Request for Proposals Process

• July 2012 – City issued a Request for Proposals to identify a developer and project that would:

> Result in rehabilitation of the YWCA

> Provide economic benefit to the City

> Comply/fulfill the vision of the Central District Specific Plan and

Bennett Plan

> Involve a long-term lease rather than sale

• Six proposals received, Kimpton’s proposal most closely aligned with RFP goals

> City entered into Exclusive Negotiating Agreement (ENA) on lease

terms

• Development review process through the Planning & Community Development Department began in December 2013

Project Overview

• Project would have rehabilitated the existing building and constructed a new building on the project site

• Together, the buildings would have been a Kimpton Hotel

• Full service hotel (approx. 127,912 sq. ft.)

> 179 rooms

> 1,989 sq. ft. of meeting facilities

> 5,630 sq. ft. of ballroom space

> 1,197 sq. ft. of hospitality parlors

> 140-seat restaurant

• Up to 60 ft. high; 4 to 6 stories

• City Council approved the project on August 15, 2016

Development Review Process

1. December 10, 2013- Design Commission reviewed Kimpton proposed plans

2. March 17, 2014 – PPR to City Council

3. September 23, 2014 - Updated Design Commission on status and design changes to the project

4. March 25, 2015 – Planning Commission conducted EIR Scoping Session

5. April 2, 2015 – Planning Commission conducted DEIR workshop

6. April 22, 2015 – Planning Commission meeting held and Staff outlined process

> Applicant conducted 5 working group meetings with concerned community members to identify project

alternatives

7. August 11, 2015 – Design Commission plans presented as an information item

8. August 12, 2015 – Planning Commission held Design Alternatives Workshop

> February 5, 2016 – April 5, 2016 – DEIR available for public comment

9. March 1, 2016 – DEIR presented to the Historic Preservation Commission

10. March 8, 2016 - DEIR presented to the Design Commission

11. March 9, 2016 - DEIR presented to the Planning Commission

12. April 13, 2016 – Planning Commission received information only item on outline of applications that have been submitted and that are required for the project to move forward

13. July 13, 2016 - Planning Commission considered Entitlements and Surplus Property declaration

14. August 3, 2016 – Urban Forestry Advisory Committee reviewed the proposed public tree removals associated with the project

15. August 15, 2016 – City Council approved project Zoning entitlements for one of the alternative building configurations studied in the EIR and certified the Final EIR

Lease Negotiations

• Subsequent to project approval, Kimptonrequested economic subsidies from the City in its lease negotiations

• City Council reviewed subsidies on April 3, 2017 and May 22, 2017

• On May 22, 2017, City Council determined that subsidies would not be approved and initiated creation of a community task force to provide recommendations for development of the YWCA and YMCA blocks
