G’day allIt looks like another big month in Aldinga Bay andthe Willunga Basin, with lots of community eventsand get-togethers in the offing.We look at some of them in this month’s edition,and ask that you inform us of any other notableevents coming up in future.While the date has yet to be announced, it’spretty certain that there will be a Federal Electionin the next month or two. The Association hasnotified all the declared Candidates and invitedthem to attend our next General Meeting on April10.

The other important development locally is theAldinga Structure Plan, which could see over athousand new houses in the vacant land betweenPort Rd and Aldinga Beach Road. Our new website is proving to be a great successand has received over 6,000 visits during March.We are now ready to add trades and businessesto the community directory for a small fee. Non-for-profit services will continue to be listed at nocharge with the compliments of ABRA.Businesses will also have the opportunity toadvertise in the Aldinga Bay’s Coastal Views.We are in the process of upgrading our policiesand procedures and are reviewing ourconstitution. We are hoping to have a newconstitution ready for approval by the AGM whichwill be held in August.A reminder that membership fees are dueannually in January. If want to have your inputinto how ABRA operates please join us. Two ofour committee members have moved on due tofamily commitments and I wish to thank them fortheir support in getting ABRA back up andrunning. We still have a full and strongcommittee, but if you are interested in making acontribution, please come and talk to us.Our next meeting will be a “meet the candidates”event on Wednesday 10 April. W hile the date for this year’s FederalElection is yet to be announced, it ismost likely to happen in May, with the

11th or the 18th the dates being talked about.And while the Election will be foughtoverwhelmingly on Federal issues, there are stilla lot of issues that will affect us here in AldingaBay.Residents of Port Willunga, Aldinga Beach andSellicks Beach, who have been part of the Seatof Kingston for many years, ably represented byAmanda Rishworth, will now be included in theSeat of Mayo where Independent RebekhaSharkie is the Sitting Member.(You may remember the recent by-election whereGeorgina Downer of the Liberal Partyunsuccessfully challenged Rebekha for the Seatof Mayo.)

Rebekha and Georgina are running again, whileAnn Bourne has put her hand up for The Greens.The ALP has announced Saskia Geradhy ofWillunga as their preferred candidate.We have invited the sitting independent memberRebekka Sharkie, Liberal Candidate GeorginaDowner, Labour Candidate Saskia Gerhardy andGreen Candidate Anne Bourne to attend ourforum, and as soon as the Election is called andCandidates are announced we will be contactingall candidates to invite them to a Meet TheCandidates Forum to be held at the Aldinga BayCommunity Centre, at a date to be confirmed.(Most likely our regular second Wednesday ofevery even month, being April 10th.)Stay tuned to Coastal Views and the ABRAwebsite for updates and announcements!

Have you seen the signs on Main SouthRoad?

T he colourful signage just before the turnoffto Old Aldinga forms part of OnkaparingaCity’s Tourism Precinct Signage rollout for

identified precincts. The signage has beenimplemented for Christies Beach, Port Noarlungaand McLaren Vale, with Willunga still to bedetermined.Council worked with the Aldinga Bay Businessand Tourism Association to determine thethemes and imagery that are promoted on thebanners. The banners aim to provide motorists asnapshot of what they can experience in Aldingaand banner imagery includes Nature (AldingaScrub), Food and Drink, Fishing (Beach Fishing),Adventure (Aldinga Bi-plane over coast), Market(Friday’s After Five) and Coastal (Family walkingon beach).Not everyone, though, is happy with theinstallation. Stephanie Johnston of Friends ofPort Willunga said “After all our fights to reduceand lower the signage impacts at Aldi and OTR,our own council hits us with one big eyesore ofan advertisement, mostly for themselves, right onour doorstep … and consults a business groupthat has nothing to do with Old Aldinga!”

Stephanie also said she intends to start acampaign not to have the signage reinstatedwhen the road is widened and duplicated, andhas called for community support.Councillor for South Coast Ward Richard Peathas expressed reservations about theconsultation process.“I note that only one Community group wasconsulted,” he said.“For example, the Aldinga Bay Business andTourism Association do not represent the OldAldinga Traders Group.“And although it appears only Business wasconsulted, I see no valid reason why the AldingaBay Residents Association could not have alsobeen informed.”What do you think, readers? Curtain falls on STARS in Willunga

S outhern Theatre and Arts Supporters(STARS) are no more.A non-profit organisation run by volunteers

whose aim was to support and promote thedevelopment of the arts in the southern regionand Fleurieu Peninsula of South Australia,STARS was officially wound up at what proved tobe their last AGM recently.STARS was based at Waverley Homestead, StPeters Terrace Willunga, for sixteen years but in2016 relocated to the Willunga Rec Park. STARSpresented regular artistic and cultural eventssuch as operas, concerts, art exhibitions,workshops and open days, and liaised closelywith local and other community organisations andgroups, schools etc. To encourage participationin the arts and cultural activities by younger andolder people.Over the years, STARS has been able to liaisewith Co-opera, the Helpmann Academy, theSALA Festival and The Fringe to co-presentmany concerts and events and most importantlyaward talent with financial assistance. STARShas donated in excess of $2,000 on a yearlybasis in the form of grants and award to artistsand performers to assist and encourage theirdevelopment both in South Australia andoverseas.Additionally, the group took a very active role inlocal events and in promoting the township ofWillunga, South Australia.The McLaren Vale Regional award and variouscitizen awards were given to STARS and itsmembers for service to the community andexcellence in the Arts.Coastal Views extends its sincere thanks andappreciation to the Management Committee -Carolyn Colling, Peter Elder and WayneAnthoney - for their excellent work in runningSTARS for the past decade and more.

To give you an idea of the broad repertoire ofSTARS, we publish below the final Chairperson’sReport from Carolyn Colling.The Barber Of Seville

Our first event for the year on was the everpopular barber of seville presented by co-operaand featuring new musical director Josh VanKonkelenberg with a full orchestra.The large audience came from our localcommunity, Adelaide and a group from Goolwaeveryone was impressed with this productiondirected by tessa bremner. Lots of fun andfrivolity with some outstanding performances –one of the best co-opera presentations i haveever seen.Opera For Primary SchoolsA very special opera experience for students wasorganised by stars in association with Ali Colbeckhead of Willunga primary school and on June 13students filed into the show hall most with no ideaabout opera.Stars committee called on greg john, former artsco-ordinator at Tatachilla Lutheran College(himself a member of state opera, big sing, themessiah etc.) Greg chose carmen as an operawith plenty of music, drama and dance and withthe assistance of local opera singers SamanthaRubenhold and Robert England presented a funfilled event for the children.The schools dance students were taught acarmen piece and some of the children assistedwith musical instruments and singing some of thepopular arias.In conversation with one of the teachers recentlychildren and teachers alike were amazed at thisintroduction to opera and hope that it can berepeated soon.

Star Of Greece EventIn July a series of events was held in and aroundAldinga to commemorate the 130th anniversaryfo the tragedy of the wrecking of the Star ofGreece, 2.3o am Friday 13 July 1888, 200 yardsoff the shore at port Willunga.Stars contribution was to help devise and performa rehearsed reading of the coronial inquest inconjunction with the history trust.It proved to be an absorbing event and wellattended in the institute in Aldinga – starscontributed $200 towards the monument thatremembers the 18 lost in the disaster.Adelaide Youth Orchestra SeptemberThis event had been on the stars agenda for acouple of years and finally it came to fruition – aperformance that i attended affirmed the qualityand passion of these very young musicians and iliaised with Adyo and Tatachilla College in orderto allow audience members in our region to enjoya concert.The programme featured carnival overture, abassoon solo and the wonderful TchaikovskySymphony no. 5.Unfortunately the audience numbers were downbut the orchestra members were treated to ourusual hospitality and were appreciative of theopportunity to perform in mclaren vale.Big Sing – Tatachilla StadiumThe programme for this year featured FaureRequiem with Luke Dollman as conductor and anappearance by gospel groove.It was an outstanding day with a highlight beingElder Conservatorium chorale and of courseGospel Groove.The choir numbers were large and the audienceflocked to the event where they enjoyed food,wine and coffee organised by the big singcommittee with stars committee membersassisting.I have continued in this role and will assist in the2019 event.

Stars Gala 2018It was an emotional night for stars committee withplans in place for this to be the last gala ever.The usual comedy routines were presented andnewcomer Meme Thorne stole the show.The hot gospel groove choir, all 50 of them, wereinvited to perform and also to stay for the rest ofthe show and proved to be a crowd pleaser.The main event for the night was jazz it up whohad the audience dancing.My announcement of retirement was made aftermy cheeky performance of all that jazz .The Business CalendarOther highlights of the year include stars initiativeto produce a ‘quirky’ business calendar featuringall of the local businesses.Peter Colling devised themes and photos whichwere compiled in a calendar and locals wereasked to enter a caption competition with greatprizes to be won. This venture resulted in raisingover $10,000 for Willunga Rec Park.Musica Viva - Equal Music Programme

Over the last few years, stars has pledged$5,000 to this programme to enable lowadvantaged school, i.E. Aldinga beach primary,to enjoy music presentations by variousperformers and musicians as part of theireducation, as well as learn a musical instrument.Stars committee is proud of our involvement withthis programme as it is fulfilling anotherlongstanding aim to support and encouragemusic/performance in our region.I am very proud of the quality of performancesthat stars has continued to offer our communitysince 2001 when i joined olive readers committeeand became chair in 2007. It is time for me tomove on and trust that the brilliant memories willremain with us all. Thank you to every memberof my former committees, current committee,volunteers, audience, performers etc. Forallowing me to enjoy my passion to present thearts in our region. $1.8 million boost for Parkrun

S ixty five new locations Nationally are to beadded through the Parkrun ‘GenerationsProject’ with a direct focus on connecting

older Australians with their local communities.Parkrun Australia is set to announce that it will beadding 65 new locations to its national network ofweekly events thanks to new funding from theSport Australia Move It AUS Better Ageinggovernment grant.The Parkrun ‘Generations Project’ will not onlyincrease the number of weekly events aroundAustralia, but its primary purpose is to build themember base of 65+ Australians by 5,000 overthe next two years. The program will help theelderly connect with each other, but also localmembers of the community. New members willbe encouraged to run, walk, volunteer or simplybe a spectator. The ‘Generations Project’ fundingwill primarily be used to create new weeklyParkrun events in areas that have a high elderlypopulation but also provide more olderAustralians with the chance to take part in freeand fun physical and social activity to helpimprove their overall health.One of 27 successful applicants, ParkrunAustralia will receive $1,838,000 to help olderAustralians at a time when inactivity, isolationand loneliness are key concerns for theincreasingly ageing Australian population.Through the implementation of the Better Ageinggrants, Sport Australia aims to reducecardiovascular and metabolic problems, controlweight, combat chronic disease and help preventfalls.In addition to the health benefits, engaging inphysical activity and group sports for olderAustralians provides increasingly importantopportunities for socialisation, peer-support,conversation and reduces the possibility forloneliness related physical and mental illnesses.Currently only 25 per cent of Australiansover 65 meet the Department of Healthphysical activity guidelines of 30 minutesactivity per day.1About Sport AustraliaSport Australia is the AustralianGovernment’s lead sport agency. “We’d also like to recognise the NorthernAdelaide Waste Management Authority(NAWMA) which accepted recyclable materialsfrom our region following the closure of SKMsites; however we acknowledge that they areunable to continue providing an ongoing serviceto us.“Waste and recycling is a significant issue –especially following the introduction of the ChinaSword policy – and all tiers of government needto work together to tackle the situation includingmaking changes to broader policies.“SA is a leader in recycling and innovation, sowe’re well placed to work collaboratively withindustry and the government to ensure positive,long-term solutions to the waste and recyclingchallenges being felt across the nation.”Under the new contract there will be slightchanges to the kerbside recyclable materialsaccepted.Once these details are finalised, the council willinform residents of the changes through itswebsite, Facebook page and Waste andRecycling Education program.

T he City of Onkaparinga has entered into anagreement with resource recovery companyVisy to process the region’s recyclables.

Elected members voted to switch recyclingprocessing companies at a special meeting ofCouncil on 12 March.The move follows a number of SKM Recyclingsites in South Australia and Victoria being subjectto EPA orders that have resulted in the disruptionof services to the Council. The Council previouslyhad a contract with SKM since April 2014.Mayor Erin Thompson said she and CEO MarkDowd had been working together to seek apositive solution for the council.“Visy is one of Australasia’s largest recyclingcompanies, operating a number of recyclingmanagement contracts with other councils, sowe’re confident they can provide a sustainablerecycling service for our community,” she says.Solo Resource Recovery will continue to collectrecycling for the council and the materials will beprocessed by Visy.“We acknowledge the tremendous efforts of ourresidents to recycle correctly and we’re pleasedthis new arrangement enables them to continueto make a difference and deliver major benefits tothe local environment.

T he Willunga Bowling Club are justifiablyproud of their Ladies Division two team.Even though the team is small, they

managed to finish on the top of the ladder to winthe 2018/19 Pennant season within the GSBA(Covering the Fleurieu Peninsula), meaning anautomatic promotion to Division one.The team then had to play in the semi-final roundfor the Pennant Flag, won that game and thenwent on to play in the Grand Final.Against all odds, they won that too!Throughout the year, the Ladies Division TwoTeam has been plagued by illness, and playersbeing unavailable to play, and have occasionallyhad to substitute with a couple of our lowerdivision male bowlers who stepped up to thechallenge and helped out, not only throughout theseason but in the Grand Final also. T rucks in action are impressive. Their size, the loud noises they make and what they can do, moveand build sparks the curiosity of kids of all ages. Children will have the opportunity to get a close-up look at a range of trucks at the City of Onkaparinga’s first Touch a Truck event.

W ith the 2019 Federal Election about to be announced, we thought it might be helpful if weexplained the convoluted process by which our Preferential Voting System works, and how theAustralian Electoral Commission determines who the winners will be.

• count the first preferences on the House of Representatives ballot papers• conduct a two-candidate-preferred (TCP)• count of the House of Representatives ballot papers, and count the first preferences on the

Senate ballot papers.Only ordinary votes from polling places are counted on election night. That is, the ordinary votes thatare cast at a polling place where the voter's name is marked off the electoral roll at the time of voting.House of Representatives count on election nightImmediately after the polling place doors close, polling officials open and empty the House ofRepresentatives ballot boxes. The green ballot papers are unfolded and all the number '1' votes (firstpreferences) are put into separate piles for each candidate and counted. Informal ballot papers arecounted separately (ballot papers that are not completed correctly are referred to as informal ballotpapers).The first preference results for each candidate are phoned through to the Divisional Returning Officer(DRO), along with the number of informal ballot papers. The figures are then data entered andtransmitted to the Tally Room on the AEC website and provided to media outlets through a media feedsystem. Constant updates occur over election night through the Tally Room every time new informationis entered.

Two-candidate-preferred count for House ofRepresentatives on election nightFollowing the first preference count, pollingofficials conduct an indicative two-candidate-preferred (TCP) count – a distribution of ballotpapers to two selected candidates. This resultis then phoned through to the DRO.The two selected candidates are thoseexpected to receive the most first preferencevotes. The TCP count is conducted to give anearly indication of who is most likely to wineach seat, as this is not always clear from firstpreferences. The Tally Room also providesTCP information as soon as it is entered intothe AEC system.The AEC selects the two candidates for theTCP count based on a number of factorsincluding historical voting patterns in previouselections. The names of the two candidates arekept confidential until the close of the poll. Theballot papers for all other candidates areexamined to see which of the two selectedcandidates the voter has put ahead in theirpreferences. The ballot papers are then sortedto the candidate who has the highestpreference. This process ends up with all ballotpapers being allocated to one or other of thetwo selected candidates to give a TCP countresult.The AEC is required to undertake the indicativeTCP count under subsections 274 (2A), (2B)and (2C) of the Commonwealth Electoral Act1918 (Electoral Act). The provision waslegislated in 1992 and resulted from arecommendation by the Joint StandingCommittee on Electoral Matters following itsinquiry into the 1990 federal election that thiscount occur in polling places. The intent was toassist with a quicker understanding on electionnight of the party or parties likely to formGovernment in the federal election. Ininstances where it is evident that one or both ofthe leading candidates differ from thatselected, then the TCP count is restarted andpreferences distributed to the correct twoleading candidates in the days following theelection night count.The first preference, TCP, and full distributionof preferences counts are observable byscrutineers and the results published on theTally Room.Senate count on election nightFollowing the House of Representatives count,polling officials open and empty the Senateballot boxes. The ballot papers are sorted intofirst preferences for each group above-the-line(ATL) and below-the-line (BTL) and first

preferences for each ungrouped candidate aswell as those which are obviously informal. A firstpreference figure for each group (combined totalfor ATL and BTL), each ungrouped candidateand the total of obviously informal votes isphoned through to the DRO and then transmittedto the Tally Room on the AEC website.The Senate scrutiny and the distribution ofpreferences is done at the Central SenateScrutiny in each state or territory. The finalresults cannot be calculated until the state orterritory-wide total of all votes is known and isused to determine the quota – the proportion ofvotes required by a candidate to be elected. It isonly possible, therefore, to get an indication ofthe Senate results on election night.Declaration VotesWhere a person votes at a location that does nothave the relevant electoral roll to mark them off,they will cast a declaration vote. A person whocompletes a postal vote is considered to havecompleted a declaration vote. A declaration voteis when a person 'makes a declaration' abouttheir entitlement to vote and then places theirballot papers into a declaration envelope.Declaration votes, including postal votes, must bereturned to the relevant DRO so the person canbe marked off the electoral roll before their votecan be counted.Counting the votes after election nightFresh scrutiny/DRO Senate count of ordinaryvotesThe initial vote counting conducted on electionnight is followed by a 'fresh scrutiny' of House ofRepresentatives ballot papers and check of thepolling place count of formal and informal Senateballot papers, called a DRO Senate count. Boththese counts commence in the week followingelection day in the divisional out-posted centre.The DRO counts all ordinary votes received fromevery polling place in their division. Some Houseof Representatives ballot papers that weretreated as informal on election night may beadmitted to the count by the DRO, and similarlyballot papers previously regarded as formal maybe reclassified as informal.Corrected count figures will result in a change tothe figures displayed on the Tally Room on theAEC website.The DRO is responsible for conducting an initialcount and fresh scrutiny of votes not counted inpolling places on election night – those collectedby mobile teams and PPVCs. This maycommence after 6pm on election night at thedivisional out-posted centre and continue throughthe following week.

Declaration vote scrutinyDeclaration votes do not get counted on electionnight; instead, they are counted in the weeksfollowing election night. The counting of thesevotes takes longer than the counting of ordinaryvotes.The scrutiny of declaration votes is done in twostages:

• the preliminary scrutiny of postal votecertificates and declaration envelopescontaining pre-poll, absent or provisionalvotes to determine whether each person isentitled to a vote, and

• the further scrutiny where the ballot papersadmitted to the scrutiny are taken out oftheir envelopes and placed into ballotboxes ready to be counted.

The preliminary scrutiny of declaration votes maybegin once envelopes are received. However, noenvelopes are opened or any votes counted untilafter the polls close on election day.A declaration vote is accepted for further scrutinyif it meets certain requirements. Therequirements are:

• the declaration on the envelope has beenproperly completed and signed by thevoter,

• it has been appropriately witnessed, and• the voter is entitled to vote.

In addition, a postal vote must have beenrecorded prior to the polls closing. That is, before6pm on election day.The AEC is required to wait 13 days after electionday to receive declaration votes before it canfinalise counting. This ensures that voters inremote areas and overseas are notdisenfranchised.

Further scrutinyOnce a declaration vote is admitted to furtherscrutiny, the declaration envelope is opened facedown and the ballot papers extracted, withoutbeing unfolded, and placed in a ballot box. Theyare then treated in the same way as ordinaryballot papers.Computerised Senate scrutinyAfter the DRO Senate count the ballot papers aresent to the Central Senate Scrutiny where theAustralian Electoral Officer (AEO) for the state orterritory is responsible for the scrutiny of ballotpapers.The computerised scrutiny system is used tocalculate the quota, distribute preferences anddetermine the results.Declaration of the pollsOnce the votes are counted and a successfulcandidate(s) has been determined there is apublic declaration of the result. The declaration ofthe poll for each House of Representativeselectorate is conducted publicly by the DRO. Thedeclaration of the Senate election for each stateand territory is conducted by the respective AEO.Return of the writsAfter the Senate polls are declared, the AEO foreach state returns the writ for their electionendorsed with the names of the successfulcandidates to the State Governor. The territoryAEOs return their writs to the Governor-General.For the House of Representatives, the ElectoralCommissioner returns the writs for each stateand territory endorsed with the name of thesuccessful candidate for each electorate in thatstate or territory. These writs are returned to theGovernor-General.

A pril Fool! Thomas Nast's cartoon about AllFool's Day actually appeared in the April 2,1864 issue of Harper's Weekly.

April Fool's Day, or All Fool's Day, probablydeveloped somewhat differently in variouscountries, but its observance is documented asearly as the sixteenth century in France. Underthe Julian calendar developed by Julius Caesar,April 1 was celebrated as the first day of theyear. In 1564, Pope Gregory XIII introduced anew calendar, designating January 1 as the startof the new year. In France, those who continuedto celebrate April 1 as New Year's Day werecalled "fools" andbecame thetarget of ridiculeand pranks byadherents of thenew Gregoriancalendar. Thetradition ofperformingpractical jokeson April 1 spreadto otherEuropeancountries andtheir Americancolonies in theeighteenthcentury.American authorHerman Melvilleset andpublished hisnovel about ariverboatswindler, TheConfidence Man(1857), on AprilFool's Day.Nast's cartoon is a mosaic of several April Fool'spranks. The inset pictures on the upper-left andupper-right depict Union soldiers and sailors,respectively, tricking their comrades about wherethe Confederate enemy lurks, and obscuring theirvision. The small circles in the middle of eachside show a phony newspaper headlineannouncing that the Union has captured theConfederate capital of Richmond, Virginia. Onthe center-left, "Mr. Shoddy" is upset because hewill no longer be able to supply his inferior goodsto the Union military at inflated prices. (See thearchive for the cartoon of February 7, 1863, "Oneof the Effects of the War.") On the center-right,New York Tribune editor Horace Greeley ("Mr.Fogey") is surprised (and fooled) to see that hisheadlines continually urging "On to Richmond!"have come true.

Imposture was a frequent part of April fooling inthe nineteenth century, and is represented inthe lower circles. On the left, a man wears hiswife's hoop skirt and veiled bonnet, while thewoman has donned her husband's top hat andcoat, and added a false mustache and side-whiskers. On the right, a soldier tries toconvince the night sentry that he is confrontinga talking mule. In Scotland, April Fool's iscelebrated over two days, with the second,called "Taily Day," featuring tricks behind or ona person's backside. This tradition is seen inthe center cartoons, where signs or strings withobjects are attached to April fools.

In the top-center cartoon, Nast incorporatespolitical commentary into an April Fool'sscene. The setting is an outdoor meeting ofthe Peace Democrats ("Copperheads"), a wingof the Democratic party in the North whichfavoured a cease-fire and negotiatedsettlement with the Confederacy. The PeaceDemocrats are presented as geese and asses,animals associated with silliness and symbolswhich Nast used for the party at this time.
