This meeting is required as a part of our By Laws and a minimum representation (including proxies) of 10% of our residents needs to be met or the meeting has to be rescheduled. This costs our community extra money and time and frankly there is no excuse for us to not have 50 proxies or residents present. This year we were short 15 votes and we had to send residents out into the rain to collect proxies from their neighbors in order to establish a quorum. Please, please either attend these meetings in the future or fax in your proxy to SCS Management. It only takes a few minutes of your time to do this. The meeting reviewed the current year’s activities and financial statements. We discussed the improvements that were made this year to the community including new roofs at the pool house and gazebo, a new bridge and updated staining of the bridge and dock at the lake, new constable contract, irrigation repairs and improvements to our landscaping and watering systems. We also discussed the fact that we will need to raise the annual dues this year due to continued increased expenses. Operating expenses have risen each year: we have seen a 25% increase over a 5 year period in Utilities and a 33% increase in the cost of Trash Service to our community, while only increasing the annual assessment by 9% in the same timeframe. We have not voted on the actual amount of the assessment as of the writing of this article, but want you to know that there will be an increase this year. The board would like to thank John Booker for his years of service to our community on the board and as our Treasurer and would also like to thank Monica Ward for her faithful service on the board. We would like to welcome two new directors: Mr. Stacey Ward and Ms. Janice Walker, our newest directors, as well as the homeowners present at the meeting that expressed an interest in getting more involved in our community. We held our annual homeowners’ meeting on Thursday, October 29, 2009. It is true that we are a small community compared to some, and also true is the fact that we lack the number of block captains and co-captains needed for this important event, but I can say that we are “a work in progress.” I am hopeful that 2010 will bring renewed interest towards this occasion. 2010 ASSESSMENTS Due January 1st

Billing of the 2010 Willowlake assessments is just around the corner! As a reminder, if you are unable to pay your assessments in full by the due date of January 1st, 2010, please contact SCS Management Services and set up installment arrangements.

The installment plan does not stop the late penalty in February, but it does stop any further collection proceedings. Charge for a four (4) month installment plan is $15.00 and the installment fee doesn’t begin until February 1st, 2010.

You may also, prior to January 1st and at no additional cost, make payments anytime toward your next year’s assessment; giving you a head-start in paying off your balance.

The Willowlake Board of Directors requests that this New Year’s Eve, all residents execute caution regarding fireworks, and that they use fireworks responsibly and away from children. We ask that you stay out of busy streets and away from parked cars for the same reasons. Please end the firework festivities by 1:00 a.m. in consideration of your neighbors. Be sure to sweep up debris after setting off fireworks and dispose of it in the trash. Please do not dump debris and waste in the sewer or in our lake or wetlands area near the gazebo. Have fun, be safe!!

Attention residents! For those of you who do not know, when a holiday falls on one of our regular trash-pickup days (Tuesdays and Fridays), there is no service on that day. This is the case this year that Christmas Day and New Year’s Day both fall on a Friday. This means that there will be NO trash-pickup on these days, and that pickup will resume on the next regularly scheduled day, which is Tuesday. Also, because the first Friday of January for recycling is a holiday, the recycle will be picked up instead on Saturday, January 2nd. NOTE: Please keep your trash out of street view until the day of or night before trash-pickup day. Thank you in advance for your efforts in this matter.

hArrIS coUNTY Juvenile Curfew Ordinance

Juveniles under the age of 17 are subject to the Harris County Juvenile Curfew Order. The curfew includes all areas located in unincorporated Harris County and is ENFORCED SEvEN DAYS A WEEk. The hours of enforcement are from midnight to 6:00 A.M.

ExCEPTIONS TO THE CURFEW ARE:• Accompanied by parent, guardian or custodian.• Engaged in lawful employment or traveling to or from

employment.• Participating or traveling to or from school-sponsored

or church-affiliated activities, recreational activities supervised by adults and sponsored by a government entity, civic, non-profit organization or similar entity that takes responsibility for the juveniles.

• On the sidewalk of juvenile's residence or sidewalk of next door neighbor, if neighbor does not complain.

• Involved in an emergency. • In vehicle or aircraft involved in interstate travel with

the consent of a parent, guardian or custodian.• Married or previously married; or had disabilities

of minority removed by a court of competent jurisdiction.

Law enforcement officers will carefully assess each situation regarding a possible infraction of the juvenile curfew. If the juvenile is taken into custody, the juvenile may be transported to a processing center. While at the processing center, the juvenile’s parent, guardian or custodian will be contacted and asked to pick up the juvenile. If a parent, guardian or custodian cannot be located or does not pick up the juvenile, the juvenile will be transported to Chimney Rock Center (southwest Houston) operated by Children’s Protective Services. The juvenile can receive a citation, which is a Class C Misdemeanor with up to a $500.00 fine. In addition, the parent, guardian or custodian may also be issued a citation if they knowingly allow the juvenile to violate curfew. An owner, operator or other person in control of a public place may be issued a citation if they knowingly permit a juvenile to remain on the premises during curfew hours.

Many juveniles do not recognize the potential dangers they face by being on the streets during these times. The curfew is designed to reduce the chances of juveniles becoming a victim of crime.

Unfortunately, what goes up-must come down, so we want to let everyone know in advance that ALL homeowners’ holiday decorations must be taken down by January 31, 2010. After that, SCS Management will begin citing homes for violations. Thank you in advance for your cooperation in this matter.
