip to

    Padang is not complete with-out bowls of cendol and aiska-

    cang. Again, this is anotherstall that has maintained thetraditional way of preparingthe sweet dessert.

    Small red beans are slow

    cooked till soft, while thecendol remains handmade and

    has pandan fragrance.Ooi Kean Hye, or fondlyknown as Lou Wong, is 57 and

    took over his fathers businessas well.

    His mouth is as sweet as thedesserts he sells.
