After inviting the Delegate, Delegate receives email request
(#1), listing permission granted by the account owner (#2)
and instructions on how to accept or reject invitation (#3).
A Delegate must also have his/her own Citizen Access Portal
account to accept/reject invitation and perform functions as
Delegate to the account.
