With Intelligent Access Class Control, the RNC adds the number of restricted access classes if cell resources are congested. If cell resources are no longer congested, the RNC reduces the number of restricted access classes.

Cell congestion check interval. The RNC checks whether cells are congested at this interval.This parameter is an advanced parameter. To modify this parameter, contact Huawei Customer Service Center for technical support.

Range of restricted access classes. Access requests initiated by UEs of specific access classes specified by this parameter are rejected by the RNC at the interval specified by "ACPollPeriod". For details about "ACRstrctRange", see 3GPP TS 22.011.

Polling interval for access control. At this interval, the RNC rejects access requests initiated by UEs of specific access classes, which are specified by "ACRstrctRange".This parameter is an advanced parameter. To modify this parameter, contact Huawei Customer Service Center for technical support.

Threshold for cell congestion with the RRC or RAB setup request rejection rate. When RRC or RAB setup request rejection rate in a cell is equal to or higher than , the RNC regards the cell in question as being congested.

Threshold for cell resource restoration with the RRC or RAB setup request rejection rate. When this threshold is not exceeded, the RNC regards the cell in question as not being congested.

Uplink cell power load threshold for cell congestion. When uplink power load in a cell is equal to or higher than this threshold, the RNC regards the cell in question as being congested due to high uplink cell power load.This parameter is an advanced parameter. CPU usage threshold for cell congestion. When CPU usage on an SPU subsystem is equal to or higher than threshold, the RNC regards cells served by the SPU subsystem as being congested.This parameter is an advanced parameter. CPU usage threshold for cell resource restoration. When CPU usage on an SPU subsystem is lower than this threshold, the RNC regards cells served by the SPU subsystem as not being congested.This parameter is an advanced parameter. Maximum number of restricted access classes. This parameter is used when UEs of R6 or later initiate PS-oriented RRC connection requests. When this parameter is set to 0, no access classes are restricted.

Maximum number of restricted access classes. This parameter is used when UEs of R5 or earlier initiate RRC connection requests. When this parameter is set to 0, no access classes are restricted.

Maximum number of restricted access classes. This parameter is used when UEs of R6 or later initiate CS-oriented RRC connection requests. When this parameter is set to 0, no access classes are restricted.

Whether to enable the Paging Permission with Access Control (PPAC) algorithm. When this switch is set to on, the PPAC algorithm is enabled. When this switch is set to off, the PPAC algorithm is disabled. The PPAC algorithm controls the paging response restriction indication and the location/registration restriction indication. For details about this algorithm, see 3GPP TS 25.331.

Paging response restriction indication. When this parameter is set to None, the UE can respond to Paging Type 1. When this parameter is set to CS, PS, or ALL, the UE responds to Paging Type 1 in the barred domain based on the DSAC parameter settings. For details about this parameter, see 3GPP TS 25.331.

Location/registration restriction indication. When a location area update (LAU) or routing area update (RAU) is initiated, location/registration is restricted based on the "Location/Registration Access Class Barred List." For details about this parameter, see 3GPP TS 25.331.

Whether to restrict location/registration. When this parameter is set to NO_RESTRICT, location/registration is not restricted when a location area update (LAU) or routing area update (RAU) is initiated. When this parameter is set to RESTRICT, location/registration is restricted when an LAU or RAU is initiated based on the "Location/Registration Access Class Barred List." For details about the meaning of the values, see 3GPP TS 25.331.

Turn on CongACSwitch for cells where this feature is planned to be activated.

This parameter must be configured whenCongACSwitch is set to ON. The value recommended for this parameter is AC0, AC1, AC2,AC3, AC4, AC5, AC6, AC7, AC8, or AC9. You are not advised to select AC10 for this parameter. IfAC10 is indicated as barred in a cell, UEs from AC0to AC9 and UEs without an IMSI are not allowed to initiate emergency calls in this cell.

Congestion trigger threshold of the RRC/RAB setup rejection rate. The smaller the parameter value, the more likely the network increases the number of barred ACs. The default value is recommended for this parameter. You can also set the value for this parameter based on your expectations on the network KPI.

Congestion release threshold of the RRC/RAB setup rejection rate. The smaller the parameter value, the less likely the network decreases the number of barred ACs. The default value is recommended for this parameter. You can also set the value for this parameter based on your expectations on the network KPI.

If the RRC admission threshold is higher than the RAB admission threshold, there is a possibility that the RRC setup rejection rate is not high but the RAB setup rejection rate is high. In this case, system resources are wasted. To prevent this problem, you are advised to turn on CongOfRABRejRateSwitchso that the RAB setup rejection rate is considered during the cell congestion decision.

Turn on this switch only when you want to take the uplink power load congestion as a necessary condition for increasing the number of barred ACs.
