BLACKALL graziers put Wild Rivers firmly on the agenda at the state government’s Community Cabinet forums in Barcaldine on Sunday. A small group known as Concerned Producers on the Upper Barcoo (CPUB) spoke directly to Premier Anna Bligh and Sustainability and Climate Change Minister Kate Jones at an environmental roundtable, during the public question and answer session, and at a formal delegation. Blackall recorded a high of 38 degrees on Sunday, October 25, six degrees hotter than the average maximum temperature for the month of 32.1 degrees. The average minimum was 15.2 degrees, a degree cooler than the average for October. Temperatures in Tambo ranged from 3.7 degrees on October 9 to a top of 37 degrees on October 25. Blackall received above-average rainfall for October with a total of 201 points (51mm) recorded, 63 points (16mm) more than the same time last year. The majority of the rain fell at the end of the month with 105 points (26.6mm) measured on October 29 and 64 points (16.6mm) on October 30. Tambo recorded less rain, with 94 points (24.1mm). The highest was 39 points (10mm) noted on October 13. On average in October, Blackall receives 130 points (33mm). The highest amount of rainfall recorded in a single October day in Blackall was in 1920 with 476 points (120.9mm). The record for the most rain recorded over an October month was set the same year, with 659 points (167.3mm). The maximum recorded wind gust in Blackall was 89 km per hour from the north-east on October 28 at 1709 hours, bringing the rain to town. CENTRAL Queensland’s push to join an expanded NRL competition is gaining further momentum, with a Central West Regional Launch being planned for later this month. While details are still being finalised, the CQ NRL Bid Team, led by Rockhampton businessman Geoff Murphy, has earmarked Thursday, November 26 as the date for the function. Civic leaders, business people, primary producers and rugby league identities from throughout the Central West will be invited. The bid’s project coordinator Jason Costigan, who is also a Fox Sports rugby league commentator, said they are looking forward to the visit to the outback. “This will give people in rugby league-loving communities such as Barcaldine, Longreach, Blackall, Tambo, Aramac and Winton – very much rugby league heartland – an opportunity to find out more about our bid for NRL inclusion.” The CQ NRL Bid was launched in Rockhampton in April this year and a petition for a CQ-based NRL side has reportedly attracted more than 10,000 signatures. The CQ NRL Bid Team, which includes homegrown heroes such as former Origin greats Gary Larson and Jason Hetherington, is also in the process of announcing a Central West-based representative, complimenting the current line-up which represents communities from Bundaberg in the south, north to Mackay and west to the Bowen Basin coalfields. THE Blackall Bowls Club held their annual general meeting last Sunday. Don Daly was elected President for 2009-2010. After the upgrades are completed and certified, the QantasLink Q400 service currently running direct between Brisbane and Longreach will stop at Blackall and Barcaldine on Wednesday and Saturday respectively, with the Q300 service remaining on the other two days. Blackall Tambo Regional Council CEO Ken Timms said work on the Blackall airport upgrade would commence in February 2010. According to Mr Timms, council has around $360,000 set aside for the upgrade. He said there is a reasonable amount of work to be done to the Blackall facilities to accommodate the larger 74-seat QantasLink Q400 aircraft including strengthening the apron and taxiway, increasing the size of the area around the apron by approximately 30% and conducting substantial site clearance. “We have earmarked February for the upgrade, but obviously we don’t want to delay this Wednesday flight any longer.” Blackall Tambo Mayor Jan Ross said that she was relieved to hear that the flights would be reinstated. “I was bowled over with the announcement.” “Today we are geared towards flying – the roads are ordinary. This is the way to go – with the availability of cheap air flights.” Work on the Barcaldine airport to upgrade it to Q400 standards will be completed by the end of November. QantasLink representative Tony Edwards said that the Q400 provides better seat economics, and increased speed and range capability. “The Q400 is 20% faster than the Q300 and it performs a lot better.” Ms Nolan said that locals needed to take advantage of the extra seats offered by the Q400 and support the service. “This isn’t a subsidised service - the bottom line here is that QantasLink

BLACKALL came close to its lowest ever-recorded October temperature last month with 5 degrees recorded on October 9.

NOVEMBER, the year is nearly over!I was extremely disappointed not to

be present for “WAY OUT WEST”, “The Pitch”, “The Showcase” and the music on Saturday night here in Blackall. We certainly do “Live Way Out West”. In my opinion this is definitely not a disadvantage. We have “it all”: space, clean air, water and above all, very safe communities.

In the Blackall-Tambo Regional Council area there is literally never a spare moment for most of our people as they are the “creators”, “doers” and “participants” in almost every event or happening and they happen at an ever-increasing rate!!

The people in the community who sometimes do not have that sense of inclusion are our young folk. The Blackall-Tambo Regional Council has, in their Corporate Plan, identified “youth” and the engagement of youth as a major objective. The program “SpeakOut” and now “Creative Pathways” have been supported strongly by the previous Blackall Shire Council and the Blackall-Tambo Regional Council since it has come into office. The “ShockWave” concerts earlier in the year certainly are testament to the abilities of our young people to get in and “Create”, “Do” and “Participate”!

The skills learned in this round of Creative Arts workshops can only enhance those which have already been offered as well as ensuring the bonds of friendship and caring for others which come from attempting to go further than the general square in which we find ourselves with contemporaries from other locations. I am sure it was a terrific evening with some very innovative proposals put forward during “The Pitch”.

MISSING QANTAS LINK FOUND!!!!!The Community Cabinet held in Barcaldine on

Sunday, November 1 was a great success for us in the Blackall-Tambo Regional Council area with Premier Anna Bligh’s announcement of the reinstatement of the Wednesday flight into Blackall in the early part of next year. The apron of the Blackall airport does have to be upgraded and is in the Operational Plan for commencement in February (I feel like commencing tomorrow!!!!) so that we can handle the Q400 aircraft. This was indeed a shock announcement but a very pleasant shock!!!

The Community Cabinet certainly was a full-on afternoon where we were able to have five formal deputations and two informal meetings with Ministers or their Director General. Each seemed genuinely receptive to the proposals put forward, however we will wait to see the ultimate outcomes in the weeks to come.

I was truly delighted with the news that the flight into Blackall was reinstated!

BLACKALL-TAMBO Regional Council recently brought staff from Ergon Energy to Blackall and Tambo to work with people on saving money by using less electricity.

The key point made by Ergon Energy representatives was that people could make significant savings without sacrificing the quality of their lifestyle.

Ergon Energy carried out energy efficiency audits at a number of households, businesses, grazing properties, community groups and Council buildings.

All those audited will receive a targeted confidential report, while a general report will collate all the information.

The general report will contain a wide range of practical information and will be distributed throughout the Council region.

Follow up community meetings will also be organised.

Residents are encouraged to watch their rates notices, the Council website and community notice boards.

Some of the ways to save money explored in the seminars were: turn off lights when out of the room, turn off phone chargers when not in use, look at lights in existing or new buildings as some turn 90%of the energy into heat not light, turn off electrical appliances such as televisions and computers at the wall when not in use, install a timer on the airconditioner, paint the roof with reflective paint and ensure door seals on fridges are in good condition.

Saving money by being greenA revamped Blackall Show is in its planning

stages for the Barcoo Pastoral Society, according to Secretary Lorelei Kiernan.

Lorelei says that showjumping is back on the program for the town’s annual show next year along with a plan to increase audience participation in the entertainment schedule.

As part of a five-year annual distribution of funding to Show societies until 2011, Local Government Minister Desley Boyle this week announced $7,094 for the Barcoo Pastoral Society.

Ms Boyle said that the grants will help support next year’s shows around Queensland.

“We are working in partnership with communities right across the west to ensure the long tradition of local shows keeps on going.”

While the Barcoo Pastoral Society has not yet allocated the money to any specific purpose, Lorelei said grants like this one are very useful contributions. She says that the society hope to receive further grants in the lead up to the Show next year to help support the costs involved in holding the event.

The 2009 Blackall Show expenses tallied at around $50,000 with $20,000 put towards entertainment, while the total income from the event was $44,500.

The society relies on sponsorship from local and regional businesses and identities, advertising in the Show schedules and fundraising.

Other groups in Western Queensland to receive Show Society grants include the Barcaldine Pastoral, Agricultural & Horticultural Society Inc. - $6,374, Charleville & South West Qld Show Society Inc. - $9,722, Isisford Sheep & Wool Show Inc. - $6,523, Longreach Show Society Inc. - $11,197 and Tambo Stock Show Inc. - $6,364.

Mac Allan and Joe Taylor, were cautiously optimistic that the issue was being taken seriously by the state government.

“However, the premier has said since the meeting that legal opinion would be sought on whether a PMAV is an existing authorization,” Ms Campbell said. “The group was assured that an answer would be provided in writing in two weeks.”

At the environment roundtable earlier on Sunday DERM Director-General John Bradley said that his minister, Stephen Robertson had as much commitment as anyone to the sanctity of PMAVs and the rights of graziers.

“There is a principle of ongoing use,” he said.

Later, during an informal delegation called by Premier Bligh, Mr Bradley said it was not clear yet whether PMAVs had the right over the current Wild Rivers legislation.

“Minister Robertson gave an undertaking that he would look at this. The government would look to address it if it is an issue,” he said.

In the question and answer session at the cabinet forum, Premier Bligh said there would be scope in the legislation for different applications.

“We are looking to ensure existing PMAVs are recognised. We want to protect existing grazing activity,” she said.

Mac Allan told Minister Kate Jones that his family had been living on the land in the upper Barcoo catchment since 1862 and not damaged the country.

“Up to 68 per cent of our developed country could be put out of food production if the legislation prevents us from properly managing our land, and that would make us unviable,” he

said.“We are asking you to take

a balanced view when you are considering the new laws.”

Mr Bradley told Mr Allan there would not be an outcome that would see a loss of country to the extent outlined.

Ms Campbell said it was clear from Premier Bligh’s answer to a question from the floor on the necessity for a Wild Rivers declaration that it would definitely proceed and was, in the government’s view, the best way to guard the river forever.

Simon Campbell described the declaration, due in mid-2010, as like using a flame thrower to get rid of a flea on a dog.

Premier Bligh responded that rather than getting rid of a flea, her government wanted to prevent the dog from getting a flea in the first place.

“We are looking at the catchment because some producers asked us to,” she said. “There is a possibility of high water users starting up in the future and concerns around that.”

Ms Campbell said that even though there may be a chance to sort out the issues surrounding PMAVs, there were many other parts of the complex and restrictive legislation that will need to be argued over coming months.

At the environment roundtable, Blackall-Tambo mayor Jan Ross questioned why there was such a lot of regulation for primary producers and seemingly not much for mining companies.

Minister Jones replied that this was a huge legacy issue and came from laws surrounding mining rights from the 1970s and 80s.

Mr Edwards also said that QantasLink had not breached the initial contract with the Blackall Tambo Regional Council, and that the gradual arrival of an order of 21 new Q400 aircrafts was significant in helping the company step up and reinstate the third weekly service to both Blackall and Barcaldine.

BLACKALL Combined Agents yarded 3729 head at their weaner and store cattle sale last week on October 29. The dry seasonal conditions were evident as most of the weaners on offer were light in condition compared to the last sale six weeks ago. Quality runs of Charolais and Droughtmaster cattle sold extremely well with the best steers reaching 191 c/kg and heifers topping 168 c/kg.

Mildura Grazing Partnership ‘Mildura’ Barcaldine sold a draft of Angus cross steers to a top of 191.2 c/kg to average 172.2 c/kg, 226 kg, to return $389 per head.

Tracey Walker ‘Newstead’ Ilfracombe sold soft Charolais steers to top at 190 c/kg and weighing 242 kg. ‘Newstead’ also sold Charolais heifers reaching 162 c/kg and weighing 200 kg.

Inkerman Grazing ‘Hathaway’ Barcaldine sold Brahman cross steers to a top of 189.2 c/kg, to average 183 c/kg, 206 kg and to return $378 per head.

Twenty-two members of the Queensland Fire and Rescue, SES, Ambulance service, Police service and Council participated in a routine training exercise at the Blackall aerodrome. Exercises are held at least every two years to maintain the skills needed to respond in an accident. Local SES Controller and Reporting Officer at the aerodrome Don Wheeler said that the exercise had gone well. “Everyone had a big input and the debrief was very positive,” he said.

THE Barcoo River Bridge has been given a new name as part of Queensland’s 150th birthday celebrations.

Main Roads Minister Craig Wallace announced that the bridge, located 500 metres south of Blackall, would now be known as the Kargoolnah Bridge.

Blackall Tambo mayor Jan Ross was pleased to hear the new name for the bridge.

“It is unique – there is nothing else out there named Kargoolnah.”

Local identity Fred Rich documented the history of the division and subsequent councils his book, Kargoolnah: Early Local Government of the Upper Barcoo.

Mr Rich said that the renaming of the bridge would bring attention back to the history of the word.

When local government began in rural Queensland in 1879, Kargoolnah was the name given to the regional board that included Blackall and Tambo.

The first meeting of the Kargoolnah Divisional Board took place at the Northampton Downs homestead, now the Gillespie homestead, in April 1880.

Twenty-three years later, in 1903, the board became the Kargoolnah Shire Council. This name remained until 1932 when it and the Blackall Town Council came together to form the Blackall Shire Council.

Mr Wallace said that the name also honours Indigenous ancestors and the pioneering families who made up the population in the area.

The Cooper Creek Bridge near Windorah will be retaining its name while the Diamantina River Crossing near Birdsville will now be known as the Karit-Juru Bridge.

BLACKALL-TAMBO councillors made the most of the opportunity of the Queensland cabinet’s presence in nearby Barcaldine last Sunday.

Mayor Jan Ross and councillor Sally Cripps, along with CEO Ken Timms and Economic Development Officer John Hine took part in eight formal and informal delegations with state government ministers or their directors-general, and attended an environmental roundtable as well.

While speaking with Sustainability and Climate Change Minister Kate Jones at the roundtable, Cr Ross spoke about the unprecedented numbers and environmental damage being done by kangaroos in the region.

She described it as a plague that gave producers a drought before they needed it.

Minister Jones replied that departmental statistics from 2006 had indicated a trend downwards in kangaroo numbers but that she was hearing there was a resurgence in numbers.

She asked if anyone knew of innovative work being done by the NRM groups in the region to manage the situation.

Cr Ross sat in on an informal deputation that Premier Anna Bligh called with all people interested in discussing the Wild Rivers issue and spoke of the uncertainty being felt by people about whether they would be able to continue with land development under the proposed legislation.

Other deputations made were to Associate Director-General Rob Setter to bring up matters relating to wild dogs, to Treasurer Andrew Fraser to discuss ICT needs for the region, to Health Minister Paul Lucas to talk about vacant housing and the ability to house a dentist, and to Transport Director-General Dave Stewart to speak about a regional transport plan.

The day was finished off with meetings with Community Services and Housing Minister Karen Struthers to look into its tenancy policy in regional areas, to Local Government Minister Desley Boyle to highlight the difficulties with small numbers of councillors, and with Minister Jones again to talk

about advancing ecotourism projects.

Following the delegations, the state government hosted a reception at the Tree of Knowledge.
