COUNTY MANAGER’S OFFICE CENSUS: Beginning Aug. 11 Census enumerators will be making in-person visits to houses that have
not responded to the Census. See the attached flyer for more.
It’s not too late to complete the Census online at 2020census.gov or by phone at 1-844-330-2020.
BUDGET & FINANCE Jennifer Carlson has been hired as the new Budget & Finance Manager for Clatsop County and will
begin her work with the county on Sept. 1. Jennifer is a native of Astoria and earned a Bachelor’s of
Science in Accounting and Finance from Oregon State University. Jennifer has most recently been
working as the Accounting Manager for River Barrel Brewing, Inc. and prior to that she worked as the
Finance and Operations Manager for the Sunset Empire Parks & Recreation District. We are excited to
have Jennifer joining the county in September and will be bringing her around to the various
departments to meet all of you.
CLERK & ELECTIONS APPOINTMENTS: All business with the Clerk’s office is by appointment only at this time. You can

ELECTION INFO SOURCES: We have launched our social media campaign to get trusted information
regarding voting in Oregon and Clatsop County out to everyone. Find us on Facebook at Clatsop County
Clerk & Elections and Instagram @ClatsopCountyClerk. Look us up and “like” our page for
#TrustedInfo2020 Election information and other exciting news going on at the Clerks office.
PASSPORTS: Passport acceptance is suspended at our office until further notice. You can check with us
or the Warrenton Post Office if you have an immediate need. If you have an emergency please see

BOPTA: We are looking for Board of Property Tax Appeals (BoPTA) Committee Members. Go to this

COMMUNITY DEVELOPMENT STATEWIDE PLANNING GOAL 5 – WETLANDS WORKSHOP: Amanda Punton, Natural Resource
Specialist with the Department of Land Conservation and Development (DLCD) will lead a workshop to

Comprehensive Plan Update
Staff has received comments from the Department of Land Conservation and Development (DLCD) on
the first rough drafts of revisions to Goal 1, Goal 3 and Goal 4. Public input on the revised goals can be
forwarded to Community Development:

Staff has also created a Story Map and Questionnaire for the Comprehensive Plan update. As the Citizen
Advisory Committees move through the 18 goals in the Comprehensive Plan, the questionnaire will be
updated with new questions and background information, so everyone should continue to check in
regularly for updates. We look forward to hearing from the public and encourage everyone to
participate.
INFORMATION SYSTEMS Cyber criminals continue to take advantage of the confusion caused by the COVID pandemic. They are
exploiting network and email vulnerabilities at an unprecedented rate. I have received a couple of spear
phishing emails that have made it through the filters just this past week. Like many digital
advancements, email security is no longer a technology problem but a human problem. We have shared
many examples of things to look for when vetting emails that are received in your inbox. Here are some
tips to organize your email account that may increase content awareness which improves security.
1. Delete any emails that you no longer need or that are junk such as unwanted subscriptions,
newsletters, promotional emails etc.
2. Unsubscribe from promotional emails that you don’t need or want.
3. If there is not an unsubscribe option create rules to stop receiving irrelevant emails.
4. Ask to be removed from email groups if they do not specifically apply to you.
5. Organize your emails by setting up as many folders as you need, name them by categories that
make sense to you.
6. Consider creating a folder(s) for emails that require some action or response. For example, a to
do folder and a follow up folder could be created for emails that require some action. They could
be organized within the folder by order of importance or by a due date. When the action is
completed, move the email to one of your categorized folders for future reference, or if it is not
needed just delete it.
7. If an email needs an answer immediately upon receipt, respond to it, then delete it or move it to
one of your categorized folders.
PUBLIC WORKS PUBLIC WORKS REOPENING: The project to improve our customer service and safety to our
employees and customers is delayed for a couple of more weeks due to material delays.
RESILIENCY PROJECT: Surveys will begin going out to county residents through the US Postal
Service beginning the week of August 3.
JOHN DAY BRIDGE: The project is moving ahead on schedule with tentative opening September 15.
CHIP SEAL SURFACING: Crews are moving ahead on schedule with chip sealing services in the
Knappa/Svensen area this next week.

FPO2020 Census: Soft Launch of Census Taker VisitsWhat Your Community Needs to Know
To ensure everyone is counted, census takers visit households that haven’t responded yet to the 2020 Census to collect their responses in person. These visits will begin July 16 in com-munities covered by six area census offices—one in each census region. The U.S. Census Bureau soft launches large-scale operations like this to ensure all systems and procedures are ready to launch nationwide.
LocationsThe following area census offices will begin sending census takers to visit households:
• Beckley, West Virginia
• Boise, Idaho
• Gardiner, Maine
• Kansas City, Missouri
• New Orleans, Louisiana
• Oklahoma County, Oklahoma
Additional areas will soft launch later in July, and the operation will begin everywhere on August 11. All follow-up efforts will conclude no later than October 31.
The initial areas offer a variety of situations to help roll out Census Bureau systems. The Census Bureau also thoroughly reviewed each area’s operating status and the Census Bureau’s ability to safely begin operations, including the procurement of personal protective equipment.
Health and SafetyCensus takers will follow public health guidelines when they visit.
Census takers are trained to:
• Wear a mask.
• Conduct the interview outside a home in an open, well-ventilated space, when possible.

• Allow 6 feet of space between them and the person they are interviewing.
• Not allow anyone else to handle Census Bureau equipment.
• Follow healthy hygiene habits for frequent hand-washing, avoiding contact with high-touch surfaces, avoiding touching their face, etc.
If a household does not want to conduct the interview in person, they can provide the census taker with their phone number to complete it over the phone.
ConfidentialityBy law:
• Interviews are confidential.
• Answers cannot be shared with immigration or law enforcement agencies.
• Census takers must keep answers confiden-tial for life. They face stiff fines and jail time if they break that law.
Identifying a Census TakerHouseholds can identify the census takers by their:
• ID badge with their photograph, a U.S. Department of Commerce watermark, and an expiration date.
• Census Bureau-issued phone.
Many census takers will also carry a bag with the Census Bureau logo.
What to Expect During the InterviewThe interview is quick and easy. The census taker will ask the household the 2020 Census questions and enter the answers in their secure Census Bureau phone. You can expect:
• A few questions like name, age, race, and sex.
• No questions regarding Social Security num-bers, bank information, or citizenship status.
• Availability of a census taker who speaks your language. Households can request a return visit if needed.
• A visit between 9 a.m. and 9 p.m. local time, including on weekends when people are likely to be home. If no one is home when the cen-sus taker visits, the census taker will leave a notice of the visit with information about how to respond online or by phone. If necessary, a census taker will return several times to ensure the household is accurately included in the census.
Responding Is ImportantCensus takers are from your community. They know that a complete and accurate count will benefit your area. By answering a few questions, you’ll help shape the future of your community for the next 10 years.
The 2020 Census results determine how many seats your state gets in Congress and how pub-lic funds are spent on schools, roads, fire and emergency services, hospitals, and more in your community.
Now Is the Time to RespondPlease encourage your community to respond now instead of waiting for a census taker to visit and to talk with the census taker if they do receive a visit.
Even after census takers begin visiting your area, households can still respond online at 2020census.gov, by phone at 844-330-2020, or by mail until October 31.

Note: Some households that have already responded may still get a call or visit from a cen-sus taker conducting quality checks.
