In the last 5 years, ECS Carolinas, LLP (ECS) has had the pleasure of working on over 150 jail and courthouse projects throughout the Carolinas. We have also completed 122 projects in Bladen County, including 47 projects in Elizabethtown.

Through our project experience, ECS has come to understand the needs and response time associated with this type o f contract. The references included in this submittal can attest to our knowledge and skill in dealing with these processes.

Additionally, ECS maintains proprietary computer software known as our "Field Report and Electronic Distribution (FRED)" that expedites and tracks projects to assist in up-to-date project status, budget, and reporting information. ECS field technicians utilize our FRED system on projects, making a completely digital method of information transmittal. The FRED system is a quick, efficient and accurate process. This allows us to provide site details in a timely fashion and promptly distribute results. More detailed information about FRED can be found later in this submittal.

Mr. Dowell has over 10 years experience in geotechnical engineering, quality control management, and construction materials testing (CMT) services. He has performed subsurface explorations and managed CMT projects in the fields of education, commercial, military, industrial, healthcare, and residential (multifamily). These projects involved both in-situ and laboratory testing of soil and rock, for the design and construction of both new facilities and additions to existing structures. Integral to the subsurface explorations, he has performed analyses for deep and shallow foundations (settlements and bearing capacity), pavements (section thicknesses), retaining wall design (lateral pressures), and site seismic classification. Responsibilities also include preparing proposals for geotechnical and construction materials testing services, and training staff engineers and field technicians.

Mr. Clyburn has over 20 years of experience and is a Principal Engineer for ECS Carolinas, LLP. Mr. Clyburn is responsible for the financial management, training, business development, and quality of service for ECS' operating units, which provide professional engineering and design services, construction materials engineering, special inspections and environmental services. Mr. Clyburn has experience as a construction engineer and geotechnical engineer and has managed numerous construction testing and geotechnical engineering projects including troubleshooting problems with soils, concrete, masonry, pavements and roofing systems.

SUBSURFACE INVESTIGATIONS - Mr. Clyburn has extensive experience preparing proposals, managing, and executing a wide variety of subsurface investigation projects. His experience includes coordinating field personnel, adapting fieldwork to adverse conditions, evaluating subsurface conditions, and developing detailed recommendations for foundations and site development. His project experience ranges from residential projects to multi-story office buildings, large industrial and manufacturing buildings and municipal water and wastewater storage and treatment facilities and highway and rail bridges. His foundation experience includes a variety of shallow and deep foundation types.

TESTING A N D INSPECTION- Mr. Clyburn has managed hundreds of construction and testing projects. He has consulted with clients, architects and engineers in developing testing programs for all types of construction projects. He has managed testing programs for

manufacturing, mid-rise structures, commercial and retail development. He has reviewed construction testing reports, resolved problems related to construction materials and construction problems. Mr. Clyburn specializes in innovative uses of low grade fill soils and the usage of high plasticity clays and topsoil.

FOUNDATION INVESTIGATION - Mr. Clyburn has performed numerous geotechnical explorations. He has determined field exploration requirements, directed drill crews, evaluated soil test boring data and prepared geotechnical recommendations. Mr. Clyburn has provided recommendations for shallow, deep and pile foundations.

ROLLER COMPACTED CONCRETE (RCC) - Mr. Clyburn is experienced in the placement methods, testing, and inspecting of RCC. Due to the unique composition of RCC, Mr. Clyburn has been trained in density testing to ensure RCC has been sufficiently compacted to achieve optimal strength as well as the various placement methods for the RCC mix to meet the design and performance objectives.

Mr. Smith is the Environmental Department Manager and Principal Geologist of ECS Carolinas, LLP Raleigh Branch. As the Environmental Manager, Mr. Smith is responsible for management, oversight, and technical review of ECS environmental services, including Phase I and II Environmental Site Assessments (ESAs), soil and groundwater remediation, underground storage tank (UST) assessment and removal, risk and remedial assessments, asbestos, mold and hazardous materials surveys, contaminant delineations, developing corrective action plans (CAPs), hydrogeologic studies, Environmental Impact Statements, natural resources, and wetlands delineation studies.

TRANSACTIONAL E N V I R O N M E N T A L SITE ASSESSMENTS

- Mr. Smith has performed over one hundred transactional ESAs since 2005. Phase I ESAs have consisted of observation/ research/ inquiry studies to identify potential environmental liabilities. He has experience performing preliminary environmental site assessments to evaluate on-site and off-site concerns that may impact the site soil and/or groundwater, and assisting with Phase II environmental assessments. Types of assessments include leaking underground storage tanks (USTs), oil and hazardous material spills, and wastewater discharges. On-site activities include locating and drilling soil borings, collecting and screening soil samples, installing monitoring wells, and collecting groundwater samples.

Project types range from residential developments to commercial business properties, industrial facilities, and publicly owned facilities. Clientele includes buyer/ seller private owners and developers, commercial developers, trucking companies, industrial entities, insurance companies, banks, realtors, and legal firms.

REGULATORY ASSESSMENTS/REMEDIATION - Mr. Smith has completed hundreds of environmental investigations to satisfy State regulatory requirements relating to documented contamination of soil, groundwater, surface water, and vapor. Investigations include risk-based assessments, and soil and groundwater contaminant delineations. Mr. Smith has completed dozens of CAPs, remedial action plans (RAPs) and Quality Assurance Project Plans (QAPPs) to remediate contaminated soil and groundwater from sources including, but not limited to, petroleum hydrocarbons, chlorinated solvents, metals, and PCBs.

UNDERGROUND STORAGE TANKS - Mr. Smith has managed dozens of UST assessments, removals, and remedial activities to applicable State regulatory guidelines and assisted with the reimbursement to applicable State UST Trust Funds.

GROUNDWATER HYDROGEOLOGY - Mr. Smith has conducted groundwater investigations for geological, geotechnical, and environmental projects. Hydrogeologic studies have involved the installation of monitoring wells, observation of rock coring, dewatering, groundwater monitoring and sampling, aquifer testing (aquifer, step-drawdown, specific capacity, and slug tests), and pilot testing (air sparging and vapor extraction).

Current Workload ECS' principals lead all project teams and are intimately involved in all day-to-day decisions and interactions with clients. We are available and easily reached at any time of the day or night. We also have the resources and capacity to comfortably implement the anticipated workload throughout this contract.

The company's current workload is stable and manageable and is below our production capacity. While the current recession has impacted the entire industry, we are glad to state that we still maintain a staff of over 300 professionals throughout the Carolinas with expertise in geotechnical engineering, construction materials testing, and special inspections. ECS has the ability to provide timely, efficient, and high-quality of service to Bladen County With 10 technicians in the Fayetteville office and an additional 140 technicians throughout the Carolinas, ECS has the staff to provide services to meet the time and budget requirements of Bladen County.

Inspections are scheduled with the project construction team on a day-to-day basis by established communications procedures between our scheduling director and the authorized person(s) on the contractor or construction management team. Once a task is scheduled, such as a concrete placement, then the assigned technician is scheduled to be at the placement location at the appropriate time to accomplish the necessary observation and sampling indicated in the contract documents.

Levels of Technology Used by Our Office

ECS has an IT Division centralized in our corporate headquarters with a support staff in the Carolinas. As such, we have customized internal systems based on a wireless platform. ECS utilizes fully integrated data processing programs, calculation programs and CADD programs allows for the efficient handling of projects and allows for schedules to be met. ECS is proficient in both AutoCADD and Microstation. Since ECS uses an electronic platform for data analysis and CADD generation, the connectivity between offices makes load leveling a seamless process which allows us to perform ahead of schedule. ECS is an industry leader in the use of Shear Wave Velocity Testing and Seismic Refraction Studies. A brief summary of our geotechnical engineering analysis software includes GeoStudio, MSEW, SRW, WEAP, LPILE and glNT.

ECS has extensive CAD capabilities and has developed in-house programs to automate many drafting tasks. We are primarily an AutoCAD shop, but can work with Microstation files as well. We produce many different kinds of drawings, including geotechnical boring log profiles that are automatically generated by a third party boring log application. Boring location diagrams that are created using GPS technology to ensure accuracy and can include data imported from our REMI devices. We also create retaining wall plans and details, Architectural plans, Environmental site plans and many other kinds of drawings.

ECS field technicians utilize our proprietary Field Report and Electronic Distribution (FRED) system. This is a completely digital method of construction materials testing information transmittal. The FRED system is a quick, efficient and accurate process. Using a hand-held electronic distribution, the Field Technician writes the report on the construction site and transmits it to the office. The Project Manager/Principal Engineer then reviews and approves the report. The Client will then receive the report via email, within hours of completion. These reports can also be faxed or mailed as needed. With FRED, finalized reports are typically delivered in 2 business days or less (often less than one day) from when the work was performed. Also, everyday construction problems in the field can be resolved quickly by the project engineer, thus saving the client time and money. The reports are written on-site, resulting in more precise data and observations. Our paperless reporting system can be instantly forwarded to all parties involved.

The Construction Materials Testing Group provides testing services required by code and/or project specifications. Our unique electronic reporting system delivers field and laboratory reports rapidly, giving the construction team valuable information on a timely basis. Special Inspections

ECS is capable o f providing Special Inspections on your project. Our special inspectors are responsible for performing concrete testing, bolt and welding testing/inspections, masonry/precast inspections, and other quality control testing services. All necessary personnel maintain the necessary certifications as well as any certifications (NICET, ACI, ICC, CWI, etc.) applicable to the testing/inspection services being performed.

ECS is qualified to perform Special Inspections (SI) projects and provides testing and special inspection services based on NCBC Chapter 17 Structural Tests and Special Inspections.
