Approval Action Requested: ____________________________________________________________________ Petitioner Originated By: _______________________________________________________________________ Village Board of Trustees Referred To: _________________________________________________________________________ Summary of Background and Reason for Request REVA has prepared revisions to their original proposal in order to satisfy the conditions the Village Board placed on the Preliminary PUD approval at the September 4, 2018 meeting. REVA is proposing: (1) enhanced pedestrian connectivity, (2) a new street name; and, (3) an affordable housing component. Mayor Rosenthal and staff believe the revisions are consistent with the Board’s previous direction. The Plan Commission report from September 4 regarding this matter can be found here: http://www.deerfield.il.us/AgendaCenter/ViewFile/Agenda/_09042018-475 Staff and the development team will be available at the December 17 meeting to answer questions. FROM: Andrew Lichterman, Assistant Village Manager

SUBJECT: REVA Development Proposal Revisions Introduction At the September 4, 2018 meeting, the Village Board accepted the report and recommendation of the Plan Commission for REVA Development Partners, LLC proposal for a multi-family development to be constructed at Deerbrook Mall. However, the Village Board withheld approval of the Preliminary PUD and other land use amendments contingent upon the petitioner satisfying three additional elements: (1) Pedestrian Connectivity, (2) Street Name; and (3) Affordability. Petitioner Revisions Pedestrian Connectivity The developer worked with their consultant, Lakota Group, to enhance pedestrian circulation and promote pedestrian connectivity to Deerbrook Mall, Deerfield Park Plaza and the Lake Cook Road Metra Station. Enhancements include decorative paving, additional crosswalks and way finding signage. Street Name The petitioner is suggesting the entrance road to the multi-family development be named “Deerbrook Court.” The street was previously proposed as “Chestnut Court.” Affordability In an effort to satisfy the Board’s request for affordable housing, the petitioner is proposing to include eighteen apartment units as a designated “set-aside” that would not exceed 120% of the Chicago area median income (AMI), adjusted for household size, as published by the Department of Housing and Urban Development. Eighteen affordable rental units is approximately 10% of the 186 apartments units available (excluding the townhomes). The Village would have the ability to audit and certify the status of the affordable units annually. The affordable units would be maintained for a period of no less than 25 years. Recommendation Mayor Rosenthal and staff believe the proposed revisions are consistent with the Board’s previous direction and intent. Staff recommends approval of the petitioner’s preliminary PUD with these elements incorporated into the final development agreement. Should the Board approve the preliminary PUD, staff recommends exploring affordable housing consultants that could be contracted by the Village to assist with audits, marketing and general oversight of the affordable housing elements of the development. Conclusion The petitioner has prepared a memorandum describing these three elements in greater detail and demonstrating their commitment to meet the Board’s requests from September 4. Staff along with the development team will be available at the December 17 Board meeting to answer questions.

RE: REPORT AND RECOMMENDATION OF THE PLAN COMMISSION RE: REQUEST FOR APPROVAL OF PRELIMINARY DEVELOPMENT PLAN FOR A RESIDENTIAL PLANNED UNIT DEVELOPMENT; AMENDMENT TO THE DEERBROOK SHOPPING CENTER COMMERCIAL PLANNED UNIT DEVELOPMENT TO REDEVELOP THE REAR 10.79 ACRES OF DEERBROOK SHOPPING CENTER TO ALLOW A TRANSIT ORIENTED COMMERCIAL DISTRICT TO ALLOW A MULTI-FAMILY RENTAL DEVELOPMENT AS A SPECIAL USE IN THE C-2 DISTRICT; AND AN AMENDMENT TO THE COMPREHENSIVE PLAN (GATEWAY FAIRVIEW, INC AND REVA DEVELOPMENT PARTNERS)

Dear Jeff,

As a follow-up to the September 4, 2018 presentation to the Village Board for the above referenced development, and after subsequent meetings with the Mayor and staff, we are pleased to present the attached supplemental information. We believe that this information addresses the three issues raised by the Village Board as part of the conditional approval of the Preliminary Development Plan recommendations by Plan Commission. These issues included consideration of workforce housing, improving pedestrian access and changing the name Chestnut Court. The following is attached:

Updated Site Plan by Lakota Group; street previously shown as “Chestnut Court” has been revised to show

“Deerbrook Court”. Updated Pedestrian circulation plans by The Lakota Group are attached which reflect various enhancements to

pedestrian circulation and promoting pedestrian connectivity to Deerbrook Shopping Center, Sachs Recreation Facility and Deerfield Park Plaza Shopping Center. These enhancements include decorative paving connections, additional crosswalks, and way finding signage.

A workforce housing draft proposal is attached. The proposal designates a number of “set-aside” affordable apartment units with restrictions on qualifying incomes and rental rates as further defined in the proposal.

We look forward to presenting this information at the next available Village Board meeting and moving forward with the planning process for the Deerbrook Residential Redevelopment. We look forward to your feedback.

Sincerely,

REVA DEVELOPMENT PARTNERS

Residences of Deerbrook

Memo To: Kent Street

From: Gateway Fairview LLC/Residences of Deerbrook

cc: Tait Pinnow, Warren James, Matt Nix

Date: November 30, 2018

Re: Residences of Deerbrook-Workforce Housing Proposal

Kent,

As a follow-up to the request to consider affordable/workforce housing as part of the proposal for the Residences at Deerbrook development; Owner and the development team have extensively studied this issue with input from staff and outside sources and we propose the following terms:

Number of Units: 18 apartment units

Set Aside Mix of Units: 12-one bedroom/one bath units (approximately 710 sf/average), 6-two bedroom/one bath units (approximately 1,000 sf/average), model type and location determined by Owner and subject to change at sole discretion of Owner.

Income Limits: Available first to residents earning less than 120% of the Area Median Income as determined annually by HUD. Resident income will be certified at initial application and every 3rd year thereafter for each existing resident.

Rental Rates: Monthly rental rates not to exceed $1,500 for one-bedroom units and $2,000 for two-bedroom unit (based on 2018 qualifying incomes). Rental rate may be adjusted annually but increases may not exceed CPI.

Availability: If designated Set Aside Unit remains vacant and unrented for more than 60 days, Owner may rent unit at full market rent to any qualified tenant, provided however, a similar unit will be made available to rent at Set Aside Unit rental rate within 30 days of request for such unit.

Management: Owner will hire professional management company whose scope will include maintaining Set Aside Unit selection/qualification criteria per the Development Agreement

Page 20: AGENDA FOR THE BOARD OF TRUSTEES Monday, December 17, …

2

Certification: Owner will require Management company to maintain records of income qualification. Village may certify status of affordable units annually upon 30 days written notice.

Duration: The Set Aside policy will be maintained for a period of 25 years from the date of Final Certificate of Occupancy, at which time the Set Aside units will no longer have the above reference restrictions.

While it is recognized that Deerfield does not have an ordinance requiring any affordable or workforce housing units, Owner is willing to voluntarily accept the above referenced terms and be bound by these terms as part of the final Development Agreement with the Village of Deerfield. We are seeking to formalize the preliminary approval and Set Aside terms by year end. We look forward to feedback from the Village Board.

REQUEST FOR BOARD ACTION

Agenda Item: 18-135

Subject: Authorization to Execute a Local Agency Agreement for Railway-Highway Grade Crossing Improvements Action Requested: Authorization to Execute Local Agency Agreement Originated by: Public Works and Engineering Referred to: Mayor and Board of Trustees Summary of Background and Reason for Request Metra is continually performing safety improvements to their “at-grade” railway-highway crossings throughout the system. In all, there are approximately 400 railway-highway crossings where vehicular and pedestrian traffic traverse live commuter/freight rail lines. Recently, Metra has been upgrading railway-highway crossings with LED signals, new gates, and control equipment. The upgrades make the railway-highway crossings more clearly visible in an effort to reduce accidents. Metra has been awarded federal funding for the improvement of two railway-highway crossings within the Village, Hazel Avenue and Osterman Avenue. Each location will be upgraded with the latest technology to ensure safe and efficient operation. The agreement outlines the division of cost between IDOT and Metra, a 90% and 10% split respectively. The total estimated cost for construction of the project is $800,000. Although there is no financial obligation, the Village of Deerfield is a party to the agreement as the Local Public Agency (LPA) since the improvements fall within corporate limits. For the project to move forward, and for Metra to receive the grant funding, we are required to execute the agreement. Other communities within the Chicago area that have railway-highway crossings have executed similar agreements with Metra and have had favorable results. Staff is requesting Authorization to Execute the Local Agency Agreement for Railway-Highway Crossing Improvements. Robert Phillips, Director of Public Works and Engineering, will be available at the meeting to answer questions. REQUEST FOR BOARD ACTION

Agenda Item: 18-136

Subject: Authorization to Purchase Water Meters from Midwest Meter Inc.

Action Requested: Authorization to Purchase Water Meters on an As-Needed Basis up to Budgeted

Amount of $80,000

Originated By: Public Works and Engineering

Referred To: Mayor and Board of Trustees

Summary of Background and Reason for Request The Village has been purchasing Badger water meters and equipment from Midwest Meter Incorporated for approximately fifteen years. We previously purchased directly from Badger Meter but they no longer sell directly to customers. Midwest Meter Incorporated is their area distributor and the only local source for the Badger meters and Orion meter reading system used by the Village. They are a dependable supplier with excellent customer service. Many of the residential meters purchased by the Village are sold to developers during the process of building new homes or residential additions. Each year staff also facilitates large meter inspections, to determine the accuracy of large commercial meters. The meter inspections have historically resulted in replacement of several commercial meters annually. The cost of commercial meter replacements is borne by the Village, and is part of the annual budget. Since 98% of all the meters within the Village are have been manufactured by Badger Meter it is not recommended that price quotes for other brands be entertained at this time. The unit price for water meters fluctuates, mainly due to the cost of brass, and/or supply and demand, by approximately +/- 2%, and no large cost increases have been noticed over the length of the last several years. Staff requests that the Board waive the formal bidding procedure and authorize the purchase of water meters and associated supplies from Midwest Meter Inc. on an as-needed basis NTE $80,000. Based on previous year’s salt usage, we have requested an additional 1,000 tons of salt through the Illinois Department of Central Management Services and 1,000 through Lake County’s joint bid for rock salt. This year, the state has awarded the contract to Cargill Inc. at a cost of $69.33 per ton and Lake County has awarded the contract to Morton Salt at $61.44. Staff requests authorization to purchase bulk rock salt for the 2018-2019 snow and ice season from Morton Salt through the Illinois Department of Central Management Services and Lake County in the amount not to exceed $131,000 Reports and Documents Attached: None Date Referred to Board: __December 17, 2018_______ Action Taken: _________________________________________

REQUEST FOR BOARD ACTION

Agenda Item: 18-138

Subject: Authorization to Execute a Reimbursement Agreement with Deerfield Senior Residences Action Requested: Approval of Reimbursement Agreement Originated by: Public Works and Engineering Department Referred to: Mayor and Board of Trustees Summary of Background and Reason for Request The JUF-Deerfield Senior Residences will soon receive their building permit and will begin site work at 1627 Lake Cook Road, on the south side of Lake Cook Road just east of the I-94 Tollway. This Development will bring the addition of 287 independent living units to the Village of Deerfield. The Development will include a four level parking structure, exterior parking lots, storm water detention facilities, a privately owned and maintained roadway system, water main, sanitary sewers, and lighting systems. As with other developments of this kind, the developer will construct improvements that will become owned by the Village upon completion. As part of the improvement, water main and sanitary main will be extended to the east (connecting to Village mains on the AMLI property) and to the west (connecting to mains on the Arbor Lakes property). The utility extensions are part of a long range plan to simplify and improve utilities in vicinity south of Lake Cook Road, near Wilmot Road. Since the utilities are off site, the Village will be responsible to cover any costs. A Reimbursement Agreement outlining the responsibility of both parties has been drafted for approval. Under the agreement, the Developer will construct public improvements and, once complete, the Village will take ownership and reimburse any costs associated with construction. The Developer has solicited bids from qualified underground companies to complete the work and has proposed a cost of $111,711. The proposed water main and sanitary sewer main are not included as part of the 2018 Capital Improvement Program. However, staff recommends that the utilities be installed to improve services in the area. Staff recommends that Mayor and Board of Trustees waive the competitive bidding process and give Authorization to Execute a Reimbursement Agreement with Deerfield Senior Residences. Robert Phillips, Director or PW & E, will be available at the meeting to answer questions. REQUEST FOR BOARD ACTION Agenda Item: 18-129

Subject: Authorization to Award the 2019 Sewer Lining Contract to Visu-Sewer, Inc.

Action Requested: Award the Sewer Lining Contract (NTE $400,000) Originated By: Public Works and Engineering Referred To: Mayor and Board of Trustees Summary of Background and Reason for Request The Village of Deerfield has been lining sewers for over 20 years. This process utilizes cured-in-place pipe, essentially creating a new sanitary sewer, without the mess and expense of conventional replacement methods. In 2017, the Village went through the competitive bidding process for the sewer lining project and Visu-Sewer Incorporated was awarded the contract as the lowest bidder. As is typical with many Village bids, two - one year extensions of the contract were included in the bid packet. The contract for Visu-Sewer, Incorporated was extended through 2018 and the contractor is now requesting the second 1-year extension. As stated in the contract, the second 1-year extension allows the contractor to propose a per unit price increase. Visu-Sewer proposed a 3% increase across the board on their unit prices. If the increased rates were part of their original 2017 bid, they still would have been the lowest bidder. If approved, over 9,500 linear feet of sanitary sewer will be lined as part of the 2019 sewer lining program. The proposed sewer lining locations include, segments on Woodland Drive, Chestnut Street, Elmwood Avenue and Greenwood Avenue. The Department has budgeted $400,000 for this work in the 2019 fiscal. Visu-Sewer has been the lowest bidder every year since 2015. Village staff has had a positive experience with this vendor in the past and they are recognized as a quality sewer lining contractor in the Chicago area. Staff requests that the Mayor and Board of Trustees waive the competitive bidding process and grant Authorization to Award the 2019 Sewer Lining Contract to Visu-Sewer Incorporated in an amount not to exceed $400,000. REQUEST FOR BOARD ACTION Agenda Item: 18-139

Subject: Authorization to Purchase Two Front End Loaders

Action Requested: Authorize Vehicle Purchase (NTE $159,750)

Originated By: Department of Public Works and Engineering

Referred To: Mayor and Board of Trustees

Summary of Background and Reason for Request In 2019, the Public Works Department budgeted to purchase a new front-end loader. The current loader (Fleet #544J) was purchased in 2004 and has reached the end of its useful life. Two vendors were solicited for quotes; Altorfer (Caterpillar) and West Side Tractor Sales Co. (John Deere). $155,000 was budgeted in the 2019 fiscal for this purchase in the Vehicle Equipment Replacement Fund (VERF). Caterpillar submitted the lowest proposal at $132,250. However, due to a strong desire to be better represented in the community, Caterpillar also submitted a second proposal to purchase our second front-end loader (Fleet #544H) which was replaced in 2017. While not originally planned, the offer of two new Caterpillar front-end loaders for $159,750 is an excellent price and demonstrates a commitment to the Village on behalf of Caterpillar. The Public Works and Engineering Department recommends that the Village Board waive the competitive bid process and accept the quote from Altorfer Caterpillar in the amount of $159,750. Assistant to the Director of Public Works and Engineering Justin Keenan will be present at the December 17, 2018 meeting to answer questions. Background In 2019, the Public Works Department budgeted to replace one of its two John Deere front-end loaders. The front-end loader up for replacement (Fleet #544J) was purchased in 2004 and has reached the end of its useful life. The second front-end loader (Fleet #544H) was replaced in 2017. Issue Two equipment vendors were solicited for quotes on the purchase of one front-end loader; Altorfer (Caterpillar) and West Side Tractor Sales Co. (John Deere). $155,000 was budgeted for the purchase in the Vehicle Equipment Replacement Fund (VERF) expense account in the 2019 fiscal. Caterpillar submitted the lowest proposal at $132,250. Additionally, due to a strong desire to be better represented in the community, Caterpillar also submitted a second proposal to purchase our second front-end loader (Fleet #544H) which was replaced in 2017. With the second proposal, Caterpillar is offering to sell the Village two new front-end loaders for $159,750. That is only 4,750 more then what was budgeted to replace one front-end loader (#544J) in 2019. Modifications will be required to some of our equipment (i.e. Snow Go blower, Plows, Forks), since we are currently configured to work with John Deere front-end loaders. Caterpillar will

complete the necessary modifications at no extra cost. This is an added value of more than 10,000.

Recommendation While not originally planned, the offer of two new Caterpillar front-end loaders for $159,750 is an excellent deal. The proposal is $4,750 over the $155,000 2019 budgeted amount ($27,000 over the cost for one piece of equipment). The Public Works and Engineering Department recommends that the Village Board waive the competitive bid process and accept the quote from Altorfer Caterpillar in the amount of $159,750.

REQUEST FOR BOARD ACTION Agenda Item: 18-143 Subject: Authorization to Award a Contract for 2019 Sanitary Sewer Flow Monitoring Study Action Requested: Award Contract to Robinson Engineering, Ltd. (NTE $102,000) Originated By: Department of Public Works and Engineering Referred To: Mayor and Village Board of Trustees Summary of Background and Reason for Request The Village of Deerfield wastewater treatment and sanitary sewer conveyance system services an area approximately seven square miles and provides collection, treatment, and disposal of the Village’s sanitary waste. During heavy rain events the Water Reclamation Facility (WRF) experiences significant excess flows through inflow and infiltration (I/I) into the sanitary sewer. Since 2007 the Village has taken the proactive step to investigate and identify the sources of the I/I by flow monitoring, sewer televising, smoke/dye testing, inspecting manholes and voluntary structure inspections. Since 2016 the Village has been diligently addressing the public infrastructure deficiencies with the Manhole Rehabilitation Program and the Sanitary Lining Program. The investigations and capital investment over the past ten years have resulted in some significant reductions of I/I. Staff recommends that the next course of action should be to conduct a flow monitoring study. This study would quantifiably show what progress has been made and which basins should be focused on moving forward. The Department interviewed and requested proposals from several qualified professional design firms in an effort to select the firm that may provide the best service with respect to flow data analysis. Robinson Engineering has a significant amount of experience with I/I study and removal. They have and are currently providing this service for other communities and have provided professional services for the Village in the past, including the recently completed Water Division Evaluation and Staffing Recommendation. The Department of Public Works and Engineering requests Authorization to Award a Contract for the 2019 Flow Monitoring Study to Robinson Engineering, Ltd. in an amount not to exceed $102,000. The Treatment Plant Superintendent, Brandon Janes, will be available at the December 17, 2018 Board meeting to answer questions. REQUEST FOR BOARD ACTION 18-141 Agenda Item: __________________ Subject: Resolution Supporting a Pilot Program Enhancing Commuter Rail Service

on the Milwaukee District North Line

Approval Action Requested: ____________________________________________________________________ Village Manager’s Office Originated By: _______________________________________________________________________ Village Board of Trustees Referred To: _________________________________________________________________________ Summary of Background and Reason for Request Metra, the City of Lake Forest, and Lake County Partners are asking for partners to join in a public-private partnership to explore a two-year pilot program that enhances service on the Metra Milwaukee District North Line. The proposal is to add new reverse commute rush hour service to see if such service can be self-sustaining, before making a modest infrastructure implementation. While the public-private partnership is still evolving, committed partners to-date include the Village of Bannockburn, City of Lake Forest, Lake County Partners, the County of Lake and Abbvie. Metra’s intent is to start providing the pilot program service schedule during the first quarter of 2019. This enhanced schedule would provide a northbound sunrise express and better southbound express service in the evening, which would include stops in downtown and Lake Cook Stations. The Village Manager’s Office sees this pilot program as an economic development opportunity that serves to attract and retain talent to Village employers and recommends that $10,000 be contributed to this project each year for the two-years of the pilot program. Staff recommends that the Village also contribute support by promoting ridership and publicity of the new enhanced service options. ENHANCED REVERSE COMMUTE PROJECT

THE PROBLEM In order to effectively recruit and retain critical talent living in downtown Chicago, Lake County companies need an

efficient and effective public transit option. The current Metra Milwaukee District North line schedule needs to be significantly improved to make it easier for Chicago residents to work in Deerfield, Bannockburn and Lake Forest.

• No early morning express out of Chicago • Evening express trains not ideal • No evening service from Lake Forest

PROPOSED SOLUTION The fedetal mandate to implement Positive Train Control gives Metta the opportunity to optimize the schedule to

accommodate growing Lake County employers. The solution is to pilot test an enhanced schedule which would

include new reverse commute rush hour service before making a modest infrastructure implementation.

Phase I: Enhanced schedule including a northbound sunrise express and better southbound express service in the evening- a pilot project.

Phase II: Install a universal crossover switch north of Lake Forest to provide fluidity and flexibility.

Phase III: Implement final schedule closing some the afternoon gaps and optimizing the existing express service.

These changes make it convenient - and fast - to commute to Deerfield, Bannockburn, Lake Forest, and Mettawa,

from key Chicago neighborhoods like Fulton Market, W est Loop, Wicker Park, Logan Square, Old Irving Park,

Portage Parle, and E dgebrook.

THE BENEFITS E asier talent acquisition from Chicago. Having a convenient train schedule that p rovides reliable service to key

stations makes Lake County employers more attractive for Chicagc, based talent. Tiris opens up a significant

recruiting pool both today and in the future.

Page 100: AGENDA FOR THE BOARD OF TRUSTEES Monday, December 17, …

Reliable, safe transportation options. Our roadways already struggle to manage traffic £1.m.vs, and depending on

weather, the reliability and travel times can present operational challenges both in running your business, and for

employees who are trying to manage work/life balance. Trains offer a dependable option no matter the weather.

Improved employee productivity. Trains offer commuters the chance to work from the road, maximizing their

day. The ability to focus on a conference call or utilize Wi-Fi on-board a Metta train means your employees can

work when they need to or unplug and enjoy the ride as opposed to stress out in traffic.

Increased employee satisfaction and engagement. Killer commutes are often listed as a top reason an

employee might leave a job or even decide not to consider an offer. Improving the commute means your current

and future employees will be more likdy to see your £inn and its location as an attractive place to work, easing

recruitment and increasing retention.

THE CAPITAL CONTRIBUTIONS The total project cost for these improvements is estimated to be $6.3 million and v.ill require funding from a variety

of sources in both the public and private sectors. Here is a prospective layout of the capital contributions.

Local Governments

Transit Agencies

Private Sector Employers

$1.0million

$1.7 million

$3.6 million

The Goal is to raise $3.0 million by September 30, 2018 and the entire $6.3 million by March 31, 2019. Lake County

Partners, a 501(c)(3) nonprofit economic devdopment corporation, has joined with the City of Lake Forest, the

County of Lake, Metra, and key employers to raise the capital to execute this project.

beneficial modifications to better meet today’s work schedules and increase

Bannockburn, City of Lake Forest, Lake County Partners, the County of Lake

and Lake County businesses to raise necessary funding to add a universal

crossover south of Route 60 in Lake Forest.

C. Metra shall restructure its MD-N Line schedule to enhance southbound

service as well as exploring the possibility of providing additional express

services during the morning and afternoon rush hours once the universal

crossover is installed and operational.

REQUEST FOR BOARD ACTION 18-142 Agenda Item: __________________ Subject: Resolution Authorizing Renewal of a Contract to Elevator Inspection Services

Approval Action Requested: ____________________________________________________________________ Community Development Department Originated By: _______________________________________________________________________ Village Board of Trustees Referred To: _________________________________________________________________________ Summary of Background and Reason for Request Since 2014, the Village has contracted with Elevator Inspections Services, Inc. (EIS) of Burr Ridge, Illinois for the provision of elevator inspection services. The original agreement from 2014 will expire on December 31, 2018. The Village has participated in a joint procurement process, led by Lake County, to renew this agreement for the term covering 2019 through 2023. Bids were opened on October 11, 2018 and EIS was the low bidder. The cost of elevator inspections is a pass through to property owners. Deerfield property owners will receive one year of free inspections services, which equates to an aggregate savings of $8,550 in 2019. Staff recommends renewal and extension of the agreement with EIS. Assistant Lichterman will be available to answer questions. SUBJECT: Elevator Inspection Services Introduction Since 2014, the Village has contracted with Elevator Inspections Services, Inc. (EIS) of Burr Ridge, Illinois for the provision of elevator inspection services. The original agreement from 2014 will expire at the end of this year. The Village has participated in a joint procurement process, led by Lake County, to renew this agreement for the term covering 2019 through 2023. The Village is responsible for inspecting 450 elevators annually, the cost of which is a pass-through to the permit applicant and property owner operating the elevator. Shared Procurement The shared procurement process for elevator inspection services included Lake County as well as the municipalities of Highland Park, Lake Forest, Lincolnshire, Bannockburn, Deerfield, Lake Bluff and Buffalo Grove. The intent was for participating organizations to benefit from economies of scale through a joint procurement effort. Since the 2014 agreement is set to expire, Lake County issued a Request for Proposals (RFP) and bids were opened on October 11, 2018. Two bids were received and EIS was the lowest responsible bidder. The enclosed Bid Tab illustrates the proposed pricing:

EIS is proposing to complete the first year of inspections at no cost, which equates to an aggregate savings of $8,550 to Deerfield businesses in 2019. Recommendation Staff recommends approval of the Resolution renewing a one-year contract with EIS that allows for four additional one-year renewals covering calendar years through 2023. Staff is satisfied with the work performed by EIS to date, and finds their cost to be competitive. Conclusion Assistant Lichterman and Building and Code Enforcement Supervisor Case will be available at the December 17 Board meeting to answer questions.
