School Survey (Formerly called School Climate Survey) Asks students, parents, and school staff questions about aspects of the school environment, including administration, family involvement, physical environment and safety, and is completely anonymous. City Schools Student Survey on Teachers o Asks students in grades 3-12 specific questions about teachers and how students experience their teaching practices. VAL-ED Survey A component of the School Leader Effectiveness Evaluation designed to provide a summary of effectiveness of a principals learning-centered leadership behaviors during the current school year 4

Links to online survey available in guidance document and on teacher instruction sheets Try to administer survey at the same time of day in all classes (e.g., homeroom) to avoid chances students will complete survey twice Provide a make-up survey administration for students who missed school-wide administration School Survey for Parents Distribute surveys and business reply envelopes to teachers who should send survey packets home with students Make parent surveys available in main office in case parents want to complete surveys when they stop by the school Make parent surveys available at any school events in which parents will be on-site (e.g., sporting events, parent-teacher conferences, etc.) If possible, open computer labs to parents when they are not being used for classes so that parents can complete the survey online Remind parents via flyers, phone calls, etc. to complete surveys 12

  • B ALTIMORE C ITY P UBLIC S CHOOLS Response Rate Minimums for Valid Data Survey data is most useful and valid when sufficient responses have been obtained such that data is representative of the school populations opinions This year, we have set minimum response rate thresholds to ensure you receive valid data. If the following minimum thresholds are not met, a school will not receive data for a particular respondent group: Students : 30% of student enrollment at your school Staff: 30% of all professional and para-professional staff at your school Parents: 10% of student enrollment at your school 16

  • B ALTIMORE C ITY P UBLIC S CHOOLS Response Rate Targets To encourage schools to strive for higher response rates in order to collect the most useful data possible, response rate targets have been set and are included as an addendum to your guidance packet All targets were set using the 2013 response counts and rates as a guide. For students and staff, targets are set at one of 3 levels- 30%, 60%, or 90% For parents, targets of increasing the parent response rate (as a percentage of total student enrollment) by 20% have been set keeping the minimum standards in mind. The school survey is given to students, parents and staff to help district and school leaders understand what is working well and what needs improvement at their school. It contains questions about many aspects of the school environment, including administration, family involvement, physical environment and safety, and is completely anonymous. Why is it important? By filling out the school survey, students, parents and staff help district and school leaders understand what is working well and what needs improvement at their schools, and the more people who complete the survey, the more accurate the picture of a given school. This is important, because district and school leaders use school survey results to inform decision making about everything from academic programming to budget priorities. What do the results show? School survey results show what students, parents and staff think about various aspects of their schoolsfrom the learning climate to the physical environment. The results show a percentage of the respondents who strongly agree or agree with an item. In some cases, items on the survey are worded negatively (e.g., Students fighting is a problem at my school). In these cases, the number that schools receive indicates the percentage of people who disagreed or strongly disagreed with the negative item. 18

  • B ALTIMORE C ITY P UBLIC S CHOOLS More FAQs about the School Survey How are results from the school survey used? And how else can they be used? The district provides each school with the results of the school survey along with a summary report Schools decide how to use them. Information about the availability of a schools resources, physical environment and learning climate as well as feedback about safety concerns can inform decisions about School Performance Plans and School Climate and School Safety Plans, and help inform school leaders about which programs to fund. The School Survey is also a part of the Learning Environment category within the School Performance Measure.The School Performance Measure is currently part of the evaluation system for both teachers and principals, although the inclusion of the measure may be impacted by whether or not Maryland is granted a waiver There are other ways in which school survey data can be used. The data could be used as part of lesson plans about percentages, studying data or marketing. The data can also be used to start discussions among students and staff and with the community about what the results say about the school and what can be done to improve the schools climate. Student surveys provide data that can inform teacher practice. City Schools field test data: (1) confirmed research showing that students can identify effective teaching and student surveys are reliable measures of teacher effectiveness 1 ; teachers that receive high ratings on student surveys also tend to make larger gains in achievement 2. and (2) revealed strong relationship with the City Schools Instructional Framework. No. Students in grades 3-5 complete one version and students in grades 6-12 complete another. Can students complete more than one survey? Yes. Most students will complete 2 surveys, although the number will vary depending on the students schedule. Can students complete the paper and online survey for the same teacher? No. Students should only take the survey once for a teacher. How can we make sure the survey is fair? City Schools has developed a unique screening system to allow for teachers ratings to be fair. We eliminate student survey averages that are more than 1 standard deviation away from a teachers overall survey average. Of the remaining surveys, we eliminate those that have a standard deviation of 0 (or surveys where students gave the same response for each question). 34

Be sure to include a roster of teachers at your school, the grade they teach, and the # of paper surveys needed for each teacher when you submit this mini-survey.
