Capital Projects Description

1. H-STEM Engineering and Health Technologies Complex -Phase I The H-STEM engineering and health technologies complex will support Michigan Tech’s integrated educational programs that apply engineering and science to problems related to human health. Michigan Tech’s technological niche allows it to contribute to health-related research, development, and education for its students by developing therapeutic devices, instruments, sensors, and preventative strategies. Research is currently supported by the American Heart and Lung Associations, Gerber Foundation, Portage Health Foundation, National Institutes of Health, and National Science Foundation (among others). The complex will include shared and flexible laboratory spaces, co-located with renovated classrooms and learning/spaces within an existing building (Chemical Sciences and Engineering) that meet current industry standards for safe operation and the training of students. The complex will permit teams of researchers and students from Biomedical Engineering, Chemical Engineering, Mechanical Engineering, Electrical and Computer Engineering,

Materials Science and Engineering, Biology, Chemistry, Cognitive and Learning Sciences, Computer Science, and Kinesiology and Integrative Physiology to work together in collaborative space with shared equipment. The estimated cost of $44,700,000 will allow Michigan Tech’s engineers and scientists to continue to increase economic prosperity through development of technologies and preparation of the future technological workforce. Research and educational efforts made possible by this complex will complement and add value to activities at other universities as well as care providers throughout the state.

2. Integrated Student Maker Spaces Maker Spaces are places that engage students (and faculty & staff) of all disciplines in collaborative design and prototyping activities. Michigan Tech's vision for a Maker Space is a central hub of design and innovation; a space that will inspire and support creativity and experiential learning. The Maker Space environment will allow students to design, develop and prototype their ideas through access to a wide range of tools and equipment. Mentorship, collaboration and synergy will uniquely define this space. The total project cost is estimated at $27,000,000 and will include new construction of a central facility, and expansion and renovation of spaces within an existing building.

3. H-STEM Engineering and Health Technologies Complex –Phase II Phase II of the H-STEM engineering and health technologies complex will include a newly constructed facility and renovation of existing facilities. Phase II will further enable Michigan Tech’s growing research and education programs in advanced manufacturing, particularly as related to human-centered engineering and medical devices. Many innovation and engineering challenges related to modern manufacturing involve medical manufacturing, including 3D printing of blended metal/plastics/ceramics for multi-functionality, rapid design through multiple testing cycles, and the embedding of mechatronic systems. Several advancements in manufacturing are on the cusp of disrupting the processes currently employed. Additive manufacturing is poised to dramatically change how products are made, and changes will cascade upstream to impact product designs. Engineering education will be redefined. The complex will include a visible shared space where teams of students and faculty will together engage in creative solutions to advance manufacturing across Michigan industries. Phase II will continue to create jobs, produce leaders for industries in Michigan, and support University/industry partnerships. The Phase II project will strategically position Michigan Tech to contribute to the growth of high-tech innovation and manufacturing throughout the State. The total project cost is estimated at $74,200,000.

V-C. REVISION TO BOARD POLICY 4.8. OFFICE OF THE OMBUDS

Recent changes in the Title IX (sexual misconduct) legal interpretations question the “mediation” of such issues, require special Title IX training for staff involved, and require that all Title IX reports be addressed by the Title IX office. The current language creates the impression of a bifurcated Title IX process. The confidentiality duty imposed on the Ombuds also creates a conflict for the Ombuds, if Title IX issues are specifically assigned to that office. It is suggested that the language be revised as presented herein.

RECOMMENDATION: That the Board of Trustees amends Board Policy 4.8. Office of the Ombuds as presented.

An Office of the Ombuds shall be established by the Senate of Michigan Technological University. Its purpose shall be to provide confidential, impartial, informal conflict resolution services to faculty, staff and students prior to the filing of any formal grievance. The Ombuds office seeks to resolve conflicts through informal mediation efforts. Ombuds mediation efforts are to be terminated upon the filing of a formal grievance, at the request of the member of the university community seeking Ombuds services, or by the judgment of the Ombuds officer. Consultation with the Ombuds Officer will not preclude or impair other avenues of grievance, investigation, or adjudication available to faculty, staff and students. Included in the office is the processing of student complaints when other recourse has been exhausted. and maters arising under the Board of Trustees Sex Discrimination/Sexual Harassment Policies.

The Ombuds Officer shall report to the President, and may recommend policy changes to the President for consideration.

The Ombuds Officer shall be appointed by the appointing committee which shall consist of the following members of the Michigan Tech community: one member appointed by the President; one member elected by the Senate from among its members; one member elected by the Academic Faculty; and one member elected by Michigan Tech enrolled students. The choice of the appointing committee must be unanimous. The term of the Ombuds Officer shall continue until his/her resignation or until terminated by a two-thirds majority vote of the entire University Senate membership or until terminated or suspended by the President, whichever first occurs.

Release time and resources required to successfully execute the duties of the Ombuds' Office shall be provided by the University as determined by the President.

The amended policy shall read as follows:

Vision for the University Senate*

The University Senate will be seen by the Michigan Tech community as a respected, relevant and independent representative body that leads by promoting faculty and staff interests in the shared governance of the University. Its actions will support the University mission and the day-to-day professional activities of faculty and staff. The University Senate is an active partner in University decisions affecting academic and administrative affairs.

Strategies to support our University Senate Vision• Provide oversight of academic quality by promoting a rigorous and relevant curriculum with attractive and

innovative degree programs that best serve students and society. • Serve as the legislative authority for academic policies and educational guidelines that encourage and ensure

student learning.• Promote ethical behavior, professional discourse, and mutual respect among all members of the University

community.• Ensure that academic freedom and tenure is encouraged and protected in all forms.• Provide a source of advice and support for the University administration and Board of Trustees by making

recommendations regarding faculty and professional staff issues, University finances, compensation, and the workplace environment.

ADVANCEMENT AND ALUMNI ENGAGEMENT BOARD OF TRUSTEES REPORT

October 2018

Advancement Pending Gifts

● Pat (‘67) and Debra Horvath - Endowed Professorship in Materials Science ● Richard (‘70) and Joyce (‘70) Ten Haken - Estate Gift commitment benefiting 2 endowed

faculty positions, 1 endowed scholarship fund and funds for a building in the School of Business and Economics.

● Ruth Nara - Finalization of Timber Land gift which was committed to in June of 2018. Events

● Ross Reider (‘60) hosted a VIP event in Harbor Springs on August 22. ● Mackinac Estate Planning/Planned Giving Seminar will take place on October 4-6. Nine

couples will be in attendance. ● Presidential tour - President Koubek will be involved in 2 alumni events in the Chicago area on

October 18. Marie Cleveland (‘82) will be hosting a lunch event and Scott Pattulo (‘81) will be hosting an evening event.

● 14 Floors will be on campus October 15-18. There are two trainings scheduled to help strengthen collaboration with academic partners. An internal training session with Deans is scheduled for October 1. EAB will be on campus November 6 to provide training on The Donor Investor Imperative - Engaging Academic Partners for Transformational Ideas and Impact. Annual Giving 906 Day The inaugural 906 Day celebration was held. 261 Yooper Bars were bought by parents for their students with the proceeds going towards scholarships. Keweenaw Coffee held a coffee tasting. The winning blend will be marketed as the new Husky Blend with a portion of the proceeds going towards scholarships. PCA Presidential Council of Alumnae will be held on September 20-21. This year a record of 13 alumnae will be inducted. Alumni Engagement Mentoring Program

Expanding the pilot of Future U - an online mentoring program - in collaboration with Career Services. We are creating ‘communities’ for alumni and students of the following departments and affinity groups:

● School of Forest Resources and Environmental Sciences ● Humanities ● Biological Sciences ● Civil and Environmental Engineering ● African-American

REUNION 2018 Close to 600 alumni and friends were on campus for the 2018 Alumni Reunion in early August. Old friendships were rekindled and new ones made while sharing memories of being tested by epic snowstorms—and exams. Of building engines, bridges—and careers. Of meeting the professor, or roommate—or mentor that changed their lives forever. Reunion Class gifts totalled $2.306,882. Husky Bucket List 2.0 Orientation Week featured activities to introduce incoming students to Tech Traditions and help them begin completing the list of 85 “must do” Husky items. Promotional activities for all students are planned for the coming months.
