PREFACE

This booklet contains statistical information of the business transacted by the Sixth

Legislative Assembly of the State of Goa during its Sixth Session (03March- 07 March,

2014).

1. INTRODUCTION

(i) The Sixth Session of the Sixth Legislative Assembly of the State of Goa which

was summoned by the Hon. Governor of Goa, Shri Bharat Vir Wanchoo, vide Order

dated the 28th

January, 2014 commenced on the 3rd

March, 2014 at 11 30 AM at the

Assembly Hall, Porvorim, Goa with the playing of the National Anthem.

(ii) This august House has transacted an effective, meaningful and significant business

during its five sittings and had a duration of 21 hours and 43 minutes.

(iii) The Sixth Session, 2014 of the Sixth Legislative Assembly of the State of Goa

which commenced on the 3rd

March, 2014 was adjourned sine die at the conclusion of the

Session on the 7th

March, 2014 at 8 12 PM.

(iv) The Sixth Session of the Sixth Legislative Assembly of the State of Goa has been

prorogued by the Hon. Governor of Goa, Shri B.V. Wanchoo with effect from the 12th

March, 2014.

2. ADDRESS BY THE HON. GOVERNOR OF GOA TO THE SIXTH

LEGISLATIVE ASSEMBLY OF THE STATE OF GOA

The Hon. Governor of Goa, delivered his Address to the Sixth Legislative

Assembly of the State of Goa on the 3rd

March, 2014 at 11 30 AM at the Assembly Hall,

and informed the House of the causes of its summons, as envisaged in Article 176(1) of

the Constitution of India.

3. A COPY OF THE ADDRESS BY THE HON. GOVERNOR OF GOA LAID

ON THE TABLE OF THE HOUSE

The Secretary Legislature, laid a copy of the Address delivered by the Hon.

Governor of Goa on the Table of the House on 3.3.2014.

4. MOTIONS OF THANKS TO THE GOVERNOR’S ADDRESS

On a Motion moved by Dr. Pramod Sawant and seconded by Shri Ganesh

Gaonkar, the House thanked the Hon. Governor of Goa for his Address delivered to the

House on the 3rd

March, 2014. The Motion of Thanks along with the 14 Amendments to

the Motion of Thanks moved by S/Shri Pratapsingh Rane, the Hon.Leader of the

Opposition, Digambar Kamat and Aleixo. Reginaldo. Lourenco, MLAs‟ were discussed

from 4.3.2014 to 6.3.2014.

(ii) Dr. Pramod Sawant, Shri Ganesh Gaonkar, MLAs‟, Shri Pratapsingh Rane, the

Hon. Leader of the Opposition, S/Shri Digambar Kamat, Mauvin Godinho, Subhash Phal

Desai, Kiran Kandolkar, Nilesh Cabral, Subhash Naik, Naresh Sawal, Vijai Sardesai,

Lavoo Mamledar, Glenn Souza Ticlo, Francisco.Xavier.Pacheco, Michael Lobo, Caetano

Silva, Vishnu Surya Naik Wagh, Rohan Khaunte, Aleixo. Reginaldo. Lourenco, MLAs‟

took part in the debate. Shri Manohar Parrikar, the Hon. Chief Minister replied to the

debate. Thereafter, the Amendments moved to the Motion of Thanks were put to the vote

of the House and were negatived and the Motion of Thanks to the Address of the

Governor was adopted after discussion and voting in the House on the 6th

March, 2014.

22. During this Session, two notices of Adjournment Motions tabled by S/Shri Vijay

Sardesai and Aleixo Reginaldo Lourenco, MLAs‟ on 4.3.2014 were disallowed,

since the subject matter of these notices does not come under the purview/ambit

of the Rules of Procedure of the House and hence these notices do not qualify to

be a case for an Adjournment Motion.

23. Two notices of Breach of Privileges tabled by S/Shri Vijay Sardesai and Aleixo

Reginaldo Lourenco, MLAs‟ on 7.3.2014 were disallowed since the subject

matter of these notices does not come within the purview/ambit of the Rules of

Procedure of the House nor does it pertain to a matter relating to the obstruction

The Sixth Session, 2014 of the Sixth Legislative Assembly of the State of Goa

conclusion of the Session on the 7th

March, 2014 at 8 12 PM. The Sixth Session

of the Sixth Legislative Assembly of the State of Goa has been prorogued by the

Honourable Governor of Goa, Shri B.V.Wanchoo with effect from the 12th

March, 2014.
