I have pleasure in reporting another successful year for CST, our 31st year. Whilst there have been challenges over the past 12 months we have met them and grown. Our job share CEOs John and Gillian continue to be high achievers, managing diverse program delivery to the community. Although revenues have increased by 32% during the past 12 months, development of funding strategies to place less reliance on Government funding are being formulated. Achievement of an unqualified audit has again been achieved. Confirmation of appointment auditor ALH Birch who has completed the audit presented in this annual report and appointment for next financial year’s audit is included in the AGM agenda. Our CEOs have continued their efforts in establishment of a purpose built community hub for Atherton. Both CEO John and I are CST’s representatives on the Atherton Community Centre Project Advisory Group together with Department of Communities, Child Safety and Disability Services representatives. At the time of this report a Project Manager has been appointed. Funding and support received from State and Federal Governments as well as the Tablelands Regional Council is very much appreciated as is continued financial support from community minded business people and organisations. CST continues to provide charitable services through its activities as a service provider for government Departments and with the support of business donors. Our community bus continues to provide subsidised transport for the elderly and disadvantaged Tableland community members who need to attend medical appointments or maintain social contact. Valued donors, Joe Vella Insurance Brokers, Lions Club of Atherton, Central Tyre Service and Soroptimist International Tropical Tablelands also help to keep this service on the road. Volunteer drivers keep this service running smoothly and we commend volunteer Luke Boissevain for taking up the challenge of bus driver, roster coordinator and overseer of general operations. Our valued volunteers continue to provide personal support to those in need, thank you to Jylynne, Rosette, and reception volunteers, Veronica and Robert. Tax help is also provided by volunteer Irene. These services are offered at our 38 Mabel Street premises. Thank you also to our Main Street volunteers on Reception, Annie, Tanya and Silvia as well as Cathy who does Emergency Relief. A big thank you to Duncan for keeping the vehicle fleet including the bus well maintained and doing handyman/maintenance jobs at both our premises. We cannot thank our volunteers enough for their contributions to the community and success of CST.

I thank all the Board members who continue to find time in their busy lives to contribute so much to ensure CST continues to deliver much needed services to the community. During the year, Board Member Douglas Welch resigned due to his job transfer away from Atherton. We welcome new board member Alan Hogg who was recently appointed by the Board of Management to fill the vacancy created. We all seem to be busier these days as the numbers below suggest, however I am confident the board continues to function well.

I thank all who have supported CST in achieving best possible outcomes for the Tablelands community. There are still challenges ahead as CST implements its strategic plans to ensure long term sustainability. I am pleased to present results for financial year ended 30 June 2017 for CST which reflect an operating surplus of $65,478 (+$26,011). Audited financial statements completed by ALH Birch for financial year ended 30 June 2017 are presented with this annual report. CST is a registered charity and is classified as a large institution for purposes of reporting to the Australian Charity and Not for Profit Commission (ACNC). CST’s Annual Information Statement has been lodged with ACNC for financial year ended 30 June 2016. This statement can be viewed on the ACNC’s web site www.acnc.gov.au by entering CST’s name under Find a Charity and following the links. Office of Fair Trading return for 30/06/16 has been submitted.

Revenue $3,067,447 (+$798,722) due mainly to full year funding of IFS $564,000. TCASS and Bail Support programmes have been completed and wound up. Non Recurrent grants of $13,405 were received. Programme management fees totalled $156,205 (+$82,640) this year as accumulated reserves remain high which enabled more capacity in service delivery.

Expenditure $2,784,608 (+$555,349) Employment Expenses +$465,068. Employee numbers decreased from 31 to 29 year at 30/06/2016. Annual wage case increase of 2.4% applied. Capital works on Main Street premises were once again nil.

CEOs ANNUAL REPORT October 2017 The past year has seen CST continue to grow with two new Drug and Alcohol programs (AOD) for youth under 25 years of age. One AOD program is psychological interventions through counselling and the other is case management. With the new AOD program and the Intensive Family Support work, CST’s reach now extends in a limited way to service delivery in Croydon and Etheridge Shires. The Medicare program continues to provide services to those clients who are ineligible for other CST programs to access psychological services. An EFTPOS machine at the front counter makes it easy to make claims and for clients to pay their bills. The machine continues to be a hit with staff and clients alike. Meeting room bookings are still proving popular with many community organisations continuing with their regular bookings year after year. However, the Department has decided that the Mabel Street buildings need repair and renovations so for a while we are expecting some of the meeting rooms to be unavailable. However, we are hoping to have alternative accommodation while the renovations are taking place. Two programs that have ceased to be funded are the Bail Support Program and the Tablelands Counselling and Support program. The latter will be replaced by a new Intensive Family Support program for Mareeba. This program commences in October and will be run by MISC in Mareeba. CST retains the Intensive Family Support Program for the Southern Tablelands, Etheridge, and Croydon Shires along with the Child and Family Connect sub-contract we received last year. The other funded programs are all still in operation and are operating at capacity as well as achieving the benchmarks set by the funding agreements. CST continues to conduct DRUMBEAT Workshops and Music Therapy Programs as alternative AOD relapse prevention initiatives and carries out mindfulness training with suitable clients. During the past year, CST has also promoted its services by having an open day, and a couple of street barbeques promoting mental health. These were held in various locations around Atherton and the immediate surrounds with the open day at Mabel Street Family House. The open day was well attended by service providers, funding agencies and members of the public. One of the significant honours CST received this year was acknowledgement of our place in the community as the local charity, with Maize Festival Youth Ambassadors for 2017, Kathryn Grimshaw, nominating CST as her chosen charity. Charitable donations are always welcome in CST because they enable us to do more for the community than what our grant funding will allow. Our charitable services such as the community bus and personal support services continue, thanks to the commitment of our volunteers and community financial donations, which are tax deductable.

In numbers, CST has supported more volunteers this year than previously, although hours are down slightly from last year. We would like to take this opportunity to thank our volunteers without whom CST could not function. Volunteers undertake roles including governance, administration, service support, bus driving, and personal support initiatives for the community, which adds up to a significant charitable contribution to the community. A conservative auditable estimate of in-kind contribution to the community for the past year is $132,613.23.

In January, we gave an opportunity of temporary employment to those volunteers who had an interest in helping families. They worked alongside professional staff, which gave them valuable insight into the difficulties experienced by some Tableland families. One volunteer is now interested in progressing her studies and career by taking up a Social Work degree and we encourage and applaud her commitment to serving our wonderful community. Our staffing skills and capability go from strength to strength, with training for professionalism and performance a staffing priority. While we have recently lost valuable staff to other organisations, including government agencies, CST has recruited several more professionals, with an overall increase in staff numbers. Aside from training our professionals in the work they encounter, CST also places great importance on cultural competency. Service delivery staff attended two days of training to assist them to move beyond cultural awareness, towards cultural capability. The training included such topics as the historical impacts of past policies and practices affecting Indigenous people, the journey to self-determination, the Traditional Owners of the Southern Tablelands and the Indigenous community today, with a focus on how to engage with Indigenous families, within the community. Staff have attended workshops that have focused on domestic and family violence and trauma. Mindfulness, Post-Traumatic Stress Disorder, Personality Disorders, Autism Spectrum Disorder and Psychometric Testing are some of the topics that were also covered during professional development activities. Clinical Supervision and Peer Support is provided weekly to all members of the service delivery teams. In addition, we have invited guest speakers to speak about: drug impacts in the community; aged care issues; childhood developmental issues; and domestic violence. There has been an increase of referrals to CST from My Aged Care and staff continue to encourage all eligible clients to register on the My Aged Care website. CST has received growth funding for Allied Health & Therapy Services from the aged care program. Allied Health & Therapy Services has increased from 183 units (hours) to 867 units for an increase to $52,750.00 per year until 2020. Home Maintenance increased from 3327 units (hours) to 4373 units for an increase to $241,748.00 per year until 2020. Finally but significantly, CST has secured funding from the Queensland Government to carry out planning for a new community hub. In addition, negotiations are being undertaken for a suitable block of land which will be subject to a long-term lease from the Tablelands Regional Council. We have employed a project manager and have architects who will complete the consultation and design phase. CST is working closely with Council to ensure the building suits community needs.

Thank you to all CST staff and volunteers for their untiring support and hard work in delivering quality professional services to the community, to our board of management for their unwavering support and insight, and to our membership for their continuing support and commitment to the ideals CST brings to our vision of “Strengthening Community”. CST Community Bus CST continues to provide Charitable services through its activities as a provider for government departments and with the support of business donors. Our community bus provides subsidised transport for the elderly and disadvantaged Tableland community members who need to attend medical appointments or maintain social contact. CST Community Bus also provides Social outings for the disadvantaged and the elderly who may be socially isolated. These outings usually run periodically to various locations around the tablelands and further afield. The bus continues to operate regular weekly runs around Atherton and to Cairns, and every other fortnight to Mt Garnet and Tolga. We are extremely grateful to the following local Business and Community sponsors of the CST Bus as their

continued support is invaluable for the ongoing operation of this most worthwhile programme.
