Police have obtained an arrest warrant from the chief judicial magistrate Srinagar against Shabir Khan, accused in case FIR number 9/2014 reg- istered at Shaheed Gunj police station. Reliable police sources said the police team left for Jammu by road Saturday morning. The team is headed by Deputy Superintendent of Police, Sajad Ahmad Shah. “The police team was deputed after Shabir Khan failed to present himself before the police Saturday,” sources said, adding that the police in Jammu have been asked to cooperate with the team. Police sources said the team will initially go to Jammu and, if needed, they will launch a manhunt for the accused politician outside the state. “People on highways and Airports are alert and hopefully Khan will be arrest- ed soon,” police sources said. Sources didn’t rule out surrender of Shabir Khan in Jammu. “If he surrenders it will make our job easy,” they said, adding that Jammu police has agreed that in case Khan surrenders, he will be handed over to the investiga- tors in Kashmir. Sources said Khan is presently hiding somewhere in Jammu. “The people at Jammu Airport have been asked not allow Shabir Khan to move out of the state,” they said, adding, if Khan boards a flight for Srinagar, he would not be stopped. With strict laws in place and increasing awareness of women rights, experts feel more women would speak up against sexual harassment. The legal fraternity also feels that things are set for a change. “Rape case is a different thing, but the case where this kind of harassment is being fought is definitely a big change,” said Advo- cate Mir Urfi. “Here we are witnessing women empowerment at an unprec- edented level,” she said. Urfi feels that the attitude of people towards this problem is changing. “Def- initely we are witnessing a change,” she said. “A woman has single-handed- ly brought down a minister from a pow- erful party and that speaks for itself. It has sent a strong message across.” The lawyers working at state courts feel that the number of women coming out to complain against sexual exploita- tion is gradually increasing. “Earlier people would think that the best solu- tion towards this problem is to keep mum,” said another woman advocate, Nadia Shafi. “Now, with education comes awareness and so the long held taboo stands demolished.” “Now the culprit thinks that he cannot misuse his power or position over a helpless woman,” she further added. “Women too are fed up of being bullied and treated in unprofessional ways.” The awareness is being seen among parents too. “Children are being told to share with us everything and report immediately if some person misbe- haves with them,” said Urfi. The lawyers said that earlier the harassers were emboldened by the silence of the victims, but not anymore. “The incidents happening in Delhi and other places have also contributed to this transformation,” she said. “And media has played a vital role in this. The lawyers working at state courts feel that the number of women coming out to complain against sexual exploita-tion is gradually increasing. “Earlier people would think that the best solu-tion towards this problem is to keep mum,” said another woman advocate, Nadia Shafi. “Now, with education comes awareness and so the long held taboo stands demolished.”

“Now the culprit thinks that he cannot misuse his power or position over a helpless woman,” she further added. “Women too are fed up of being bullied and treated in unprofessional ways.”

The awareness is being seen among parents too. “Children are being told to share with us everything and report immediately if some person misbe-haves with them,” said Urfi.

The lawyers said that earlier the harassers were emboldened by the silence of the victims, but not anymore. “The incidents happening in Delhi and other places have also contributed to this transformation,” she said. “And media has played a vital role in this. The escaping space for a culprit is fast decreasing.”

Jammu, Feb 8: After having its way on new administrative units in J&K, Congress Saturday got another shot in the arm by getting the 73rd amend-ment of the Constitution of India extended to the state.

The state cabinet this afternoon approved extension of the provisions of 73rd constitutional amendment to the state for “empowering Panchayati Raj institutions,” fulfilling the long-pending demand of Congress.

Congress, which is part of the ruling alliance, was quick to claim victory after a Cabinet meeting pre-sided by Chief Minister Omar Abdul-lah took the decision with the party noting that its Vice President Rahul Gandhi had been vociferously raising the demand.

"Provisions of the 73rd amend-ment (of the Constitution) have been approved in full spirit. All the provi-sions, which were demanded by Con-gress, have been implemented in letter and spirit. It is victory of Congress and AICC Vice President Rahul Gandhi," Tourism Minister G A Mir said.
