Colonel Arnulfo Matanguihan who is the current head of Task Force Yolanda based at the Leyte Sports Center said continued on page 5 he requested the Korean contingents to conduct the activity considering the observed presence of mosquitoes in the area. “One of our men (military) is now down with dengue,” Colonel Matanguihan intimated to the Philippine Information Agency. He said the soldier was diagnosed of dengue by the Korean doctors and had to be sent to the 8th Infantry Mayor Alfred S. PIA Northern Samar nominates NSSDEO Task Force in the search for public service exemplarsT he Philippine Information

Agency (PIA) Provincial Office in Northern Samar nominated the DPWH Northern Samar 2nd District Engineering Office Task Force on Buildings and Bridges as plausible awardees’ in the nationwide search for public service exemplars dubbed as ‘2014 Search for Outstanding Public Officials and Employees’. In signing the nomination form, OIC PIA Provincial Manager Ms. Ailene Nalazon-Diaz said it is f itting that the NSSDEO Task Force headed by OIC District Engineer Ferdinand A. Briones be recognized and nominated to the prestigious award because of its significant contribution to the government ’s overall disaster response, relief and rehabilitation efforts in Tacloban City in the aftermath of super typhoon ‘Yolanda’. To recall, in November 9, 2013 right after typhoon ‘Yolanda’, the NSSDEO Task Force of Buildings and Bridges went to the regional center to render assistance to the calamity-stricken area. In fact it was one of the initial responders that conducted extensive clearing operation of various roads and bridges and other major thoroughfares in Tacloban City. Also it initiated repairs and restorations of other l ifeline facil it ies l ike the Tacloban DZR Airport and Eastern Visayas Regional Medical Center (EVRMC) that were severely damaged by the typhoon. Notwithstanding the harsh condition at that time and the considerable distance of the regional capital from Northern Samar, the NSSDEO disaster-response operation lasted for nearly two (2) months with its team members working daily that often lasted until early hour in the morning. The team then was

commended by the department officials of DPWH led by Regional Director Rolando Asis and Secretary Rogelio L. Singson. Meanwhile, the nationwide search for public service exemplars is a government mandate enshrined in the Constitution and other appropriate laws such as Executive Order No. 292 or the 1987 Administrative Code; Executive Order No. 508, series of 1992, as amended by Executive Order No. 77 series of 1993 and Republic Act No. 6713. The conferment of these awards forms part of the Commission’s advocacy of promoting excellence and recognizing as well as rewarding civil servants for their outstanding per formance, contribution and achievements or consistent manifestation of exemplary ethical behavior in the public service. Group nominations for the Presidential Lingkod Bayan Ward and the Civil Service Commission Pag-asa Award are strongly encouraged; in fact this is the category where the NSSDEO Task Force was nominated. Meanwhile, according to OIC District Engineer Ferdinand Briones, the PIA Northern Samar nomination to the prestigious award is an honor to the NSSDEO Task Force. Whatever will be its outcome, DE Briones said they will just continue delivering service to the public without qualms. For the nomination, all the required documents of NSSDEO Task Force of Building and Bridges Team have already been submitted to the Civil Service Commission (CSC) Provincial Office in Catarman, Northern Samar. I n the second semester of 2014, some 150 hec tares wi l l be planted with a fast growing coconut var iet y and intercropped with corn as a shor t-term gestat ing crop. This wi l l be rol led over three more t imes at 150 hec tares per c ycle unt i l the middle of 2016, to achieve a cumulat ive reach of 600 hec tares over t wo years. Two 5 ,000 square -meter demonstrat ion farms wi l l a lso be establ ished at t wo di f ferent s i tes to promote cash crop produc t ion as a source of income and food for the farmers whi le wait ing for the coconut t rees to bear f ru i t . The demonstrat ion farms wi l l showcase appropr iate integrated farming systems technologies such as vegetable produc t ion, f i sh farming, and back yard poultr y and l ivestock ra is ing, among others. Apar t f rom these, coconut farmers wi l l a lso receive t ra ining on I ntegrated Farming Systems f rom PBSP ’s Center for Rural Technology Development (CR TD) . The DPWH-Northern Samar Second District Office started

the retrofitting, rehabilitation and strengthening of Pambujan Bridge, a project under DPWH CY 2014 Regular Infrastructure Program funded under Fiscal Year 2014 General Appropriation Act sourced out from the Philippine government. This was learned from Mr. Rey Orsua, DPWH-NSSDEO PIO Unit. This particular project was bid out last November 20, 2013 and the contract was awarded to the winning contractor, NORSAM BUILDERS with the release of Fund 101101-NGA-Specific Budgets of National Government Agencies

dated January 1, 2014, intended for implementation this year. The work started last February 28, 2014 and is expected to be completed by April of this year with a total project cost of P 3,790,134.71. Before the project started, NSSDEO Maintenance Crew led by Engr. Cesar Lim caused the removal of some obstructions along and beneath this bridge such as makeshift residential houses and miniature business enterprises, in compliance to the Department Order No. 29 series of 2012, Re: Removal of Obstruction and Prohibited Uses within the Right-Of-Way of National Roads.

Rehabilitation of Pambujan Bridge along Catarman-Rawis road, commence

The Pambujan Bridge along Catarman-Rawis (Boundary) Road, will pave way to the sustained infrastructure development of the town of Pambujan in the second district of Northern Samar. Specifically, the project will protect the bridge’ embankment and strengthen its structure providing greater stability. The completion of this project will be of great significance to the end users - giving them safer and faster travel and convenience in the transport of goods and services and farm products. Samar province to use lessons from Yolanda in its disaster management

I n its effort to improve disaster r isk reduction management in

Samar province, Samar LGU will be conducting a technical consultation on managing disasters on April 3-4, 2014 at the Ciriaco Hotel, Calbayog City. The activity called Technical Consultation on Management of Typhoon Yolanda: Learning, Challenges and Road ahead for Improved Disaster Management Systems in Samar Province will be done in coordination with the United Nations Development Programme (UNDP), DILG and the Office of the Civil Defense. The provincial government of Samar wants to use the lessons of super typhoon Yolanda to improve its handling and managing of areas gravely affected. Typhoon Yolanda caused the loss of l ives, properties and infrastructure in Samar towns

especially in Marabut and Basey, and even in Sta Rita. In a letter-invitation, Christine Caidic, Samar ’s Provincial Disaster Risk Reduction Management Officer said that the technical consultation will give emphasis on the Early Warning Systems (EWS), response and relief. I t also aims to come up with a Prioritized List of Actions to improve the management of the affected areas. (PIA 8-Samar)

Health Chief opens new provincial hospital

Health Secretary Enrique Ona cut the ceremonial ribbon to literally

open the doors of a big wellness building here high noon Monday, March 31, and toured its vast facilities housed in the two-storey structure. And he promised to return sooner to see to it that the new provincial hospital lives up to its full potential, in which it can provide the wide array of services it is expected to deliver, with latest, state-of-the-art equipment to match its huge size, form, and appearance. “You should have CT scan and all laboratory tests so that you won’t have to go to Cebu,” Ona said in his message during the program, talking in a mix language of English and fluent bisaya that caught many by surprise. He is a native of Pagadian in Mindanao. The statement drew cheerful applause from an audience composed mostly of health workers around the province, heads of provincial and national line agencies, Punong Barangays from the city’s 70-strong barangays, some municipal mayors, city officials headed by City Mayor Maloney Samaco, provincial officials led by Gov. Roger Mercado, and Cong. Damian Mercado. The Department of Health (DOH) boss stressed that close

partnership with the local government and the national government that he represented will be a vital factor to hurdle the challenges ahead and along the way in making the new hospital a first class one. “I am happy to be here for this inauguration and blessing. But I will come back before leaving office to insure a fully operational hospital,” Ona declared as a parting line in his brief speech, which he began by saying he felt a “very close kinship with Maasin.” Earlier, Gov. Mercado, in his welcome talk, said the new hospital would serve not just the people of Maasin and Southern Leyte but will also be the alternative hospital for Leyte, Region 8, and Bohol. “We do not need to express our need, Mr. Secretary. Provide us the chance to avail of modern equipment,” Mercado insinuated, as he stressed that health is indeed wealth. He said Ona was the first secretary -- his surname means first -- to visit Southern Leyte, coming at a time of the 493rd First Mass anniversary, to a first modern hospital. “The initials of his name, middle name, and the family name says Etona, so Etona (this is it),” Mercado joked, and the hearty laughter of the audience tended to agree.

For his part, Cong. Damian Mercado recalled that the idea of putting up a new hospital dawned in 2007 when he was still serving his first term as Governor then. He said the existing hospital was built in the 1960s and could no longer accommodate an increasing population, and a hired consultant suggested constructing a new complex instead of repairing the building altogether. It was learned that actual cost of the project, which started in June 2010, had reached P 170 Million and that the DOH had contributed P 50 Million for its construction. The entire area covered more than two hectares, while the hospital’s ground floor area measured 5,800 square meters. Its second floor is capable for 100 beds, there are 87 private rooms, 4 ICU rooms, and two operating rooms among other basic necessities. DOH Secretary Ona was accompanied by some of his staff, including Assistant Secretaries Pauleen Ubial, Rolan Cortez, and Jaime Lagahit, among others. DOH Region 8 Director Jose Llacuna, Jr. introduced Ona as the day’s guest speaker. Rev. Msgr. Joselito Perez and Rev. Fr. Angelito Rosales officiated the Holy Mass and the blessing rites. Ante-post mortem to be conducted by NBI

A n ante -post mortem identification or matching

phase to surviving family member of those reported missing after typhoon Yolanda will be conducted by the National Bureau of Investigation(NBI) this was revealed by Dr. Nicasio Botin, heading the group from NBI Disaster Victims Identification team. The ante -post-mortem identification is to be conducted after the observance of Holy Week and will last for about six weeks for the gathering of DNA samples. However the entire process

will take 3 years to be finish Botin said. The group of Botin is of press time is looking for place or venue in conducting the matching phase including looking volunteers. The team needs at least 20 volunteers for the conduct of the anti-post-mortem phase. During the post-mortem identification, the team of NBI has eight members on rotational basis excluding volunteers. Last march 23, the NBI f inished the post-mortem identification of the 2,241 bodies

that were recovered in the city of Tacloban. Of the 2,241 bodies eight were claimed by their families while 2, 233 are buried at the Holy Cross Memorial Park. The processed bodies in the post-mortem identification were taken from the temporarily burial site in Suhi (1,200 bodies), Basper (852 bodies) and 189 are from the Holy Cross Memorial Park. Botin added that bodies permanently buried at the Holy Cross Memorial Park once matched with the DNA samples to claimants, will have the option that the body of the relative may be exhumed and transferred to other cemetery. Before the team finished the post-mortem phase last week, Botin said that 15 additional bodies were turn-over to them by the Bureau of Fire Protection. The continuous recovery of cadaver in the city is a result of the intervention made by the United Nation Development Programme that commissioned Global Dir t with the use of sniffing dogs to track dead bodies in some parts of the city that remains with debris. The Office of Defense in Eastern Visayas recorded 5,876 casualties of typhoon Yolanda. In their record as of March 27, a total of 2, 686 bodies are already recovered in the city of Tacloban, 1, 593 are identified while 1,078 are unidentified. (PIA 8 with Lizbeth Ann Abella)

A Mega Jobs Fair is slated on April 2, 2014 at Guiuan municipal

grounds led by the Department of Labor and Employment. The mega jobs fair is the fourth to be conducted by the department, 1st was a mega jobs fair in Ormoc, second was the international and local jobs fair in Leyte Normal University and third was a local jobs fair in the Department of Labor and Employment Office. Exequiel Sarcauga Regional Director of DOLE-8 said that this program is being pushed by Sec. Rosalinda Baldoz to help address some of the pressing problem of region 8 which is the result of Yolanda devastation and this is the loss of employment. “Since one of our functions is to facilitate employment opportunities; we intensify the conduct of jobs fair” said Sarcauga. According to Sarcauga about 19 overseas recruitment agencies and 15 local companies to date has confirm their participation in the jobs fair. About 7,460 job orders are available for overseas employment and these vacancies are existing for they are all coming from licensed recruitment agencies with direct link or contact with Philippine Overseas Employment Administration (POEA). In order to ensure that seafarers-trainees are adequately provided

with the necessary services, training and education, the National Maritime Polytechnic (NMP) located at Cabalawan, this city, is pleased to inform its clients that it has resumed operations. During the 1st Quarterly Media Partnership Forum held recently at NMP’s office, OIC Executive Director Forter Puguon formally announced the resumption of trainings and operations after they prioritized the rehabilitation program despite the heavy damage it sustained brought by the disastrous typhoon “Yolanda”. To date, NMP is continuously taking its rehabilitation efforts to repair the existing structures, equipment and buildings destroyed by the strongest typhoon ever recorded to make a landfall. This includes the clearing of NMP road networks and entire campus, repair of administration, training, GSS building, officers and ratings dormitories, multi-purpose building & assessment center, library and canteen as well as the

repair, reconditioning and testing of training equipment, simulators and generators. It was learned that as early as February 3, 2014, NMP initially resumed 13 courses for non-simulator based training programs such as Faculty Development Courses, Marine Environment and some upgrading courses for deck and engine. This was followed by the offering of 4 courses for STCW and 1 Environmental Protection and Maritime Allied Courses and the latest on March 17 which is the reopening of Safety, Medical and Security Courses specifically Basic Training . Seafarers and Trainees whether from Eastern Visayas or outside the region may now avail of the NMP training and assessment services in accordance with international and national maritime education and training standards.
