S.C. Blom International Operations SRL

belongs to the Blom Group. The head

quarters of the Group, Blom Nordic

Holding, are located in Oslo, Norway.

Blom Group is the leading provider of

geospatial services in Europe, both for

institutions of public administration and

private companies.

Blom has unique spatial database

containing maps, pictures and three-

dimensional models.

With a special emphasis on online

services, Blom provides data and

solutions to a wide range of clients and

enables partners to develop various

complex applications with access to the

geospatial data they hold.

S.C. Blom International Operations

SRL is the operation center of the

Blom Group located in Targoviste,

Romania with about 160 staff. There is

a competence center of digital map

data production and any kind of

production for Geoinformatics projects

has been created.

The company currently holds an

impressive portfolio of completed

contracts and continues to provide

services in the areas of digital

mapping, data production,

Geoinformatics, photogrammetric

work, image processing, three-

dimensional modeling, conversion and

management of geospatial data.

In international operations, providing

digital mapping services to other units

of the Blom Group as e.g. Blom

Aerofilms (UK), Blom Kartta (Finland),

Blom Deutschland (Germany) and

ending with ongoing projects like in the

UK, Denmark, Spain, Sweden, Norway,

France or Italy.

But also for external clients from

Europe, Africa and Asia the company is

active in the above mentioned

professional fields.

Ralf Schroth German, studied Geodesy at Stuttgart University, PhD in

Photogrammetry, legal surveyor. About 30 years in the management of

a variety of international companies in Europe, Middle East and Africa.

Experiences in project management, operations and general

contracting. Lecturer at the University of Hanover.

Managing Director of Blom International Operations

Jörg-Dieter Grumblat German, studied Agriculture and Landscape Ecology at the University of

Kiel, PhD in Agricultural Science. Management of companies and

production entities in the field of GIS, Digital Cartography, Photo

Interpretation, LiDAR for about 28 years. Operating experience in

Europe, Asia, South America.

Division Manager

Adrian Ionescu Romanian, studied Electronics Engineering at Valahia University of

Targoviste. About 11 years in Blom Group with experience in project

management, aerial operations and sensors operations, sales and pre-

sales activities, management of production facility with main focus on

3D photogrammetry, digital photogrammetry, 2D mapping and LiDAR.

Operating experience in Europe.

Division Manager

Valerica Soare Romanian, studied Finance at Valahia University of Targoviste. About 5

years in Blom Group with experience in Human Resources and Financial Field with main focus on human resources, health and safety. Experience abroad.

Photogrammetry Direct

(GNSS/INS) or indirect (aerial

triangulation) geo-referenced aerial

images are used to produce raster or

vector data (2D/3D) by digital image

processing techniques and 3D stereo

restitution. Software used are from

Trimble/Inpho, SmartTech, Bentley,

ESRI, KTL. BAE, etc. The results are

graphical data bases with raster

(image) or vector information.

LiDAR – Airborne and

Mobile Laser Scanning

Point clouds from various laser scanner

systems are processed and edited.

Interactive and automated

classification is performed to create

terrain models. Additionally buildings

for 3D city models can be extracted,

power lines detected and valuable data

for forest inventories can be supplied.

Digital orthophotos are produced and

used for mapping purposes.

The latest LiDAR data processing

software from Terrasolid in

combination with Bentley's Microstation

is applied.

Mapping, Modeling and GIS

A variety of different applications are in

use. Some examples are updating of

2D line maps by digital orthophotos,

generation of 3D city models or 3D

landmarks (Blom3D), generation of

seamless oblique images

(BlomOBLIQUE and BlomORTHO),

digitization of highway assets out of

mobile mapping, utility mapping for

telephone, gas, water and electricity

suppliers, etc.

Mapping Division

Mapping Division is organized in 3 sections: 3D-Photogrammetry, Digital

Photogrammetry, 2D-Mapping

3D-Photogrammetry Section

Main activities are 3D vector mapping for different scale such as 1:500, 1:1.000,

1:2.000 etc., update of existing maps based on recent photo flights, DTM (digital

terrain model) generation and editing for orthophoto rectification or contour lines,

contour lines generation with different equidistance, vector mapping for true

orthophoto generation or 3D city model building.

Digital Photogrammetry Section

Main activities are orthophoto generation, mosaicking, seamlines generation and

editing, radiometric and geometric corrections of the final mosaic product, image

geo-referencing, MIDAS processing.

2D Mapping Section

Main activities are: vectorization and vector editing based on orthophotos or

converting analog maps into digital form (experience in the field of real estate

cadastre, a wide range of utilities network, 3D vector processing), 3D modeling

(vector validation and adjustment for more than 200 cities from BLOM Urbex, 3D City

Models database, 3D models validation for BLOM Landmarks, 3D model creation),

radiometric and geometric corrections of BLOM Urbex image libraries.

Topobase Defense Division

Topobase Defense Division is organized in 2 sections: Production and Quality

Assurance

Production Section

TBD is performing photo interpretation, digitization and data management in the

frame of military cartography and geodata projects. Main products are digital maps

and geodata sets in a reference scale 1:50.000 or higher, based on high resolution

satellite images. TBD employs actually 40 persons, most of them with university

degrees. TBD is using GIS software from Northgate, ESRI and Intergraph.

QA Section

The high quality and reliability of the maps produced by TBD is ensured by an

extended and specially designed QC process. The QA section acts in close

collaboration with the client, it handles the knowledge transfer to the production

team and maintains the technical documentation.

GIS Division

GIS Division is organized in 2 sections: GIS Production and LiDAR

GIS Production Section

The production and analysis of geographic data is the core area of the GIS production

section. References are the mapping of highway assets, the compilation of network

information systems for telecoms and district heating companies, the analysis of

terrain models for slope maps and the creation of large scale maps by means of 2D

interpretation of aerial images. Besides the standard GIS software from ESRI

(ArcGIS) and Intergraph (Geomedia) often tools adapted to the task are applied, as

specialized mapping software or working remotely on the client's site.

LIDAR Section

LIDAR section has experience working with data acquired using airborne and mobile

laser systems for various areas of applications e.g. road/railways networks, power

lines management, urban modeling and planning, forestry inventory. The Section is

performing laser data manual and automatic classification, DTM/DSM generation,

contour line generation, orthophoto production, mosaicking and radiometric

adjustments, 2D/3D mapping, mobile mapping, based on Terrasolid software.

Professional Disciplines:

Surveying engineering, GIS engineering, geography and environment specialist,

programming and tools development, software development, automatization

engineering, mechanical and electronic design, sensor operators, mathematics, etc.

Nearly all staff is educated at university level, in house training in close relation with

the Blom Group entities and external training is specializing to the individual

demands of the different projects.
