ANNUAL ADMINISTRATION REPORT OF CANTONMENT BOARD, FEROZEPUR.

FOR THE YEAR 2019-20

1. CONSTITUTION OF THE BOARD.

FEROZEPUR is a Category-I Cantonment. The Board consists of 16 members. During the year following officers held the office of:-

a) President -Brigadier Vignesh Mahanti, SM 01-04-2019 to 31-03-2020

b) Chief Executive Officer -Mr. Daman Singh, IDES 01-04-2019 to 31-03-2020

2. ELECTION

General election of Cantonment Board was due on February 2020, the same has been postponed to further 6 months.

3. REVENUE

(i) Measures taken to Augment Revenue.

The process of Triennial Assessment for the year 2019-2020 to 2021-2022 was under process. But due to pandemic COVID-19 and subsequently due to lock down in India and - Curfew in the District, same has been postponed. With Vigorous efforts the recovery of taxes and non-taxes revenue remain 86.55% .

(ii) Percentage Recovery against Total Demand during the year:

Percentage of recovery during the year is as follows.

(a) Tax = 80.67 %

(b) Non Tax = 92.44 %

4. WATER SUPPLY

The Ferozepur Cantonment Board maintains water supply from its own 18 deep bore-wells and 4 OHSR. Per capita water supply is 150 liters and the Chlorination is being done regularly.

5. PUBLIC WORKS

The following amounts were spent on public works during the year:

6. EDUCATION

(i) Schools :-a) Cantonment Board Ferozepur is running One Senior Secondary School (PSEB), One High School (PSEB), Two Elementary Schools (PSEB) and One English medium School upto 10th standard affiliated with C.B.S.E. All the schools have a pleasant environment as well as good infrastructure.

b) Grants and other items received from State Govt.: 1. Free Text Books upto 1zth standard in PSEB schools. 2. Grant for Mid Day Meal. 3. Grant for School Uniforms. 4. Attendance scholarship for SC girls students. 5. Scholarship for Special need students. 6. Scholarship for BC students. 7. Scholarship for students whose parents are engaged in an unclean occupation. 8. Scholarship for Minority students who belongs to Minority category. 9. Scholarship for Post Matric students. 10. Dr.Arnbedkar Scholarship Scheme. 11. Hargobind Khurana Scholarship Scheme. 12. Free Spectacles for needy students. 13 . Medical Camps by State Govt. as well as CBF. 14.Exemption in examination fee of 10th class for Sc and BC students by PSEB through The

Department of Social Justice Empowerment and Minorities, Punjab. 15.Exemption in examination fee of lzth class for Sc students by PSEB through The

Department of Social Justice Empowerment and Minorities Pun~ab .

16.Exemption in Registration and Board examination fee for the 5t 1 and 8111 classes by Punjab School Education Board, Mohali

17. Teacher' s Seminars.

c) Facilities provided in Cantt Board Schools: 1. Separate toilets for boys, girls and staff. 2. Ramp and wheel chair facility for handicap students. 3. Purified drinking water. 4. Generator facility. 5. Well equipped Computer labs. 6. Musical Instruments. 7. Sports equipments. 8. Inverter facility. 9. Projector with big screen. 1 O.Internet facility. 11.Bio-metrics machines for staff attendance. 12. Playground 13. Mid-Day-Meal 14. Airy and well furnished classrooms.

(ii) School Management Committee : All five schools, Skill Development Centre and Muskan School (Special school) have SMCs and have 12-15 members in each SMC. The SMCs have been delegated with adequate powers under RTE Act,2009 to take certain decisions on the day to day smooth functioning of the schools.

(iii) Promotion/Achievements in the field of Education: a) With hard, consistent efforts made by dedicated staff produced 100% Board results in

academics. b) Free of cost school Uniform and books are provided to each student. c) Students make pride for us in the field of Sports and Cultural activities which are

conducted by State Govt. and under the guidance of PDDE office and DGDE office from time to time.

d) Achievements in Detail is as under :-

• 100% Board Results of 10111 and 12th Standard .

• Students participated in Kala Utsav Competition and won two Bronze Medals (One in painting and one in solo Dance)

• Students won four Gold Medals in Essay writing, Painting competitions and Hand

writing competition.

• Students participated in Science competition organized by NASO and won Gold

Medal.

• Students participated in Vigyan Manthan competition organized by CBSE.

• In addition to above students participated in various National, State, District and Zone

level sports completions and won 18 Gold, 14 Silver and 16 Bronze medals in the

name of Cantonment Board.

(iv) Skill Development Centre : A skill development Centre is also running by the Board. In this Centre Handicraft, Tailoring, Beautification, Spoken English and Computer courses are being run under the Community Skill Development programme sponsored by the Ministry of Human Resources Development (HRD) through Government Polytechnic. Certificates are provided by the Government Polytechnic, Ferozepur.

(v) Any other Initiative to promote education : a) Door to door surveys for out of school children and girl child. b) Extra classes for Board classes. c) Speeches on different topics in morning assembly.

7. SPECIAL MEASURES FOR CIDLDREN.

Differently abled Children - At present 15 students are enrolled in MUSKAN, the centre for special children. Facility of transportation, nutritional lunch for students. The centre is functioning in the premises of Cantonment General Hospital, where children are not only getting medical facilities but also Physiotherapy exercises. Special Education is being provided by engaging a special teacher. In addition to above, Summer and Winter uniforms are being provided. Complete recreational facilities such as TV, Games, DVD, Garden & music have been provided to the children. All the services are provided free of cost by the Cantonment Board in the interest of differently abled children.

8. ENVIRONMENT AND SANITATION.

(i) General Sanitation During the year general sanitation remained satisfactory.

(ii) Ban on use of Polythene. Regular raids were conducted and polythene and carry bags have been confiscated. Defaulters were penalized by imposition of fines.

(iii) Swachh Bharat Abhiyaan A 15 day Swachh Bharat Abhiyaan was organized by the Cantonment Board and the employees, teachers, students and the public of the Cantonment participated enthusiastically in the mission of cleanliness.

(iv) Door to Door Garbage Collection. Door to door garbage collection is being implemented successfully in Cantonment.

(v) Efforts made for improvement of Solid Waste Management. Segregation and door to door garbage collection is successfully going on and appreciated by all the residents. Composting and vermi de-composting has also been introduced.

(vi) Tree Plantation About 7000 saplings of different species were planted. The survival rate during the year has been remained 85%.

(vii) Other initiatives. Dhingra Park, Gobind Park and Gandhi Garden have been improved with provision of additional facilities. Three new parks are being developed in B.I.B, Club View Hotel and Sant Lal Road. Some green patches have also been developed in Cantt Area.

9. PUBLIC HEALTH.

(i) Hospital and Dispensaries The Board maintains a 20 bedded Cantt General Hospital 16944 out door and 730 indoor patients were registered during the year.

(ii) Special Measures taken for Senior Citizen. The Board is taking care for its senior Citizens. The Hospital of Cantt Board is providing facilities as OPD registration, medical and all other medical tests free of cost to the Senior Citizens.

(iii) Special Medical Camps. Total 03(Three) medical can1ps as detailed below were organized during the year under report.

a) Blood donation camp was held in Cantt General Hospital on 25.07.2019 In which 25 voluntaries donated blood

b) 130 students were examined in CB Sr. Sec School Sethi Road on 28.11.2019

c) 111 students were examined in CB Elementary School, Bazar No.1on29.11.2019 and Iron capsules for anemia and antibiotics were distributed to the sick children.

10. GENERAL ADMINISTRATION.

(i) Public Redressal Mechanism E-Samadhaan, which has been developed in-house, is functional. Also, the Centralized Public Grievance Redress and Monitoring System (CPGRAMS), an online web-enabled system over NICNET developed by NIC, in association with Directorate of Public Grievances (DPG) and Department of Administrative Reforms and Public Grievances (DARPG), is also functional. The grievances received through both the aforementioned portals are resolved in a timely manner, and action taken report is also uploaded.

Construction of Public Toilet at Eagle Chowk, Sabzi Mandi, opposite DCM School, Gowal Mandi, near Meat Market Cantonment Stadium & near Club View Hotel. Installed Cattle Catcher near Dhingra Park, near Malhotra Printing Press & near Sethi Ice Factory. Installed dustbins in Cantonment Area. Replacement of old water lines near Bungalow No.78 to 80, Jhoke Road, Kumhar Mandi, near Bungalow No.27, Charnrang Mandi & near Octroi Head Office. Covering of Drains in Main Bazar & in Street No.7 & 8 with RCC. Provision of connections of disposal pipe at lanes/road No.2 & 3 in Cantt Area. Repairs of existing drains at Rana Partap Road, Azad Chowk, opposite Sunshine Modem School, Street No.4 & Bazar No.6. Development of parking area infront of Sheetla Mandir. Cantonment Stadium has been established opposite Sun Shine Modem School & Vacant Land has been used for Sports activities. Parking area developed opposite Sunshine Modern School.

11. LAND RECORDS MANAGEMENT AND MODERNIZATION.

(i) Creation of IT Section:- IT section has been created with the post of Computer Prograrnn1er.

(ii) Status of Raksha Bhoomi Implementation:- Raksha Bhoomi 5.0 is functional

online as well as offline. The monthly backup is also retained as per the instructions

received from the higher authorities

(iii) Document Management System:- All the files/record which were selected for

scanning by the concerned section have been scanned and uploaded in Alfresco.

These files have also been submitted in AU&RC.

(iv) Steps taken to automate office procedure:-(a) E-procurement is done through Central Public Procurement Portal,

(b) E-auction is done,

( c) Computerized bills of house tax, water tax and water rate,

( d) Online collection of house tax, water tax and water rate,

( e) Designated staff carries out procurement from GeM,

(f) In-house applications developed for generations of various reports like annual

Income Tax Statement etc from existing salary application,

(g) Hospital Management System implemented,

(h) Dak Management System implemented,

(i) FTS implemented,

(j) RTI Request & Appeal Management Information System designed by Ministry of

Personnel, Public Grievances and Pension implemented and credentials provided

to concerned staff,

(k) e-Granthalaya implemented,

(m) Geo-Referencing of survey of land completed (n) Geo-referenced data of peripheral survey of Ferozepur Cantonment carried out in

Phase-2 submitted to the DGDE office.

12. MARKETS. Ferozepur Cantonment Board is maintaining one Mutton Market comprises of 13 stalls for fish, poultry and mutton. In addition to that 4 7 other shops are also being maintained by the Board apart from shopping complex named "Joy Arcade" comprising of 10 shops.

13. FIRE FIGHTING Ferozepur Cantonment Board maintains its own Fire Fighting arrangement. Special telephone facility is provided in Fire Brigade to meet the exigencies of fire fighting. The number is displayed at all conspicuous places and Government organization notice boards for information and awareness amongst the general public.

14. BIRTHS AND DEATHS. 770 Births and 181 Deaths were recorded during the year under report.
