SECTION-II

NOTICE INVITING TENDER For and on behalf of Chairman and Managing Director, BSNL, digitally sealed e-

tenders are invited by the Principal, RTTC, Thiruvananthapuram-40 from experienced and

registered Contractors, for the following works of RTTC, Thiruvananthapuram to be carried

out on Contract Basis for a period of one year from 01/11/2017 to 31/10/2018. The E-tender

documents can be downloaded from the website from http://eportal.erp.bsnl.co.in/irj/portal or

from www.kerala.bsnl.co.in. The cost of the tender document is Rs.590/-(Rupees Five

Hundred and Ninety only) (non refundable) and the EMD is Rs. 63000/-(Rupees Sixty Three

Thousand Only). The cost of E-Tender document and EMD amount can be remitted to the

AO(Cash), O/o CGMT, BSNL, Trivandrum or through DD/ Banker’s cheque. Demand Drafts

should be drawn on any nationalized/scheduled bank payable at A.O (Cash) O/o CGMT

BSNL, Kerala, Trivandrum 695033. The payment details of the cost of E-Tender document

and EMD amount should be kept in the ELECTRONIC COVER No – I. The hard copy of the

sealed Tender Documents completed in all respects and superscribed as “E-Tender for House

SECTION-III

E-TENDER DOCUMENT

1. On behalf of CMD, BSNL, digitally sealed tenders are invited by the undersigned to

carry out the “Tender for House Keeping, General Conservancy and Cleaning Services

of Office buildings, Hostel Blocks and Inspection Quarters in RTTC,

Thiruvananthapuram” for a period of one year with effect from 01/11/2017 to

31/10/2018.

2. The bidding process will be accepted only through BSNL ERP E-TENDERING

platform. The E-tender documents can be downloaded from the website

http://eportal.erp.bsnl.co.in/irj/portal or www.kerala.bsnl.co.in., which should be

electronically filled and uploaded in or http://eportal.erp.bsnl.co.in/irj/portal, if the bidder

wishes to participate in the tender.

3. The physical copy of the Tender document would not be available for sale. E-Tender

documents will be available for downloading from 1100 hours on …../…./2017 upto

1300 hours on 13/10/2017.

4. The payment details of the cost of E-Tender document (Rs.590/-) and EMD amount

(Rs. 63000/-) should be kept in the ELECTRONIC COVER No– I, along with other

documents as specified.

5. The cost of E-Tender document and EMD amount can either be remitted to the

AO(Cash), O/o CGMT, BSNL, Trivandrum before 12.00hrs on 13/10/2017 or through

DD. Demand Drafts should be drawn on any nationalized/scheduled bank payable at A.O

(Cash) O/o CGMT BSNL, Kerala, Trivandrum 695033. The crossed Demand Draft /

Bankers Cheque should be submitted offline in the envelope as mentioned. Also the

scanned copy of the Demand drafts should be uploaded along with the other Mandatory

Documents.

6. Scanned copies of all original documents / notarized copy of all original documents are to

be uploaded with Digital signature wherever applicable.

7. The hard copy of the sealed Tender should be addressed to Divisional Engineer

(Administration), RTTC, BSNL, Thiruvananthapuram and should reach on or before

15:00 hrs on 13/10/2017. Tenders received after 15:00 hrs on 13/10/2017 will not be

accepted.

8. An experience Certificate for TWO years given by Govt. / PSU organizations in the last

two years ending 31st March 2017 should be uploaded/ attached along with the Tender

document.

9. The terms and conditions of the E-Tender, the details of works to be carried out, E-

Tender Performa, Text of Agreement, Pre receipt for refund of EMD etc are all

enclosures to this E-Tender Document as Annexure-I to Annexure-X.

10. The E-Tender should be filled up in the prescribed format only and no other forms are to

be used for this purpose.

11. The quoted rate should be shown separately as Service Charges per hour per employee.

12. The EMD will not bear any interest.

13. Tender forms are not transferable and cost of Tender documents is not refundable.

14. During the entire evaluation process, if it is observed that the downloaded and / or it is

tampered / changed / modified in anyway, the bid will be liable to be rejected and a case

of fraud will be registered with police.

15. The PRINCIPAL, RTTC BSNL, Thiruvananthapuram reserves the right to reject any or

all Tenders without assigning any reason whatsoever and he is not bound to accept the

lowest tender rate.

16. Tender bids received after due time and date will not be accepted by the on-line system.

17. Submission of :

(a) OFFLINE documents listed below at Clause No.18 on Page.No.6&7 is mandatory

and non-compliance will result in outright reject of the Bid.

(b) ONLINE documents: The bidder is expected to examine all instructions, forms,

terms and specifications in the bid documents and clarifications / amendments /

addenda if any. Failure to furnish all information required as per the bid documents

or submission of the bids not substantially responsive to the bid documents in every

respect will be at the bidders risk and may result in rejection of bid.

(c) If some documents are not applicable for the bidder then he has to upload scanned

copy of paper mentioned “The document <Name> called vide

clause ………….. are not applicable on us”.

(d) The Bid which is not accompanied by the requisite bid security and cost of tender

document shall be summarily rejected. Bid will not be accepted / received after

expiry of schedule date and time.

(e) The digitally sealed Tenders will be opened by DE(Administration) O/o Principal,

BSNL, RTTC, Kaimanam Trivandrum, or by any officer authorized by him/her on

the date and time prescribed in the presence of those tenderers or their

representative who may choose to be present along with authorization letter duly

attested by the tenderer.

(f) Change in Dates: If the last date for submission of tenders and also the tender

opening day happens to be the holiday by any reason, the tenders will be received /

opened on the next working day.

(g) Amendment: In case of Amendment if any, the same will be published on the

website http://eportal.erp.bsnl.co.in/irj/portal or www.kerala.bsnl.co.in.and the same

will be binding on the Tenderer / Tender conditions. It is the responsibility of the

Tenderer to check the website before submitting the tender.

(h) No Appeal against the Terms & Conditions, decision of the competent Authority

shall ever be entertained on the matters covered or not covered in the tenders.

Decision of the Principal, RTTC, BSNL, Trivandrum – 695040 shall be final in any

matter pertaining to this tender.

18. Mandatory Documents:

All the following documents are mandatory and must be enclosed to the tender

ONLINE and as well as OFFLINE. If any of the following documents are not enclosed

to the tender, the tender will be declared as – Non-responsive Tender – and the rates

quoted in the Non responsive tender will not be considered for evaluation. However

Principal, RTTC Trivandrum reserves the right to accept any or all the tenders and also

more than one tender.

SECTION IV

INSTRUCTIONS TO BIDDERS

1. SEALING AND MARKING OF BIDS

The bid may be called under:-

Single Stage Bidding & Single Electronic Envelope System.

The bidder shall submit his bid in a single electronic envelope.

1.1(a) The single envelope will be named as Electronic Cover-I.

This electronic envelope contains documents of bidders satisfying the eligibility / general

conditions and the financial quote namely:

1. Scanned copies of Mandatory document list given on page No.7

2. Financial quote (Price RFx online) shall contain:

i. Electronic Submission of Scanned copy of duly filled and signed “Financial Bid” in

response to Financial Bid (Referred as Price RFx on portal

http://eportal.erp.bsnl.co.in/irj/portal.

ii. Bidder will also enter the prices in respective columns of Price RFx on e-Tendering

portal http://eportal.erp.bsnl.co.in/irj/portal.

Notes: (1) Offline submission of Financial Bid will not be permitted.

(2) Electronic Submission of scanned copy of Financial Bid and inputting of rates in

respective columns of Price RFx on e-Tendering portal is mandatory.

1.2.1(a) OFF-LINE ENVELOPE TO BE SUBMITTED: The envelope containing offline

mandatory documents (mentioned in Clause 18 on page No.6&7) and the Demand Drafts

properly sealed should be sent by registered post to the Divisional Engineer(Admn) O/o

Principal, RTTC, BSNL, Trivandrum 695040; Tel: 0471-2491090. The Offline

envelope can also be dropped personally in the Tender_Box in the chamber of the

Divisional Engineer (Admn) O/o Principal, RTTC, BSNL, Trivandrum 695040.

(b) The envelope shall bear the name of the Tender, the tender number, and the words “DO

NOT OPEN BEFORE” due date on …………./………./2017 at 1500 hours.

(c) The envelope shall indicate the name and complete postal address of the bidder to

enable RTTC, BSNL Trivandrum, to return the envelope unopened in case it is declared

“LATE”.

(d) The envelope containing all above offline documents shall be sealed properly by the

bidder and shall be delivered on or before due date & time of submission of bid as

specified in NIT to above said address mentioned in clause 1.2(a)

(e) NO BIDSs will be accepted through any private courier as the case may be. The

responsibility for ensuring that outstation envelope is delivered in time shall rest with the

bidder. Office of the Principal, RTTC, BSNL, Trivandrum shall not be responsible if the

bids are delivered elsewhere.

(f) Tender not submitted in above mentioned manner will be rejected.

(g) Venue of Tender Opening : The E-Tender will be opened online in the chamber of the

Divisional Engineer(Admn) O/o Principal, RTTC, BSNL, Kaimanam Trivandrum at 15:30

hours on the date specified in NIT. If due to administrative reasons, the venue of Bid

Opening is changed, it will be displayed prominently at venue and notice board at the

office of Principal, RTTC, BSNL, Kaimanam Trivandrum and also on website

http://eportal.erp.bsnl.co.in/irj/portal or www.kerala.bsnl.co.in.

(h) If offline documents are not delivered within the date and time of submission of bid as

specified in NIT, the bid shall be rejected.

1.2.2 SUBMISSION OF BIDS: BIDS must be submitted online on BSNL ERP portal

http://eportal.erp.bsnl.co.in/irj/portal and offline along with Bid document cost and EMD by

the bidders at the address specified under clause 1.2.1(a) not later than given date & time of

submission as specified in section II.

1.2.3 AMENDMENT OF BID DOCUMENTS: The office of the Principal, RTTC, BSNL,

Trivandrum may at its discretion, extend the deadline for the submission of bids by

amending the Bid documents in accordance with the Amendment of Bid if any as specified

below in which case all rights and obligations of the Principal, RTTC, BSNL, Trivandrum

and bidders previously subject to the deadline will thereafter be subjected to the extended

deadline.

(a) The Principal, RTTC, BSNL, Trivandrum may for any reason, whether at its own

initiative or in response to a clarification requested by a prospective bidder, may

modify bid documents by amendments prior to the date of submission of bids.

(b) The amendments shall be posted on e-tendering portal

http://eportal.erp.bsnl.co.in/irj/portal or www.kerala.bsnl.co.in to all prospective bidders

and these amendments will be binding on them.

(c) In order to afford prospective bidders a reasonable time to take the amendment into

account in preparing their bids, the Principal, RTTC, BSNL, Trivandrum, may at its

discretion, extend the deadline for the submission of bids suitably.

1.2.4 LATE BIDS: No bid shall be accepted online either by E-tender Portal or Offline

document by the Principal, RTTC, BSNL, Trivandrum after the specified deadline for

submission of bids prescribed by the Principal, RTTC, BSNL, Trivandrum.

1.2.5 MODIFICATION AND WITHDRAWL OF BIDS:

(a) The bidder may modify, revise or withdraw his bid after submission prior to deadline

prescribed for submission of bid.

(b) The bidder’s modification, revision or withdrawal shall have to be online and digitally

authenticated as per clause 1.

(c)No bid shall be modified subsequent to the deadline for submission of bids.

1.3 BID OPENING AND EVALUATION

1.3.1. Opening of BIDs will be done by Divisional Engineer(Admn),RTTC, BSNL

Trivandrum.

1.3.2. RTTC, BSNL shall open bids online in the presence of the authorized

representatives of bidders physically present to choose to attend, at time & date specified in

NIT on due date. The bidder’s representatives, who may present, shall sign in an

attendance register. Authority letter to this effect shall be submitted by the authorized

representatives of bidders before they are allowed to participate in bid opening.

1.3.3. Maximum one representative of any bidder shall be authorized and permitted to

attend the bid opening.

1.3.4. The date fixed for opening of bids, if subsequently declared holiday by the BSNL

submission of Bid is not possible due to unavoidable circumstances, the bid will be opened

on the following working day, time and venue remaining unaltered unless the revised date

of opening of bids is notified before opening of tender.

1.3.5 Online Tender Opening Event (TOE): The tenders shall be opened through ‘Public

Online Tender Opening Event (POTOE). BSNL’s Tender Opening Officers as well as

authorized representatives of bidders can attend the Public Online Tender Opening Event

(TOE). Every legal requirement for a transparent and secure Online Tender Opening Event

(TOE) has been implemented on BSNL ERP E-Tendering portal.

The Bids will be opened in a single stage.

1. As soon as a bid is decrypted by the TOC, the documents will be opened one by one

and the same report of TOC will be uploaded on e-Tender portal

http://eportal.erp.bsnl.co.in/irj/portal.

2. Thereafter the TEC will evaluate the bids and the report of TEC will be approved by

competent authority and the same report of TEC will be uploaded on e-tender portal of

the successful bidder.

1.4 CLARIFICATION OF BIDS:

1.4.1 To assist in the examination, evaluation and comparison of bids, the Principal, RTTC,

BSNL Trivandrum may, at its discretion ask the bidder for the clarification of its bid.

The request for the clarification and the response shall be in writing. However, no post

bid clarification at the initiative of the bidder shall be entertained.

1.4.2 If any of the documents, required to be submitted along with the bid is found wanting,

the offer is liable to be rejected at that stage. However the Principal, RTTC, BSNL

Trivandrum at its discretion may call for any clarification regarding the bid document

within a stipulated time period. In case of non-compliance to such queries, the bid will

be out rightly rejected without entertaining further correspondence in this regard.

2. EMD: Rs.63000/- (Rupees Sixty Three Thousand only) to be submitted along with the

Tender in the form of Demand Draft and should be drawn in favour of A.O.(Cash) O/o

CGMT, BSNL, Trivandrum 695033 payable at Trivandrum. EMD of the unsuccessful

tenderer shall be refunded after finalization of the tender. EMD of the successful

Tenderer will be retained towards “Security Deposit” till the expiry of the

tender/warranty period.

2.1. The EMD shall be forfeited: if

1) Tenderer withdraws his tender during the period of tender validity specified in the

tender document. Or

2) if the Tenderer makes any modifications in the terms and conditions of the tender

before acceptance of the tender, which are not acceptance to RTTC, BSNL. Or

3) if the Tenderer submits fake experience certificate / other documents Or

4) In case of successful tenderer, if the Tenderer fails to pay the additional security

deposit and sign the agreement within the stipulated time or to complete the tender

formalities as per the terms and conditions of the tender document.

2.2 SECURITY DEPOSIT: After award of the tender, the successful Tenderer will have to

remit an amount equivalent to the 7.5% of the Contract Amount for one year as Security

Deposit within seven days from the receipt of the Provisional Acceptance Letter of the

tender. The security deposit will be in addition to the amount already paid by the

Tenderer towards EMD which will be automatically converted into Security Deposit

after award of tender. The SD shall be returned after expiry of validity period of the

tender after observing the departmental formalities such as obtaining satisfactory

completion certificate from the attached units. The SD will be forfeited to the BSNL

without prejudice to any other rights under the provisions of the circumstances given in

Annexure-1, Section B.

2.3 INTEREST ON EMD/SD : In any case the EMD/SD will not carry any interest.

3. GENERAL AND COMMERCIAL CONDITION:

3.1 The bidder is requested to examine all instructions, forms, terms and specification in the

BID document. Failure to furnish all the information required as per Bid documents or

submission of the bids not substantially responsive to the Bid documents in every respect

will be at the bidder’s risk and may result in rejection of the BID.

3.2 The bidder shall bear all costs associated with the preparation and submission of the bid.

BSNL in no case be responsible for these costs regardless of the conduct or outcome of

the bidding process.

3.3 Period of Validity of bids.

(1) The Bid shall remain valid for 150 days after the date of opening of bids. A bid valid for

shorter period shall be rejected by BSNL as non-responsive.

(2) A bidder accepting the request of BSNL for an extension to the period of bid validity in

exceptional circumstances will not be permitted to modify his bid.

For participating in this tender online, the following instructions need to be read

carefully. These instructions are supplemented with more detailed guidelines on the

relevant screens of the ETS.

4. Digital Certificates

For integrity of data and its authenticity/ non-repudiation of electronic records, and be

compliant with IT Act 2000, it is necessary for each user to have a Digital Certificate

(DC) also referred to as Digital Signature Certificate (DSC), of Class 3 or above, issued

by a Certifying Authority (CA) licensed by Controller of Certifying Authorities (CCA)

[refer http://www.cca.gov.in].

5. Registration

To use the Electronic Tender portal (http://eportal.erp.bsnl.co.in/irj/portal), vendor needs

to register on the portal. Registration of each organization is to be done by one of its

senior persons who will be the main person coordinating for the e-tendering activities. In

ETS terminology, this person will be referred to as the Super User (SU) of that

organization. For further details, please visit the website/portal, and click on the ‘Supplier

Organization’ link under ‘Registration’ (on the Home Page), and follow further

instructions as given on the site.

Bidders should have a valid User ID and password to participate in bidding process/

submit bids online for tenders on BSNL ERP Portal. Bidder user ID will be his vendor

code prefixed with ‘V’. A system generated password shall be sent to the Vendor at the

time he is registered as an e-tendering Vendor.

7. Offline Submissions

The bidder is requested to submit the following documents offline to DE(Admn), O/o

Principal, BSNL, RTTC, Kaimanam, Trivandrum - 695040 on or before the date & time

of submission of bids specified in covering letter of this tender document, in a Sealed

Envelope. The envelope shall bear (name of the work), the tender number and the words

‘DO NOT OPEN BEFORE’ (due date & time).

8. Special Note on Security of Bids

Security related functionality has been rigorously implemented in ETS in a multi-

dimensional manner. Starting with 'Acceptance of Registration by the Service Provider',

provision for security has been made at various stages in Electronic Tender’s software.

Security related aspects as regard Bid Submission are outlined below:

As part of the Electronic Encrypter™ functionality, the contents of both the ‘Electronic

Forms’ and the ‘Main-Bid’ are securely encrypted using a Pass-Phrase created by the

Bidder himself. Unlike a ‘password’, a Pass-Phrase can be a multi-word sentence with

spaces between words (e.g. I love this World). A Pass-Phrase is easier to remember, and

more difficult to break. It is recommended that a separate Pass-Phrase be created for each

Bid-Part. This method of bid-encryption does not have the security and data-integrity

related vulnerabilities which are inherent in e-tendering systems which use Public-Key of

the specified officer of a Buyer organization for bid-encryption. Bid-encryption in ETS is

such that the Bids cannot be decrypted before the Public Online Tender Opening Event

(TOE), even if there is connivance between the concerned tender-opening officers of the

Buyer organization and the personnel of e-tendering service provider.

Typically, ‘Pass-Phrase’ of the Bid-Part to be opened during a particular Public Online

Tender Opening Event (TOE) is furnished online by each bidder during the TOE itself,

when demanded by the concerned Tender Opening Officers who will open the bid. Else

Tender Opening Officer may authorize the bidder to open his bid himself.

There is an additional protection with SSL Encryption during transit from the client-end

computer of a Supplier organization to the e-tendering server / portal.

9. Public Online Tender Opening Event (TOE)

ETS offers a unique facility for ‘Public Online Tender Opening Event (TOE)’. Tender

Opening Officers as well as authorized representatives of bidders can attend the Public

Online Tender Opening Event (TOE) from the comfort of their offices. For this purpose,

representatives of bidders (i.e. Supplier organization) duly authorized are requested to

carry a Laptop and Wireless Connectivity to Internet.

Every legal requirement for a transparent and secure ‘Public Online Tender Opening

Event (TOE)’ has been implemented on ETS. As soon as a Bid is decrypted with the

corresponding ‘Pass-Phrase’ as submitted online by the bidder himself (during the TOE

itself), salient points of the Bids are simultaneously made available for downloading by

all participating bidders. The work of taking notes during a manual ‘Tender Opening

Event’ is therefore replaced with this superior and convenient form of ‘Public Online

Tender Opening Event (TOE)’.

ETS has a unique facility of ‘Online Comparison Chart’ which is dynamically updated as

each online bid is opened. The format of the chart is based on inputs provided by the

Buyer for each Tender. The information in the Comparison Chart is based on the data

submitted by the Bidders in electronic forms. A detailed Technical and / or Financial

Comparison Chart enhances Transparency. Detailed instructions are given on relevant

screens.

ETS has a unique facility of a detailed report titled ‘Minutes of Online Tender Opening

Event (TOE)’ covering all important activities of ‘Online Tender Opening Event (TOE)’.

This is available to all participating bidders for ‘Viewing/ Downloading’.

There are many more facilities and features on ETS. For a particular tender, the screens

viewed by a Supplier will depend upon the options selected by the concerned Buyer.

NOTE: In case of internet related problem at a bidder’s end, especially during ‘critical events’

such as – a short period before bid-submission deadline, during online public tender

opening event, during e-auction, it is the bidder’s responsibility to have backup internet

connections. In case there is a problem at the e-procurement / e-auction service-

provider’s end (in the server, leased line, etc) due to which all the bidders face a problem

during critical events, and this is brought to the notice of BSNL by the bidders in time,

then BSNL will promptly re-schedule the affected event(s).

Note: It is strongly recommended that all authorized users of Supplier organizations should

thoroughly peruse the information provided under the relevant links, and take appropriate

action. This will prevent hiccups, and minimize teething problems during the use of ETS.

The following ‘FOUR KEY INSTRUCTIONS for BIDDERS’ must be assiduously

adhered to:

1. Obtain individual Digital Signing Certificate (DSC or DC) well in advance of your first

tender submission deadline on ETS.

2. Register your organization on ETS well in advance of your first tender submission

deadline on ETS.

3. Get your organization’s concerned executives trained on ETS well in advance of your

first tender submission deadline on ETS.

4. Submit your bids well in advance of tender submission deadline on ETS as there could be

last minute problems due to internet timeout, breakdown, etc.

While the first three instructions mentioned above are especially relevant to first-time

users of ETS, the fourth instruction is relevant at all times.

TERMS & CONDITIONS: -

The following are the terms and conditions for the House Keeping, General

Conservancy and Cleaning Services of Office buildings, Hostel Blocks and Inspection

Quarters in RTTC, Thiruvananthapuram (details of which are given in Annexure II) arranged

to be carried out on Contract Basis for a period of ONE year from 01/11/2017 to 31/10/2018.

A. Administrative Terms & Conditions:-

1. An amount equivalent to the 7.5% of the Contract Amount for one year should be remitted

as Security Deposit and an agreement on Rs.200/- stamp paper is to be executed within

SEVEN days from the date of receipt of the Work award letter. The text of agreement is

given in Annexure IV. The Security Deposit will not bear any interest.

2. The Security deposit is payable as a Guarantee for the satisfactory performance of the

contract. The Security Deposit will be refunded on completion of the work to the

satisfaction of the competent authority.

3. The period of contract is for ONE year from 01/11/2017 to 31/10/2018, which can be

curtailed / extended by the Principal, RTTC, Thiruvananthapuram without assigning any

reason. No revision of rates or escalation of price will be entertained due to any reasons

after tenders are opened. The tender rates once accepted will be valid till the expiry of the

validity period of the tender.

4. If necessary, the conduct, character and credibility of the Contractor and his/her workers

will be verified through Competent Authorities including local Police Authorities.

5. The entrusted works are to be carried out on Contract Basis by the Contractor through his /

her workers and he / she is solely responsible for carrying out the works successfully and

satisfactorily.

6. After the acceptance of the contract, if any / all of the terms and conditions of the contract

is / are violated, the Principal, RTTC, Thiruvananthapuram reserves the right to terminate

the contract. In such cases, the security deposit amount will be forfeited to the BSNL.

7. The contractor shall maintain all statutory records as may be required from time to time

under the Contract Labour (R&A) Act, 1970 and furnish the same for verification by the

Employer / Labour Authority as and when required. He shall have a valid license before

commencement of work, and continue to have the same till completion of the contract. The

Contractor shall also abide by the provisions of the Child Labour (Prohibition and

Regulation) Act, 1986.

8. The Earnest Money deposit amount of Rs. 63000/-(Rupees Sixty Three Thousand Only)

is liable to be forfeited, if the Contractor selected for the work fails to sign the formal

agreement on a non-judicial stamp paper worth Rs. 200/- (Rupees Two hundred only)

within seven days from the receipt of the Work Award letter and/or otherwise fails to start

work within seven days from the date of the Order to commence the work.

9. The Earnest Money Deposit will be forfeited if the contractor fails to commence the work

as per the letter of award.

10. No sub-contract is permissible. The Principal, RTTC, Thiruvananthapuram reserves the

right to employ any other contractor under the same terms and conditions and approved

rates, if the E-Tenderer fails in his obligations or if exigencies arise.

11. The near relatives of all BSNL employees either directly recruited or on deputation are

prohibited from participation in this tender. (For the purpose, near relatives will mean:

Brother(s), Sister(S), Father, Mother, Son(s), Daughter(s), and Brother(S)/Sister(s)-in-law,

Son(s)/Daughter(s)-in-law). A Certificate to this effect should be submitted as per

Annexure-VII.

12. The persons deployed by the contractor under the contract should not exceed 60 years of

age and shall be employees of the contractor for all intents and purposes. The employees

deployed by the contractor will be under the control and supervision of the contractor. In

no case or under any circumstance, an employer – employee relationship can be formed or

claimed between BSNL / RTTC, Thiruvananthapuram and the employees of the contractor.

BSNL / RTTC Thiruvananthapuram will not be responsible for any dispute between the

contractor and his employees.

13. The Contractor or his / her workers will not have any claim for any regular / part time /

casual / any other type of job / employment in any section of RTTC, Thiruvananthapuram

or in any other Unit / Office of BSNL / DOT in Kerala or any part of the Country.

14. Selection of workers and subsequent assignment of duties to them will be the responsibility

of the Contractor.

15. Contractor or the authorized representative should contact the Caretaker/ JTO Campus of

RTTC, Thiruvananthapuram for necessary instructions and guidelines, which should be

strictly adhered to. Also, he/she should carryout the related works assigned on special

occasions. The Contractor may meet SDE (Land & Bldgs.) / DE (Admn) after fixing

appointments.

16. The Contractor and his / her workers should behave in a proper manner suiting to the

institution and should not pick up any quarrel with the employees / trainees / inmates /

visitors of RTTC / Hostel.

17. The tools issued to them for the works must be returned to RTTC after use.

18. The Contractor and his / her workers are liable to check by the Security personnel of RTTC

on any date / at any time without prior notice.

19. The frequency of the various works mentioned in Annexure II must be strictly adhered to

for keeping the hygienic conditions of RTTC Campus and premises in a best manner.

20. The Tenderer may see the area / location and no claim whatsoever will be entertained for

any alleged ignorance there of.

21. The Tenderer should inspect the site and quote the rates after assessing the work

requirement.

22. The accepted monthly rates will be paid to the Contractor through online banking after

deducting income tax @ 2% plus Surcharge from time to time, based on the amount

payable as per Sec. 194 (C) of IT Act, by AO (Cash), O/o CGMT, BSNL,

Thiruvananthapuram against producing a Stamped and signed receipt of a plain paper by

the Contractor and subject to fulfillment of “Satisfactory execution of Works” Certificate

issued by the Competent Authority of RTTC, Thiruvananthapuram.

23. Temporary passes, issued by RTTC to the Contractor and his/her worker, should be used

for entry into the Campus.

24. The contractor / tenderer should comply the provisions of Labour, Taxation & Welfare

legislation with this work.

25. The successful tenderer must ensure that wages to the workers against the contracts should

not be lesser than the minimum wages as per the Minimum Wages Act, 1948, amended

from time to time. The monthly minimum wages may be calculated by multiplying the

daily rate by 26. Payment of wages to the workers must be disbursed in the presence of the

authorized representative of Principal, RTTC, Thiruvananthapuram latest by 10th day of

the subsequent month without waiting for his bill to be cleared / paid by BSNL / RTTC,

Thiruvananthapuram. Proof of payment of wages should be enclosed with the bill.

26. No enhancement in the amount of service charges on any ground will be entertained during

the currency of the contract.

27. It is mandatory for the contractor to pay the statutory dues like EPF, ESI, Service Tax, etc

in time (as applicable). Any bidder not appropriately quoting the service charges shall be

disqualified at the stage of evaluation.

28. The Contractor should ensure weekly off to his/her employees.

29. The different counters at RTTC that has to be manned round the clock everyday including

holidays is given below:

1. Administration block Reception counter

2. Hostel block III (officer’s hostel) Reception counter

Hence total of 72 (Seventy Two) man-hours (Gents only) are required to keep the

duty at round the clock.

30. Fifty Six (56) man-hours (preferably females) are required for the Cleaning and

Sweeping Services of the office blocks, hostel blocks and the campus daily between

07.00 hrs to 15.00 hrs.

31. Eight (8) man-hours are required for the maintenance of the garden in and around the

Office, Auditorium and Hostel Blocks.

32. The payment on account of enhancement/escalation charges on account of revision in

minimum wages and statutory payments like EPF/ESI contributions, service tax only by

the appropriate Govt. (Central/State) from time to time shall be payable by the BSNL /

RTTC, Thiruvananthapuram to the contractor.

33. The persons assigned for Sl No. 29 should be able to communicate English/Malayalam and

preferably in Hindi.

34. The contractor will be held responsible for any loss or damage of items handed over to the

contractor.

35. The contractor or his workers are prohibited from drinking alcohol or intoxicated drinks

within the RTTC premises. They are also prohibited from smoking inside the campus.

36. If the date of opening of E-Tender is declared as a holiday for any reason, automatically

the next working day will be the last day for receipt / opening of the E-Tender with the

same timings.

37. The bidding process will be accepted only through BSNL ERP E-TENDERING platform.

Tenders with over-writings or illegible writing are liable for rejection. The Tender

should be submitted without erasure, overwriting, scoring off etc. If any correction is

necessary the same should be made after scoring out the old entry. All the

corrections should be duly attested with full signature by the bidder. Any ambiguity

will lead to invalidation of the E-Tender. In case of difference between the rates

quoted in figure & words, the rates in words will be taken as correct. Each page of

the E-Tender document / Annexure / Rate proforma / enclosures should be signed

and dated.

38. The contractor should have minimum of TWO years experience in House keeping and

General Conservancy work/ Cleaning and sweeping work in Central Govt / State Govt /

PSU. Experience certificate from Govt. / PSU organizations should be attached along with

the E-Tender.

39. The Tenderer should submit the self attested copies of the following documents along with

the tender documents.

(a) EPF registration with PF code number

(b) ESI registration

(c) Valid licence issued by the Regional Labour Commissioner

(d) Details of works of similar nature carried out in Central/ State Govt. bodies/

Departments/ PSUs or other similar organizations in the last Two

years ending 31st March 2017.

(e) Copies of the Certificates/ allotment letters of GST and Pan number.

(f) Details of managerial, supervisory and other staff.

(g) GST Registration details

40. Deduction of Income Tax/Tax Deduction at Source and any other Govt. Taxes, as

applicable from time to time, shall be deducted from monthly bills of the Contractor.

41. If the contractor is claiming GST, Tax Registration number to be furnished in each

month’s claim (each month’s bill) and service tax should be shown separately. The

monthly bill should contain all the details prescribed under 4A(2) of Service Tax Rules.

42. The Evaluation and comparison of responsive bids shall be done on the basis of the

service charge quoted by the tenderer.

43. Pre-receipt for refund of EMD (Annexure V) should be filled in completely and submitted

along with the E-Tender documents. EMD will be refunded only after the finalization of

the E-Tender.

44. The firm should have telephone facilities round the clock.

45. The firm should have its own head office / branch office locally in Kerala, preferably at

Thiruvananthapuram.

B. Tender Cancellation, levying of Fine & Other Miscellaneous Terms &

Conditions:

1. No works mentioned in Annexure II should be kept pending / undone / partially done / on

the plea of personal liabilities / inconveniences or any other reasons as expressed by the

Contractor. In such cases the Contractor is fully responsible for getting the works done

satisfactorily through alternate arrangements for which no additional rates will be paid.

2. If the above-mentioned arrangement fails and whenever the entrusted works are seemed to

be done unsatisfactorily a fine of Rs.500/- (Rs. Five Hundred only) per day per worker will

be levied on the Contractor by the Competent Authority of RTTC and will be deducted

from the monthly payments.

3. If the works mentioned in Annexure II are not carried out on any day / at any time as per

the specified frequencies the Contract will be cancelled. Also the Contractor’s Security

Deposit will be forfeited to the BSNL.

4. If repeated complaints are received from the trainees and staff about the cleanliness,

dusting and cleaning, arranging drinking water etc, the contract will be cancelled and the

contractor will be blacklisted.

5. The contractor shall be required to maintain permanent attendance register/roll, within the

building premises, which will be open for inspection and checking by the authorized

officers of RTTC, Thiruvananthapuram.

6. The Principal, RTTC, Thiruvananthapuram reserves the right to cancel/terminate the

contract at any time during the currency of the contract after giving one month’s notice to

the contractor. The contractor on his part will have to give two months’ notice.

7. The Security Deposit so deposited shall be liable to be forfeited or appropriated in the

event of unsatisfactory performance of the Contractor and/or loss/damage, if any, sustained

by the RTTC, Thiruvananthapuram on account of the failure or negligence of the workers

deployed by him or in the event of breach of the agreement by the Contractor.

8. In case of any dispute or difference of opinion, the PRINCIPAL, RTTC,

Thiruvananthapuram will be the sole Arbitrator and his decision is final.

9. If the Contractor violates any of these terms and conditions, the Contract will be cancelled

and the Security Deposit will be forfeited to BSNL.

10. Provisions of EPF & Misc. Provisions Act 1952 & Employees Provident Fund Scheme

1952 should be complied by the contractor in respect of Labourers / workers engaged by

him for performing the works.

11. Each claim bill of contractor must accompany the (i) list showing the details of labourers /

employees engaged, (ii) duration of their engagement, (iii) the amount of wages paid to

such labourers / employees for the duration in question, (iv) amount of EPF contributions

(both employer’s & employees’ contribution) for the duration of engagement in question,

paid to the EPF authorities, (v) copies of authenticated documents of payments of such

contribution to EPF authorities and (vi) a declaration from the contractor regarding

compliance of the conditions of EPF Act 1952.

12. The contractor shall submit the proof of having deposited the amount of contribution

claimed by him on account of ESI & EPF towards the persons deployed at RTTC,

Thiruvananthapuram in their respective names before submitting the bill for the subsequent

month. In case the contractor fails to do so, the amount claimed towards ESI & EPF

contribution will be withheld till submission of required documents.

13. The amount of contribution towards ESI/EPF should be deposited with the ESI/EPF

authorities/offices preferably at Thiruvananthapuram.

14. The EPF number allotted to individual workers deployed at RTTC, Thiruvananthapuram,

along with their names should be submitted by the contractor within TWO months of the

commencement of the contract. In case the contractor fails to do so, the bills will be

withheld and no payment will be made till submission of the document mentioned above.

15. The contractor shall deploy his persons in such a way that they get weekly off. The

working hours / leave, for which the work is taken from them, do not violate relevant

provisions of Shops and Establishment Act. The contractor shall in all dealings with the

persons in his employment have due regard to all recognized festivals, days of rest and

religious or other customs. In the event of a contractor committing a default or breach of

any of the provisions of the labour laws including the provisions of Contract Labour

(Regulation and Abolition) Act, 1970 as amended from time to time, or furnishing any

information, or submitting or filing any statement under the provisions of the said

regulations and rules which is materially incorrect, they shall without prejudice to any

other liability, pay to the BSNL / RTTC, Thiruvananthapuram a sum as may be claimed

by BSNL / RTTC, Thiruvananthapuram.

16. Provision of various Labour, Taxation, Welfare and other statutes applicable to this work

should be complied by the contractor. The contractor must possess a valid

registration/license from the appropriate labour authority. The contractor has to follow the

provisions of various labour laws like Contract Labour (Regulation & Abolition) Act 1970,

Minimum Wages Act and rules and orders made there under as applicable to such contract

workers engaged by Central Govt. / State Govt.

17. The contractor should ensure that the rates quoted are not less than the minimum rates of

wages. The successful contractor shall ensure that persons employed by him are paid the

minimum wages as stipulated and revised from time to time under Minimum Wages Act,

1948. In this regard, the contractor should also ensure that statutory records are maintained

and shall be made available whenever required by RTTC, Thiruvananthapuram or by

Central / State Govt. authorities.

18. The contractor should disburse the payment of wages to the respective bank accounts of

the persons employed by him and the principal employer has to depute his representative

to be present and sign the payment register in token of having disbursed the salary in his

presence by the contractor. Hence the contractor shall distribute the payment to the

workers in the presence of a representative nominated by the Principal, RTTC.

19. The contractor shall at his own cost, if required take necessary insurance cover in respect

of the works done by the persons provided by him and shall comply with the statutory

provisions of Contract Labour (Regulation & Abolition) Act. 1970; Employees State

Insurance Act; Workman’s compensation Act, 1923; Payment of Wages Act, 1936; The

Employees Provident Fund (and Miscellaneous Provisions) Act 1952; The Payment of

Bonus Act, 1965; The Minimum Wages Act. 1948; Employer’s Liability Act.1938;

Employment of Children Act. 1938 and/or any other Rules/regulations and/or statutes that

may be applicable to them and shall further keep the BSNL / RTTC, Thiruvananthapuram

indemnified from all acts of omission, fault, breaches and/or any claim, demand; loss;

injury and expenses arising out from the non-compliance of the aforesaid statutory

provision. Contractor’s failure to fulfill any of the obligations hereunder and/or under the

said Acts, rules/regulations and/or any bye-laws or rules framed under or any of these the

BSNL / RTTC, Thiruvananthapuram shall be entitled to recover any of the such losses or

expenses which it may have to suffer or incur on account of such claims, demands, loss or

injury from the contractor’s monthly payments.

20. The contractor shall make payment of wages, etc., to the persons so deployed in the

presence of representative of the Principal, RTTC, Thiruvananthapuram and shall on

demand furnish copies of wage register etc. to RTTC, Thiruvananthapuram for having paid

all the dues to the persons deployed by him for the work under the contract. This obligation

is imposed on the contractor to ensure that he is fulfilling his commitments towards his

employees so deployed under various Labour Laws, having regards to the duties of RTTC,

Thiruvananthapuram in this respect as per the provisions of Contract Labour (Regulation

and Abolition) Act, 1970. The contractor shall comply with or cause to be complied with

the Labour regulations from time to time in regard to payment of wages, wage period,

deductions from wages, recovery of wages not paid and deductions unauthorizedly made,

maintenance of wages book, wage slip, publications of scale of wages, and terms of

employment, inspection and submission of periodical returns.

21. At any time during the continuation of the contract, if it is observed that the contractor is

not complying with the provisions of the contract or other provisions of various Labour

and other Acts applicable, the contract may be terminated by the Principal, RTTC,

Thiruvananthapuram by giving one month notice.

22. The contractors / bidders should certify (Annexure VI) that there is no legal dispute against

him in any court of law in relation to the labour disputes and the contractor or his agency is

not blacklisted either by Central Govt., State Govt. or by any Public / Private organization.

23. Any compensation for disengagement on account of death, disability of any worker

deployed at BSNL / RTTC, Thiruvananthapuram, even if such disability manifests after

the termination of the contract shall be contractor’s exclusive liability.

24. E-Tenders that do not fulfill all or any of the above conditions or are incomplete in any

respect are liable to be rejected.

25. The Principal, RTTC, Thiruvananthapuram does not bind himself to accept the lowest

tender or any tender and reserves to himself the right of accepting the whole or any part of

the tender without assigning any reasons and the tenderer shall be bound to comply with

the same at the rates quoted.

26. Canvassing in any forms in connection with the tender is prohibited and the tenders

submitted by the contractor(s) who resort to canvassing are liable for rejection.

C. INDEMNIFICATION

1. The contractor shall keep the BSNL / RTTC, Thiruvananthapuram indemnified against all

claims whatsoever in respect of the employees deployed by the contractor. In case any

employee of the contractor so deployed enters in dispute of any nature whatsoever, it will

be the primary responsibility of the contractor to contest the same. In case BSNL / RTTC,

Thiruvananthapuram is made party and is supposed to contest the case, the BSNL / RTTC,

Thiruvananthapuram will be reimbursed for the actual expenses incurred towards Counsel

fee and other expenses, which shall be paid in advance by the contractor to BSNL / RTTC,

Thiruvananthapuram on demand. Further, the contractor shall ensure that no financial or

any other liability comes on the BSNL / RTTC, Thiruvananthapuram in this respect of any

nature whatsoever and shall keep the BSNL / RTTC, Thiruvananthapuram indemnified in

this respect.

2. The contractor shall further keep the BSNL / RTTC, Thiruvananthapuram indemnified

against any loss to the property and assets in the RTTC Campus, caused by the workers

employed by the contractor. The BSNL / RTTC, Thiruvananthapuram shall have further

right to adjust and/or deduct any of the amounts as aforesaid from the payments due to the

contractor under this contract.

D. PENALTIES/LIABILITIES

1. The contractor shall be responsible for faithful compliance of the terms and conditions of

this agreement. In the event of any breach of the agreement, the same may be terminated

and the security deposit will be forfeited and further the work may be got done from

another agency at the risk and cost of the first contractor.

2. If the arrangement as per the contract fails and whenever the entrusted works are seemed

to be done unsatisfactorily a fine of Rs. 500/- (Rupees Five Hundred only) per day per

worker will be levied on the Contractor by the Competent Authority of RTTC and will be

deducted from the monthly payments.

3. If the contractor violates any of the terms and conditions of this agreement or commits any

fault or their services are not to the entire satisfaction of officer in charge of BSNL /

RTTC, Thiruvananthapuram authorized by the Principal, RTTC, Thiruvananthapuram in

this behalf, a penalty leading to a deduction upto a maximum of 10% of the total amount

of bill for a particular month will be imposed.

4. The security deposit shall be liable to be forfeited or appropriated in the event of

unsatisfactory performance of the contractor and/or loss/damage if any, sustained by the

BSNL / RTTC, Thiruvananthapuram on account of the failure or negligence of the workers

deployed by him or in the event of breach of the agreement by Contractor.

E. ARBITRATION

1. In the event of any question, dispute/difference arising under the agreement or in

connection herewith (except as to matters the decision of which is specially provided under

this agreement) the same shall be referred to the sole arbitration to Principal, RTTC,

Thiruvananthapuram or his nominee.

2. The award of the arbitrator shall be final and binding on the parties. In the event of such

arbitrator to whom the matter is originally referred is being transferred or vacating his

office or resigning or refusing to work or neglecting his work or being unable to act for

any reason whatsoever, the Principal, RTTC, Thiruvananthapuram shall appoint another

person to act as arbitrator in place of the out-going arbitrator in accordance with the terms

of this agreement and the persons so appointed shall be entitled to proceed with the

reference from the stage at which it was left by his predecessor.

3. The Arbitrator may give interim award(s) and/or directions, as may be required.

4. Subject to the aforesaid provisions, the Arbitration & Conciliation Act, 1996 and the rules

made hereunder and any modification thereof from time to time being in force shall be

deemed to apply to the arbitration proceedings under this clause.

Contractor's Obligations

The contractor shall provide the services at RTTC, Thiruvananthapuram as per

Annexure II.

1. On taking over the responsibility of the contract at RTTC, Thiruvananthapuram, the

Contractor shall formulate the mechanism and duty assignment of personnel in

consultation with SDE (Land & Building) / JTO (Campus) / Care Taker. The Contractor

shall further be bound by and carry out the directions/instructions given to him by the

Principal, RTTC, Thiruvananthapuram or the officer designated by the Principal in this

respect from time to time.

2. The persons so deployed shall remain under the control and supervision of the Contractor

and the Contractor shall be liable for payment of their wages etc. and all other dues, which

the Contractor is liable to pay under various Labour Regulations and other statutory

provisions.

3. The Contractor at his own cost has to provide uniforms / appropriate dress, ID cards,

raincoats, hand gloves, boots, protective equipments during work etc. and BSNL / RTTC,

shall have no liability whatsoever on this account. The uniform shall be approved by the

Principal, RTTC, Thiruvananthapuram.

4. The tools and other materials / items issued for the works must be returned to RTTC,

Thiruvananthapuram after use.

General Nature of Work:-

House keeping and General Conservancy Services of Office Buildings viz.

Administration, Institution and Laboratory blocks and Auditorium round the clock..

a) General Duties and Responsibilities of staff at the Administrative block of RTTC.

1. The personnel employed by the Contractor are individually and collectively responsible

for watching the Government property and safeguarding the same against theft pilferage,

loss and damage.

2. They should always remain alert, smart and vigilant on duty. They should also keep the

Cabin neat and clean.

3. They must not allow any outsider or any unauthorized person to enter into the RTTC

office buildings, the store yard or the administration wings which are under the security

zones without a valid temporary permit issued by the authorized officers.

4. They must ensure that no property of the department goes out of RTTC buildings without

a gate pass from a proper authority. The duty personnel should deposit these gate passes

in the office once in a week.

5. They must not indulge in gossip while on duty.

6. They must not leave their points of duty without being properly relieved.

7. They must not sit carelessly, doze or sleep while on duty.

8. While on duty they must be properly and smartly dressed and they should be in full and

neat uniform, otherwise they can be refused to be taken on duty.

9. They must observe strict discipline, law and order during their duty hours.

10. The personnel are supposed to be firm in their duties but at the same time they should be

polite and courteous in dealing with the visitors and members of the staff.

11. The telephone provided at the entrance of Admn block should not be misused.

12. Nobody other than person on duty should be allowed near the counter.

13. Smoking and consuming Alcohol / Alcoholic drink is strictly prohibited inside the RTTC

Campus.

14. They are also responsible for maintaining the registers like visitor Register and Attendance

Register kept at the entrance of Admn Block as per the prescribed ISO procedure of

Campus environment.

b) Specific Duties and Responsibilities of the staff posted at the Admn block of RTTC

Campus, TVM.

1. The personnel posted at the Admn block should ensure round the clock safety and security

of the Class Room, Chambers, Laboratories, pump houses, electrical maintenance rooms,

Caretaker’s room, engine rooms, transformer sub station etc. situated in the 3 blocks of

RTTC, TVM viz. Administrative, Institutional and Laboratory Blocks and the duties

mentioned below.

i. Monitoring general cleanliness of Administrative Block, Institutional

Block, and Laboratory Block every day and Auditorium during functions.

ii. Monitoring proper working of Electrical fittings / appliances and proper

upkeep of sanitary items.

iii. Providing drinking water in all the floors and rooms including class

rooms.

iv. Dusting, cleaning and up keeping of all furniture.

v. Rearranging of classroom furniture & general upkeep of classrooms

including cleaning of white boards daily. Assistance for arrangement of

classroom, staff rooms, office, other rooms and seminar hall etc in

connection with functions.

vi. Arranging / distributing handouts / modules, notebooks / notepads, pens,

photocopies etc.

vii. Movement / distribution of files, circulars, notice etc.

viii. Arranging drinking water, tea/coffee, snacks etc for the guests as and

when required.

ix. Maintenance of the garden in and around the office blocks.

2. The SDE (Land&Bldg), RTTC, TVM will function as the Liaison Officer between the

Company and the RTTC Administration. However the Caretaker of RTTC, TVM will

allot day-to-day assignments to the personnel.

3. They should ensure opening and closing of the building blocks, chambers, classrooms labs

etc. as mentioned in paragraph 1 above at the earmarked timings on all working days and

on holidays and as and when ordered by the SDE(Land&Bldg)/Caretaker, RTTC, TVM.

4. They should maintain a Visitor Register, Logbook at the entrance of the Administrative

Block for making necessary entries by them. The SDE (Land&Bldg) will check these

Registers as and when needed.

5. They are also supposed to attend other duties related to security aspects in the Chambers

of Principal, DEs/other Officers as and when ordered by the SDE(Land&Bldg) / JTO

(Campus) / Caretaker RTTC, TVM.

Details of works to be carried out at Holiday Home and IQs of RTTC.

General Nature of Work:-

1) Round the clock Manning & House Keeping of RTTC Holiday Home and IQs (Main

& Annex).

2. Keep the rooms ready for occupation for Guests by spreading bed sheets, putting

pillow covers and ensuring the availability of all the items as per the inventory list in

the room. Check the cleanliness of the room before allotment.

3. Maintenance of registers and records of holiday home & IQs (Main & Annex).

Description of other works to be performed

1. Collecting allotment letter from the guests and verify the same with the office copy.

2. Getting entry details viz Name, address, designation, telephone / mobile numbers

etc in the Admission Register by the Guest.

3. Informing Civil / Electrical authorities regarding the complaints registered by the

occupants and follow up action and thereafter intimating the SDE concerned

accordingly.

4. Allotting the rooms as per the allotment letter, which are kept ready earlier, and

hand over the keys to guests.

5. Switching ON / OFF all electrical switches in the common places, toilets and bath

rooms

counter of RTTC Administrative Block, assigned by SDE (Land & Bldg) / JTO (Campus)

/ Care Taker.

B) Details of House keeping and General Conservancy Services of Hostel Blocks I, II, III

and IV in RTTC Campus to be carried out on Contract Basis

a) Details of House keeping duty to be carried out

General Nature of Work:-

1. Round the clock Manning the Reception Counter, operating from the Block III

Reception & House Keeping of RTTC Hostel Blocks - General Hostel (Block I & II),

Officers’ Hostel (Block III) and CTTC hostel (Block IV).

2. Keep the rooms ready for occupation for Trainees/Guests by spreading bed sheets,

putting pillow covers and ensuring the availability of all the items. Check the

cleanliness of the room and electrical fittings in each room before allotment.

3. Maintenance of different registers in the hostels.

a. Issuing of bed spreads and pillow covers, and keeping the record of items and

items issued in stock.

A) General Nature of Work:-

B) Description of other works to be performed

Overall maintenance of garden plants and lawns of RTTC Campus as per the details

given below. (The bidder for his assessment, before submission of the E-Tenders, may

inspect actual area.)

1. Number of potted plants at the various locations of RTTC Campus = 425 Nos.

2. Lawn area to be maintained at four locations of RTTC Campus = 6990 Sqft.

c. Outside the Officer’s Hostel Block

d. Front of CTTC Hostel Block

3. Plants at the surrounding area of Office blocks, all Hostel blocks, Holiday

4. Buffalo Grass near office blocks and front of post office as per sl no. II A-III.

5. Plants at both sides of the approach roads:

a. From gate up to the bus shed, connecting road after the bus shed upto

Auditorium.

b. Towards the colony road upto the Holiday Home & E type Quarter.

6. Any other new garden being developed in future.

C) Any other work related to Garden maintenance assigned by SDE (Land & Building) /

SDE (Res. Warden) / JTO (Campus) to be carried out.

D) General Points:-

a. It should be ensured that plants get enough water and manure for uniform growth.

b. Garden tools will be supplied in the beginning of the contract period. Fertilizer,

manure and pesticides will be issued as and when required. All the items received

should be accounted properly. The contractor should keep the items safely at ear

marked places.

c. Manure from the Biogas plant should be removed at least once in 3 months and

used for big plants and trees.

d. Lawn / grass cutting with manual or automatic cutter / lawn mover should be done

periodically.

e. Water for the garden should be taken from the tap connected to well water only and

should not be taken from tank supply taps.

2) The Contractor agrees that this Contract is purely temporary and valid for one year

only with effect from 01/11/2017 to 31/10/2018 and can be curtailed or extended

by the PRINCIPAL, BSNL, RTTC, Thiruvananthapuram, without assigning any

reasons.

3) The Contractor also agrees that any other entrusted works related to House keeping,

General Conservancy and Cleaning Services of Office Buildings, Hostel blocks and

IQ in RTTC, Thiruvananthapuram which are not specified in the Annexure II to the

Work Award Letter will be carried out without fail and without warranting any

additional remuneration.

4) The Contractor also agrees that violation of the Terms and conditions as given in

Annexure I to the work Award Letter will result in termination of the Contract and
