MODERATOR Joseph Sanches, LEED AP BD+C, CGC, MBA President | D. Stephenson Construction Mr. Sanches is the President of D. Stephenson Construction, Inc., which is Florida’s largest African American owned construction firm. D. Stephenson Construction specializes in the construction of educational facilities, municipal buildings, multi-family residential, airport and other facilities throughout South Florida. Prior to joining D. Stephenson Construction in 2013, Mr. Sanches spent 30 years in various construction and facilities management positions in New York, Atlanta and the U.S. Virgin Islands. Most recently Mr. Sanches was the Chief of Support Operations at the School District of Palm Beach County (SDPBC). While there he managed over 3,000 employees, oversaw more than $2 billion in construction projects and managed 29 million square feet of schools, offices, warehouses and other facilities. Mr. Sanches is largely credited with leading SDPBC’s sustainability focus including developing sustainable policies and procedures which have earned him a place on the National Board of Directors for the U.S. Green Building Council. David Dolan Deputy Chief of Facilities Management | School District of Palm Beach County David Dolan came to the School District of Palm Beach County in 2017 from Palm Beach County government, where he worked as a Capital Improvements Senior Project Manager for over 10 years. His experience in both architecture and civil engineering disciplines led to his management of various capital programs, in excess of $50 million annually, specializing in park facilities and office building renovations/hardening. As the Deputy Chief of Facilities Management, Mr. Dolan oversees the departments of Building Code Services, Diversity in Business Practices, Environmental an d Conservation Services, Facilities Services, Facilities Construction and Planning and Intergovernmental Relations. He is also managing the 2016 $1.6 billion Sales Tax Referendum and has more than 440 employees within his division. David Dolan has lived in Jupiter for 17 years with his wife Nancy and four school-aged children. Dr. Marielena DeSanctis Interim College Provost / Senior Vice President for Academic Affairs and Student Services | Broward College Dr. DeSanctis joined Broward College in April 2014, and she brings almost six years of experience as an engineer and 16 years of experience in K-12 education. Prior to joining Broward College, Dr. DeSanctis served as the Executive Director of Curriculum for Broward County Public Schools, principal of Fort Lauderdale High School, Assistant Principal at South Plantation High School, and six years of experience as a math/Physics teacher. She has served as a committee member and leader of several professional organizations including state President of the Florida Association of School Administrators. As an engineer, she worked nationally in the field of water and wastewater. Dr. DeSanctis earned her Ed.S. and Ph.D. in Educational Leadership from Florida Atlantic University; her Master’s in Math Education from Nova Southeastern University; and her Bachelor’s in Mechanical Engineering from Georgia Tech. Bridget PelaezAssistant Director of Emergency Management | Florida International University

Bridget Pelaez is a licensed registered nurse, certified paramedic and emergency management professional that coordinates training for the FIU-Florida Advanced Surgical Transport Team (FIU-FAST Team). She has extensive hands-on clinical and practical experience with disasters worldwide, with a strong focus in disaster medicine. She is also a Training Officer for the U.S. Department of Health and Human Services and is a member of the National Disaster Medical Systems Trauma Critical Care Team. Ms. Pelaez currently serves as the Assistant Director of Emergency Management at Florida International University. In her academic role, Bridget oversees the development and coordination of the non-credit courses within the academy, as well as the day-to-day management, recruitment, and coordination of the FIU-FAST Team. She works closely with the Herbert Wertheim College of Medicine to coordinate didactic based lessons in disaster medicine as well as hands on emergency training for first year medical students. She serves as a public health consultant to Dr. Ana Viamonte-Ros, Florida’s former State Surgeon General, and she is the lead instructor for the universities Active Shooter Program.In her clinical role, Bridget oversees the FIU-FAST Team as a paramedic and pediatric trauma flight nurse. Her clinical focus is dedicated to disaster preparedness and response with a strong emphasis on community and collaborative efforts to engage and train clinicians for disasters.

Daniel Alfonso, M.S.Vice President of Facilities Management | Nova Southeastern

Mr. Alfonso is responsible for the creation of innovative partnerships to meet expanding academic and student- support needs, the development and build-out of a new 30-acre campus in Tampa Bay, the university’s master plan for facilities, ongoing and future construction projects and public safety. He oversees the maintenance and renovation of the buildings, grounds and infrastructure of NSU’s Fort Lauderdale/Davie and regional campuses throughout Florida and in Puerto Rico.
