87 | Presbytery of Southern Kansas – Stated Meeting November 15, 2016 CALL TO ORDER The Presbytery of Southern Kansas gathered at 9:00 a.m. on Tuesday, November 15, 2016, at First Presbyterian Church, Hutchinson, KS. OPENING WORSHIP The worship service, was led by the Rev. Mark Miller. Delivering the message for worship was Rev. Mark Miller and Keith Neill. Installation Service for Moderator Elect, Steve McSpadden was led by PSK Moderator, Rev. Denise Pass. The offering received of $613.49 will go to outreach programs of First Presbyterian Church, Hutchinson. OPENING BUSINESS The Rev. Denise Pass, Moderator, called the meeting to order with prayer. The Moderator announced that if anyone had items for New Business those needed to be submitted to Stated Clerk Pro Tem by 12:30 p.m. to be considered for discussion during today’s meeting. A quorum was declared present by the Stated Clerk Pro Tem, Rev. James Anderson. (See Appendix A) Additional handouts for the meeting are available at the registration tables. Anyone wishing to speak on the floor during the meeting should come to the microphone, be recognized by the Moderator/Moderator Elect and identify themselves. All comments are to be directed to the Moderator/Moderator Elect. All motions must be submitted in writing to the Stated Clerk Pro Tem before the conclusion of the meeting. Robert’s Rules of Order, the Book of Order, and the PSK Manual of Operations will be followed. 88 | Presbytery of Southern Kansas – Stated Meeting November 15, 2016 Mission Partnership – Skip Johnson Three Sterling College students, Kristin and Jennifer Calderwood and Ted Lafferty, recipients of PSK Mission Partnership Ministry Team scholarships were introduced and they spoke about their mission work last summer in Ghana and Peru. These students were involved in teaching at a school; participating in street evangelism; and leading prayer/worship services. These students are available to speak at any of the PSK churches. A report from Jeremiah Lange and Mary Buchele, who were part of a mission trip last summer in Cuba, will be presented during the February 2017 meeting of Presbytery. Jeremiah and Mary were also recipients of scholarships from the PSK Mission Partnership Ministry Team. A report of the Mission Partnership Ministry Team’s matching grants was presented. (See Exhibit C) Synod Commissioners’ Report – Mary Knecht Synod Commissioners, Jim Anderson, Jennifer Keim, Mary Knecht and PSK Transitional Leader Mike Kuner attended the Synod of Mid America meeting on October 8, 2016. There is available a video entitled Trigger which is a documentary collaboration between Presbyterian Disaster Assistance, PCUSA Peace Making and PCUSA Peace and Justice. This video was produced in order to help prevent gun violence which is deemed a public disaster and public health issue. Reports from SOMA are attached. (See Exhibits D & E) Church Orders Ministry Team – Don Owens Honorable Retirement Service was conducted for Rev. James Anderson and Rev. Larry Cracraft with remarks by Rev. Bob Wyman. Certificate was presented to Rev. Anderson but Rev. Cracraft was unable to attend the Presbytery meeting. Stated Clerk Pro Tem’s Report – Jim Anderson Rev. Anderson thanked the Presbytery for the privilege to serve as Stated Clerk Pro-Tem. Transitional Executive Leader’s Report – Mike Kuner Rev. Kuner’s remarks to the Presbytery are attached as Exhibit F. The Presbytery broke for lunch. Congregational Resources – Sue Nispel Attendees were invited to attend one of two workshops being offered: “The Authority of Scripture” led by Rev. Anthony D’Olio or “The Holidays Aren’t Merry for Everyone” led by Cheryl Runyan. Board of Trustees – Ben Ray Churches were reminded to submit their Property Insurance Forms by the deadline date of February 1, 2017. Church Orders Ministry Team (continued) – Don Owens March 4, 2017, has been set as the first regional Boundary Training session. There will be room for 30 participants. All installed pastors, Commissioned Ruling Elders and Teaching Elders are required to take this training. MOTION to approve the appointment of Terry Woodbury as Moderator of the First Presbyterian Church, Lakin. Reverend Woodbury is a member of Heartland Presbytery working within the bounds of Southern Kansas Presbytery. Moderator called for discussion. Motion was approved.

Rev. Lara MacGregor, currently a member of Chicago Presbytery, was introduced. Rev. MacGregor presented her faith journey and answered questions from the floor concerning her Statement of Faith. MOTION presented to suspend questioning. Moderator called for discussion. Motion was approved. MOTION that Rev. Lara MacGregor be received as a member at large of Southern Kansas Presbytery. Moderator called for discussion. Motion was approved. Don Owens reminded the audience that an advertisement was placed in the recent edition of Presbyterian Outlook advertising the open positions for installed pastors for four churches in the presbytery. Governance Team – Tom Church Pages 13-15 of the original Consent Agenda were lifted and discussed. (see Exhibit G of these minutes) These pages dealt with the proposed 2017 PSK budget. Moderator called for questions from the floor. The discussion centered on the increase of per capita to $36 in 2017. MOTION was presented that the 2017 PSK budget and $36 per capita be approved. Moderator called for discussion. Motion was approved. Moderator’s Report – Denise Pass MOTION presented to Denise Pass as Moderator Pro Tem of the Presbytery Coordinating Team and Laura Frazey as Moderator Pro Tem of the Board of Trustees until such time that the Presbytery of Southern Kansas Manual of Operations be amended to allow Mike Kuner to be Moderator of the Presbytery Coordinating Team. The quilt will be displayed at the Cambridge Church. Moderator called for discussion. Motion was approved. MOTION that two Administrative Commissions be formed to work with the Sessions of First Presbyterian Church, Conway Springs and First Presbyterian Church, Neodesha, as their ministries close. First Presbyterian Church, Neodesha, has chosen January 29, 2017, for their closing service. Members of the commission will be announced to the Presbytery at a later date. Moderator called for discussion. Motion was approved. Report of the Temporary Committee – Ken Coryell MOTION to pay $ 197.60 in vouchers. Moderator called for discussion. Motion was approved. Announcements Youth Council’s Westminster Woods Work Weekend is the weekend of Nov 18-20. 2016. Joe Wiseman, Youth Council Adult Advisor, reported that there are approximately 65 persons participating. Thirty two of those participants are from Covenant Presbyterian Church, Wichita. He encouraged other churches to be involved in Youth Council activities. Youth Council sponsors Sleep “less” in Sterling and that will be held March 10-12, 2017, on Sterling College Campus. Request from Mike Kuner that those in attendance fill out the meeting survey and turn them in as they leave for the day. Records Review Session is being held following the conclusion of the presbytery meeting. Adjournment MOTION to adjourn. E. Governance Ministry Team 1. MOTION: The GT submits for a second reading and approval the revised position description of

Stated Clerk. Please note that the material in “red” is new and brings this position into conformity with other existing position descriptions. The material in black is verbatim from the PSK Manual of Operations. (See Consent Agenda Appendix)

2. MOTION: The GT presents for approval the proposed salaries and benefits for 2017 of those employed by the presbytery. Note: The terms for the Transitional Executive Leader were approved at the prior meeting and remain unchanged for 2017 and are therefore not included in this document. (See Consent Agenda Appendix)

3. MOTION: The GT presents for approval the proposed 2017 budget in the amount of $805,807 including a per capita of $36. (See Consent Agenda Appendix A) The GT provides for information a second budget document that demonstrates the budget exclusive of Westminster Woods operations and expenses. (See Consent Agenda Appendix B)

4. MOTION: The GT presents for approval the re-appointment of Sue Nispel, Douglas Hutchison, Ken Coryell, Don Owens and Norval Madden as approved signatories for presbytery accounts; and Brian and Diane Wheeler and Walt Olson as signatories on the small checking account at First National Bank, Fredonia.

It was brought to our attention that synod requires a statement in Presbytery minutes acknowledging presbytery’s receipt of the annual audit. The 2014 audit review of the

95 | Presbytery of Southern Kansas – Stated Meeting November 15, 2016 Presbytery of Southern Kansas financials has been completed by Morrow and Company and was received in early January, 2016. The 2015 audit review has not yet been completed.

5. The Church Development Corporation is in the process of transferring its loan ministry (all accounts) to the Presbyterian Church (USA) Investment and Loan Program. To take advantage of a special incentive rate offer of .65%, we recommend that Presbytery transfer additional funds from the Bank of the West money market account so that together with the CDC transferred funds, the amount equals $100,000.

6. MOTION: Per the Manual of Operations, the GT presents for approval dates which the PSK office would be closed in 2017. (See Consent Agenda Appendix)

F. Board of Trustees Report

Information Items:

1. Administrative Records Shredded ~ Details of the items in the eight boxes to be shredded or

sent to the Presbyterian Historical Society will be furnished Nov 1st. These items were located in

the basement of the Presbytery office.

2. Loan/Grant status:

As briefed on the previous meeting of Presbytery, the seven loan/ grants issued by the Mission

Board are still being investigated to confirm their status. The Presbyterian Investment & Loan

program loan/grant board has not provided status. The status of the loan/grants will be reported

at a later Presbytery meeting. The following is from the Aug 3, 2017 Presbytery meeting minutes:

The motion to RESCIND the Presbytery May 10, 2016 motion to link the Northminster balance

with New Covenant was tabled by the moderator until all actions concerning the loan/grant

program have been resolved.

3. Presbytery Office Maintenance:

The Trustees have approved some basic maintenance of the office building to include a new mail

box, caulking the joints between the concrete slab walls, trimming the tree west of the facility

and painting the trim.

4. Annual Insurance Reporting:

The 2017 Presbytery Insurance Form is attached. Guidance is also provided in our Manual of

Operations located on the Presbytery’s web. Please complete the form and return it to the

Presbytery’s office by February 1, 2017. (See Consent Agenda Appendix)

Position Title: Presbytery of Southern Kansas Stated Clerk

Position Summary: The Stated Clerk (SC) is an officer of the Presbytery of Southern Kansas (PSK) and is accountable to the presbytery. The SC supports the mission of the presbytery through attention to the duties and responsibilities noted in the PSK Manual of Operations (MOA) Stated Clerk position description as detailed below. The SC will work most closely with the Presbytery Coordinating Team, the Church Orders Team, Presbytery Support Ministry Team, Presbytery Executive, Presbytery Moderator, Administrative Commissions and the clerks of session of member congregations. Accountability: The Stated Clerk is accountable to the presbytery through the Governance Team Personnel Sub-committee. Term: The term is three years. Normatively the SC shall be elected at the November meeting of Presbytery and take office on January 1st of the following year. The SC is eligible for successive three year terms. Key Responsibilities:

1. Record the transactions of the governing body, keep its rolls of membership and attendance, preserve its records carefully, and furnish extracts from them required by another governing body of the church.

2. Furnish within thirty (30) days of the Presbytery meeting, to the Presbytery Office a copy of the minutes of Presbytery to be posted to the web and mailed out with the docket for the next Presbytery meeting.

3. Receive and refer correspondence and official papers to the appropriate committee or task force.

4. Conduct Presbytery’s official correspondence with other governing bodies. 5. Prepare and transmit reports as required by other governing bodies. 6. Certify calls and dismissals of ministers to other governing bodies. 7. Cause to be distributed the docket for the Presbytery meeting and other papers. 8. Submit annually the minutes of Presbytery for the review of Synod. 9. Prepare an annual report to the Presbytery of the number of ministers, candidates and

inquirers, the total membership of all churches in the Presbytery and a summary of the finances of the churches.

10. Propose to Presbytery the manner in which any imbalance referred to in the Manual of Operations is to be addressed.

11. Resource the following committees: Church Orders Team, Presbytery Support Ministry Team, Representation, and Nominations. and Preparation for Ministry. Participate in meetings of Church Orders Team as resource to the team.

12. Prepare the Necrology report to be presented at the May Stated meeting. This report shall include the name, date of ordination, date of death, and terms of service in the church of ruling elders and ministers who have died within the preceding year.

13. Maintain the official roll of candidates and inquirers and commissioners to other governing bodies.

14. Maintain an up-to-date official copy of the Ecclesiastical Bylaws and the Manual of Operations of the Presbytery.

15. Serve as advisor to the Moderator on parliamentary procedure. 16. Have available at each meeting of Presbytery, a copy of the past two years of minutes of

the Presbytery, the Book of Order, Roberts Rules of Order (the most recent edition), the Ecclesiastical Bylaws, and the Manual of Operations.

17. Participate in the training of Clerks of Session and in the annual review of Session records by the Committee on Church Order Presbytery Support Team.

18. Serve as a member of the Presbytery Coordinating Team (PCT), Council, ex-officio without vote, serve as Clerk of the PCT, Council, and assist the Moderator of Presbytery in the preparation of the agenda for the Stated meetings of Presbytery.

Management Responsibilities: This position has no personnel supervisory responsibilities. Qualifications:

The SC shall be either a teaching or ruling elder in good standing with the Presbyterian Church (USA).

Exhibits well developed verbal and communication skills.

Is able to cope with the stress related to the position, and to function independently with professionalism.

Demonstrates competence related to the key responsibilities of the position.

Proficient capability with word processing, e-mail, and computer usage.

A student of and interest in all things polity and governance.

Ability to work in collegial fashion with peers and publics. Given the per capita shortfall of recent years, we used a likely paying membership of 5000 at a proposed per capita amount of $36, a $3 increase from 2016. Of the $36 figure, $7.50 goes to GA, $2.72 to Synod, and $25.78 to the Presbytery.

As the WMW Camp Committee had not yet set a budget as of the time the presbytery budget needed to be presented to the Governance Team and Presbytery Coordinating Team, the 2015 actual figures were used for the purpose of constructing the integrated 2017 Presbytery budget draft. Note that in the budget draft exclusive of Westminster Woods we have identified that presbytery’s mission support of WMW in 2017 would be $60,000. This decrease of $21,474 compared to the 2016 budget is roughly equivalent to the reduction and phase out of the Eastminster settlement of $22,000 in 2016. Also a reminder to the presbytery that the WMW Task Force is working on a proposed covenant agreement to be presented to the presbytery for action in 2017, creating WMW as its own separate 501 (c) 3 not for profit organization on a timeline estimated to be 1/1/18.

Workshop #1: “The Authority of Scripture” Facilitator: Pastor Tony D’Olio The Scottish Parliament ratified the “Scott Confession” in 1560 as a doctrine grounded upon the infallible “Word of God”. That is the opening confession in the Presbyterian Book of Confessions. From there we start the discussion of the authority of scripture in our faith and confessions of today. Most of our more recent Confessions do not mention the Scriptures, and we may want to ask why? This discussion will be led by Tony D’Olio who is the pastor at the Presbyterian Church in Halstead. Workshop #2: “The Holidays aren’t Merry for Everyone” Facilitator: Cheryl Runyan The holiday season brings stress and anxiety for some people. This workshop will be helpful to pastors and laypersons as they work with individuals and families who do not always look forward to the holiday season. Widows going through the first holiday alone, newly married couples balancing the activities of two families, families who have a loved one away for the first time, people whose depression or anxiety increases during the holiday season. These are all people who may need some special attention during this time. Cheryl Runyan who has spent her career as a mental health professional will be leading this workshop and bringing some wonderful suggestions to help individuals and families prepare for holidays and other stressful situations. She has done workshops for churches and other groups through Kansas. Cheryl is an elder at FPC, Wichita.

In the United States more than 30,000 people are killed every year by gun violence; many more are wounded. The disaster caused by gun violence is seen in almost every community. We may hear briefly about the victims and survivors of these shootings, but what happens after the media attention moves on and the wider public becomes numb to “just another shooting”? The Presbyterian Church (U.S.A.) has embarked on a campaign to prevent gun violence. At the forefront of this effort is the documentary Trigger: The Ripple Effect of Gun Violence, which examines the ripple effect that one shooting has on a survivor, family, community, and society. It is a story told from the perspective of those who have been directly impacted and those who are called daily to respond to this ongoing tragedy. The documentary frames gun violence as both a disaster and a public health issue. It addresses the critical issue of gun violence prevention by moving the conversation away from the polarizing extremes that have long dominated the debate and lifting up the voice and experiences of those who seek common ground and a new way forward. Trigger was produced in part as a response to the 219th General Assembly (2010) resolution “Gun Violence, Gospel Values: Mobilizing in Response to God’s Call” and to shed light on the growing issue. The documentary is the result of a collaborative effort of Presbyterian Disaster Assistance, Presbyterian Peacemaking Program, and the Compassion, Peace, and Justice Ministry of the Presbyterian Church (U.S.A.). ABOUT THE DIRECTOR/PRODUCER:

David Barnhart is an award-winning producer, director, and documentary filmmaker. Barnhart has developed story and documentary film initiatives with children living on the streets in Argentina; with communities displaced by war and natural disasters in Latin America and the Democratic Republic of the Congo; with survivors in South Korea of systematic rape and torture by the Japanese military during World War II; and with survivors of the 2004 tsunami in Indonesia. Trigger: The Ripple Effect of Gun Violence, aired on NBC and also had the distinguished honor of being selected by the Martin Luther King Jr. National Historic Site as part of its D.R.E.A.M Film Series.

116 | Presbytery of Southern Kansas – Stated Meeting November 15, 2016 Appendix F - Transitional Executive Leader’s Report – Mike Kuner Madam Moderator, Members of Presbytery, Corresponding members: Good Morning! It is my honor and privilege to stand before you today as your Transitional Executive Presbyter. I am beginning to consider my work among you becoming one of the true highlights of my ministry! I have met some truly gifted women and men who are striving to make not only their congregations, but also our Presbytery a faithful witness to what God is calling us to be. And I know there are more! I do not need to remind anyone that this is a most significant and challenging time the lives of all of us, our cities, our state, and our nation. It is also a significant and challenging time in the life of our presbytery and every one of our congregations. As our presbytery continues to move out into our congregations, our state, and even our nation, we need to be better equipped to strengthen, guide, and to assist our congregations as we do our work together. You will be hearing later from our Moderator about the experience several of us had at a meeting of the Kansas Leadership Council, and how through a grant from them, many of the current and future leaders in our presbytery will be trained to be better leaders. What I will be working toward in the coming year will be several missional priorities for our presbytery.

1. A REFORMED GOVERNING BODY: In recent years, our Presbyterian Church (USA) has described the identity of presbyteries as governing bodies. This gives the impression that the main reason we come together is to govern ourselves. It suggests that rules, regulations, and policies are what is most important about our life together. This is probably a result of the corporate and regulatory model of church that our denomination has followed in the twentieth century. While this may have been sufficient in the past, it does not describe who we are today or who we hope to become in the future. While we need the Book of Order and our policies and procedures, governance cannot be the primary adjective that defines who we are. Our polity alone cannot be the reason enough for us to meet. We must become about mission as well as governance.

2. A NEW RELATIONAL COMMUNITY: The main reason we as a presbytery come together must be

for relationships: our relationship with God through Jesus Christ, our relationships with personal friends, our brothers and sisters in Christ, and the relationships that congregations have with one another. It is through our God-given relationships that we experience joy, sorrow, purpose, fulfillment, and hope. Our connections are providing a bridge into an emerging future. As a relational community, I pray that we will emphasize listening, learning, our fellowship together, and praying. We have taken vows to abide by the Constitution of the Presbyterian Church (USA) and we will continue to do so, lovingly holding one another accountable in relationships. Our polity helps us set up appropriate boundaries for our relationships. It is a means to an end; it is not an end in and of itself. We begin to see the value of being a part of a connectional system with other presbyteries and other communities who share a similar identity in Christ. I will be asking, “What are specific things we can do to make our presbytery meetings more

enjoyable and edifying for you?

A MISSION AGENCY: I desire for us to dream that we will learn to become a mission agency together. As the early church laid hands on people and sent them out in mission (Acts 13:1-3), we hope to do the same. We live in a mission field and all of us are sent by God into it. God has a

117 | Presbytery of Southern Kansas – Stated Meeting November 15, 2016 3. mission and God’s mission has a church. We hope to discern what God is doing in our world and

join Christ in the mission God has already initiated. You will soon be hearing about some new mission initiatives that are true opportunities for us to engage people here and abroad with the gospel of Jesus Christ, and hopefully bring more justice to their lives. It is my prayer that we as a presbytery will take on these projects one in Hutchinson and one in Cuba as our very own; and that we will be supportive in all possible ways.

It is my hope that we learn new skills for new forms of mission for the coming years. I hope that we will launch new missional experiments to discover together how God’s Holy Spirit is leading us. It is my hope that we become a sent people who are shaped by God’s mission, energized by God’s mission, and defined by God’s mission. The reasons we will come together is to discern where and how to be in mission together. I pray that we will have the courage to connect with other mission agencies in Kansas, the United States, Mexico, and around the world, living the Kingdom of God here on earth. As we move into our new future, we desire to be both humble and bold. We are humble because we do not have all the answers, we are learning as we go, and we know we need each other’s wisdom and insight. We want to be bold because we do not want to be trivial or waste our time on what is not important. We long to make a difference in the world. May God bless you all.

As the WMW Camp Committee had not yet set a budget as of the time the presbytery budget needed to be presented to the Governance Team and Presbytery Coordinating Team, the 2015 actual figures were used for the purpose of constructing the integrated 2017 Presbytery budget draft. Note that in the budget draft exclusive of Westminster Woods we have identified that presbytery’s mission support of WMW in 2017 would be $60,000. This decrease of $21,474 compared to the 2016 budget is roughly equivalent to the reduction and phase out of the Eastminster settlement of $22,000 in 2016. Also a reminder to the presbytery that the WMW Task Force is working on a proposed covenant agreement to be presented to the presbytery for action in 2017, creating WMW as its own separate 501 (c) 3 not for profit organization on a timeline estimated to be 1/1/18.
