Bowleys Quarters Improvement Association 1124 Bowleys Quarters Rd. Baltimore, MD 21220 Baltimore County Police Chief Melissa Hyatt will be speaking at our March 12th meeting. After rising to Colo- nel and serving 20 years with the Baltimore City Police as well as a brief career as Vice President of Security for Johns Hopkins Medicine and Johns Hopkins University, Hyatt was sworn in as Baltimore Countys Police Chief on June 17, 2019. She is a Reisterstown resident who was raised in Randallstown with policing in her blood. She is the first female Chief to serve the County. We look forward to greeting and congratulating her and hearing her vision for Baltimore County. Lets give her a show of appreciation! In addition, updates on Bay Concrete, C.P. Crane, Middle River Civic Council is- sues and actions, and other information pertinent to our area will be addressed. Volume 82 Issue 3 M ARCH P REVIEW March 2020 T HE D OCK L INE F EBRUARY M EETING H IGHLIGHTS Sandy Marenberg, Director of Blue Ocean Realty, LLC, provided an update on Aviation Station. Sixty two acres have been settled with the MARC station having 2 acres. Because of the historic trust is- sues, Sandy needs to get three government agencies to agree be- fore putting one telephone pole one foot in the ground . It is a slow process. It will be a five to seven year long process to get Aviation Station opened so updates will constanly be readjusted. Hopefully most have noticed that the litter and boats are gone and as quickly as possible they are removing asbestos from in and around the buildings. The 14 acres in the front are relative- ly clean. The back 40 may have some asbestos and other issues but this is all under the Department of Environment and nothing to be alarmed about. They are cleaning it up to everyones standards. At this time the building does not have power but hopefully this will happen in 6 months. Sometime later this year, this building will be occupiable. They still need to address window repair, there are 300,00 to 400,000 individual panes of glass in the old windows. They have lined up tenants but the timeframe is an issue. In the tall bay (120,000 square feet) SPIRE, an Olympic/ para Olympic training facility is going to run a similar facility as Coppermine. Those looking for indoor courts will be happy to know that Pickleball is among the offerings of participatory sports. Martins Aviation Musem will also be housed there in 25,000 square feet of space donated by Blue Ocean. The second floor will be more for people thinking of sports in a broader sensee-sports, gokarts, etc. The first floor would also house store- fronts as well as medical offices, etc. The lower level will have covered parking. The rear of the lower level will be used for additional parking or storage. Starbucks wants a space, Burger King wants a space, and Hilton True wants a space for a hotel. The County wants a TOD, Transit Orient-ed Development. Blue Ocean needs a mix of credit tenants to raise money so they are also looking for a few chain stores. They want this to be an indoor out-door destination for families but they need some well heeled tenants. The 50 acres are in the process of county engineering approval to then apply for per-mits. The front acres won’t be submitted to that pro-cess until the summer. A traffic study is occurring now from 702 to beyond Carroll Island Rd. There will be a need to widen roads. Business Meeting The treasurers report and minutes were approved. Dave Hash provided an update on the most recent hearing regarding Bay Country Concrete. The attor-neys for each side will submit their final arguments in writing by March 12th and then after those are re-viewed by the presiding officers there will be another public meeting and a final decision. Siu Cheung pro-vided additional insights.

BQIA History– The file cabinets were emptied and historical information is being sorted and organized to take a look back at our history.

CP Crane Update– Jim reported that the gas gener-ating plant is not out of the realm of possibilities in-cluding a battery backup and some solar. Two com-panies have come to them asking to purchase and build. They went for the zoning of heavy manufactur-ing because it will be easier in the future to down-grade than to request an upgrade. The demolition is done for now. No one knows when or if the rest is coming down.

Jim shared information on the BQIA building repair, membership, and the CP Crane petition.

A donation was made to a scholarship fund in honor of Officer Natalie’s son Garrett who was killed.

Deb Musgrave spoke about the Coffee for Vets visit. This is our fifth year of Coffee for Vets! (See p.4)

Bob Palmer reported on the possible Safe Harbor Carroll Island Marina entrance change from Carroll Island Shopping Center.

Jim reported on EMRCC– County Executive Johnny Olszewski will have a District 6 Town Hall at CCBC on March 18. –The development of the McBride Property on Ebenezer Rd. near Earls Rd. is still be-ing negotiated.– District 6 submissions to CZMP from this area were read and discussed.–The fireworks will be in Middle River again! –There is a Friends of Hart and Miller Island group (check it out on Facebook)
