Welcome Address

The Euro-Mediterranean area is one of extremely diverse cultural and religious backgrounds. The Mediterranean Sea is our treasure, our common neighbourhood and an area of immense opportunities. For us to exploit the potential of this region, we need to employ our collective knowledge and capabilities and activate our institutions and channels.

I believe that EMUNI is a unique channel that can serve as a bridge across the Mediterranean for students, academics and institutions on both shores of our common sea. This year's conference shows the importance of intercultural dialogue that can be supported through science diplomacy and I am happy to see a big number of international participants at this event. I am certain that we will gain important and interesting insights from the panellists.

Our meeting this year comes amid a time when the Euro-Mediterranean region is facing substantial challenges. Youth are falling victims to extremist ideologies; terrorism and violence are rising; desperate migrants are fleeing conflict zones on dangerous journeys to safe havens in Southern Europe. On the Northern shores of the Mediterranean the economic crisis and the quest for European identity further aggravate the situation. I am afraid that an inter-cultural rift will emerge if we do not jointly address our challenges and explore our opportunities.

EMUNI as an international university with an extensive network of partner institutions from diverse geographic, political, cultural and religious backgrounds appreciates the role of intercultural dialogue and inter-religious tolerance and understanding as the only means of bridging differences. This year's conference is a good opportunity to display and exercise science diplomacy in practice.

I am delighted that 27 eminent speakers and panellists from 17 different countries and international organisations will share with us their experience and insights on this crucial subject and we expect around 150 distinguished participants from 35 Euro-Mediterranean countries.

In addition, we will use the opportunity of this conference to present the main outlines of the MERID (Middle East Research and Innovation Dialogue) project, which EMUNI coordinates with 12 partners from Europe and the Middle East. This Horizon 2020 project focuses on intensifying and encouraging research and innovation cooperation between the EU and the Middle East region and represents the first attempt to systematise support to the policy dialogue and involvement of research communities of Iran and Iraq in the EU's Horizon 2020 programme.

Meira Hot, Deputy Mayor of the Municipality of Piran, previously worked as lawyer in a number of law firms in Slovenia. She was a Slovenian national expert in the Migration Policy Group of the British Refugee Council. Ms. Hot was as assistant lecturer at Gea College and expert on the project Updating the country report on the implementation of the EU Race Directive and Framework Employment Directive. She was also involved in the preparation of the Anti-discrimination country report for Slovenia. Ms. Hot holds a MSc in International Law.

Abdelhamid El-Zoheiry (MD, PhD), President of the Euro-Mediterranean University (EMUNI), a medical doctor and professor at Cairo University who pioneered public-private and EU partnerships to establish and operate a Skills training Centre of Excellence for medical students and professionals, the “Learning Resource Centre” (LRC) at Cairo University. In 2007 he was seconded to the Egyptian Ministry of Higher Education and Research as Senior Advisor to the Minister and Executive Director of the “Research Development and Innovation” (RDI) Programme. Along the RDI Programme, he initiated numerous research partnerships between Egyptian and EU institutions and organised extensive activities to promote and engage the public in science and innovation. In 2012 he was appointed as founding President of Heliopolis University for Sustainable Development and in February 2014 he was appointed as President of the Euro-Mediterranean University in Slovenia. Representing Egypt, he co-chaired several policy committees and councils, including the Euro-Mediterranean Group of Senior Officials for Research and Innovation, the African Ministerial Council on Science and Technology and the Africa-EU Research and Innovation high-level policy dialogue. El-Zoheiry is the founding President of the international association “Forum for Euro-Mediterranean Innovation in Action” (FEMIA).

Karl Erjavec, Deputy Prime Minister and Minister of Foreign Affairs of the Republic of Slovenia, (since 2012) also served as the Minister of Defence (2004-08) and the Minister of the Environment and Spatial Planning (2008-10). Mr. Erjavec holds a BA in Law and is the author of a variety of articles on the protection of human rights, the functioning of the judicial system and on security issues. Since 2005, Mr. Erjavec is the President of the Democratic Party of Pensioners of Slovenia.

SPEAKERS

Elisabeth Lipiatou, Head of Unit of 'European Neighbourhood, Africa and Gulf' International Cooperation, DG Research and Innovation, European Commission, focuses in her work on EU international cooperation objectives through the international cooperation on research and innovation strategy. She was previously Head of Unit of Climate Change and Environmental Risks and was involved in climate science negotiations and international climate policy interface. Ms. Lipiatou has extensive experience in managing science-policy interface at the European Commission, as well as ten years of academic experience in

various universities and research centers, including the Centro de Investigacion y Dessarollo (CSIC) in Barcelona, Spain, the École Normale Supérieure in Paris, France, and the University of Minnesota, USA. Ms. Lipiatou received a Master in Oceanography and Meteorology from the University Pierre&Marie Curie and Master in Computer Sciences applied in Chemistry and Biology from the University Paris VII. She obtained a PhD in Chemical Oceanography from the University Pierre and Marie Curie, Paris.

Ilan Chet, Deputy Secretary General for Higher Education and Research at the Union for the Mediterranean (PhD in microbiology), previously Dean of the Faculty of Agriculture in Rehovot, Vice President of the Hebrew University of Jerusalem and President of the Weizmann Institute of Science. Prof. Chet's renown is also illustrated by an extensive list of academic appointments, prizes and awards (Max-Planck Award for Distinguished Research (1994), Israel Prize (1996) and Wolf Prize (1998)). He received the Officer's Cross of the Order of Merit of the Federal Republic of Germany (2001). He is member of the Israel Academy of Sciences and Humanities since 1998, and of the European Academy of Sciences since 2004. Recently Prof. Chet was awarded the French “Chevalier” Legion of Honor award. In 2014, he was elected member of the Academia Europea. He published extensively in international scientific journals, edited five books, held 38 patents and trained numerous PhD and MSc students.

Rym Ayadi, Professor at HEC Montreal, Director of the International Institute for Cooperatives and leading the International Research Initiative on Cooperative Finance (PhD) is also Senior Research Fellow at the Euro-Mediterranean University in Slovenia. Dr. Ayadi is expert member of several high-level expert groups in the European Commission and European regulatory authorities (on banking, insurance and occupational pensions), external advisor to international assemblies, including the European Parliament and the Assembly of the Mediterranean and invited expert in international organisations. She is Vice

President of the European Financial Inclusion Network (EFIN) and President of the Euro-Mediterranean Economists Association (EMEA) established to contribute to the future of political and socio-economic model in the South Mediterranean region post Arab Spring. She is author of several books and scholarly articles and member of several editorial boards. Dr. Ayadi was a Senior Research Fellow and Head of the Financial Institutions Unit at the Centre for European Policy Studies (CEPS) in Brussels.

Hany Helal, Professor at Cairo University and former Minster of Higher Education and Research, Egypt (Diplôme de Docteur Ingénieur in Earth Sciences), is expert in Higher Education Reform, Science&Technology and Innovation policies with experience in international cooperation, management and culture. As Minister of Higher Education and Scientific Research he developed strategic reform plans for Higher Education, Science&Technology in Egypt. He was President of Senghor University and Secretary General of the Education Development Fund, Egypt. Prof. Helal worked as Egyptian Cultural and Scientific Counsellor in a number of European countries and as Director for Cultural, Educational and Scientific Office at the Egyptian Embassy in Paris. He was National TEMPUS Coordinator, Consultant/Interim Administrative Director at the International Centre for Synchrotron-Light for Experimental Sciences and Applications in the Middle East (SESAME), and worked at UNESCO Regional Office for Science and Technology in Arab States. Prof. Helal received international awards, among other also from Germany and France.

Lieģis Imants, Latvian Ambassador to Hungary, also accredited to Montenegro, Slovenia and Croatia. Mr. Imants was Latvia's Ambassador to NATO in the pre-accession period until Latvia joined NATO 10 years ago. Thereafter he was Ambassador to the EU Political and Security Committee, Ambassador to Spain and the Benelux countries. He has worked as a career diplomat since 1992, and previously worked as a lawyer in England, where he was born and educated. Mr. Imants served as Latvian Minister of Defence (and Acting Minister of Justice). Following that he was elected to Latvia's Parliament for one year, working as Chairman of

the European Affairs Committee and Head of Delegation to NATO's Parliamentary Assembly. He is a Research Fellow at the Latvian Institute of International Affairs and Board Member of the European Leadership Network for multilateral nuclear disarmament and non proliferation issues. He has published works on foreign affairs and defence and security matters.

Salam Kawakibi, Deputy Director of Arab Reform Initiative (DEA in Political Sciences and DEA in International Relations), also President of Initiative for a New Syria, Senior Fellow with the Centre for Syrian Studies at the University of St Andrews, nonresident fellow with the Rafik Hariri Center for the Middle East at the Atlantic Council and a member of the Consultative Council of the Mediterranean Citizens' Assembly (MCA). Kawakibi teaches in Masters programme on Development and Migration (Sorbonne, Paris), was principal researcher at the Faculty of Political Science of the University of Amsterdam and director of the Institut Français du Proche Orient (IFPO) in Aleppo, Syria. Kawakibi published numerous essays in edited volumes and specialized journals in various languages on the topics of human rights, civil society, migration, media, North-South relations, and political reform in the Arab World.

Cosimo Lacirignola, Secretary General of the Centre In te rna t i ona l de Hautes E tudes Ag ronomiques Mediterraneennes (CIHEAM), previously worked as officer at the European Economic Community, and as Principle Administrator at CIHEAM. Since 1988 he is Director of the Mediterranean Agronomic Institute of Bari (Italy), the Italian seat of CIHEAM. He worked Head of the International Relations Office and as Advisor to the Minister at the Italian Ministry of Agriculture and was President of Fiera del Levante (Bari, Italy) as well as Director of the review New-Medit. He is co-author of scientific publications on

the topics of agricultural cooperation in Euro-Mediterranean countries, Natural resources, Management of water resources, soil and plants. He holds a Commodore

National Medal of the Italian Republic, a Commodore National Cedars Medal of the Lebanese Republic and he is Honorary Dean of the Mediterranean University “René Cassin”, Nice.

Sergio Piazzi, Secretary General of the Parliamentary Assembly of the Mediterranean, is an Alumnus of the Nunziatella military school of Napoli. He holds an Honours Degree Doctorate in Political Sciences, University of Naples, Italy, and attended the Diplomatic School in Rome. He also holds a Masters in Economics and Foreign Trade, Rome, and a Crisis Management Certificate, University of Wisconsin, USA. Ambassador Piazzi served as Political Officer at the US State Department in the early 1980's and coordinated UN relief operations in Northern Ethiopia. He conceived and managed the UN Programme on the use of

international Military and Civil Defence Assets in Disaster Relief. In 1996 he was appointed Head of the UN/DHA Regional Desk for Europe and CIS and was later responsible for UN/OCHA's External Relations. In January 2007, he was appointed Senior Adviser on European Affairs, responsible inter-alia for policy cooperation with the international organisations and their Parliamentary Assemblies.

Ana Bojinović Fenko, Assistant Professor at the Faculty of Social Sciences, University of Ljubljana and Research Fellow at the Centre for International Relations (PhD), teaches courses in International Relations, European Studies and Diplomacy programmes. Her research interests are international regionalism in the Mediterranean, foreign policy (of small states), and European Union external action, mainly interregionalism and enlargement policy. She is (co-) author of about 30 scientific articles and book chapters, (co-)author of four monographs and (co-) editor of three books. She coordinates European Studies programme at her home institution and has been leading three European Union co-financed projects “EU at school”. She is an active participant at international conferences of scientific associations such as ISA, EISA, CEEISA, IPSA and WISC and is the organizer of the 2016 CEEISA conference in Ljubljana.

Nabil Ayad, Director of the Academy of Diplomacy and International Governance, Loughborough University, London (PhD) is also Member of APCO's International Advisory Council. He was Founder, Director and Rector of the London Academy of Diplomacy, University of East Anglia and was Director of the External Relations and Development. Prof. Ayad held the Ambassadorial Role for University of East Anglia and INTO Universtiy Partenerships and acted as Supervisor of PhD Research Degrees at the School of Political, Social, and International Studies (PSI). He is currently member of the International Institute

for Strategic Studies, the Royal Institute of International Affairs and an Associate Member of the London Diplomatic Association.

Hanan Dowidar, Vice President of FEMIA (MA in Political Sciences), a development expert having worked for international organisations, government, educational and civil society associations. Dowidar started her career at the Egyptian Ministry of International Cooperation before joining the World Bank working both in Washington DC and Cairo offices. She then consulted for the Inter-Parliamentary Union in Geneva. Working as Deputy Director of the EU-funded Research, Development and Innovation (RDI) Programme in Egypt she gained first-hand experience on science and innovation policies and practices. She is currently Vice President of the Forum for Euro-Mediterranean Innovation in Action (FEMIA), an association aiming to employ innovation for sustainable development in the Mediterranean and Senior Advisor to 1001 Inventions, an award-winning UK-based organisation that creates global educational campaigns. Dowidar is passionate about communicating science for development, where she introduced several initiatives in Egypt along the RDI Programme and as advisor to the President of the American University in Cairo on informal science education.

Rouhollah Ghadiri, Executive Director of Iranian Association for Management of Technology (IRAMOT) and Research Fellow at Presidential Technology Studies Institute (TSI) (PhD) got his bachelor in Industrial Management (Shahid Beheshti University), his Master in Management of Technology (University of Allame Tabatabaei) and his PhD on Futures Studies (University of Tehran). His expertise is on Science and Technology Management and Policy making, Foresight and Futures Studies. He managed a lot of research projects in the fields of MOT and Foresight in Iran

and is author of many books and articles in these fields (in Farsi language). He is Member of the Board of the most important event in the field of MOT in Iran, the International Annual Conference on Management of Technology (known as IRAMOT 2015, IRAMOT 2014, IRAMOT 2013, etc.).

Fouad Mrad, Executive director of United Nations ESCWA Technology Centre (PhD in Electrical Engineering), joined the United Nations in December 2009. Prior to this, Professor Mrad held the post of Development Staff for IBM – Magnetic Storage Division in Minnesota USA (1990-1993), moving on to American University of Beirut in Electrical and Computer Engineering Department from 1993-2009. Other key roles include Consultant to: Qatar Foundation “Stars of Science” TV program (2008-2012), Lebanese Industrial Research Institute (2008-2010), Industrial Development Corp (Indevco) (2003-2008), Lebanese

Minister of Industry (2002-2005), and Lebanese National Council for Scientific Research (2003). Professor Mrad received his Ph. D. and M. S. in Electrical Engineering from Purdue University, USA. He earned his B.S. in Electrical & Computer Engineering from the State University of New York at Buffalo.

Eliezer Rabinovici, co-Vice-President of Synchrotron-light for Experimental Science and Applications in the Middle East (SESAME) Council and Blaise Pascal Chair Holder LPTHE l’Université Pierre et Marie Curie Paris VI (PhD), an emeritus Professor of Physics, Leon H. and Ada G. Miller Chair of Science at the Racah Institute of Physics, Hebrew University of Jerusalem. His area of research is theoretical high-energy physics, in particular quantum field theory and string theory, having extensively published in the field. He was Visiting Professor at UC Berkeley and Visiting Scholar at KITP UCSB. Prof. Rabinovici was a fellow at IAS Princeton and visiting professor at Michigan-Ann Arbor, Rutgers and Stanford Universities, along with several European institutes (including CERN). He held a Kramers Professorship at Utrecht, a Humboldt Fellow at Golm/Berlin and Munich, a Leverhulme visiting professor at Imperial College London and a visiting position in SISA, Italy. He was received a number of international awards and was director of the Israeli Institute for Advanced Studies. He is the Israeli delegate to CERN and SESAME Councils and a founder of SESAME.

Angelo Riccaboni, Rector of the University of Siena (PhD) is Full Professor of “Management Control Systems” at Faculty of Economics and Management “R. M. Goodwin”. He is Chair of the CRUI Foundation, the operating body of CRUI, the Association of Italian Rectors. Prof. Riccaboni is Member of the board of the International Association of Universities (IAU). He is Member of the Leadership Council of the United Nations' Sustainable Development Solutions Network (SDSN) and Chair of the Regional Centre of the SDSN for the Mediterranean. Prof. Riccaboni is also Chair, by MIUR appointment, of the PRIMA General Assembly.

Salman M Salman, Professor at Al-Quds University (PhD), also director of Alquds Nuclear Physics Laboratory, Member of SESAME Council and Technical Committee member and Vice President of PNC. He was awarded the Fulbright scholarship (1987-1988), the Islamic Development Bank scholarship (1992-1995) and excellent leadership award (2014). Prof. Salman was founding director of Alquds-Julich cooperation and chairman of SESAME finance committee. He was visiting professor with Cornell CLEO-Collaboration, EC member of Palestine Education Council and founding president of the Technical Development Corporation. Prof. Salman's current research includes accelerators&synchrotrons, solar energy, microwave radiation, quantum mechanics, spin-electronics, nuclear medicine and physics of consciousness. He is involved in projects related to development, politics, philosophy and sociology. He authored studies including Questions about modernity, One, two and three state confederation, Investment for development in Palestine-UNCTAD, Evolution of societies based on physical laws, Questions on education and a housing plan for Palestine.

Tanya Dimitrova, Policy officer, EU Neighbourhood, Middle East, Black Sea region Unit ”EU Neighbourhood, Africa and the Gulf”,DG Research and Innovation, European Commission holds MA in International Relations from Sofia University and MA in European Integration and international relations from Institut Européen des Hautes Etudes Internationales, Nice, France. She was scholarship holder of the Fund for American Studies (TFAS) and of CIFE (Centre international de formation europeenne) and worked as an EU affairs expert and policy adviser in the political and governmental sector in Bulgaria. Later, she worked in the

European Parliament, following closely the work of the Foreign Affairs Committee,

particularly on European Neighbourhood Policy, the Sub-committee on Security and Defence, the EU-South Caucasus Delegation and others. In the Unit ”EU Neighbourhood, Africa and the Gulf” of DG Research and Innovation in the European Commission she is responsible for research, science and innovation cooperation between EU and the Middle East.

Mouïn Hamzé, Secretary General of the Lebanese National Council for Scientific Research (CNRS), obtained his “Doctor Es Sciences” in Plant Sciences in 1983 from the University of Montpellier, France. He started his career as Professor at the Lebanese University where he also founded and was appointed Dean of the Faculty of Agricultural Sciences between 1985 and 1997. In 1998, he was appointed Secretary General of the National Council for Scientific Research (CNRS), where he established the National Science and Technology Innovation Policy Programme (STIP), and related research and human

resources development programmes. He heads several international and regional projects and regularly advises graduate students. He has authored several books, reports and scientific papers; chaired numerous international and regional meetings and symposia; and has been actively involved in several international organizations (IAEA, CIHEAM, ICARDA, AUF…) and regional projects. He is a recipient of a number of international awards and distinctions

Claudio Bogliotti, Head of Europan Research Affairs Office of the International Centre for Advanced Mediterranean Agronomic Studies (CIHEAM) and Senior counsellor at CIHEAM-IAMB, responsible of “EU Research and Innovation Policies”. He is the co-ordinator of the Euro-Mediterranean cooperation platform on R&I (MED-SPRING) and an Eranet Mediterranean (ERANETMED), both funded by the EU (FP7). He has more than 30 years professional experience both as researcher (hydro geology, water resources) and EU research project management / coordinator. He worked in both private sector and public research or international organisation (UNDP, University of Leuven, CIHEAM-IAMB) and he has long standing international experience in research cooperation, particularly in south Mediterranean countries (North Africa and Middle East) and Sub-Saharan Africa. He has also worked in the European Commission (DG Research and Innovation) as policy officer responsible of the bilateral and bi-regional policy dialogue with the Mediterranean Partner Countries. He is author of several scientific publications.

Irene Costantini, Researcher at Sustainable Communication, is a PhD candidate at the School of International Studies, University of Trento. Her research interests include the politics of post-conflict interventions, and state and society relations in the Middle East and North Africa region. During the last two years, she has been working in the EU-funded project "MedSpring"-Mediterranean Science, Policy, Research & Innovation Gateway.

Samir Badrawi, Director of Technology Transfer Officer, Ministry of Science and Technology (MoST), Iraq (PhD) previously worked as Scientific Researcher at the Military Research and Development Commission. At MoST he served as Head of the Control and Robotics Research Centre, Deputy Director General to t h e m a i n G e n e r a l D i r e c t o r a t e s o n I n d u s t r i a l Research&Development and Space&Communication. Dr. Badrawi participated in several Training and Implementing Programs to promote Innovative Eco-System for Iraq, a dedicated "Science Policy" program designed specifically for Iraq by US/DoS, and “Science Day” workshop at US Embassy in Baghdad. He is involved in major implementing Programs such as drafting ISTIP - Iraqi Science, Technology and Innovation Policy, all in collaboration with international agencies including UNESCO, US DoC/CLDP, and IIA (Information International Associates). Recently, Dr. Badrawi was appointed National Contact Point for the EU Horizon2020 Program. He holds a PhD in "Complex Digital Systems Design for Testability" from West London University.

Kyriaki Papageorgiou, Senior Researcher and Marie Curie Fellow, Institute for Innovation and Knowledge Management, ESADE (PhD) holds a PhD in Social and Cultural Anthropology with an emphasis in Science and Technology Studies from the University of California, Irvine. Kyriaki's academic work addresses questions of epistemology and scientific uncertainties, focussing on genetics, agriculture and bioethics. Her current research draws on the theory and methods developed by anthropologists studying technoscience to examine social, technological and business innovation side-by-side. Her academic work has received support

from top competitive funding agencies such as the US National Science Foundation, the EU Marie Curie Actions, the Wenner-Gren Foundation, Fulbright and UNESCO. Kyriaki has worked for the Delegation of the European Union to Egypt where she observed, monitored and reported on research and innovation policies and activities across the Southern Mediterranean region. She is a founding member of the Forum for Euro-Mediterranean Innovation in Action (FEMIA).

Dejan Hribar, Euro-Mediterranean University (EMUNI) obtained a bachelor in International Relations and a master in World Studies at the University of Ljubljana and is in charge sponsored programmes at the EMUNI. His duties are maintenance of the EMUNI international network, coordination of the Erasmus+ programme, writing proposals for national, EU and international projects and helping in drafting internal EMUNI documents. He was a national coordinator for the Europe for Citizens programme within the EACEA. His expertise is international relations, EU funding mechanisms and project management. He has broad knowledge and practical experience in project management

(EDULINK II, ENPI Migration III, ECFEFP, projects for different Slovenian authorities and institutions), organisation of international events and communication skills. As a project manager for EMUNI international projects, his main duties are implementation of project contractual requirements, monitoring of project implementation and preparing analyses and reports. He supports and carries out duties and tasks delivered by the President.
