ThisMasterPlanpresentstheguidingvisionforAnamNewCity(ANAM),anewsettlementtobedesignedandconstructedinAnambraState,Nigeria.Thisdocumentisastrategicframeworkthatwillleadbestdevelopmentpracticesoverthenextgeneration.AsanewmodelforAfricandevelopment,thisMasterPlanprovidesanactionablestructurethatsupportsjusticeforbothnaturalresourcesandhumansociety.WhiletheMasterPlanwillguidetheimmediatecommunityintheircurrentprocessofurbanrestructure,italsoaddressesauniversalgoalforself-sufficiency,andcanservetwomainpurposes:1. ToestablishdevelopmentprinciplesforthenewANAMcitybeginninginAnambra

State,Nigeria.2. TopresentamodelforsustainableAfricandevelopmenttotheglobalpublic.

TheMasterPlanisanactivedocument,intendedtoevolveinresponsetocontinuedresearch,policydevelopmentandtheneedsofthecommunitiesandstakeholdersinvolved.Nevertheless,thisvisioningdocumentwillbeusedtoensurecohesivenessandcontinuityoverthefuturedevelopmenthorizon.Therefore,thisdocumentisthefoundationagainstwhichfutureplanningprojectscanbeevaluatedforconsistency;suchaframeworkfordecision-makingwillhelpsupportthesuccessoftheirinitiatives.TheANAMNewCityMasterPlanshouldbeviewedasgeneral,action-oriented,value-basedandlongrange:General: Itestablishespoliciesthatanticipatethefuturethroughgeneralprinciplesandobjectives,butdoesnotaddressspecificdetailsconcerningeveryissueorlocation.

A Brief History of the Anam Community

PresentdayAnamisacollectionofatleasteightsmallsettlementsintheregionthatallhavetraditionalleadershipcouncilsandtownunions,andwhofrequentlycollaboratepoliticallyandholdculturalcelebrationstogether.Aswithmanyplacesaroundtheworld,thesecommunitiesaremoreandmoreinfluencedbytheglobaleconomy.Todayasagroupwithregionalinfluence,theAnampeoplehavejoinedtogethertobringpositivechangetothelivesofthepeople.TheyhaveinitiatedamovementcalledAnam Re-BirthwiththegoalofemergingasareorganizedAnamsocietythatismoreresilientthroughimprovedinfrastructure,socialservicesandastrongereconomy.Thenewcityprojectisoneoftheirpartnerships,anditisbeingledbytheUmuobaAnamcommunity,whohavegrantedtheirland(Ebenebe)forthefirstphasesofthecity.

Whileallthe8Anamcommunitiesaremotivatedbyurbanlandshortagesandunsuitableinfrastructure,UmuobaAnamisabletodevelopthisareaoftheirtraditionallandtheypresentlylivelargelyinthetownofOtuocha(approximately5kmfromEbenebe)wheretheypurchasedlandfromnon-Anampeopleintheearly19thCentury.Inthe1970s,confusionoverthelandtransferledtoconflicts,andnowpeacefulcohabitationofthreedistinctpeoplesinthesmalltown.Sincetheinitialsettlement,UmuobaAnamhasexceededtheirpopulationcapacityfortheirportionofOtuocha,andfindthemselvesinovercrowdedconditionscompetingforalreadylimitedandinsufficientresources.Further,theUmuobaAnamcontinuetotravelbyboattotheirtraditionallandstofarm,andrecentaquaticinvasionsofwaterhyacinthhavemadethisjourneyanintensestruggle.Realizingthelimitationsofthelocalandfederalgovernmentstoaidwiththeirsituation,theydependontheirlocalDevelopmentCounciltospearheadthetransitionofthecommunitybacktotheirtraditionallandatEbenebe.Assuch,theUmuobaAnamDevelopmentCouncilhasengagedtheChifeFoundationtoconsultwiththecommunityandofferrecommendationsforthedesign,constructionandoperationofanewsettlementatEbenebe.ThisMasterPlanisthefirstandfoundationaldocumentinthatprocess.

OtuochaheadquarterstheAnambraEastLocalGovernmentAreaofAnambraState.ItisanimportanttowninNigeriaservingasthefoodbaskettotheSouthEasternStates.MajorcommunitieslivinginthetownofOtuochaaretheAguleri,UmuleriAnamandUmuobaAnampeople.OtuochahasaviablemarketwhichisamajoryamtransitpointinEastofNigerRiver.

OnitshaisacommercialcentreandriverportontheeasternbankoftheNigerRiverinAnambraState.ItisoneofthemostimportantNigeriancitiesinthesoutheasternpartofthecountry.Locatedongroundandwatertransportationroutes,OnitshaisagatewaytoeasternNigeria.Onitsha’smajorcommercialproductsincludenuts,corns,fruitsandvegetables.Othersignificanttradeproducesincludetires,petroleumproducts,nailsandbearings.

AsabaisthecapitalofDeltaState,locatedonthewestbankoftheNigerRiver(oppositeOnitsha)andalongtheBeninCityroad.TheNigerBridgeconnectsAsabatoOnitsha.Asabahasatextilefactoryandpostsecondaryschools.

AkwaisthecapitalofAnambraState.ItliesalongroadsleadingfromOwerri,Umuahia,Onitsha,andEnugu.AwkaisanagriculturaltradecentrefortheIgbopeopleofthesurroundingareaandtradesinyams,cassava,taro,maize,palmoilandkernels.NnamdiAzikiweUniversityislocatedinAwka.

EnuguisthecapitalofEnuguStatewhichistheeasternneighborofAnambraState.Nicknamed“theCoalCity”intheearly1900s,EnugubecameamajorcenterfortheminingofthecoaldiscoveredbyAlbertErnestKitsonintheUdiplateau.Asof2007,coalminingisnolongerthemajorsourceofincome,howeververysmallquantitiesaretransportedsouthbyrailtoPortHarcourtforexport.Thecity’seconomyhasdiversifiedinrecentyearsandislargelydominatedbytrading,commerce,andsmall-scaleindustry.

Demography & Economy

ThepeopleofAnamarepredominantlyfarmerswithlargefamilies(6.25peopleperhousehold)livinginmulti-familyhouses.Whilethereisalackofstatisticalcensusfortheimmediatearea,forthepurposeofsettingplanningbenchmarks.Muchofwhatisdocumentedcomesfroma100-personcommunitysurveycompletedinApril2010intheUmuobaAnamsettlementofOtoucha,AnambraStatestatisticsandFederalNigeriancensusprofiles.Thestatepopulationis4.1million,andAnampeopleareestimatedtorepresentabout3%ofthattotal.AnambraStateisoneofthemosthighlyurbanizedareasinNigeria(secondafterLagosState),aconditionthatprovidesaninterestingcontrasttothelargeportionofverylowdensityagriculturalland.

Nigeriaasawholeisrapidlyurbanizingandthegrowthrateisoneofthehighestintheworld.Assuch,demographictrendanalysisshowsanoverwhelmingdemandforurbaninfrastructureandhousingthroughoutthecountry.Balancingthesignificantdemandforsuchacitywiththeactualcapacitieswithinthespecificlandboundaries,apreliminarypopulationof20,000peoplehasbeenestablishedforinitialplanningpurposes.Itisanticipatedthatovertimethecity’sboundarieswillexpandandthatalargerpopulationof100,000peoplewillinhabittheagropolitanregion.Agricultureandfishingarethetwomajoreconomicactivitiesonandaroundtheprojectsite.Themainagriculturalproductsaremaize,cassavaandpeanuts.Beyondtheseactivities,theAnampopulationremainspredominantlypoorinincomebutwealthyinlandresources,providingnearly70%oftheagricultureresourcesintheAnambraState.ItisthehopeoftheANAMprojecttofacilitatethecreationofamorediversifiedeconomyfortheregion.

ANAMCitywillbeginonpresentdayEbenebe,aruralsiteinthetropicalrainforestbeltofAnambraState,EastNigeria.FuturedevelopmentswillexpandwithintheAnamRegion,locatedinthelowplaintothenorthwestofAnambraRiver.EbenebeextendsonthewesternbanksoftheEzichiRiverandcoversabout76.8hectares(189.8acres).ItisboundedbyMmiataAnamonthenorth,UmuezeAnamonthesouth,EzichiRiverontheeast,andUmueze-MmiataAnamStateRoadonthewest.Theprojectsitecurrentlyconsistsofwetlands,forestandagriculturalland.Theonlyconstructionsonthesitearetraditionalhutsmadeofmudandbambooswherefarmersliveseasonally.Onthewesternborderofthesiteisastateroad(Umueze-MmiataAnamRoad)thatiscurrentlyunderconstruction.TheareafallswithintheGuineanforest-savannahmosaicbelt(deciduousforest)ofNigeriawithannualrainfallofabout1,400–2,000millimeters.Theclimateontheprojectsiteischaracterizedbytwomainseasons;rainyseason(MarchtoOctoberwithtwopeaksinJulyandSeptember),andthedryseason(DecembertoFebruary).TherainyseasonisassociatedwithprevalenceofmoistureladenmaritimesouthwesttradewindfromtheAtlanticOcean.Thisseasonisalsoknownforheavythunderstorms.ThedryseasonisinfluencedbythedrywindblowingfromtheMediterraneanSeaacrossSaharadesertanddowntosouthernNigeria.Thisalsocausesharmattan,whichprecedesthedryseason.

Themainecologicalhazardsontheprojectsitearefloodingandminorerosion.Soildegradation,rapiddeforestation,floodingandconsequenterosionalongtheriverbanks,haveeffectedagriculturalactivities.Inthepeakofrainyseason,highprecipitationoftenresultsinexcessiveflooding,suchthattheundulationsoccupiedbysettlementsaremaroonedforsomemonths.Thepeopleusecanoesandboatsastheirprimarymodelofmovementandtransportation.Extensivewetlandecologiescomplementthefarmingactivities,providingnaturalandseasonalirrigationtotheplots.

Talltreeswiththickundergrowthandnumerousclimbersexistintheclusteredforests.Thetreeshaveluxuriantforageandthepresenceofclimbers,epiphytes,bamboos.Persistentinterferenceofhumanactivities,suchasagricultureandsettlements,hasaffectedasignificantportionofthethickforest,limitingittoreducedportionofthesite.Uponitscompletion,Umueze-MmiataStateRoadwillmarkthemostdominantstructurearoundtheprojectsite.Apartfromthesemajorroutes,thereareseveraltracksrunningacrossthesitebetweentheriverandthestateroad.Thedevelopmentofthisstateroadwasadominantfactorinthesiteselectionprocess,asitwillprovidegoodaccessduringconstructionthatcancomplimenttheaquaticmodes.
