72| Presbytery of Southern Kansas – Stated Meeting November 13, 2018 CALL TO ORDER The Presbytery of Southern Kansas gathered at 9:00 a.m. on Tuesday, November 13, 2018, at Westwood Presbyterian Church, Wichita. OPENING WORSHIP The worship service, was led by the Rev. Tom Wylie. The $454.00 offering received will go to Working Men of Christ Ministry, Wichita, KS. OPENING BUSINESS PSK Moderator, Rev. John Wilson, called the meeting to order with prayer. The Moderator announced that if anyone had items for New Business those needed to be submitted to Stated Clerk as soon as possible to be considered for discussion during today’s meeting. A quorum (The quorum of a Stated or Called (Special) Meeting of the Presbytery shall be ten percent of the eligible teaching elders and ruling elder commissioners provided that at least three teaching elders are present and three different churches are represented by duly elected ruling elder commissioners. (G- 3.0304) (pp 11-12, Feb. 2013)) was declared present by the Stated Clerk, Rev. James Anderson with a minimum of six ruling elder commissioners from six different churches within the Presbytery of Southern Kansas in attendance and eight teaching elders (See Appendix A-Attendance) Additional handouts for the meeting are available at the registration tables. Anyone wishing to speak on the floor during the meeting should come to the microphone, be recognized by the Moderator/Moderator Elect and identify themselves. All comments are to be directed to the Moderator/Moderator Elect. All motions must be submitted in writing to the Stated Clerk before the conclusion of the meeting. (G-3.0304) pp. 11-12 Feb. 2013. The 2017 Membership of Presbytery was 5020 in 55 congregations. Message for Presbytery of Southern Kansas After experiencing the opening service of General Assembly and the opening service of Synod of Mid-America where acknowledgement was given to original inhabitants of our lands, I felt led to give respect to the native peoples of the southern Kansas area. I would like to acknowledge that this meeting is being held on the traditional lands of indigenous peoples of America… and we pay respect to elders both past and present. The lands on which the Presbytery of Southern Kansas meets and serves have been the traditional lands of native Americans of the nations of the Kiowa, and the Kansa (or Kaw), and also to the southwest … Comanche ...and to the southeast … Osage. I thank the Mid-America All-Indian Center, director April Scott, for their assistance. The reports of Session Records Review and the Equalization Report of teaching elders and ruling elder commissioners are included in the meeting packet. Record of the financial review of the Presbytery of Southern Kansas is contained within the Governance Committee report. Congregations of the Presbytery should have received information and materials for the Christmas Joy Special Offering. This offering is divided equally between Presbyterian-related schools and colleges equipping communities of color and providing assistance for current and retired church workers and their families with critical financial needs. The Covenant Presbyterian Church of Wichita has asked to host our Saturday February 9, 2019 meeting. Church Orders – Denise Pass INFORMATION:

Minimum Effective Salary for full-time called pastoral position for 2019 is $41,370.00, and minimum Cash Salary is $31,823 if the pastor is living in a manse. Board of Pensions dues remain 37%. IRS Mileage rate for 2019 has not yet been set.

Met with Inquirer Hyum-Min Park (Korean, Wichita) for his Annual Review. The ongoing needs of our smaller congregations as well as the needs of the pastors, CREs and

other lay leaders who serve our congregations continues to be of deep concern to those who faithfully serve on COMT.

CRE candidate Matt Busby (Freeport) will enroll in online classes through Dubuque Seminary. Introduction of Rev. Judith Arnold. Rev. Arnold discussed her faith journey. Her Statement of Faith (see Appendix C) was presented. Moderator called for questions from the floor. MOTION: Recommend that Rev. Judith Arnold be received into the membership of the Presbytery of Southern Kansas to serve as Pastor for the Pratt Presbyterian Church, upon examination by the PSK. Moderator called for discussion. Presbytery, Cuba.

Remember that PSK Matching Grants for 2018 are still available and the application is online at

Jennifer Barten, Pratt, is looking to lead high school seniors and college students on another

Mission Trip to Cuba in May or June 2019.

The people of Cuba are in need of sewing machines and medicines. An organization, Blessings

International, obtains medicines, packages it and gives it to presbyteries like ours to assist Cuba.

That organization has been contacted, an order form was sent and Jeremiah will see what is

needed and hopefully be able to take medicines in Feb. 2019.

Jeremiah and Cinda attended a Cuba Partners Network Conference in October. (see Appendix D)

Bethel Church Administrative Commission was represented by Sue Nispel. A litany was read during the meeting. MOTION: After recognition at the Presbytery meeting, it is requested that the Administrative Commission be dismissed with thanks and that the property of Bethel Presbyterian Church become the responsibility of the Trustees of the Presbytery of Southern Kansas.

75| Presbytery of Southern Kansas – Stated Meeting November 13, 2018 Moderator called for discussion. The motion was passed. Westminster Woods Camp Report – Brian Wheeler Westminster Woods Camp has a great summer camp time. From mid-May to August the camp was full every day and now there are Fall Retreats every weekend. Westminster Woods Winter Retreats begin in January 2019. All Winter Retreat packets have been mailed to all church. Brian thanked all the churches sending youth the weekend of Nov 18-19 for PSK Youth Council’s Work Weekend. The tasks accomplished are a great help to the camp. Packets for 2019 Westminster Woods Summer Camp programs will be mailed in early January 2019. Brian reminded everyone of the Presbytery meeting at Garden City when Matt Vaughn, Youth Ministry Institute, shared a survey where young people said that a camp or retreat was on the list (within the top three) of where youth encountered Christ. Westminster Woods Camp survey with youth showed the same results. Eighty five percent of young people reported that they came to Christ between ages of 4 to 14 years. After 14 years of age the percentage decreases. Brian suggested that churches take these numbers seriously and if your church believes that we should spread the word of Christ, then find children in the community, and reach out to these kids. A Physical Education teacher in Fredonia is a former WMW counselor and through school he is reaching out to students who need to know the love of Christ. Please prayerfully consider how your church might reach out to children in the community that are not in a church or don’t have a camping opportunity and provide that camping experience for them. MOTION: Grant Estephany Moncada privilege of the floor of Presbytery to give her report. Moderator called for discussion. The motion was approved. Estephany Moncada is a pre-law and criminal justice student at Sterling College who was provided an internship opportunity with Kansas Child Advocacy through the efforts of the FPC Leoti, Tribune Presbyterian Church and FPC Lakin churches. These churches gather in friendship as a community of faith in western Kansas. Estephany recounted that during her internship she shadowed workers at the Kansas Child Advocacy Center, a judge and a couple of local attorneys. This was an eight week internship the summer of 2018. Estephany shared that she felt the mission of Christ in our communities, as Christ calls us, is to go outside in the community and discover the needs of the community. She heard cases of child abuse. There was a lack of community resources and children had to wait at the Advocacy Center for a temporary home. We all know that the world is dark aiming to kill our hope and joy. We are called to bring the light of Christ into the darkness. That light within us makes this world a better place. We are called to follow in Jesus’ footsteps. The world of sadness and evil can be defeated by the Christ within us. She found that it was possible to remind Southwest Kansas that hope is still alive. She challenges all of us to come out of our comfort to walk into the darkness. Christ is already in the darkness waiting on us to also bring his light. Estephany felt this internship really helped her to grow her faith. If any other church is interested in establishing an internship, they can contact Sterling College or one of the churches mentioned above. Moderator called for discussion and nominations from the floor. The motion was approved. MOTION: Charlene Randall, Ruling Elder, (Grace Presbyterian Church, Wichita) and Skip Johnson, Teaching Elder, (Honorably Retired) be elected to serve the Mission Partnership Ministry Team – class of 2021. Moderator called for discussion and nominations from the floor. The motion was approved. MOTION: Sheryl Hammond, Ruling Elder, (Covenant Presbyterian Church, Wichita) and Ken Coryell, Ruling Elder, (FPC Derby) be elected to serve the PSK Board of Trustees – class of 2021. Moderator called for discussion and nominations from the floor. The motion was approved. PSK Youth Council – Joe Wiseman MOTION: The Lord’s Supper may be served by Rev. Joe Wiseman at Westminster Woods Camp during the Youth Council’s Work Weekend, Nov. 16-18. Moderator called for discussion. The motion was approved. The Youth Council is a part of and represents PSK. The group is underutilized. This weekend for the Work Weekend six churches are being represented and that is only 11% of the PSK churches. Youth Council is worth every minute of the time invested. Eighth through twelfth grade students may serve on the Youth Council Board. More youth and adult advisors are needed. It is an important time now to send youth and adult volunteers to Youth Council events! Show that Youth Council is important to PSK! For more information and to volunteer contact Joe Wiseman, Covenant Presbyterian Church, Wichita and/or Geri Doll, FPC Wichita. Trustees Report – Sue Nispel MOTION: Move that if the way be clear, the Presbytery grant permission to the First Presbyterian Church of Wellington, to sell their manse at 1320 N High Drive, City of Wellington. The asking selling price has been set at $160,000, with the proceeds used to provide housing allowance and operating expenses. This action was approved by the congregation on September 16, 2018. Moderator called for discussion. The motion was approved. MOTION: Move that if the way be clear, the Presbytery grant permission to the First Presbyterian Church of Tribune, to sell their manse at 821 Second Street, City of Tribune. The asking selling price has been set at $105,000, with the proceeds used as an investment in the Presbyterian Foundation for endowment purposes, reserves for the aging church HVAC unit and regional mission. This action was approved by congregation on September 9, 2018. Moderator called for discussion. The motion was approved. MOTION: Move that if the way be clear, with the approval of their session and congregation, the Mt. Vernon Presbyterian Church may place a conditional listing of their facility with selected agencies, that the facility is available for sale when the congregation authorizes and the Presbytery approves their closing. 77| Presbytery of Southern Kansas – Stated Meeting November 13, 2018 Presbyterian Women – Sue Nispel Many PSK churches are reporting that they no longer are able to have Presbyterian Women entity in their local organization. Sue will be asking the PSK Presbyterian Women Board to make personal contact with women in churches where PW is not present. PW can be in touch with each church to help women feel they are a vital part of the life of the church and to serve as “missionaries” in their church. If you know of ways that PW can help your church, please contact Sue Nispel or other members of the board. SYNOD Report – Catherine Neelly Burton Rev. Catherine Neelly Burton and Rev. Denise Pass serve as PSK Synod Commissioners. The SYNOD met in October. At that meeting the connection to the Presbyterian Children Services/Home of Missouri and Texas was approved. The SYNOD also approved the sale of the offices in Parkland, MO. There was damage reported so the SYNOD will have to revote on the sale. Please remember to go to www.synodma.org to find resources available online. There are videos that can be used in a congregation on various subjects. The SYNOD offers small church grants. Please make your church aware of all the SYNOD services. Governance Report – Mark Miller INFORMATION:

PSK Appendix C – Statement of Faith – Judith Arnold

In the scriptures, the Apostle Paul states, "Nothing in life or in death can separate us from

the love of God." Echoed in our Book of Confession, the Brief Statement of Faith opens with the

words, "In life and in death we belong to God." It is the power of this love known throughout all

our lives which brings comfort and hope in the uncertainty of life.

Throughout time, God has sought a relationship with us; throughout history, we have

struggled with this relationship. Despite these difficulties, we have never been abandoned by God.

We see the unfolding story of redemption in God's word, the Bible. The Bible unites us. We see

our lives through the lens of others, in both their victories and their struggles. We relate to their

feelings and reactions to life. We join in wonder as God's covenant is fulfilled through Christ. The

Bible, inspired by God's Spirit, leads us to faith. Its power reaches beyond the law, touching the

spirit of grace. It is through this very gift that we are drawn to God's love.

We know God's love through our Lord Jesus Christ. In His humanity, Jesus showed the

power of love in life, and taught us the cost of love through His death. Through His divinity, the

Lord lives the mystery of love in the resurrection. We experience Christ's love through the

inspiration of God's Spirit and the witness of others that leads to faith. Responding, we

say "yes" to God. We express this "yes" through loving others, and by offering ourselves as

God's instrument of healing. This love challenges us to grow as believers, to risk sharing our faith,

and to serve in Christ's name.

As believers, the Lord calls us to worship, both as individuals and as the body of Christ. In

worship, we express our needs to God, encouraging one another in faith, and find strength for

life's journey. Worship provides space in which to hear God's word proclaimed, and respond in

faith. This response is experienced in a profound way through the sacraments. Baptism begins our

spiritual journey, as we are welcomed into the household of faith. In Communion, we celebrate

that journey through the Lord's presence and forgiveness. Through these sacraments, the mystery

of God's kingdom is revealed, uniting believers throughout all times and places as together we

proclaim, "Come, Lord Jesus, come!"

Report on the Cuba Conference held in October 2018

Jeremiah Lange and Cinda Weisgerber attended a three day conference focusing on partnering with presbyteries/churches in Cuba. The conference was attended by about 100 people: about 20 people from Cuba, the others were from churches in partnerships with Cuban churches.

Activities included bilingual worship, presentations to the entire group, break-out sessions, and lots of informal conversation and networking.

In the break-out sessions participants learned about the Living Waters filtration program which is an important program of many Cuban churches. They also learned about obtaining Over the Counter medications at a discount and how to bring them into Cuba. Another session discussed how sewing machines can be brought into the country as “gifts,”. but not “donations” and not be taken apart. One session taught about building relationships between churches and forming partnerships, something Jeremiah and Cinda will be sharing this with the Presbytery. One breakout session was specifically for partners of churches in El Centro, the Presbytery we have decided to focus on. This group will soon have a Facebook group which we will join to improve communication between other El Centro partners. One of the displays in the hallway identified a project that is very important and that any church could do. That information dealt with the production of disposable incontinence pads or feminine hygiene products. Production has stopped entirely because for the foreseeable futue, Cuba citizens cannot get the raw materials needed. There is a project where reusable, washable items can be assembled by churches and taken to Cuba. Information provided show how important it is to our Cuban brothers and sisters that we be advocates for improved relations between our nations. Jeremiah and Cinda plan to share more about this with the Presbytery soon. Our upcoming trip is in February 2019 and it will give us the opportunity to focus more on four churches and begin the process of building and strengthening relationships. Connecting with individuals in Cuba who we can communicate with us on a regular basis is key to development of a partnership. Communication can be as simple as the sharing of bulletins, newsletters, liturgy, family news and everyday life of the church. The Cuban government is starting to relax the control of social media and internet access, so it will be easier to communicate. Jeremiah and Cinda want to emphasize how important it is for Presbytery of Southern Kansas to be represented at these annual conferences because of the learning and growth opportunities.
