Prep USA is part of the Tomorrow Project Academies of the University of the Pacific; a one month long program to prepare young students for careers in science, technology, engineering and mathematics (STEM) and to subsequently increase high school success and college preparation. “This summer we worked on engineering projects like building a bridge with toothpicks and a catapult made with popsicle sticks and rubber bands,” explained Newsom.

The first generation was composed of middle school students selected throughout the county by their high aptitudes in math or science. “I hope to continue the effort and grow the program,” said astronaut, Jose Hernandez,

enviará cartas a cerca de 100.000 preparadores de

declaraciones de impuestos que prepararon declaraciones

en el 2011, pero no siguieron los nuevos requisitos.

En el 2010, el IRS puso en marcha una iniciativa para

aumentar la supervisión de la industria de preparación

de declaraciones de impuestos y regular la conducta de los preparadores de impuestos. Todos

los preparadores de impuestos pagados tienen que obtener un Número de Identificación de Preparador de Impuestos (PTIN,

por sus siglas en inglés) y, cuando sea requerido, firmar su nombre e incluir sus PTINs en las declaraciones y reclamos de

reembolso que preparan por paga. A partir del 7 de julio de 2011, el IRS comenzó a enviar

cartas a cerca de 100.000 preparadores de declaraciones de impuestos que utilizaron PTINs obsoletos o usaron sus números de seguro social como números de identificación

WASHINGTON — As part of its new oversight program of the nation’s tax

return preparation industry, the Internal Revenue Service today announced it will send letters to approximately 100,000 tax return preparers

who prepared returns in 2011 but failed to follow new requirements.

In 2010, the IRS launched an initiative to increase

its oversight of the tax return preparation industry

and regulate the conduct of tax return preparers. All paid tax return preparers must

obtain a Preparer Tax Identification Number (PTIN) and, when required to do so, sign their names and include their PTINs on the returns and refund claims they prepare for compensation.

Starting July 7, 2011, the IRS began sending letters to about 100,000 tax return preparers who either used outdated PTINs or used social security numbers as identifying numbers on returns they prepared this filing season. The letters explain the new oversight program, inform preparers of how to register for a new PTIN, or renew an old PTIN, and where to get assistance.

“The vast majority of federal tax return preparers complied with the rules. Obviously, some preparers did not get the word, so these letters provide additional information so they can register as soon as possible,” said IRS Commissioner Doug Shulman. “We owe it to the compliant tax preparers to make sure that everyone is on a level playing field.”

The IRS launched its PTIN registration program last fall. Since then, about 712,000 tax preparers have registered and obtained PTINs. Paid preparers who are not Certified Public Accountants, attorneys or Enrolled Agents, have

ST OCK T ON CA - The “Hands on Health Express Tour” led by the California First Five stopped on Tuesday July, 12th at the Children’s Museum to give families a nutritious exhibition.

The interactive exhibit is specifically designed to support healthy nutrition and exercise for children of ages 5 and under.

“We are trying to get the kids to start off right, to have good habits early and then it just carries on so when they are our age they are way ahead on the game said,” Education trainer, Frank Berumen.

The mobile tour visits as many counties as possible throughout the year in order to fight child obesity.

A recent study by the California Center for Public Health Advocacy, states that one out of every four children in California is overweight.

“We are trying to get the kids ready, with healthy lifestyles and getting them active,” said Berumen.

Kids participated in learning activities such a spin wheel, coloring and a farmers market while the parents learn about health services and picked up nutrition tips, like advice booklets, diet plans, cook books and other resources available in San Joaquin County. ■

El pasto tiende a crecer en la dirección que fue cor-tado. Para prevenir que el césped se incline a un lado o sobre otro, altere la dirección cada vez que corte el pasto. El cortar el pasto inmediatamente después de irrigar causa que el pasto se pegue en la cuchilla causando que la cortadora de pasto se atore. Espero a que se evapore lo húmedo del pasto antes de cortarlo.

Cuanto, cuando y que tan seguido cortar el pasto

La sobrevivencia del pasto depende en tener una cantidad de superficie de hoja adecuada para que pueda comer por medio de fotosíntesis. Al cortar el pasto muy corto le remueve mucha area de alimentación al pasto. Si el pasto no se alimenta, el césped se adelgaza y se ve muy pobre. El recortar muy alto puede lastimas la apariencia y la utilidad del terreno.

Many homeowners want the best looking lawn in their neighborhood. Here are a few tips from the UC Master Gardeners on having a healthy lawn without overdoing it.

Mowing established lawnsVary the mowing direction

Grass tends to grow in the direction it is mowed. To prevent your lawn from appearing to lean one way or the other, change your mowing direction each time you mow. Mowing the lawn soon after it has been watered causes the grass to stick to the mower blades and clog the mower. Wait until the grass has time to dry before mowing.

How much, when, and how often to mow

Grass survival depends on having adequate leaf surface for food production through photosynthesis. Mowing too low removes too much of the food producing area. As the grass starves, the lawn thins and looks poor. Mowing too high can hurt the appearance or usefulness of the turf.

Remove one-third of the height at a time

Mow often enough so that only one-third of the leaf is removed at any one time. Do not drastically or sud-denly change the cutting height. If the grass becomes too tall, reestablish the recommended height by mow-ing more frequently for a while and gradually lowering the mowing height of successive cuttings, following the one-third rule.

Grasscycling what to do with the grass clippings

If you mow your lawn at the right frequency, cut at the proper height for your species, and remove no more than one-third of the leaf blade each time you mow, you can let your grass clippings remain on the lawn and return nutrients back to the soil. Grasscycling supplies about 20% of the fertilizer requirements of most grasses. Grasscycling may also be done with a recycling (mulch-ing) mower, which cuts the clippings into small pieces and returns them to the lawn where they decompose quickly, return nutrients to the lawn, and save costs for bagging, removal, and landfill operations.

When to water

Your lawn needs water when the top two inches of soil have dried out. If footprints remain visible after walk-ing on the lawn or if the grass has changed color or has started to wilt, you have withheld too much water.

The best times to water are between 2 and 8 in the morning. At these times, water use is most efficient, water loss from evaporation is minimal, and distribution is usually good because of good water pressure and lim-ited wind. During the afternoon, water is wasted due to high evaporation rates. Do not water during the evening or pre-midnight hours because grass is susceptible to diseases if wet during cool nights.

Water deep and infrequently

As turf is established, roots extend deeper into the soil. Light sprinkling encourages root development near the soil surface and stunts deeper root growth. Shallow root systems require frequent watering to keep the surface wet, creating an ideal environment for weeds and dis-eases. Allow water to penetrate the top 6 to 8 inches of soil to promote healthy root growth.

Water uniformly

Lawns need uniform coverage to maintain vigor and a healthy appearance. Brown spots in alawn are often due to uneven coverage. Check your

sprinklers to make sure they apply waterevenly.

Do not overwater

Too much water is wasteful and can increase turf growth, which requires more frequent mowing.Saturated soil can cause poor soil aeration and, as a result, weaken turf, making it vulnerable todiseases and invasions of weeds.

Officials Unveil Federal Strategy to Promote U.S. Based Electronics Recycling

WASHINGTON - July 19, 2011 in Austin, Texas,

at a certified electronics recycling center, U.S. Envi-ronmental Protection Agency Administrator Lisa P. Jackson, General Services Administrator Martha N. Johnson, and White House Council on Environmental Quality Chair Nancy Sutley were joined by the CEOs of Dell Inc. and Sprint, and senior executives from Sony Electronics to release the Obama Administration’s “National Strategy for Electronics Stewardship” – a strategy for the responsible electronic design, pur-chasing, management and recycling that will promote the burgeoning electronics recycling market and jobs of the future here at home. The announcement in-cludes the first voluntary commitments made by Dell, Sprint and Sony to EPA’s industry partnership aimed at promoting environmentally sound management of used electronics.

The Administration’s strategy also commits the

federal government to take specific actions that will encourage the more environmentally friendly design of electronic products, promote recycling of used or discarded electronics, and advance a domestic market for electronics recycling that will protect public health and create jobs.

State Fair Recycles Left Overs

SACRAMENTO, CA - 2011 California State Fair, July 14-31 is trying something new this year. With support from the Department of Resources Recycling and Recovery (CalRecycle), Cal Expo is adding food waste diversion to its list of State Fair waste reduc-tion activities.

“We work with CalRecycle throughout the year reporting our disposal and recycling activities,” said Cal Expo Deputy Manager Paul Gillingham. “When CalRecycle staff suggested food waste composting, we jumped at the chance to ‘recycle’ our food scraps. We also want to encourage our fair visitors to learn more about composting and try it at home. ”

Stockton- “To the Children s Museum of Stockton thanks for giving our kids the license to dream big” wrote NASA astronaut Jose Hernandez on a picture that he donated to the Children s Mu-seum on Friday July 15, 2011.

Hernandez donated his blue training flight suit, an autographed photo and a video with the narra-tion of his 14- day flight to space.

“This will allow the kids to see and read my story” said Hernandez who was raised in Stockton, and was part of the crew aboard the Space Shuttle Discovery in 2009.

“Because I grew up here and went to school here; what I want is for them to realize that I’m not very different from them and that they should not to be afraid to dream big.”

All items will be part of the

museum’s new exhibit that rep-resents the solar system and its various elements.

“We want to have an edu-cational facility to the children and families of the San Joaquin County and the Central Valley,” said Yvette Remlinger, Direc-tor at the Children’s Museum of Stockton, “We have been honor to receive the flight suit of the Jose Hernandez.”

The suit will be properly hung and open to the more 55, 000 thousand people that visit the museum annually around October.■

Stockton CA — Local art-ist gathered their most vibrant and creative work at the summer exhibit of the San Joaquin Delta College Regional Artists Show at the LH Horton Jr. Gallery of the San Joaquin Delta College ended its exhibit on July 20th.

This exhibit features the work of l6 local artists in different cat-egories such as photography with artists like Arturo Vera, paintings with the work of Jim Coston and Sarah Lippincott, etchings with Patti Kennedy, and in ceramics with the artist Bruce Cadman.

Many of the artists have strong ties to Delta College. Block printer Miguel Guererro was a teacher at Delta and photographers Richard Le Grande and Karen Olsen as well as ceramicists Bruce Cadman is a former students. ■

Every time I see a commercial about people help-ing people I kind of shiver.

Just the other day I watched two different mov-ies about people helping others and how they were rewarded, either by riches or some other dream. The only thing is, does this really happen in real life? We are becoming a society of “I’ve got mine, the heck with those who don’t.”

This brings me to the point of what ever happened to “love thy neighbor and give them a helping hand.” Our system is melting down faster and faster every day; while some people are making more money than ever before, others are out of jobs, homes and some are even living in the streets.

We still have people, especially children, homeless and hungry all over the US. Over the last 10 years the war in Saudi Arabia has devastated our economy and yet our politicians won’t tell the truth about the war and the economy.

While our troops are dying and billions of dollars are being spent to keep the war going, there are those who are profiting by the war. While some of us are loosing our jobs, homes and even our families, we still hear the same thing. We must protect our selves from the terrorists threat. It is true we must stand strong against the terrorist threat, but we believe the threat is here in America. We have lost so much creditability around the world, other countries are laughing at the way we run our government.

The other day one pundit said, “America needs to grow up”, what ever that means. I don’t know about many of you who read the news papers, or watch televi-sion really think that we need to grow up. I think it’s more like we should become separatists and begin to be the country we once were. With a balanced budget amendment and no more loans to other countries we can start to build an equity in America.

As it stands now our credit is shot by the standards of other countries that we helped build. We need to take care of our problems and stop spending outside of America.

The only way we can stop the overwhelming interest on our debts is to stop spending money over-seas. We are in some 10 different countries helping to keep the peace and it’s not working. Instead, we are destroying America with this deficit that we can’t pay off. Right now president OBAMA says those of us on social security may not be getting our checks,that money belongs to the people who have contributed into the system.

Many blame the democrats for this action which some call a depression, but if we read into the subject, the republicans want the spending to stop but no one said how they were going to stop the spending. We have created so many government jobs, we need to raise taxes to support those jobs. And yet they want to put the burden on to the small tax payers who work hard to keep their families and homes going. None of this makes sense anymore. Washington does not understand what needs to happen in America to cure our ills.

El otro dia vi dos peliculas sobre personas ayu-dandose entre ellow y como fueron reconosidos, o ya sea por riquesas o algun otro tipo de sueño. Lo que me pregunto es, ¿esto pasara en vivo tambien? Nos hemos convertido en una sociedad de,”Yo tengo lo mio, y no importan los que no tengan.”

Esto me lleva al punto de preguntar que le paso a “amense a su semejante y ayudenlo.” Nuestro syste-ma se esta derritiendo rapido y cada dia mas rapido; mientras algunos hacen mas dinero que nunca, otros no tienen trabajo, hogar, e incluso hay algunos que viven en las calles. Nosotros aun tenemos personas sin hogar, pasando hambre en EEUU, especialmente niños. En los ultimos 10 años la guerra en Arabia Saudita a debastado nuestra economia y sin embargo nuestros politicos no compraten la verdad sobre la guerra y la economia.

Mientras nuestras tropas se mueren y billones de dolares son gastados para mantener la guerra, hay algunos que estan ganando con la guerra. Mientras algunos de nosotros hemos perdido nuestros trabajos, hogares y asta nuestras familias, aun escuchamos lo mismo. Devemos protegernos de las amenasas terro-ristas. Es verdad devemos ser fuertes contra amena-sas terroristas, pero creemos que la amensa esta aqui en America. Hemos perdido mucha credibilidad al rededor del mundo, otras naciones se estan burlando de como corremos nuestro gobierno.

El otro dia un individuo me dijo, “America nece-sita crecer,” lo que eso signifique. Yo no se cuantos de ustedes lean los periodicos, o los que vean television, pienses que necesitamos crecer. Yo opino que debe-riamos de margenarnos y empesar a ser el país que en algun día fuimos. Con un presupuesto balanceado y no mas prestamos a otros paises para empesar a construir igualdad en America.

A como estamos ahora nuestro credito esta li-mitado al los estandares de otros paises que hemos ayudado a construir. Necesitamos solventar nuestros problemas y detener los gastos fuera de America.

La unica forma que podemos detener la alta taza de intereses en nuestra deuda es al detener el gasto monetario en el otro lado del mar. Estamos en unos 10 paises diferentes ayudando a mantener su paz y no esta funcionando. Envez, estamos destruyendo a America con esta deuda que no podemos pagar. Ahora el Presidente OBAMA dice que aquellos que estan recibiendo beneficios de la Administración del Seguro Social ya no reciviran su saldo, ese dinero le pertenese a las personas que contribuyeron al sistema.

Muchos culpan a los democratas por esta acción que muchos titulan com depresión, pero si leemos en el tema, los republicanos quieren que pare el gasto pero ninguno a sugerido como detener el gasto. Hemos creado una cantidad de empleos gobernamentales, necesitamos aumentar los impuestos para apoyar estos empleos. Y ahun le quiere poner la carga al pe-queño contribuyente que trabaja duro para mantener su familia y sus hogares.

Nada de esto tiene sentido ya. Washington no entiende que necesita aconteser para que America se cure de sus enfermedades.

Stockton, CA - The City of Stockton is currently accepting applications for two vacancies on the Stockton Parks and Recreation Commission.

These vacancies are due to the resignations of two City of Stockton appointed members in June, 2011. Both terms expire December 31, 2014; a full term is four years. The application deadline is August 10, 2011, at 5:30 PM.

The Commission is comprised of ten members. A City Councilmember, three at-large members, a Youth Advisory Commission appointee, and one member appointed by San Joaquin County and each school district. The appointment of these at-large positions will be made by the Stockton City Council.

The Parks and Recreation Commission acts in an advisory capacity to the governing boards of its constituents. Meetings are held on the fourth Monday of each month at 5:30p in the City of Stockton Council Chambers, 2nd f loor, 425 N. El Dorado Street.

Math Smart Tutoring provides free tutoring to any 6th through 12th grade students strug-gling with math. Tutors share their enthusiasm and expertise and offer individual attention and encouragement.

Teachers, college students and community members are invited to share their love of math. The Math Smart Tutoring program takes place at MK Troke Library Tuesdays through Thursdays from 4:00 to 6:00 PM.

Math Smart (Matematicas Inteligente esta bus-cando nuesvos voluntarios dispuestos a compartir su apreciacion por matematicas, algebra y geometria con otros estudiantes del area. La orientacion para tutores nuevos se llevara acabo en la biblioteca M.K. Troke ubicada en 502 W. Benjamin Holt Dr. en Stockton durante la tarde del Miercoles, 5 de Agosto del 2011 a las 5:00 PM.

Math Smart Tutoring provee tutoria gratuita a estudiantes entre los grados 6º a 12º que navegan con matematicas. Los Tutores compartiran su entusiasmo y experiencia y ofreceran atención individual y animaran a los participantes.

El Concilio de Habla Hispana ofrece un taller de ciudadania que incluye llenar la solicitud de ciuda-danía N–400, revisión de la solicitud por medio de un abogado o especialista de inmigración, material para estudiar para el examen.

Salvador Dali is one of the most creative painters of all times; having his exhibit in Stockton once again proves him being a Master as his exhibit in Stockton is the most creative exhibit of all times for our local museum. STOCKTON- The contagious beat of the tradi-tional vallenato attracted hundreds of people, Sunday July 17th, to celebrate the Colombian’s Independence in downtown Weber Point.

Over the last eight years, the group Nos Une Co-lombia (Colombia Unites Us) and visitors from differ-ent parts of the Central Valley have transformed this event into one of the largest in Colombian festivals in Northern California.

“The festival is to show the rich and beautiful things we have, our music, our food and more than anything our joy,” said Carlos Chitivas, Owner of Chitivas Bar and co-organizer of the event.

The event included vendors with a variety of Latin foods, such as Venezuelan arepas and beverages such as Pony Malta, —a Colombian emblem, often described as the “Drink of Champions.”

The folkloric group Colombian Soul delighted the public with a color display of traditional Colombian dances; such as, the Carnival of Barranquilla. While the orchestra’s Humbria from the bay area, Antologia Vallenata and the famous Sonora Dinamita ensured that there was a variety of music for the entire family to dance.

Besides the food and the music, the iconic vueltiao hat was easlity spotted in the crowd as in the case of Yanit Carmelo, who wore the traditional hat as part of her outfit.

En los últimos ocho años, el grupo Nos Une Colombia y los visitantes de las diversas partes del Valle Central han transformado a este evento en uno de los más grandes del norte de California.

“El festival es para mostrar lo rico y lo bonito que tenemos, la música, nuestra comida y nuestra alegría más que todo”, dijo uno de los organizadores, Carlos Chitivas.

Al evento asistieron vendedores con una gran variedad de comidas latinas, como las arepas Venezolanas y bebidas como el Pony Malta, un emblema na-cional en Colombia, descrita como la “Bebida De Campeones”.

El grupo folklórico Colombian Soul (Alma Colombiana) deleito al público con un despliegue de color de bailes típicos Colombianos como el carnaval de barranquilla. Mientras que la Or-questa

Humbria del área de la bahía, An-tología Vallenata y la famosa Sonora Dinamita hicieron bailar a familias en-teras.

Además de la comida y la música otro símbolo colombiano presente fue el sombrero vueltiao.

Some unscrupulous preparers may attempt to elude the new oversight program by not signing returns they prepare. Taxpayers should never use tax return preparers who refuse to sign returns and enter PTINs.

In an effort to identify these “ghost preparers,” the IRS later this year also will send letters to taxpayers who appear to have had assistance with their returns but lack tax return preparer signatures. The letter will inform taxpayers how to file a complaint against preparers who failed to sign returns and explain how to choose legitimate tax preparers. The goal of the letters is to protect taxpayers by ensuring that all paid federal tax return preparers are registered with the IRS, and sign tax returns they prepare and use an identifying number when required to do so.

Compliance is a central part of the new tax return preparer initiative and the letters are one step in an ongoing compliance effort to ensure tax return preparers are following the new regulations. The IRS also is working to identify tax return preparers who make repeated errors and IRS personnel have had face-to-face meetings with thousands of these tax return preparers over the past two years. ■
